Region VIII DinnerThe Region VIII Annual Dinner will also be held on Wednesday, May 20. The dinner is scheduled for 6:00 PM at Miller’s Pub, 134 South Wabash Avenue, Chicago, IL – directly next to door to the host hotel. A bargain price of $28 per person has been established for the menu (shown at far right). It includes beverage, dessert, tax, and gratuity. 2009 ProPoseD chaNges to iimc’s coNstitutioNDuring the 2008 mid-year Board of Directors meeting, IIMC’s Board approved the following proposed amendments to IIMC’s Constitution to be presented for consideration at the Annual Business Meeting during IIMC’s Annual Conference in Chicago on May 23, 2009. If approved, they will be forwarded for ratification to all IIMC members.

Clarify that retired members do not have the privilege of holding office;Provide that the Executive Committee is not a decision-making body and all action items are to be submitted to the Board of Directors;Provide that the Executive Director reports to the Board of Directors; andProvide for new wording regarding the requirements for Region X Director and conference attendance to read as follows: “Attended at least (3) Annual Conferences for Candidates from Regions I through IX and two (2) Annual Conferences for candidates from Regions X and XI, which attendance may include the conference at which the candidate’s term would begin.”

stuDy abroaD iN wales!October 16-24, 2009 - The Study Program will look at Government and Local Government in Wales. Although Wales is part of the United Kingdom it does have considerable autonomy and some significant differences in approach to England including a major focus on the Welsh Language, which is having a renaissance at present. The tour would provide the opportunity to understand Welsh political history and the local government system; meet representatives of all the major entities within the welsh Local Government scene through visits to a number of local and regional government locations in North Wales, West Wales and the Welsh Capital - Cardiff. During the time in Cardiff, there will be a visit to the Welsh Assembly Government (Welsh Parliament).

Following this, the group would go to Cheltenham for a session at the University of Gloucestershire, and then spend a day in Oxford (possibly including visiting colleges) en route to the Society of Local Council Clerks Conference at Daventry. Participants will attend educational sessions and experience all the events at this U.K. conference.

The 2007 Study Abroad Program attracted 19 IIMC members from the US, Canada and South Africa. Please let us know if you are making plans to participate.

The Arizona Municipal Clerks’ Association has 168 active members this year including retirees, last year’s total was 156. Membership drive begins in October and closes the first week of December. Half of all monies receive go into the scholarship fund.

eDuCAtIonAL oPPoRtunItIeSDue to the change in the economy, the AMCA Board and Education Committee are combining efforts to find new and innovative ways to accommodate as many cities and towns as possible throughout Arizona. Here are a couple of changes we made for this year:

2009 Institute (June 8–12) & Academy (June 17– 19): Based on a survey sent out to membership last year, it was decided to split the Institute & Academy and hold on two separate weeks. We thought this would give more opportunities for attendance, especially for smaller communities that have limited staff. 2009 election training – LEAGUE OF ARIZONA CITIES & TOWNS: Thursday, July 16, 2009 We decided to condense the Elections Training to one full day in hopes of encouraging attendance and cut-down on registration costs. We also decided to switch gears and not hold the training at a local resort as in years past, but

to hold it at the Maricopa County Elections Facility located in Phoenix. They are allowing us to use the facility for FREE which of course, allowed the League to bring the registration cost down to $65 per person from $135. It also cuts down on hotel costs for most and may allow other office staff to attend. Registration details including parking information will be out to membership shortly.

PRoPoSeD ConStItutIon ChAnGeS – I asked the Constitution Committee to take a look at five (5) issues that need addressing, and the items will be brought forward for membership consideration in July at our Annual Business Meeting.

Recommendation #1 Allow for flexibility in the timing of swearing in an officer and allow for the removal of a board member:

We encountered a problem this year because our Constitution clearly states that we shall hold our Annual Business Meeting and swear-in board members in conjunction with the Annual State Conference. Due to the economy, we have suspended the annual state conference for the time being, so this section of the Constitution needs updating.

Article IV, new section: Any member of the Executive Board may be removed from office for cause, that is, misconduct or neglect of duty in office. The procedure to be followed shall be outlined in the AMCA Handbook.

Recommendation #2 Change the role of the immediate Past President to a voting member of the Executive Board.

Article VI, Section E. Immediate Past President shall remain on the Executive Board as an ex officio A VOTING member, chair the Nominating Committee and shall serve as Historian for one year.

Recommendation #3 Clarify the definition of Full Member and Associate Member.

Article II, Section A. FULL MEMBERS. Any city/town clerk, assistant or deputy city/town clerk or other person who may serve as a municipal clerk and/or those with similar titles who serve governmental bodies in administrative capacities with management responsibilities.

In no case shall a government entity have more than two Full Members.

Article II, Section B. ASSOCIATE MEMBERS. This class of membership shall be available to any other governmental employee who is interested in the activities and objectives of the Association. An Associate Member has no voting rights except as provided in Section F of this Article and shall not be nominated to or serve in an elected office. The Associate Member may serve on, or chair, any committee of the Association.

Article V, Section B. A copy of any proposed amendment received by the Secretary shall be immediately mailed OR TRANSMITTED BY ELECTRONIC METHODS WHEN FEASIBLE to each member of the Association.

Recommendation #5 Add flexibility for the date of holding the AMCA Annual Meeting

Article III, Section A. Annual meetings shall MAY be held in conjunction with the Arizona Municipal Clerks’ Association Annual State Conference or in conjunction with any other AMCA sponsored event.

Awarded Scholarships – 14 scholarships were issued for this year’s Institute/Academy - Paid full registration costs.

Membership Committee developed new member packet to distribute to new members to the association – Completed!

Worked closely with the City of Tucson on the Region VIII Conference in held in October 2008 – Great job Tucson and the conference was a huge success and each attendee earned 10.5 education points.

Scholarship Committee fundraising efforts include the on-going sale of our Cookbook. To date we have raised approximately $4,500 to go towards scholarships. We are also selling attractive business card holders (Chrome and Black) in the amount of $10 each to also go towards scholarships.

In the process of finalizing case of missing funds from a past board member – We took measures to ensure that this could not happen again. The entire board now has access to viewing our association’s finances online at any time. The AMCA Board also agreed to file a complaint with the IIMC Ethical Standards Committee – Waiting for a response.

From September 2008 to present, the AMCA Board has held several meetings via teleconference call and one meeting in-person.

We are proud to announce that our Institute Director, Debbie Cook, was selected 2009 Institute Director of the Year, by the IIMC Institute Directors Award of Excellence Selection Committee. Debbie has devoted 29 years of outstanding and dedicated service to our Institute, Academy and Association and we applaud her for this prestigious recognition.

Ms. Cook will be retiring in 2010 and subsequently the CMCA has contracted with and transitioning a new Institute Director, Ms. Kathie Novak.

The CMCA continues to collaborate with the Colorado State Archivist (CSA) for maintenance of the Colorado

Municipal Records Retention Schedule. CMCA and CSA provided funding for professional services to research record retention periods, develop descriptions, and coordinate the review process and codification services. Additionally, CMCA is developing and implementing a Records and Information Management – Electronic Records Management (RIM-ERM) Toolkit that will be a practical desk reference for every conceivable records topic for all Colorado Clerks to utilize. The RIM-ERM Toolkit will be completed and implemented in 2010.

This year we will be meeting in the Capitol City of Boise along the banks of the Boise River. If you can come, bring a KITE because this year it is KITE Season in our great state. Nila Jurkovich, ICCTFOA Past President, represented the State of Idaho by attended the Washington State Conference and enjoyed meeting learning new things and meeting new people. I felt bad that I was not able to attend at that time.

We just received news that Chris Pappas, MMC, City Clerk from Post Falls will be retiring on May 15, after 30 years of service to her community. Also, Nancy Piatt, City Clerk from Ponderay retired April 15, after 20 years of service. Both of these ladies will be greatly missed in our group.

I hope to see you all real soon in Chicago. It looks like we will have a great time.

The CMCA is in the process of upgrading its Web site to make it more user-friendly, easier to navigate, offer web-based education opportunities, member information and enhance its capacity to maintain information vital to each member’s educational needs.

The CMCA launched a custom-built Education Transcript Program that allows members to monitor and access education points associated with CMCA sponsored education courses offered through conferences and On-the-Road Workshops (OTR’s) for certification purposes.

Since last year, our Association Election Committee worked for several months reviewing the Municipal Election Code to propose legislative changes to clean up some language and mirror other sections in the Municipal Election Code with the State Code. Working in coordination with the NM Municipal League, we were successful in the passage of our House Bill during the recent State Legislature in which it was subsequently signed into law by Governor Bill Richardson.

We held a supplemental certification session prior to the Spring Conference last month to assist in fulfilling IIMC’s increase in educational hours for CMC and MMC points. It was a success with 31 attendees.

The Board of Directors and Membership of the New Mexico Municipal Clerks Association at the Spring Conference last month approved a monetary contribution

in the amount of $500 for the Municipal Clerks Education and Foundation (MCEF); $250.00 for the IIMC Silent Auction; and $1,500.00 to support the Nevada Clerks Association for hosting the 2010 IIMC Annual Conference in Reno. We are able to financially assist the MCEF and fellow Association’s due to the many efforts and hard work of our Fundraising Committee. They continually raise funds through silent auctions and raffles for scholarships to the annual Certification Institute as well as for the MCEF.

At our Spring Conference Annual Banquet held on April 23rd, I was honored to present the “Clerk of the Year Award” to Lora Crumrine from the Village of Hope – which is one of our smallest municipalities with a population of approximately 110. Ann Mackie from Silver City was also nominated for “Clerk of the Year.”

Our topics included a roundtable on managing the clerk/recorder’s office, Communicating Effectively with the Opposite Sex at Work and Home (Bruce Christopher), Preparing for the Notary Test, Election Management, Initiative & Referendum, Legislative Process & Update on 2009 Session, Finding the Right Person for the Right Job, Creating Balance in an Unbalanced World (Monica Simmons).

While the weather didn’t cooperate, it also didn’t deter us from our tour of the Iron Mission State Park Museum where we heard cowboy poet, Curly Syndergaard. On Thursday, we had our annual banquet where Ogden City Recorder, Cindi Mansell, MMC, was named the 2009 Outstanding City Recorder. The folks at the University of Utah are working feverishly on our Institute/Academy program, which is scheduled for July 27-31, 2009. They always do a wonderful job, and we look forward to this year’s session.
