Season Greetings!

As they say “Winter is Coming,” but here at LTAP we are currently preparing for a very busy spring: the release of the directory, Road School, workshop season, an updated website, and more. It is also that time of year where we reflect on the past year: record numbers at Road School, highly attended workshops, a new micro-learning app, and the introduction of a new program manager.

This past October, our Training Specialist Richard Domonkos became LTAP’s new Program Manager. On page 4, Rich and Program Director John Haddock take time to share our vision and mission statement for the new year.

Indiana Local Technical Assistance Program (LTAP) was established by the Federal Highway Administration (FHWA). The purpose of the LTAP program is to translate the latest, state-of-the-art road, highway, and bridge technologies into systems usable by local highway agencies. LTAP is funded by FHWA, the local agency distribution of the Motor Vehicle Highway Account, and Purdue University. A newsletter is published quarterly by the Indiana ltap office at Purdue University. It is distributed free to county, city, or town road and street personnel and others with transportation responsibilities.

LTAP NEWS

Reflecting on LTAP’s Vision & Mission Statement Greetings from Indiana Local Technical Assistance Program (LTAP). The Indiana LTAP team would like to announce that Richard Domonkos has accepted the position as our newest Program Manager.

Rich has been with the Indiana LTAP Center for over 11 years. Rich will be managing the program on a day­to-day basis. During his time as Training Specialist, he has managed the training program and assisted with technology transfer in the form of technical manuals, short courses, and seminars. Rich frequently delivers asset management training and safety workshops, along with overseeing the Road Scholar Program. Prior to LTAP, he spent 20 years with the Lake County Highway Department in various roles including supervisor. Rich Domonkos also served proudly in the U.S. Navy Seabees as Construction Mechanic.

As the year progresses, we hope to introduce a new training specialist to the LTAP team. If you are interested in the position, or know someone who might be, please watch our website for additional details or to view the job description.

As the Indiana LTAP moves forward, this is a good time to remind our readers of the Indiana LTAP vision and mission statement. We will continue to use these as our guide for the program.

VISION The vision of the Indiana Local Technical Assistance Program is to be known and respected throughout the State of Indiana as the primary resource for training, technical assistance, and technology transfer for government and industry officials with local transportation related responsibilities, and to be known throughout the LTAP community as an innovative, aggressive, and productive participant.

MISSION The mission of Indiana LTAP is to foster a safe, efficient, environmentally sound transportation system by improving the skills and knowledge of local transportation providers through training, technical assistance, and technology transfer.

Richard Domonkos has accepted the position as our newest Program Manager.

LTAP was established by Federal Highway Administration (FHWA) in 1982 in response to a recognized need for funding and technical support to the 38,000 communities that maintain local roads and bridges. Each state in the U.S. operates an LTAP center. Most of the centers are located at state universities, and many are co-located with University Transportation Centers (UTCs). LTAP centers enable local counties, parishes, townships, cities and towns to improve their roads and bridges by supplying them with a variety of training programs; new and existing technology updates; and personalized technical assistance.

COMMITMENT The entire LTAP staff is committed to bringing you the training and resources you have grown accustomed to receiving, including the Road Scholar program, the HELPERS roadway safety program, LTAP asset management training, local road research, the email list serve, and our presence at annual conferences. Our address and contact information will remain the same. In the near future, you will see a few updates to the LTAP web site and some additional LTAP trainings. As always, if you have a suggestion for us, we welcome hearing from you.

LTAP at Indiana Association of County Commissioners Annual Conference

During the last week of November, Indiana LTAP traveled to Indianapolis to participate in the IACC Annual Conference. The conference educates County Commissioners and their support staff on topics such as creating safe communities, cyber security, workforce development, and legislative updates.

If you attended, you may have seen some of our staff at the registration desk or at our booth in the vendor’s exhibit hall. On Wednesday of the conference, LTAP hosted Road Scholar Core Course # 10: Drainage. Over 100 attended this session led by representatives from Christopher Burke Engineering and Barnes and Thornburg.

On the final day of the conference, acknowledgments were passed out at the Achievement Awards Ceremony. We’d like to congratulate:

LTAP EVENTS

Getting Ready for Winter Indiana LTAP completed another year of snowplow safety training for local agencies. This annual effort begins in October and ends in mid-December. Rich Domonkos from Indiana LTAP and Steve Moriarty from Kosciusko County Highway Department traveled around the state visiting with our snowfighters and sharing stories. We were able to visit several in-house snowplow roadeos this year in Crawfordsville, Boone County and Hendricks County. The training is geared for safety aspects of plowing, but Rich and Steve spent a lot of time discussing different techniques. The hope is that we can make the job a little easier and a lot safer!

This year we were also able to add a new training to our winter offerings, “Getting Started With Liquids”. Rod Waltman was willing to join the effort and share his vast experience in the winter maintenance industry to help agencies who have an interest in adding brine or other liquids to their toolbox of deicing options.

Ice and Snow, Take it Slow!Winter Driving Tips from INDOT

Driving with ice and snow requires a heightened awareness of the conditions and how your car can handle them. As people who build and maintain roadways, we already have an understanding of the dangers of icy roads and low visibility. Although, it’s never a bad idea to refresh and reflect on winter “rules of the road” before heading out. Further, such tips are valuable content to share on social media during the winter months.

INDOT shares the following tips when driving during winter. Just remember: Ice and Snow, Take it Slow!

Take Caution INDOT recommends looking out for the following symptoms of winter driving.

• Winter brings ice, snow, and black ice. Drive slowly and leave enough space between cars.

• Limited visibility requires slow driving and being aware of your surroundings.

• Remember: “Four-wheel drive may get you going faster, but it won’t help you stop sooner.”

Sharing the Road with Snowplows Driving during snowy and icy conditions also includes an awareness of new vehicles on the road: snowplows. INDOT outlines three things to consider when sharing the road with snow plows.

• Distance: “Give snowplows room to work. The

plows are wide and can cross the centerline or shoulder. Don’t tailgate and try not to pass. If you must pass, take extreme caution and beware of the snow cloud.”

• Speed: “Snowplows travel below the posted speed limit. Be patient. Allow plenty of time to slow down. Remember, Ice and Snow, Take it Slow.”

• Vision: “A snowplow operator’s field of vision is restricted. You may see them, but they don’t always see you. Keep your distance and watch for sudden stops or turns.”

Last But Not Least • “The faster you’re going, the longer it takes to stop.”

• Be careful when breaking: “If you have anti-lock brakes, press the pedal down firmly and hold it. If you don’t have anti-lock brakes, gently pump the pedal.”

• “Do not use cruise control and avoid abrupt steering maneuvers”

• Pay attention to vehicles in front of you. Their behavior may alert you of obstacles and dangers ahead.

Emergency Preparations for People with Disabilities

QUESTION: Michele, you addressed the summer emergencies that related to the heat. Now it’s time to help with the violent, overwhelming “Climate Change” storms we are facing with increased happenings and intensity. One of our main concerns are addressing shelters and People with Special Needs (Disabilities). - Ralph, RI

1) A physical checklist for the shelter to use for accessibility. There is a disclaimer that some of the specs are not in line with the new 2010 guidelines.

2) A policy and procedures checklist that guides you through the process of overall preparation.

THE ABOVE IS JUST A BEGINNING. Once you start looking, the information out there is endless.

1. ISSUES that have the greatest impact on people with disabilities include:

a. Noti�cation - Noti�cation that is all inclusive considers vision, hearing, and cognitive abilities, plus an announcement before the disasters that are weather related. Work closely with your media professionals to assist with regular announcements and instructions on actions for the individuals and community to take. Remind the public to check up on their neighbors who are elderly or with disabilities to see how they can help them.

b. Evacuation – self evacuation must have information for the locations that can handle people with disABILITIES, special devices, and medication regimes.

c. Emergency transportation - If buses or vans are used for assisting evacuation be sure they are accessible vehicles. Since your question is winter weather emergencies, do everything you can to evacuate with enough advance time to safely evacuate with the accessible vehicles without having to use streets that are hazardous due to snow and ice.

d. Sheltering – such as accessible trailers, hotels/motels, apartments, etc. Once again, this takes advance community planning so many places that might be available when the emergency is present have a contract that covers the responsibilities of the provider and users.

e. Access to medications, refrigeration, and back-up power.

f. Access to their mobility devices or service animals while in transit or at shelters.

g. Access to information - NOTE THAT A-D ARE COMMON CONSIDERATIONS FOR EVERYONE.

2. ACTION STEPS

a. Have mock community events for disasters that include participation of people with disabilities.

b. Train shelter sta and practice exercises for preparing the facility. Be sure that the group of people with disabilities are included in these trainings and mock preparations.

c. Service animals are to be kept with their owners. This preparation is vital as far as where best to locate the individual with the service dog, Also important is knowing where to go that allows the service dog to take care of its personal needs.

d. Preparing for Medications, refrigeration, and back-up power.

e. Communication is essential. Adopt procedures to provide accessible communication for people with vision and hearing, and speech disabilities.

f. Identify temporary accessible housing before the actual need.

3. Have a plan for returning home with sign outs and accountability for those who left.

A walkway is any type of de�ned space or pathway for use by a person traveling by foot or using a wheelchair. These may be pedestrian walkways, shared use paths, sidewalks, or roadway

1shoulders.

With more than 5,000 pedestrian fatalities and 70,000 pedestrian injuries occurring in roadway crashes annually, it is important for transportation agencies to improve conditions and safety for pedestrians and to integrate walkways more fully into the transportation system. 2

Well-designed pedestrian walkways, shared use paths, and sidewalks im-prove the safety and mobility of pedestrians. In some rural or suburban areas, where these types of walkways are not feasible, roadway shoulders provide an area for pedestrians to walk next to the roadway.

Transportation agencies should work towards incorporating pedestrian facilities into all roadway projects unless exceptional circumstances exist. It is important to provide and maintain accessible walkways along both sides of the road in urban areas, particularly near school zones and transit locations, and where there is pedestrian activity. Walkable shoulders should also be considered along both sides of rural highways routinely used by pedestrians.
