effluent generated from township (ifany) and power plant. The un-treated/treated domestic effluent shallnot be discharge into the river of anysurface water bodies. The treateddomestic effluent shall be used forplantation purpose after properdisinfection. Arrangement shall be madethat effluents and storm water do not getmixed industry shall make properarrangements of suitable drains/pipenetworks to ensure adequate flow forutilization of treated effluent inside thepremises. The concept of zero dischargeshall be maintained all the time.5 Water requirement shall not exceed34.20 MCM /annum which shall be metfrom River Mahanadi. No ground watershall be extracted for any activity of thepower project including constructionphase of the project even in lean season.Source sustainability study of waterrequirement shall be carried out by aninstitute of repute. The study shall alsospecify the source of water for meetingthe requirement during lean season. Adequate dustextraction systems followed by adequateair pollution control system such ascyclones / bag filters and water spraysystem in dusty areas such as in coalhandling and ash handling points,transfer areas and other vulnerabledusty areas shall be provided. Industryshall install suitable & effective airpollution control equipments at alltransfer point, junction points etc also.All the conveying system, transfer point,junction point etc. shall be covered.Close conveying system with dustsuppression mechanism shall becovered. Close conveying system withdust suppression mechanism shall beused for transport of ash. Adequateprovision shall be made for sprinkling ofwater at strategic location for ensuringfly ash does not get air borne. Board for suitable amendments toenvironmental clearance and permissionto establish condition respectively,wherever necessary. Industry shallfollow provisions of notification issuedby Ministry of Environment & Forests,Government of India regarding use ofbeneficiated coal.12 Continuous monitoring system formonitoring of pollutants levels both inthe ambient (On-Line ContinuousAmbient Air Monitoring System) and thestack (On-Line Opacity Meter) shall beinstalled before commissioning of thepower plant. Adequate number ofpermanent ambient air qualitymonitoring stations (not less than four)in the core zone as well as buffer zonefor PM2.5 and PM10, CO, NOX, SO2 and Hgetc. shall be set-up beforecommissioning of the power plant in thedown wind direction as well as wheremaximum ground level concentrationsare anticipated in consultation with theBoard. Monitoring network shall bedesigned taking into account theenvironmentally and ecologicallysensitive targets, land use pattern,location of the stacks, meteorological

condition and topographic featuresincluding existing ambient air qualitydata. The data so collected shall beproperly analyzed and submitted to theMinistry of Environment& Forests,Government of India, H.O., ChhattisgarhEnvironment Conservation Board andR.O., Chhattisgarh EnvironmentConservation Board every Six months.13 Space provision for installation of fluegas de-sulphurization plant (FGD) shallbe made so that the same could beinstalled, if required from environmentalangle. Due to commissioning of thepower generation units, if 98 percentilevalues for SO2 (based on actualmonitored field data) in the ambient airof nearby areas exceed the prescribedpermissible limit for respective sensitiveareas, rural, residential and other area;industry shall install flue gas de-sulphurization units immediatelywithout any delay.

Provision of Flue gas desulphurization(FGD) has been provided.

14 Industry shall install separate electricmetering arrangements with timetotalizer and interlocking for therunning of pollution control devicesbefore commissioning of the powerplant. These arrangements shall be made

in such a fashion that any non-functioning of pollution controldevice/devices shall immediately stopthe electric supply to the production unit/ fuel supply system and shall remaintripped till the pollution controldevice/devices are made functionalagain/ rectified to achieve the desiredefficiency. The record of electricconsumption for running the pollutioncontrol equipments shall be submittedto Board regularly every month. Aseparate log-book shall be maintainedfor this purpose.15 Industry shall incorporate total ashutilization as integral part of the project.Industry shall install dry fly ashextraction system with silos of adequatecapacity so that ash generated duringthe power generation, collected in dryform and it shall be utilized 100% forother beneficial uses such as brick/block / products making, roadconstruction, cement making abandonedmines filling building products etc. asper guidelines /notification of Ministryof Environment and Forests,Government of India/ CentralGovernment/ Central Pollution Control

Industryshall utilize the fly ash bricks /blocks etc.manufactured by own fly ashbrick/block manufacturing machines inits construction activities. from power plant shall be utilized formanufacturing of flybrick/block/products industry shallinstall adequate numbers of fly ash brick/block /products manufacturingmachine of adequate capacity beforecommissioning of the power plant.Unutilized fly ash shall be disposed off inthe ash pond/dyke in the form of slurryusing high concentration slurry disposalsystem, failing which this permissionmay be cancelled. Mercury and otherheavy metals (AS, Hg, Cr, Pb, etc.) shallbe monitored in the bottom ash and inthe effluents.17 Industry shall construct ash pond/dykein South direction at least 100 metersaway from plant boundary and awayfrom side facing River. Area of reservoir(ash pond/dyke) shall be restricted to75 acres. Ash pond/dyke shall be linedwith HDPE/LDPE lining or any othersuitable impermeable media such thatno leachate takes place at any point oftime. Adequate safety measures shallalso be implemented to protect the ashpond from getting breached. Mercuryand other heavy metals (As, Hg, Cr, Pbetc.) shall be monitored in and around

the ash pond area.18 For disposal of bottom ash in abandonedmines (if proposed to be undertaken) itshall be ensured that the bottom andsides of the mines out areas areadequately lined with clay beforebottom ash in filled up. The industryshall inform the State Pollution controlBoard well in advance beforeundertaking the activity.

generator halls and other high noiseareas. The noise level shall not exceedthe limits 75 dB (A) during the daytimeand 70 dB (A) during the nighttimewithin the factory premises. Industryshall take adequate measures for controlof noise level below 85 dB (A) in thework environment.24 Industry shall provide appropriatearrangements to avoid air pollution,water pollution, noise pollution etc.,during construction phase and duringtransportation of plants/ machineries/equipments/ construction materials etc.to the site for 4x300 megawatt powerplant. Regular sprinkling of water invillage roads and other vulnerable areasof the plant shall also be ensured forcontrolling fugitive dust emission duringtransportation and construction works.The emission from vehicles engaged fortransportation of plants/ machineries/equipments/ construction materials etc,to the site shall be ensured withinprescribed vehicle emission norms. Firstaid and sanitation arrangements shall bemade for the drivers and other contractworkers during construction phase.

Regular sprinkling of water is beingdone on roads and other vulnerableareas of the plant to control fugitivedust emission during transportationand construction works. Photographhas been enclosed as Annexure-4.

Industry shall provide garland drainswith appropriate check dams all alongthe fuel, solid wastes, dust/ash storageareas etc. to avoid any possibility oferosion (wearing away) during rain.Garland drain (size, gradient & length)and sump capacity shall be designedkeeping 50% safety margin over andabove the peak sudden rainfall andmaximum discharge in the areaadjoining the project site. Sump capacityshall also provide adequate retentionperiod to allow proper settling of siltmaterial. Sedimentation pits shall beconstructed at the corners of the garlanddrains. Industry shall provide adequatecollection and treatment arrangementfor proper management of storm water.The surface run-off shall be de-siltedthrough a series of check dams anddrains. As far as possible storm waterflowing over plant premises shall not beallowed to join any nearby nallah or anyriver. The treated storm water shall beused either in process or for landapplication. The storm water drainageshall be so designed and linked to thesurface drainage so as to preserve thenatural drainage of the area.

29 Industry shall adopt rainwater-harvesting technique in the project areaand residential area (if any) for rechargeof ground water. The rainwater –harvesting technique shall beincorporated right from the design stageof all structures. Industry shall developrainwater harvesting structures toharvest the rainwater for utilization inthe lean season as well as to rechargethe ground water table. A detailedscheme for rainwater harvesting torecharge the ground water aquifer shallbe prepared in consultation with CentralGround Water Authority/State Groundwater Board.
