Section III: Special Instructions to Tenderers (SIT)

The following Special Instructions to Tenderers will apply for this purchase. These special instructions will modify/ substitute/ supplement the corresponding General Instructions to Tenderers (GIT) incorporated in Section II. The corresponding GIT clause numbers have also been indicated in the text below:

It may be noted that the price is not to be quoted only either in the pre-qualification or in technical bid. It shall only be quoted in price bid. The tenderers shall quote the prices strictly as per the proforma given in Section-XI of the tender document.

5 20.9 E-Procurement Not contemplated 6 24.4 Opening of Tender The Pre-qualification bids are to be

opened in the first instance, at the prescribed time and date. These bids shall be scrutinized and evaluated by the competent committee/ authority with reference to the parameters prescribed in the Eligibility criteria. Thereafter, in the second stage, the technical bids of only pre-qualified bidders (as decided in the first stage) shall be opened at a later date and time for further scrutiny and further evaluation. These bids shall be scrutinized and evaluated by the competent committee/ authority with reference to the parameters prescribed in the tender document. Subsequently, in the third stage the financial bids of only the technically qualified offers (as decided in the second stage) shall be opened for further scrutiny and evaluation. Intimation regarding opening of Technical and Financial bids shall be given to qualified tenderers to enable them to attend the technical and financial bid opening, if they so desire.

Section V: Special Conditions of Contract (SCC)

The following Special Conditions of Contract (SCC) will apply for this purchase. The corresponding clauses of General Conditions of Contract (GCC) relating to the SCC stipulations have also been incorporated below. These Special Conditions will modify/ substitute/ supplement the corresponding (GCC) clauses.

2. RISK PURCHASE:

(a) If the supplier after submission of tender and due acceptance of the same, i.e. after placement of notification of award of contract fails to abide by the terms and conditions of these tender documents, or fails to supply the material as per delivery schedule given or at any time repudiates the contract, the purchaser shall have the right to:

(i) Forfeiture of the EMD and

(ii) Invoke the Security-cum-Performance Guarantee if deposited by the supplier and procure stores from other agencies at the risk and consequence of the supplier. The cost difference between the alternative arrangement and supplier tendered value will be recovered from the supplier along with other incidental charges, including excise duty, taxes, insurance, freight etc.

(b) For all the purpose the Notification of award of contract will be considered acceptance of tender and formal contract pending signing of agreement. Supplier has to abide by all the terms and conditions of tender.

(c) In case of procurement through alternative sources and if procurement price is lower, no benefit on this account will be passed on to the supplier.

(d) If the contract holder reduces its price or sells or even offers to sell the contracted good, following condition of sale similar to those of the contract, at a price lower than the contract price, to any person or organization during the currency of contract, the contract price will be automatically reduced with effect from that date for all the subsequent supplies under the contract and the contract amended accordingly. Any violation of the fall clause would be considered a serious misdemeanor under clause of the GIT and action, as appropriate, would be taken as per provision of that clause.

Design & construction of a room for HT switchgear having overall built up area of 100 square meter with size of 14.5 M length x 4.5 M internal height from floor to ceiling as per following parameters :- a) RCC framed structure for plinth, super structure and roof slab with approved quality of steel, cement, sane & metal stone. b) Enclosure shall be with brick masonry work for walls and parapets complete with double coat cement plaster. c) One suitable size MS double leaved openable door shall be provided having orientation on north side. d) Synthetic oil paint of approved quality and shade shall be applied to the MS door. e) Optimum number of windows as per design norms with aluminium framed glazed sliding windows with MS grills from outside shall be provided on east side only. f) Suitable number of ventilators with glass louvered and iron grills shall be provided from outside. g) Flooring shall be trimix flooring by adding floor hardener chemical with mastic flooring of suitable thickness over trimix flooring. h) A ramp with suitable gentle gradient shall be provided on North side at the entrance. i) Integral cement based water proofing treatment shall be done over the RCC slab. A) The construction shall be ‘Load Bearing pattern’.

B) Brick masonry wall construction shall be adopted.

C) One suitable size M.S. double leaved openable door shall be provided having

orientation on north side. Synthetic oil paint of approved quality and shade shall

be provided.

D) A ramp at the entrance with suitable gradient shall be provided.

E) Profile sheet roofing shall be provided. Profile sheets shall be provided over

the trusses design as per norms and shall be got approved from Chief Engineer,

ISP.

F) Emulsion painting of approved quality and shade shall be applied over interior

walls.

G) G.I. chain link fencing with iron gate of suitable size shall be fabricated and

erected around the petrol shade as per the instructions of work in charge.

H) The debris/dismantled material generated from the dismantling of existing

‘Petrol Shed’ shall be removed by the firm at their own risk and cost.

I) Trimix flooring shall be laid as per the CPWD specifications.

j) In masonry brickwork with AC sheet roof and ventilating windows, M S door

etc. complete finished so as to use for storing of 5 number of 200 litre petrol drum.

The VCB panel shall have capacity and facilities to install 10 Nos VCB;s, out of which 02 Nos. shall be Incomers , 01 shall be Bus Coupler and 07 shall be outgoing feeders distributed suitably on both the incomers i.e. 03 on Incomer-1 and 04 on Incomer-2. The two 11 KV incomer feeder shall form the standby feeder arrangement to Sub Station No. I from the MRS and or Substation No III with necessary electro-mechanical interlocking arrangement between two incomers & bus coupler such that the bus coupler can only be switched ON if any one incomer is put OFF.

Both the incomer shall be provided with digital voltmeters through suitable PT’s, digital ammeters through suitable CT’s along with digital KWH meter and Power factor meter and all the 07 outgoing feeder VCB’s shall be provided with digital Ammeters and CT’s of suitable ratings. In addition to this, these 09 VCB’s shall be provided with numerical protective relaying i.e. 2 O/C and 1 E/F with separate or duel core set of CT’s for protective relaying and measurement purpose as the case may be. The bus coupler VCB may have only electrical ON/OFF facilities with LED indicating lamps for indication of VCB status like ON, OFF, Spring charged, while the others will have in addition the facility to trip and trip circuit healthy indications on pressing push button.

Special technical Terms and conditions in addition to other conditions of the tender document:- 1. The Bidders/Contracting Firms participating the tender must be holding valid Electrical Contractor license issued by the competent authority and a copy of the same shall be enclosed along with the technical bid. 2. The Bidders/Contracting Firms should clearly mention in their quotation the make, type and ratings of the equipments offered and price bid be filled accordingly. 3. The Bidders/Contracting Firms should also enclose along with their quotation the product catalogues showing all technical specifications of the equipments offered and price bid be filled accordingly. 4. The Bidders/Contracting Firms, participating the tender shall have to offer one year guaranty for the materials supplied and workman ship provided, and the same should mentioned in the offer itself 5. The successful Bidder/Contracting Firm will have to design and submit the detail dimensional drawings and single line diagram of the proposed installation based on the tentative layout plan given for the approval of Chief Engineer, ISP before starting the work. 6. The successful Bidder/Contracting Firm will have to submit necessary test reports for submitting to the Central Electricity Authority for final inspection of the installation 7. The successful Bidder/Contracting Firm will have to complete entire work within 18 MONTHS time from the date of approval to start the actual work and no further extension shall be given except for the genuine reasons. However, if required the working may be allowed continuously both in day and night shifts since the work is urgent in nature. 8. The existing installation is feeding the factory and estate hence power shutdown will be restricted to minimum as per our convenience and necessary temporary / alternative arrangements are required to be adopted by the successful Bidder/Contracting Firm under the directives of the Engineers of ISP and separate charges will not be paid for such arrangements. 9. The successful Bidder/Contracting Firm will have to bring all tools, tackles and material handling equipments required for completion of the entire work. The mobile phones, cameras, CD’s and laptop etc will not be allowed inside the ISP premises. 10.The successful Bidder/Contracting Firm will have to ensure safety and security of their workers and in case of any accident, resulting damages to their workers and ISP’s property the successful Bidder/Contracting Firm will be held responsible to make up the losses occurred. 11. The successful Bidder/Contracting Firm will have to submit the latest Police Verification Reports of their workers and engineers required to work inside the ISP factory, being a security organization.

12. The successful Bidder/Contracting Firm will have to submit all the test reports, drawings, O&M manuals of the equipments installed, along with handing over notes and inventory of the work. In addition, the firm/contractor shall have to arrange necessary Operation & Maintenance Training to our two Engineers at the manufacturer’s works in respect of the switchgears installed. 13. The successful Bidder/Contracting Firm will have to make labelling and markings of all the equipments installed as per ISP’s requirement.

TECHNICAL SPECIFICATION FOR CIVIL WORKS

1.00.00 INTENT OF SPECIFICATION The specification covers the following: a. Design, engineering, and construction of all civil works at the proposed augmentation site in the substation. All civil works shall also satisfy the general technical requirements specified in other Sections of this Specification and as detailed below. b. They shall be designed to the required service condition / loads as specified elsewhere in this Specification or implied as per National and International Standards. All civil works shall be carried out as per applicable Indian laws, Standards and Codes. All materials shall be of best quality conforming to relevant Indian Standards and Codes. c. The Contractor shall furnish all design, drawings, labour, tools, equipment, materials, temporary works, constructional plant and machinery, transportation and all other incidental items not shown or specified but as may be required for complete performance of the works in accordance with approved drawings, specifications and direction of ISP. d. The work shall be carried out according to the design/drawings to be developed by the contractor and approved by the ISP on the basis of Tender documents supplied to the contractor b y the ISP. For all buildings, structures, foundations etc. necessary layout and details shall be developed by the contractor keeping in view the functional requirement of the air conditioning plant and its equipments, providing enough space and access for operation, use and maintenance basedon the input provided by ISP. Certain minimum requirements are indicated in this specification for guidance purposes only. However, the contractor shall quote according to the complete requirements covered under the scope of work. 2.00.00 GEOTECHNICAL INVESTIGATION a. The site as it is with existing HT and LT installation and equipments will be handed over to the contractor. b. The Contractor may visit the site to ascertain the soil parameters, flooring and slab condition. Any variation in soil data, flooring condition or data of the slab shall not constitute a valid reason for any additional cost & shall not affect the terms & condition of the Contract. Tests may be conducted under all the critical locations i.e. Ground floor of the Main Building and Tower locations i.e slab to verify the value, if required by the contractor without any extra cost. 3.00.00 SITE PREPARATION 3.01.00 SCOPE This clause covers the supply, design and execution of all Civil works for the successful augmentation of our existing substation, its all the auxiliary equipments including HT and LT switchgear, Transformers etc. Dismantling of un-wanted equipments, structures from the plant, levelling clearing the open space, flooring, building of HT switchgear room, transformer plinths, and cable trenches for the installation and commissioning of the new equipments. Making necessary structural changes and openings in one of the security wall, for construction of the HT building as well as shifting of the plant

B) CONSTRUCTION AND CERTIFICATION WORKS:--- (1) DESIGN & CONSTRUCTION OF A ROOM FOR HT SWITCHGEARS:- The Bidder will have to design and construct a room having overall built up area of 100 square meters with size of 14.5 M length X 6.5 M width X 4.5 M internal height from floor to ceiling complete with all the civil, fabrication works and material. The silent features of the room shall be as under:- C) It shall have RCC framed structure for plinth, super structure and roof slab with approved quality of steel, cement, sand & metal stone. D) Enclosure shall be with brick masonry work for walls and parapets complete with double coat cement plaster. E) One suitable size MS double leaved openable door shall be provided having orientation on north side.(at least one more emergency door has to be provided) F) Synthetic oil paint of approved quality and shade shall be applied to the MS door. G) Optimum number of windows as per design norms with aluminum framed glazed sliding windows with MS grills from outside shall be provided on east side only. H) Suitable number of ventilators with glass louvered and iron grills shall be provided from outside. I) Flooring shall be trimix flooring by adding floor hardener chemical with mastic flooring of suitable thickness over trimix flooring. J) A ramp with suitable gentle gradient shall be provided on North side at the entrance. K) Integral cement based water proofing treatment shall be done over the RCC slab. (2)PROVISIONS OF RCC PLINTHS:- The firm will have to construct an RCC plinth of approximate size 2 meter X 2 meter per transformer with grooves for cable entry. The foundation shall be suitable to bear the weight of new 1000 KVA oil filled transformer. Theprovision shall be inclusive of transformer wheel guide arrangements in heavy-duty MS plates of size 100 mm X 12 mm fixed in plastering work and locking arrangement to restrict the movement of the transformer due to vibrations during storms/earth quakes. (3)CONSTRUCTION OF OIL SHED:- The firm will have to construct an oil shed having overall built up area of 10 square meter with size of 3.2 M X 3M with 3 M height near Main Store suitable for storing of minimum 5 drums of 200 liter capacity as per following parameters:- a. The construction shall be load bearing pattern. b. Brick masonry wall construction shall be adopted. c. One suitable size MS double leaved openable door shall be provided having orientation on north side. Synthetic oil paint of approved quality and shade shall be applied to the MS door. d. A ramp at the entrance with suitable gradient shall be provided. e. Profile sheet roofing shall be provided. Profile sheet shall be provided over the trusses design as per norms and shall be got approved from Chief Engineer, ISP. f. Emulsion painting of approved quality and shade shall be applied over interior walls. g. GI chain link fencing with Iron Gate of suitable size shall be fabricated and erected around the petrol shade as per instruction of work in charge. h. The debris/dismantled materials generated from the dismantling of existing petrol shade shall be removed by the firm at their own risk and cost. i. Trimix flooring shall be laid as per CPWD specifications. j. in masonry brickwork with AC sheet roof and ventilating windows ,M S door etc complete finished so as to use for storing of 5 number of 200 liter petrol drum.

Cement, Steel, Bricks, Paints, doors, windows etc will have to be got approved from the Engineer In Charge before commencement of the work. The detail-building plan and roof structure shall be submitted by the successful firm for the approval of Chief Engineer. (4)PROVISION OF MASONRY UNDERGROUND CABLE TRENCH IN HT ROOM :- a. The firm will have to provision of masonry underground cable trench in HT room for laying of all incoming, outgoing power cables and erecting of 11 KV VCB (Vacuum Circuit Breaker) cubicle panel boards to be installed along with provision of 50mm X 50 mm size C channels in spans of 1 meter to sustain the load of 11 KV VCB cubicle panel boards to be installed. b. The size of trench in room shall be 1.6 M width X 1.0 M depth to accommodate all cables with suitable clamping arrangements and convenient for erecting of VCB panel c. The required size of MS C Channel of minimum size 100mm width X8mm thickness shall be provided below the RMU panel & 10VCB panel as a support arrangement along the length of the panel. d. The metal lining in angle iron of size 25mm X 25 mm X5mm shall be provided on the top edges of both sides of the trench for housing the trench cover plates firmly. Qty.:1 Lot as per list of requirements given in respective subsections. (5)PROVISION OF MASONRY UNDERGROUND CABLE TRENCH IN TRANSFORMER YARD.:- a. The firm will have to provision of masonry underground cable trench in open transformer yard for laying of all incoming cable from HT room to individual transformers and outgoing power cables from individual transformer to their respective LT switchgear panel board. b. The size of trench in yard shall be 1.0 M width X 1.0 M depth to accommodate all cables with suitable clamping arrangements and convenient for erecting of VCB panel . QTY: 1 Lot as per list of requirements given in respective subsections. (6)PROVISION OF CAST IRON / MILD STEEL, ANTISKID, TRENCH COVER PLATES:-- The firm will have to make provision of Cast Iron / Mild Steel, antiskid, trench cover plates having minimum thickness of 6 mm, in pieces of appropriate shape & size with dropdown lifting handles suitable to handle by a single person easily on the complete length of inside cable tranches in the HT room. QTY:1 Lot as per list of requirements given in respective subsections. (7) PROVISION OF RCC COVER PLATES:-- The firm will have to make provision of antiskid RCC cover plates, having minimum thickness of 50 mm, in pieces of appropriate strength, shape & size with lifting handles, over all the outside cable trenches in the yard. QTY:1 Lot as per list of requirements given in respective subsections.

(8)CONSTRUCTING SUITABLE DRAINAGE SYSTEM:- The firm will have to make suitable provision to drain off the rainwater from the HT room, Oil shed rooftop as well as the yard and connect the same to the existing drainage line. through underground covered gutters. QTY:1 Lot as per list of requirements given in respective subsections. (9)CONSTRUCTION OF WALLS:- The firm will have to repair and reconstruct the opened/damaged walls as per the existing one or as directed by Chief Engineer ISP complete with plaster & White washing in the areas where openings are made for the said work. QTY:1 Lot as per list of requirements given in respective subsections. (10)CLOSING THE OPEN GUTTER AREA UNDER NEATH THE EXISTING HT ROOM:- After dismantling the existing H T room, the firm will have to make provision to cover the existing gutter area with RCC slab of suitable strength to avoid outflow of drain water from the gutter into the transformer yard. QTY: 1 Lot as per list of requirements given in respective subsections. (11)SUPPLY & LAYING OF 2” SIZE BLACK HARD STONE MATERIAL: The firm will have to supply and lay uniformly 2” size black hard stone metal in the HT yard to have uniform layer of the stone metal aggregates. QTY: 1 Lot as per list of requirements given in respective subsections. (12)STRUCTURAL STABILITY CERTIFICATE: After completion of the entire Civil works, the firm will have to Certify the structural stability of the entire installation after completion of the work: 3.02.00 GENERAL a. The layout and levels of HT Room, Oil shed, cable trenches all equipments including the Transformers, VCB panel, RMU, Battery Charger and Battery panel, and other structures shall be made by the Contractor at his own cost in the existing plant building/its premises as approved by the ISP. The Contractor shall give all help in instruments, materials and personnel to the ISP for checking the detailed layout and shall be solely responsible for the correctness of the layout and levels. b. The Contractor shall develop the site area to meet the requirement of the intended purpose. The site preparation shall conform to the requirements of relevant sections of this specification or as per stipulations of standard specifications. c. The RCC material, size, composition used for the foundation shall be suitable for the vibration free installation of the equipments and bear the load of the equipments without any distortion at all load conditions throughout the equipments life time. d. Wherever, the walls are opened for the installation and commission work, the same will have to be brick-worked and plastered as it was, after the installation work is over.

e. The debris of the all the dismantled and excavated material not suitable or not required shall be disposed off in area's as directed by ISP. After the completion of the civil works necessary painting shall be done to match the existing building structure. 4.00.00 SITE DRAINAGE a. Adequate site drainage system shall be provided by the Contractor wherever required. The surface of the site shall be sloped to prevent the accumulation of water. Outfall of drainage shall be suitably selected and connected to the plant drainage system. The drainage shall be such that in no condition the water coming out of the chiller or condenser lines or accumulating from any other source shall not enter the electrical installation including cable trenches. The Contractor shall ensure that water drains away from the site area and shall prevent damage to adjacent property by this water. Adequate protection shall be given to site surfaces, roads, ditches, culverts, etc. to prevent erosion of material by water. b. The cable/pipe trenches shall not be used as part of the drainage system. Pipe drains shall be provided in plant room area . c. For pipe drains, concrete pipes of class NP2 shall be used. However, for road crossings and where crane movement is envisaged higher strength pipe of class NP3 shall be provided. Manholes shall be provided at every 30m interval (or as deem fit under site condition) of the pipe drainage system, at junctions and at every change of alignment. d. The drainage scheme and associated drawings shall have to be got approved by the ISP. 5.00.00 FOUNDATION / RCC CONSTRUCTION a. The Contractor shall provide RCC foundations for all the equipments mentioned above as per the size and load requirements of the equipments as stated by the equipment manufacturer. b. Work covered under this Clause of the Specification comprises the design and construction of foundations and other RCC constructions for HT room, shed, Transformers, HT VCB panels and any other equipment or service and any other foundation required to complete the work. This clause is as well applicable to the other RCC constructions. c. Concrete shall conform to the requirements mentioned in IS: 456 and all the tests shall be conducted as per relevant Indian Standard Codes as mentioned in Standard field quality plan appended with the specification. A minimum grade of M25 concrete shall be used for all structural/load bearing members as per latest IS:456 (latest revision). d. According to the individual equipment requirement, the foundationheight will be adjusted to maintain the exact level of the top of structures. e. Minimum 75 mm thick lean concrete (1:4:8) shall be provided below all underground structures, foundations, trenches etc. to provide a base for construction. f. Concrete made with Portland slag cement shall be carefully cured and special importance shall be given during the placing of concrete and removal of shuttering. g. The design and detailing of foundations shall be done based on the approved soil data and sub-soil conditions as well as for all possible critical loads and the combinations thereof. The Spread footings

foundation or pile foundation as may be required based on soil/sub-soil conditions and superimposed loads shall be provided. It shall match the equipment manufacturers requirements. h. If pile foundations are adopted, the same shall be cast-in-situ driven/bored or pre-cast or under-reamed type as per relevant parts of IS Code 2911. Only RCC piles shall be provided. Suitability of the adopted pile foundations shall be justified by way of full design calculations. Detailed design calculations shall be submitted by the bidder showing complete details of piles/pile groups proposed to be used. Necessary initial load test shall also be carried out by the bidder at their cost to establish the piles design capacity. Only after the design capacity of pile is established, the Contractor shall take up the job ofpiling. Routine tests for the piles shall also be conducted. All the work(design & testing) shall be planned in such a way that these shall not cause any delay in project completion. i. While digging and constructing the pile if the adjacent flooring area gets damaged the same shall be repaired by the firm as a part of scope work. j. While designing the foundation the contractor shall provide necessary isolating material to avoid the transfer of the vibrations of any equipment to other equipments and the building. 6.00.00 CABLE & PIPE TRENCHES a. The cable trenches shall be constructed using RCC of M25 grade. Cable trench inside the HT Room area covers shall be chequered M.S plates with provision of lifting handles designed for concentrated weight of 200 KG at the center and as per the specifications mentioned earlier. Trenches shall be drained. Cable trenches shall not be used as storm water drains. b. The top of trenches shall be kept at least flushed with the finished ground level but care shall be taken to not to enter the surface drained water of yard area in to the trenches in side the HT room system. Allunarmored Cables from trench to equipments shall run in hard conduit pipes. Cable trenches shall be blocked at the ends if required with brick masonry in cement sand mortar 1:6 and plaster with 12mm thick 1:6 cement and mortar 7.00.00 DESIGN a. All foundation shall be of reinforced cement concrete. The design and construction of RCC structures shall be carried out as per IS: 456. b. Limit state method of design shall be adopted unless specified otherwise. c. For detailing of reinforcement IS:2502 and SP:34 shall be followed. Cold twisted deformed bars conforming to IS:1786 shall be used as reinforcement. However, in specific areas mild steel (Grade I) conforming to IS:432 can also be used. Two layers of reinforcement (on inner and outer face) shall be provided for wall & slab sections having thickness of 150 mm and above. Clear cover to reinforcement towards the earth face shall be minimum 40 mm. d. The procedure used for the design of the foundations shall be the most critical loading combination of the steel structure and or equipment and/or superstructure and other conditions which produces the maximum stresses in the foundation or the foundation component and as per the relevant IS Codes of foundation design. Detailed design calculations shall be submitted by the bidder showing complete details of piles/pile groups proposed to be used. e. Design shall consider any sub-soil water pressure that may be encountered following relevant standard strictly. f. Necessary protection to the foundation work. If required shall be provided to take care of any special requirements for aggressive alkaline soil, black cotton soil or any other type of soil which is detrimental to the concrete foundations.

g. All sub-structures shall be checked for sliding and overturning stability during both construction and operating conditions for various combinations of loads. Factors of safety for these cases shall be taken as mentioned in relevant IS Codes 01' as stipulated elsewhere in the Specifications, for checking against overturning weight of soil vertically above footing shall be taken and inverted frustum of pyramid of earth on the foundation should not be considered. 8.00.00 ADMIXTURES & ADDITIVES a. Only approved admixtures shall be used in the concrete for the works. When more than one admixture is to be used, each admixture shall be batched in its own batch and added to the mixing water separately before discharging into the mixer. Admixtures shall be delivered in suitably labeled containers to enable identification. b. Admixtures in concrete shall conform to IS:9103. The water proofing cement additives shall conform to IS:2645. Concrete Admixtures/ Additives shall be approved by ISP. c. The contractor may propose and the ISP may improve the use of a water- reducing set-retarding admixture in some of the concrete. The use of such an admixture will not be approved to overcome problems associated with inadequate concrete plant capacity or improperly planned placing operations and shall only be approved as an aid to overcoming unusual circumstances and placing conditions. d. The water-reducing set-retarding admixture shall be an approved brand of Ligno-sulphonate type admixture. e. The waterproofing cement additives shall be used as required/advised by the ISP. 9.00.00 FLOORING, WALL AND PLASTERING a. FLOORING Wherever new flooring will be done or repaired after the rework, the same shall be the same type as per the existing one and shall match to that. b. WALLS The walls wherever rebuilt shall be of the same structural types and thickness. The other parameters shall match to the existing one. c. Plastering All internal walls shall have minimum 15mm thick 1:6 cement sand plaster. The ceiling shall have 6mm thick 1:4 cement sand plaster. 9.04.00 DOORS AND WINDOWS The details of the doors and windows shall match to the existing one. Rolling steel shutters and rolling shutters grills if required shall be provided as mentioned earlier. Paints used in the work shall be of best quality specified in CPWD specification. 10.00.00 STATUTORY RULES a. Contractor shall comply with all the applicable statutory rules pertaining to factories act (as applicable far the State). Fire Safety Rules of Tariff Advisery Committee. Water Act for pollution control etc. b. Provisions for fire proof doors, no. of staircases, fire separation wall. plastering on structural members (in fire prone areas) etc. shall be made according to the recommendations of Tariff Advisory Committee. c. Foundation system adopted by Bidder shall ensure that relative settlement and other criteria shall be as per provision in IS: 1904 and other Indian Standards.

d. All water retaining structures designed as uncracked section shall also be tested for water tightness at full water level in accordance with clause no. 10 of IS :33 70 (Part-I). e. Construction joints shall be as per IS: 456. f. All underground concrete structures like basements, water retaining structures etc. shall have plasticizer cum water proofing cement additive conforming to 18:9103. In addition, limit on permeability as given in 18:2645 shall also be met with. The concrete surface of these structures in contact with earth shall also be provided with two coat of bituminous painting for water/damp proofing. g. All the RCC / Structural design shall be prepared and structural stability of new foundation shall be certified by authorized RCC / Structural Engineer. h. In case of water leakage in the above structures, Injection Method shall be applied for repairing the leakage.

SPECIFICATION FOR DESIGN & FABRICATION OF STRUCTURAL WORKS

1.00.00 GENERAL a. The scope of specification covers design, fabrication, erection, galvanizing, assembly, supply of galvanized structural steel work for proposed augmentation of the said substation. The scope shall also include supply, fabrication and erection of all types of structures for Transformers, VCB panel, ring main panel, battery banks angles, bolts, nuts, washers, clamps, step bolts, inserts in concrete, equipment mounting bolts, foundation bolts, spring washers, fixing plates and any other items as required to complete the job. b. The technical specifications attached herein are of general nature. Only those portions of the specifications which relate to the various works required to be done as per the technical requirements as specified in the bidder document need to be considered. This being a lump sum contract, the clauses related to rates, measurement and payment or any reference to schedule of items contained in the technical specifications shall not be applicable to the contractor. c. The contractor shall be completely responsible for safety of structures from design, fabrication and erection aspects d. The fabrication drawings shall be prepared by the contractor according to the relevant standards considering the dead load and live load requirement. However, in case of structures to be mounted on pedestals in open, the wind load also shall be considered. 2.00.00 SPECIFIC DESIGN CRITERIA a) All structures shall be designed for the worst combination of dead loads, live loads and wind loads. Similarly, attention shall also be given to the loads and stress generated due to vibration, torsion load due to unbalanced vertical and horizontal forces, erection load. The size, type, length, mounting, welding required shall be designed as per the need of the individual equipment in the plant. b) While designing and mounting the structures it is to be ensured that all the structures shall be mounted in such a way that the same will not cause any hindrance for the day to day works or during installation or dismantling of any of the equipments or during the maintenance and replacement works. 3.00.00 DESIGN DRAWINGS AND DOCUMENTS: a. The Contractor shall furnish design, drawing and BOMs to the ISP after award of the Contract.

b. The fabrication drawings are to be prepared and furnished by the Contractor shall be based on the design approved by the ISP. These fabrication drawings shall indicate complete details of fabrication and erection including all erection details. c. The fabrication work shall start only after the final approval of accorded by ISP. The design drawings shall indicate not only profile, but sections of members, numbers and sizes of bolts and details of typical joints. d. Such approval shall, however, not absolve the Contractor his responsibility for the safety of the structure and any loss or damage occurring due to defective fabrication design or workmanship shall be borne by the Contractor. 4.00.00 BOLTING Every bolt shall be provided with a washer under the nut so that no part of the threaded portion of the bolt is within the thickness of the parts bolted together. All steel items, bolts, nuts and washers shall be hot dip galvanized. 5.00.00 WELDING The work shall be done as per approved fabrication drawings which clearly indicate various details of joints to be welded, type of weld, length and size of weld, whether shop or site weld etc. Symbols for welding on erection and shop drawings shall be according to IS:813. Efforts shall be made to reduce site welding so as to avoid improper joints due to constructional difficulties. 6.00.00 FOUNDATION BOLTS Foundation bolts for the equipments, equipment supporting structures and elsewhere shall be embedded in first stage concrete while the foundation is cast.All foundation bolts shall conform to IS 5624 but the material shall be MS conforming to IS:2062. 7.00.00 STABILITY OF STRUCTURE The Supplier shall be responsible for the stability of the structure at all stages of its erection at site and shall take all necessary measures by the additions of temporary bracings and guying to ensure adequate resistance to wind and also to loads due to erection equipment and their operations. 8.00.00 TEST CERTIFICATE Copies of all test certificates relating to material procured by the Contractor for the works shall be forwarded to the ISP. 9.00.00 ERECTION The Contractor should arrange on his own all plant and equipment, material handling equipment, safety gadgets, welding set, tools and tackles and all other accessories and ancillaries required for carrying out erection without causing any stresses to ISP’s Plant, equipments and structures which may cause deformation and permanent damage. 10.00.00 SAFETY PRECAUTIONS The Contractor shall strictly follow at all stages of fabrication, transportation and erection of steel structures, raw materials and other tools and tackles, the stipulations contained in Indian Standard Code for Safety during erection of structural steel work-

Provision of all relevant Indian Standard Specifications and Codes of Practice shall be followed unless otherwise specified in the contract. 13.00.0 Materials to be used 13.01.00 General All steel materials shall be free from all imperfections, mill scales, slag intrusions, laminations, pitting, rusts etc. that may impair their strength, durability and appearance. All materials shall be of tested quality only unless otherwise permitted by the ISP. 13.02.00 Steel / pipe All steel materials to be used in construction within the purview of this specification shall comply with any of the Indian Standard Specifications as may be applicable. 13.03.00 Electrodes All electrodes to be used under the Contract shall comply with any of the Indian Standard Specifications as may be applicable. 13.04.00 Bolts and Nuts All bolts and nuts shall conform to the requirements of Indian Standard Specification as may be applicable. 13.05.00 Washers Washers shall be made of steel conforming to any of the Indian Standard Specifications as may be applicable under the provisions of the Contract. 13.06.00 Paints Paints to be used for shop coat of fabricated steel under the purview of this contract shall conform to the Indian Standard Specification as applicable. In highly corrosive environment other type of primer such as epoxy resin based Zinc rich primer (such as blast steel EZ1 of Shalimar Paints Ltd. or equivalent) may be necessary. 14.00.00 Storage of Material 14.01.00 General

All materials shall be stored to prevent deterioration and to ensure the preservation of their quality and fitness for the work. Any material which has deteriorated or has been damaged shall be removed from the contractor's yard immediately, failing which, ISP shall be at liberty to get the material removed and the cost incurred thereof shall be realized from the Contractor. The Contractor shall maintain up to date accounts in respect of receipt, use and balance of all sizes and sections of steel and other materials. In case the fabrication is carried out in contractor's fabrication shop outside the plant site where other fabrication works are also carried out, all materials meant for use in this contract shall be stacked separately with easily identifiable marks. 14.02.00 Steel The steel to be used in fabrication and the resulting cut- pieces shall be stored in separate stacks off the ground section wise and lengthwise so that they can be easily inspected, measured and accounted for at any time. If required by the ISP, the materials may have to be stored under cover and suitably painted for protection against weather. 14.03.00 Electrodes The electrodes for electric arc welding shall be stored in properly designed racks, separating different types of electrodes in distinctly marked compartments. The electrodes shall be kept in a dry and warm condition if necessary by resorting to heating. 14.04.00 Bolts, Nuts and Washers Bolts, nuts and washers and other fastening materials shall be stored on racks off the ground with a coating of suitable protective oil. These shall be stored in separate gunny bags or compartments according to diameter, length and quality. 14.05.00 Paints Paints shall be stored under cover in air tight containers. Paints supplied in sealed containers shall be used up as soon as possible once the container is opened. 15.00.00 Quality Control The Contractor shall establish and maintain quality control procedures for different items of work and materials to the extent he deems necessary to ensure that all work is performed in accordance with this specification. In addition to the Contractor's quality control procedures, materials and workmanship at all times shall be subjected to inspection by the ISP representative. As far as possible, all inspection by the ISP representative shall be made at the Contractor's fabrication shop whether located at Site or elsewhere. The Contractor shall co-operate with the ISP representative in permitting access for inspection to all places where work is being done and in providing free of cost all necessary help in respect of tools and plants, instrument, labour and materials required to carry out the inspection. The inspection shall be so scheduled as to provide the minimum interruption to the work of the Contractor. Materials or workmanship not in reasonable conformance with the provisions of this Specification may be rejected at any time during the progress of the work. The quality control procedure shall cover but not be limited to the following items of work: (a) Steel Quality, manufacturer's test certificates, test reports ofrepresentative samples of materials from unidentified stocks if permitted to be used. (b) Bolts, Nuts : Manufacturer's certificate, dimension, threads & washer material testing. (c) Electrodes : Manufacturer's certificate, thickness and quality of flux coating. (d) Welders : Qualifying Tests (e) Welding sets : Performance Tests (f) Welds : Inspection, X-ray, Ultrasonic tests

(g) Paints : Manufacturer's certificate, physical Inspection reports. 15.01.00:Standard Dimensions, Forms and Weights The dimensions, forms, weights and tolerances of all rolled shapes bolts, nuts, studs, washers etc. and other members used in the fabrication of any structure shall, wherever applicable, conform to the requirements of the latest relevant Indian Standards, wherever they exist, or, in the absence of Indian Standards, to other equivalent standards. 15.02.00 Shop Drawings a. The contractor shall within thirty (30) days after the award of the Contract submit to the ISP the Schedule of Fabrication and delivery of structural steelwork for approval. He shall, within forty-five (45) days after the award of the contract start to submit progressively for approval, the shop drawings based on the Design Drawings furnished to him and, before proceeding with the fabrication work, shall get the said shop drawings approved in accordance with the contract. b. The Contractor shall be responsible for and shall pay for any alterations ofthe work due to any discrepancies, errors or omissions on the drawings or other particulars supplied by him, whether such drawings or other particulars have been duly approved or not in accordance with the Contract. 15.03.00 WORKMANSHIP 15.03.01 Fabrication All workmanship shall be equal to the best practice in modern structural shops, and shall conform to the provisions of the Indian Standard or equivalent. 15.03.02 Straightening Material Rolled materials before being laid off or worked, must be clean, free from sharp kinks, bends or twists and straight within the tolerances allowed by the Indian Standard Specification. If straightening is necessary, it may be done by mechanical means or by the application of a limited amount of localized heat. The temperature of heated areas, as measured by approved methods, shall not exceed 600°C. 15.03.03 Cutting Cutting shall be affected by shearing, cropping or sawing. Use of a mechanically controlled gas cutting torch may be permitted for mild steel only. Gas cutting of high tensile steel may also be permitted provided special care is taken to leave sufficient metal to be removed by machining, so that all metal that has been hardened by flame is removed. Gas cutting without a mechanically controlled torch may be permitted if special care is taken and done under expert hand, subject to the approval of the ISP. 15.03.04 Welded Construction Welding shall be in accordance with relevant Indian Standards and as supplemented in the Specification Welding shall be done by experienced and good welders who have been qualified by tests in accordance with IS:817. 15.03.05 Shop Erection The steelwork shall be temporarily shop erected complete or as directed by the ISP so that accuracy of fit may be checked before dispatch. The parts shall be shop erected with a sufficient number of parallel drifts to bring and keep the parts in place. In case of parts drilled or punched using steel jigs to make all similar parts interchangeable, the steelwork shall be shop erected in such a way as will facilitate the check of interchangeability. 15.03.06 Finished Surfaces

Machine finished surfaces shall be protected against corrosion by a rust inhibiting coating that can be easily removed prior to erection or which has characteristics that make removal unnecessary prior to erection. 16.00.00 INSPECTION, TESTING, ACCEPTANCE CRITERIA AND DELIVERY 16.01.00 Inspection a. Unless specified otherwise, inspection to all work shall be made by ISP's representative at the place of manufacture prior to delivery. The ISP representative shall have free access at all reasonable times to those parts of the manufacturer's works which are concerned with the fabrication of the steel work under this Contract and he shall be afforded all reasonable facilities for satisfying himself that the fabrication is being done in accordance with the provisions of this Specification. b. The Contractor shall provide free of charge, such labour, materials, electricity, fuel, water, stores, tools and plant, apparatus and instruments as may be required by the ISP to carry out inspection and/or tests in accordance with the Contract. 16.02.00 Testing and Acceptance Criteria 16.02.01 Testing The Contractor shall carry out sampling and testing in accordance with the relevant Indian Standards and as supplemented herein for any or all of the items at his own cost, unless otherwise specified in the Contract. If required, the contractor shall get the specimens tested in a approved laboratory and submit to the ISP the test results. 16.02.02 Acceptance Should any structure or part of a structure be found not to comply with any of the provisions of this Specification, the same shall be rejected. No structure orpart of the structure, once rejected, shall be offered again for test, except in cases where the ISP considers the defects rectifiable. The ISP may, at his discretion, check the test results obtained at the Contractor's works by independent tests at an approved laboratory and should the items, so tested, be found to be unsatisfactory, the costs shall be borne by the contractor, and if satisfactory, the costs shall be borne by the ISP.

TECHHNICAL SPECIFICATION ERECTION OF STRUCTURAL WORK

1.00.00 SCOPE This specification covers the erection and handling of structural work installing the same in position, painting and grouting the foundation bases all complete as per Drawings, this Specification and other provision of the Contract. 2.00.00 GENERAL 2.01.00 Work to be provided for by the Contractor The work to be provided for by the Contractor, unless otherwise specified in the Contract, shall include but not be limited to the following: a) The Contractor shall provide all construction and transport equipment, tools, tackle, consumables, materials, labour and supervision required for the erection of the structural steelwork. b) Receiving, unloading, checking and moving to storage yard at Site including prompt attendance to all insurance matters as necessary for all fabricated steel materials arriving at Site. 3.00.00 Codes and Standards All work under this Specification shall, unless specified otherwise, conform to the latest revisions and/or replacements of the following or any other Indian Standard Specification and codes of Practice of equivalent:-IS-800 : Code of Practice for general construction in steel, IS-7205 : Safety Code for erection of Structural Steel work, IS-12843 : Tolerance for erection of Steel Structures. conform to Indian Standards All materials required to be supplied by the Contractor under this Contract shall conform to the relevant Indian Standard Specifications. 4.00.00 WORKMANSHIP 4.01.00 Erection 4.01.01 Plant and equipment a. The suitability and adequacy of all erection tools and plant and equipment proposed to be used shall be efficient, dependable, in good working condition. Grouting of foundation bases and bearings of beams and girders on stone, brick or concrete (Plain or reinforced) Grouting shall be carried out with Ordinary Cement grout as described below: b. The mix shall be one (1) part cement and one (1) part sand and just enough water to make it workable. The positions to be grouted shall be cleaned thoroughly with compressed air jet and wetted with water and any accumulated water shall be removed. These shall be placed under expert supervision, taking care to avoid air-locks. Edges shall be finished properly. If the thickness of grout is 25 mm or more, two (2) parts of 6 mm downgraded stone chips may be added to the above noted cement sand grout mix, if required, by the ISP or shown on the drawings. c. No grouting shall be carried out until a sufficient number of bottom lengths of foundations have been properly lined, leveled and plumbed and sufficient floor beams are tied in position. d. Whatever method of grouting is employed, the operation shall not be carried out until the steelwork has been finally leveled and plumbed, the stanchion bases being supported meanwhile by steel wedges, and immediately before grouting, the space under steel shall be thoroughly cleaned. 4.01.06 Final cleaning up Upon completion of erection and before final acceptance of the work by the ISP, the Contractor shall remove free of cost all false work, rubbish and all Temporary Works resulting in connection with the performance of his work. 4.01.07 Safety Measures during Erection The safety measures to workmen and supervisors during all types of erection work (e.g., use of lifting appliances, slinging, welding, gas cutting, etc.) should be taken as per IS : 7205. When any statutory provisions exist, the same shall be complied with in addition to the provisions contained in the above code.

Section VIII: Quality Control Requirements

The material supplied by the successful bidder will be accepted on manufacturer’s test certificate from its own laboratory or a laboratory of repute conforming to all parameters as per specification as stated above. The purchaser reserves the right to get the material supplied tested from in-house laboratory or any other laboratory of repute and in case the material is found not meeting the specification, the purchaser shall be entitled to cancel the contract, and if so desired, purchase or otherwise the purchase of the stores at the risk and cost of the contractor.

Section IX: Eligibility Criteria

1. The Bidder firm should meet following eligibility criteria to qualify in the prequalification bid : (a) Experience and past performance : The Bidder firm should have experience in at least one similar Design, Supply, Errection, Testing & Commissioning of 33/11 KV Substation or Augmentation of Minimum Capacity of 33/11 KV Substation in any one year during 5 years i.e. 2010, 2011, 2012, 2013 & 2014. (b) Capability, equipment and manufacturing facilities:

i) The Bidder firm must have an annual capacity to carry out the one similar installation as above. ii) The bidder firm has to submit the experience, qualification of the employees of the bidder. iii) The bidder firm has to submit the list of Tools & Tackles safety equipment available on their name required for execution of similar work. iv) The bidder should have valid Grade 'A' electrical license from the state/central government.

(c) Financial standing:

(i) Average Annual Turnover of the Bidder firm during last three years i.e. 2011, 2012 and 2013 in case the financial year is maintained calendar year wise or 2011-2012, 2012-13 and 2013-2014 in case the financial year maintained ending 31 March of a year, should be more than Rs. 45,00,000/- (ii) Bidder firm should not have suffered any financial loss for more than one year during last three years i.e. 2011, 2012 and 2013 in case the financial year is maintained calendar year wise or 2010-2011, 2011-2012 and 2012-2013 in case the financial year is maintained ending 31 March of a year. (iii) The net worth of the bidder firm should not have eroded by more than 30% in last three years i.e. 2011, 2012 and 2013 in case the financial year is maintained calendar year wise or 2011-2012, 2012-2013 and 2013-2014 in case financial year is maintained ending 31st March of a year.

2. The bidders has to submit a copy of Satisfactory Completion Certificate along with corresponding order against 1(a). All experience, past performance and capacity/ capability related data should be certified by the authorized signatory of the bidder firm. The credentials regarding experience and past performance to the extent required as per eligibility criteria submitted by the bidder shall be verified from the parties from whom work has been done. 3. The bidders has to submit copy of Audited financial statements against 1(c). All financial standing data should be certified by certified accountants e.g. Chartered Accountants (CA). 4. The firm should give a declaration that they have not been blacklisted/debarred for dealing by Government of India in the past.

5. The bidder should have valid Grade 'A' electrical license from the State/Central Government. (ii) Bidder have to submit all the above mentioned documents failing which tender is liable for rejection and ignored.
