RationaleMy proposal is a combination of commercial and industrial area. After conducting site analysis, I decided to propose a project that will benefits the surrounding community and create a new tourist spot in Sekinchan. Through analysis I have pinpointed the following issues to propose this project.

1. Small public library in SekinchanSekinchan has only one public library, which is small and can’t satisfy many people who wanted a peaceful place to study or read books.

2. Less variety of rice in the market

3. Lack of rice products in the marketRice products can’t be found in the market. Rice products are healthier than other similar products in the market, for instance, multigrain snacks contain lesser fats compared to other snacks in the market.

4. Uniqueness of food In this place that full of paddy field, special dishes and beverage made of rice will be a uniqueness of this project and attract tourist to this place.

Project Concept Concept of this project will be a combination of industrial and commercial area. The proposal includes a rice factory, a rice café and a rice shop. The factory works as a producer, who processes the paddy and provides goods for the café and the shop. This proposal is required to

1. Provide a harmony space for reading and studying2. Produce different types of rice for customers 3. Produce healthy rice products for customers4. Provide unique foods and beverages

ProposalThe Rice Factory (Light Industry)

It will be a rice factory, producing various type of rice by processing the paddy planted in Sekinchan. Other rice products will also be manufactured. Every type of rice will be wholesale to rice shops across peninsular Malaysia. Yet rice products will be selling together with the rice in the rice shop beside the factory.

The Rice shop (commercial)

Different type of rice and rice products produced from the factory will be selling in this rice shop. Providing the consumers various choices of rice beyond the ordinary white rice selling in supermarkets. Some healthy rice products will also be selling here.

Pearl white rice

Pearl white rice is round short grain white rice, which is delicious and fond by Japanese and Koreans

Brown rice

Brown rice is whole grain rice. It has a mild, nutty flavor, and is chewier and more nutritious than white rice, but goes rancid more quickly

Embryo rice

Embryo rice is the result of removing the bran from brown rice. This makes Embryo rice contains the goodness of brown rice with its full nutrients but in white rice soft and smooth texture

White sticky rice

White sticky rice will be sticky when cooked. It can used to make various types of dishes.

Black sticky rice

Black sticky rice is usually in sweetened form and seldom served as main dish, it usually used to make dessert.

Pearl rice lollipop

This is a lollipop made of pearl rice with rice syrup and some natural flavoring.

Rice Bran Oil

Extracted from the outer layer on the brown rice kernel. A high quality, delicate tasting cooking oil. Studies have shown that it is effective in lowering blood cholesterol levels.

Rice and Seasoning Mixes

This is a mix of rice and seasonings to make it more delicious. Available in different flavors .

This café will serves special dishes and beverage made from rice. It will be divided into indoor and outdoor area, there will be some vegetation planted outdoor to provide a better environment for customers. The café consist of 2 floors, providing more spaces for customers. A study corner will be setup in the café.

Rice Syrup lightly sweet and smooth in texture. It is a nutritive sweetener that is a tasty alternative for those who watch their sugar intake

This is a “guilt-free” snack, it is made of organic brown rice. It contains 40% lesser fats than other snacks. It’s a tasty alternative for those who like snacking and afraid of gaining weight.

The factory has 3 entrance. The main entrance is located on the south of the factory. The second entrance can be accessed through the loading bay. The third entrance in facing the café and shop, goods can be transferred to café and shop through the third entrance.

Land occupied: 35m × 20m n 700 m 2

The café has 4 entrance, main entrance leads to the indoor seating area, the sub entrance leads to the outdoor seating area. People can also access the café from the shop through the third entrance that connects the shop and the café. The fourth entrance is for stock replenishing purpose. Besides, there are also two entrance to the indoor seating area from the outdoor seating area.

The shop has 3 entrance main entrance in on the east of the shop. Second entrance is connecting the café, people can access the shop from the café through this entrance. The third is for stock replenishing purpose.

Alley between factory and shop+café

The alley connects the factory to the shop and café. Workers will transfer goods to shop and café through this alley. Vegetation is planted along the alley to beautify that place.

The carpark consist of 14 parking lot, each parking lot is 5m × 3m in size. There is only an entrance and an exit for this carpark. Vehicle can only move in one way inside the carpark.

The space of the loading bay is only sufficient for one lorry to go in at a time. A dock is built to load goods efficiently.

Benefits & ImpactsBenefits

Sekinchan as a fast developing tourist spot, tourist number is increasing. By producing various types of rice and rice products that can’t get easily from ordinary shops, this project has potential to become one of the tourist spot in Sekinchan.

Special rice-related dishes and beverages served in the café is also a uniqueness that may help this place to become a tourist spot in Sekinchan, attracting tourist and bring advantages to the client.

By attracting tourist to this place, this place will become more crowded and this will benefits nearby shop lots.

Vegetation

Vegetation planted in this project is shown above. Vegetation is planted in the carpark, café and the loading bay. Vegetation is planted in the café to make a good atmosphere. In the carpark, vegetation is planted on the edge to emphasis where the entrance is. Vegetation is also planted along the alley to beautify that place.

The factory, shop and café require sufficient manpower to ensure everything operate well. Therefore, this project will bring working opportunities for residents nearby.

Besides, the café provides a place for nearby residents and tourist for relaxation and gathering.

The public library in Sekinchan has a small capacity. The Rice Café can solve the problem as it can also function as a study place for students nearby, due to its peaceful environment.

By producing various type of rice, consumers will have different choices of rice. Consumers can choose rice according their needs. For instance, black sticky rice that serves as dessert, pearl rice that is more scrumptious, brown rice that contain more nutrients and so on.

Impacts

As tourist number increase in this place, Streets nearby will become congested as the road in Sekinchan is not wide enough. This will cause traffic problem and annoys the community nearby.

Only a little amount of vegetation is planted on site. This project is not eco-friendly.

Besides, Rice factory will produce some waste products that might pollute the environment.

Planning and building plans are prepared by the Architect. Including:

• Key and location plan• Site plan • Floor plans• Roof plan • Sections (longitudinal and cross-sections) • Elevations

2. Submit pre-construction notifications

3. Request final utilities inspections

4. Receive road and drainage inspection (Agency: Engineering Department of CHKL)

5. Receive sewage final inspection (Agency: Sewerage Certifying Agency (IWK)) The Sewerage Certifying Agency (IWK) will carry out an inspection of the sewerage system and issue BuildCo a clearance letter for sewerage.

6. Receive water final inspection (Agency: Water Authority SYABAS) The Water Authority (SYABAS) will conduct an on-site inspection of the works and make the connection to the public pipe.

7. Obtain road and drainage clearance (Agency: Engineering Department of CHKL ) A date for the inspection will be set prior to the issuance of clearance letter for the road and drainage work.

8. Obtain sewage clearance letter and sewerage connection (Agency: Sewerage Certifying Agency (IWK) ) Once the inspection has been carried out, a clearance letter is issued. The sewage clearance letter is needed in order for the engineer to issue the Certificate of Completion and Compliance (CCC).

9. Submit water test and commissioning (T&C) report (Agency: Water Authority SYABAS) the water testing and commissioning report wil be prepared and submit it to SYABAS. This document is required to obtain the clearance letter from SYABAS.

10. Obtain water clearance letter and water connection (Agency: Water Authority SYABAS) The Water Authority (SYABAS) will issue a clearance letter and install the water meter. This will complete the water connection process.

11. Receive fire safety inspection.(Agency: Fire and Rescue Department) Fire and Rescue Department will carry out fire safety inspection

12. Obtain fire safety clearance letter (Agency: Fire and Rescue Department). Fire and Rescue Department will issue the fire clearance letter

13. Builder’s principal submitting person files the certificate of completion and compliance (CCC) (Agency: Building Department and Board of Architect)
