EXECUTIVE SUMMARYA. Project Summary

The Grant Agreement (Numbered TF 011904) of Strengthening the Public Internal AuditFunction Project was signed between Turkish Republic and World Bank on June 29, 2012.

The objective of the Project is to strengthen the capacity of the internal audit function of theTurkish Republic for increased accountability and effective performance in the public sector.

The Project consists of the following parts;

Part 1: Enhance of Institutional Capacity of the Internal Audit Coordination Board (JACB)

Part 2: Enhance the Technical and Practical Capacity of Public Internal Audit Units

The responsible unit for carrying out the project is Ministry of Finance General Directorate ofBudget and Fiscal Control Internal Audit Central Harmonization Department which conductsthe secretariat activities of Ministry of Finance Internal Audit Coordination Board.

Total amount of the Grant fully financed by World Bank is 494.000 USD. There is noexpenditure in 2012 signing date of Grant Agreement. In 2013, 136.770,49 USD, in 2014,137.942,00 USD and finally in 2015, 215.838,07 USD was spent under the Project.Consequently the total expenditure amount is 490.550,56 USD as of closing date of the project.911,64 USD, the balance of the Special Account, was returned to the World Bank in 22.09.2015due to the expiration of Grant Agreement in 29.06.2015.

B. Objectives of Audit

The objectives of our audit are;

a) To give an opinion on whether the financial statements present fairly, in all materialrespects the financial position of the project in accordance with the cash receipts anddisbursements basis of accounting,

b) To determine, as of December 31, 2015, whether the IACB has complied, in all materialrespects, with the rules and procedures of the Grant Agreement numbered TF 011904 and

c) To examine whether adequate supporting documentation has been maintained to supportclaims to the World Bank for reimbursements of expenditures incurred with respect to SOEsand evaluate eligibility of these expenditures for financing under the Grant Agreementnumbered TF 011904.

C. Scope of Audit

We have performed an audit of financial statements of the Grant as of December 31, 2015and for the three years ended in accordance with the cash receipts and disbursements basis ofaccounting. We have also performed a compliance audit on whether project activities are inline with Grant Agreement.

Our audit was conducted in accordance with the International Standards on Auditing publishedby International Federation of Accountants applicable to the audit of financial statements and

compliance auditing.

There was no limitation in our scope for the Project's audit.

D. Audit Results

For the financial statements of project; our audit resulted with an unqualified opinion.

In addition, in Project implementation process, the Internal Audit Coordination Board has

complied, in all material respects, with the rules and procedures of the Grant Agreement.

In our audit period, there is no expenditure under SOE method.

E. Management Recommendations

A management letter, dated June 06, 2016, to the attention of the IACB was issued separatelyfrom this report. The objective of this Management Letter is to enable the auditors tocommunicate appropriately to those charged with governance and management deficiencies in

internal control that the auditors have identified during the audit and that, in the auditors'professional judgment, are of sufficient importance to merit their respective attentions. For this

purpose, our recommendations are attached to the Letter-

TO THE INTERNAL AUDIT COORDINATION BOARDANKARA

We have audited the accompanying Statement of Sources and Uses of Funds, Statement ofCumulative Investments and Statement of Special Account of Strengthening the Public InternalAudit Function Project as of December 31, 2015 and for the three years ended, and a summaryof significant accounting policies and other explanatory information. The financial statementshave been prepared by the Internal Audit Coordination Board based on relevant provisions ofthe Grant Agreement numbered TF 011904.

Management's Responsibility for the Financial Statements

The Internal Audit Coordination Board is responsible for the preparation and fair presentationof these financial statements in accordance with the relevant provisions of the GrantAgreement numbered TF 011904, and for such internal control as management determines isnecessary to enable the preparation of financial statements that are free from materialmisstatement, whether due to fraud or error.

Auditor's Responsibility

Our responsibility is to express an opinion on these financial statements based on our audit,and to determine whether the Internal Audit Coordination Board has complied with, in allmaterial respects, the requirements of the Grant Agreement numbered TF 011904. Weconducted our audit in accordance with International Standards on Auditing. Those standardsrequire that we comply with ethical requirements and plan and perform the audit to obtainreasonable assurance about whether the financial statements are free from materialmisstatement and whether the Internal Audit Coordination Board has complied with, in allmaterial respects, the requirements of the Grant Agreement numbered TF 011904.

An audit involves performing procedures to obtain audit evidence about the amounts anddisclosures in financial statements. The procedures selected depend on the auditor'sjudgment, including the assessment of the risks of material misstatement of the financialstatements, whether due to fraud or error. In making those risk assessments, the auditorconsiders internal control relevant to the entity's preparation and fair presentation of thefinancial statements in order to design audit procedures that are appropriate in thecircumstances, but not for the purpose of expressing an opinion on the effectiveness of theentity's internal control. An audit also includes evaluating the appropriateness of accountingpolicies used and the reasonableness of accounting estimates made by management, as wellas evaluating the overall presentation of the consolidated financial statements. We believe thatthe audit evidence we have obtained is sufficient and appropriate to provide a basis for ouraudit opinion

Opinion

In our opinion;

a) The accompanying Statement of Sources and Uses of Funds, Statement of CumulativeInvestments and Statement of Special Account present fairly, in all material respects, thefinancial position of the Strengthening the Public Internal Audit Function Project accountingpolicies and as of December 31, 2015 and for the three years ended in accordance with the

provisions of the Grant Agreement numbered TF 011904.

b) The Internal Audit Coordination Board, as of December 31, 2015 has complied with, in allmaterial respects, the requirements of the Grant Agreement numbered TF 011904.

c) In our audit period, there is no expenditure under SOE method.

Basis of Accounting and Restriction on Distribution and Use

Without modifying our opinion, we draw attention to Note 2 to the financial statementswhich describe the basis of accounting. The financial statements are prepared to assist theInternal Audit Coordination Board to comply with the financial reporting provisions of theGrant Agreement numbered TF 011904. As a result, the financial statements may not besuitable for another purpose. Our report is intended solely for World Bank, Undersecretariatof Treasury, and Internal Audit Coordination Board, and should not be distributed or used byother parties.

NOTIFICATIONS FOR THE FINANCIAL DECLARATIONS OF THE PROJECT

1. OBJECTIVES AND THE STRUCTURE OF THE PROJECT

Grant Agreement on the Strenghthening the Internal Audit Activity Project No TF 11904,was signed on 29.06.2012 between Turkish Republic and the World Bank.

The objective of Grant is to provide critical funding and technical assistance to theInternal Audit Coordination Board (IACB) in further developing the effectiveness of theinternal audit function in the public sector.

The objective of Project is "to enhance the capacity of the internal audit function forincreased accountability and effective performance in the public sector in Turkey".

The Project consisted of two components:1. Enhance the institutional capacity of the Internal Audit Coordination Boarda) Conducting external quality assurance audits in two pilot fieldsb) Organizing a knowledge-sharing seminar about quality assurancec) Publishing IT audit manuald) Carrying out IT audit assignments in two pilot fields

2. Enhance the technical and practical capacity of public internal audit unitsa) Carrying out performance audit assignments in three pilot fieldsb) Organizing a knowledge-sharing seminar about performance audit

c) Organizing a knowledge-sharing seminar about IT audit

The World Bank decided to give a grant to the Republic of Turkey in an amount of U.S. $494.000.

The Closing Date of Project is 29.06.2015.

2. MAIN ACCOUNTING POLICIES

a) The accounting operations of the Project are being performed by the Directorate ofMinistry of Finance's Comptroller. The Directorate of Comptroller records the Projecttransactions on cash basis accounting. According to this basis, the funds receivedgenerates income and the funds paid generates expense. There exist no essentialtransactions by December 31, 2015, that would have an affect on possibledistributions.

b) The Directorate of Comptroller has openned a special account with the accountnumber 94 07 01 025, at the Central Bank of the Republic of Turkey in order to track

the expenses made within the signed grant agreement. Required records regarding thecollections received to and payments made from this account are kept through formswhich are located in EU Grants Menu in the Say2000i system.

c) The transactions are recorded in terms TL, which is the local currency. When theexchange amounts provided in return of the Project are transferred into foreignexchange account; these amounts are recorded to the Project Special Account at theCentral Bank of the Republic of Turkey selling rate of exchange, ruling on thetransaction date. The payments within the Project are made through payment ordersthat are drawn on the bank account or via bank cheques.

d) Since the grants are not associated with the budget, the accounting records regardingany collections to be received to; and the accounting records regarding any paymentsto be made from this account are executed through Accounting Transaction Receipts.

e) At the month-ends, the balance of exchange amounts is revalued at the Central Bankof the Republic of Turkey selling rate of exchange, ruling on the last day of therelevant month. The required records of the amounts that are resulted from currencygains and losses are made into relevant accounts.

3. FINANCIAL NOTIFICATIONS

In line with the agreement signed between the government and the World Bank, the usageof available funds in the Special Account is merely limited with the Project objectives.The unused balance of 911,64 US dollars left in the Special Account by the finale of theProject, had refunded on 22.09.2015 in accordance with the provisions of the grantagreement.

4. THE WORLD BANK GRANT

Since the agreement signed between the World Bank and Turkish Republic on29.06.2012 was a Grant Agreement funded by Institutional Development Fund (IDF),Turkish Republic bears no repaymnet obligation of the respective grant. The Project wasclosed on 29.06.2015, under the Grant Agreement.
