maintenance plans Maintenance Planning (MaPl) effort not appropriately identified on

schedules, budgets PSEs are not being integrated allowing the MaPl to driving other PSEs

as needed

CAUSES Programs may be using the last program’s documentation as their source

for logistics product data/reports ACAT III / IV program APMLs have less experience, smaller staffs

ANALYSIS RESULTS / OBSERVATIONS Logistics must start in lockstep with engineering design development Culture needs to view Life Cycle Sustainment Plan (LCSP) as a living

document used as a day to day planning tool Integrated Master Schedules (IMS) tend to be high level, not enough

detail Inadequate linkage between PSEs

CAUSES LCSP is viewed as a document for the decision maker IMS lack standard elements

Again, PSEs are viewed as stovepipes

ILAs “require a tailored approach” to achieve Speed to the Fleet Bring in SMEs and program office early to influence logistics

structure and documentation to ensure success. Utilizing independent SMEs will ensure recommendations were

incorporated

Proper execution requires: Proactively tailoring and completing program documentation prior

to kick off Keep the assessment team engaged from the beginning

ILA SMEs are both ADVISORS and ASSESSORS
