Introduction

High level consultations Netherlands MoA and Indonesian MoA (‘04 – ’05);

Cooperation in Partnership: not only gov. – gov but various partners working together on both sides e.g. NGOs, private sector, Universities;

Overall objective: to contribute to the containment of the risks of HPAI for human and animal health;

Enhancing organizational capacities at regional level;

Development of poultry sector databaseAim:• Development at provincial and district level of

operational data base and GIS of the poultry sector in Banten and (part of) West-Java

Activities:• Developed jointly by Create, provincial and district

Dinas Peternakan, and (ex-)NAMRU, supported by IDP;• Design and creation of the database and interactive

mapping system• ToT for database managers and enumerators• Hardware for the database

Making the database operational

• District based units level with coordination at provincial level;

• Farm registration: location, contact details, size, type of farm and enterprise;

Sustainability issues for database

• Regular updates• Province should take the lead and coordinate; • Complete the system and include the missing

Compartmentalization and Zoning (1)

• Workshops to introduce the idea and set a framework (SGS, USDA, IDP) 2008

• 20 people from MoA trained in biosecurity and auditing; • Development of a biosecurity checklist;• 8 qualified auditors (intern. standard); - IRA?• Dev. Quality manual in 12 working sessions with SGS (+ IDP)• Quality Manual for Certification Body (Indonesian/English):

– Organization– Procedures– SOPs

• Almost ready to start (October 2011)

Compartmentalization and Zoning (2)

Recommendations for next steps:• Needs consultation with private sector on their

expectations / incentives;• Assurance that it will be a transparent process and

not another set of empty regulations only on paper; • Government can supervise the system and not

necessarily implement it themselves;• If there are clear benefits for the private sector they

could be willing to pay (if system is transparent);

• Capacity development veterinary services• Transmission studies on local vaccines and
