Introduction and Objectives The economy of India is based in part onplanning through there five-year plans ,developed, executed and monitored by thePlanning Commission.

Growth rate of approximately 10% by the end of plan period; growth of 4% inagriculture sector, faster employmentcreation, reducing disparities acrossregions and ensuring access to basicphysical infrastructure and health andeducation services to all.

Allocation for major sectors Education sector :- Allocation of fundsfor education sector increased by 34.2%to Rs. 32,352 crores

Means cum- merit scholarships :-Under this scheme selection throughnational test of student who have passed

class VIII ; each student to be givenRs.6000 per year; 100,000 scholarshipsto be awarded every year.

Drinking Water and Sanitation:- Allocationfor Rajiv Gandhi Drinking Water Mission to beincreased from Rs.4680 crores to Rs. 5850crores.

Health Sector, National Rural HealthMission :- All districts to complete preparation of District Health Action Plan by march 2007

HIV/AIDS :- Access to condoms to be expandedand universal access to blood screening and safeblood to be ensured; more hospitals to providetreatment to prevent transmission of HIV/AIDSfrom mother to child; provision for AIDS controlprogramme to be Rs.969 crore.

Polio :- Number of polio rounds to beincreased , with intensive coverage in the20 high risk district of U.P. and 10 districtof Bihar.Integrated Child DevelopmentServices :- To cover all habitations andsettlements and to reach out to pregnantwomen, lactating mothers and all children

below the age of six; allocation to beincreased from Rs.4,087 crore to Rs.4,761crore.

Urban Unemployment :- Increase in allocationfor Swarna Jayanti Shahari Rojgar Yojana fromRs. 250 crore to Rs.344 crore.National Rural Employment GuranteeScheme :- Allocation of Rs.12,000 crore forNREGS; coverage to expand from 200 districtsto 330 districts.Scheduled Castes and Scheduled Tribes :-

Allocation of Rs.3,271 crore in respect of schemes benefiting only SCs and STs andRs.17,691 crore in respect of schemes with atleast 20% of benefits earmarked for SCs andSTs.

Women:- Outlay for 100% womenspecific programmes is Rs.8,795 crore andfor scheme where at least 30% allocationis for women specific programmes isRs.22,382 crore.

North Eastern Region (NER):- Allocation increased from Rs. 12,041 croreto Rs. 14,365 crore.
