1 INTRODUCTION
This second progress report follows up the findings and recommendations made in the ‘Needs Analysis’ Progress Report Nº 1 (issued in early May 2012) for the final two phases of this project. Resolution of these is essential for the successful programming of the latter capacity-building efforts of this project.
The current status of these issues is reported in the next section. This has been gathered through email, Skype and telephone discussions with the Department of Fisheries in Lilongwe.
2 KEY ISSUES AND THEIR CURRENT STATUS
2.1 LOCATION OF THE FINAL WORKSHOP
As part of Phase 4 (Exit Strategy), the consultants intend to hold a one day workshop towards the end of the project (currently scheduled for 21 September 2012) to present the findings and results of the project. These will include (i) the training needs assessments and curriculum development recommendations of the three main implementing agencies involved; (ii) the basis of the institutional development program to refine and clarify internal roles and responsibilities; and (iii) the DoF MSME Strategy and implementation plans.
As reported in the 1st Progress Report (bullet 6, Section 3.2 on page 54), the consultants suggested that this take place in Lilongwe rather than a remote location (which means all participants incur per diem and transport costs). However the DoF prefer an out of town location as this is deemed more likely to achieve greater commitment to the workshop. The DoF management have proposed to have the meeting in Salima (around 100 km from Lilongwe, or about 1.5 hours’ drive). This has been accepted by the project team. ANARMAC will now work to provide a detailed budget for this event.
2.2 PUBLICATION OF THE COMESA STANDARDS
The COMESA standards were due to be updated by June 2012. However, the COMESA website (viewed 11/06/12) shows that the revised, harmonised standards are still a work in progress. A request for an update on updating the standards has been sent to COMESA, but to date, no reply has been received. This has been chased up with the COMESA secretariat and a reply is awaited.
2.3 POSTERS
In Task 3.3.3 (Training & extension material developed) the project team will focus on the provision of DoF training and extension to small-scale fishers and aquaculture producers in basic fish post-harvest handling and preservation of quality with some simple messages on maintaining food hygiene. It is intended that five new A2 size posters with nominally four messages each will be produced for display at BVC offices and other landing centre facilities. This task is scheduled to be completed by the end of Phase 3.
Some draft posters have been developed and are shown for information in Appendix A. They are work in progress and will need to be discussed with the extension staff DoF and the Outreach Unit at MCF. Ian Watson will be progressing this task over the next few weeks.

2.4 CANDIDATES FOR TRAINING AT MCF
Task 3.1.1 (Design updated MCF training curricula) will now include three DoF staff at MCF in Mangochi, in addition to the MCF staff. This will allow the end users of the training (e.g. DoF) to interact with the curriculum development process. It will mean that Task 3.3.1 (Design updated DoF training curricula) is effectively replaced by this activity. This is based on the fact that DoF does not have its own training curricula – this in fact belongs to MCF, so we are concentrating our activities there.

2.5 PUBLICITY FOR FINAL WORKSHOP
The DoF suggested that the Final Workshop should be well publicised in advance. It was agreed that the consultants would produce a press release and that ANARMAC would explore approaches (e.g. via the Agriculture Communications Branch) for publicising the workshop in advance. In particular the following would be undertaken:
The project team will produce a one page release (to be sent to two daily newspapers (The Nation and The Daily Times)
The project team would design and commission three workshop banners (one to be placed in Lilongwe, one in Salima on Kamuzu Road and the other one at the workshop venue.
DoF would consider engaging the media (e.g. from Zodiak and MBC) to cover the workshop and possibly to have interviews with the Director and some participants.
DoF, via the Outreach Unit, would cover the workshop so that they should produce a DVD for the workshop as evidence of conducting the workshop for future use as well.
2.6 FINALISATION AND CIRCULATION OF THE PROGRESS REPORT NO 1
Comments on Progress Report Nº1 have been received from the Department of Fisheries and will be finalised by 15 June 2012. It has been agreed that once the First Progress Report has been finalised, DoF would take responsibility for its immediate circulation to all interested stakeholders, including the participants at the National Workshop on Food Safety in Fisheries held in Liwonde on 2-3 May 2012.

Appendix A: Draft Posters for promoting good hygiene and post-harvest best practice
Work in Progress
Note: these posters are drafts for discussion. The format will need to be revised in due course to take account of the poster design (size, orientation – portrait/landscape) and so the placement of text and images should be viewed as being simply for discussion. The final design should be sent out for consultation with DoF staff involved in the delivery of extension to the small-scale fisheries sectors. Only the Chichewa text is included. For the English version, refer to the Tradecom manual. Where additional images and posters are needed, the English text is suggested. All these posters would benefit from eye-catching headers, designed to attract the attention of the intended audience. It is not necessarily intended that all these posters should be produced and it may be possible to combine some of them to provide a more complete guidance.
