Conference within the frames of
the international program of Con�
struct Canada trade show. The
Conference provided an excel�
lent opportunity to preserve and
strengthen the existing ties bet�
ween Canada and Eurasia and to
establish new ones to the eco�
nomic benefit of all the trading
countries in these regions in the
sphere of infrastructure and con�
struction. The markets in focus of
the conferencing parties this year
have been Kazakhstan, Russia,
and Ukraine.
The main themes of the event
were covered by two panels of
distinguished speakers. The pan�
elists delivered a brief presentation of their views to cover the
main program points and participated in a heated discussion
led by BBiillll HHuuttcchhiissoonn ooff HHuuttcchhiissoonn MMaannaaggeemmeenntt IInntteerrnnaattiioonnaall
IInncc.., Distinguished Research Fellow, Munk School, and Un�
iversity of Toronto. JJuulliiaa SSppeeffaanniisshhiinnaa,, PPaarrttnneerr,, KKPPMMGG, spoke
about the PPP projects in Russia and the technological and
pricing audit of an investment project at each stage of devel�
opment. YYaarroossllaavvaa CChhaappkkoo,, BBuussiinneessss DDeevveellooppmmeenntt DDiirreeccttoorr,,
CCiittyy DDeevveellooppmmeenntt SSoolluuttiioonnss ((UUkkrraaiinnee)), introduced the partic�
ipants to the opportunities in the Ukrainian real estate invest�
ment market. For example, in Kyiv development projects in

As the recently elected Chairman of the Kazakhstan Chap�
ter of CERBA, I would like to whole�heartedly greet all of the
members of CERBA in Canada, as well as in Kazakhstan
and throughout Eurasia.
I would especially like to thank Mr. Dan Bastien, the outgoing
Chairman of CERBA Kazakhstan for his years of dedicated
service to the organization, as well as the CERBA National
Chairman, Mr. Lou Naumovski, and all of the other Board
Members for their support in electing me to this position.
The timing of my appointment is very opportune since 2017
marks the 150th anniversary of Canada's independence and,
at the same time, is also the 25th year of bi�lateral relations
between Canada and Kazakhstan.
Several significant events have already taken place in
Kazakhstan during 2017 to commemorate these important
milestones:
• a visit to Kazakhstan by a Parliamentary delegation headed
by the Honourable Robert Nault, MP for Kenora, and Chairman
of the Committee for Foreign Affairs and International Deve�
lopment of the House of Commons, as well as co�chair of the
Inter�Parliamentary Cooperation Group "Kazakhstan�Canada";
• a charity hockey tournament organized by the Canadian
Embassy in Astana on May 20th�21st , which was co�spon�
sored by several CERBA members, and which featured ex�
NHL players from both Russia and Canada led by the ven�
erable Igor Larianov and the Honourable Ken Dryden.
Possibly the most significant upcoming event is the 2nd annual
Kazakhstan�Canada Business Council (KCBC) Meeting, which
will take place in Astana on June 22nd�23rd. This event will be
the highlight of CERBA Kazakhstan's 2017 event calendar,
since many of the CERBA Regional Directors will travel to
Kazakhstan to take part. We are also expecting a large turnout
from our CERBA members.
The KCBC Meeting is co�chaired by Cameco and Kazatom�
prom and co�organized by the Chamber of International Com�
merce of Kazakhstan (KazCIC) and CERBA.
The two day event will feature work group sessions, as well as
a plenary session and numerous important dignitaries will take
part including His Excellency Shawn Steil, Canadian Ambas�
sador to the Republic of Kazakhstan, Mr. Yerlan Khairov, Vice
Minister of Investment and Development of the Republic of
Kazakhstan and Mr. Fred Gorrell, Assistant Deputy Minister,
Agriculture and Agri�food Canada.
The sectors represented at the KCBC Forum, namely: mining &
natural resources, agriculture & agrifood, oil & gas, transporta�
tion & aerospace, construction & infrastructure and finance,
represent key business sectors in both Canada and Kazakh�
stan and CERBA hopes that it will be able to play a role in help�
ing to promote companies from both regions to expand their
international footprints.
The similarities between Kazakhstan and Canada are nu�
merous � everything from the extreme weather conditions to
the importance of the resource and agriculture sectors to
the economies of both countries. The large distances bet�
ween population centers and markets encourage enterpris�
ing logistic, transportation and infrastructure solutions. Many
of the learning experiences of Canadian companies can be
directly applied to Kazakhstan and one of the goals of
CERBA is to promote the ideas and international business
acumen of its members to government bodies in order to
make it easier for companies from Eurasia and Canada to
engage in commercial activities with one another.
One of the primary objectives of CERBA vis�a�vis the KCBC
Meeting is to use CERBA and its members, in conjunction
with KazCIC and the Ministry of Investment and Develop�
ment of the Republic of Kazakhstan, to initiate a dialogue
with the respective government bodies to determine what
changes could be made to promote more foreign direct
investment to flow into Kazakhstan to further develop the
economies and expand bi�lateral trade activities.
There have been many Canadian success stories written in
Kazakhstan over the years, in mining, oil & gas and in agri�
culture, but given the opportunities that still exist in the coun�
try for Canadian companies I believe that many more stories
will be written in the coming years.
On June 10, 2017, Expo�2017 will open its doors in Astana and
Kazakhstan and its achievements will be showcased to a glob�
al audience. More than 100 countries will take part in this event
and CERBA is excited about the exposure that Expo will bring
to Kazakhstan, as well as to CERBA and KCBC. Expo�2017
promises to be one of the highlight events for Kazakhstan
since it gained independence in 1991.
As part of Canada's 150 year birthday celebrations, CERBA
and the Canadian Embassy will hold a joint reception and
gala dinner at the Embassy in Astana on June 22nd during the
KCBC Meeting. In addition to taking a moment to reflect on
Canada's achievements as a country, the reception will also
provide a great networking opportunity for the Canadian and
Kazakhstan delegates who will attend the KCBC Meeting.
CERBA would like to offer thanks to Ambassador Steil, and
the members of his team, for graciously accommodating
CERBA's timeline and for the many times he has assisted
CERBA and its members over the years.
In addition to being heavily involved in the upcoming event,
CERBA Kazakhstan has been very busy throughout the year
and has organized numerous events to keep its members up
to speed on policy and legal changes initiated by the Kazakh�
stan government. In addition, workshops have been offered
to members on how to work more effectively in Kazakhstan.
We would also like to take the time to thank the organizations
who have jointly worked with CERBA to sponsor and hold
these events and to the people who invested their valuable
time to make it happen � there are too many to mention but
we really appreciate your efforts and dedication.
I would also like to encourage all of the members of CERBA
to continue to do your best to support our organization in spite
of the current financial crisis which is affecting many mem�
bers. A lot of hard work and dedication has gone into building
CERBA to what it is today, an organization with more than 140
members worldwide. We believe that by working together we
can continue to build on this already strong platform.
In conclusion, I would like to thank everyone for their efforts
throughout the years and I sincerely hope that new business
opportunities will continue to develop for all of our members.
I hope that I will have the opportunity to welcome many of
you personally in June during the KCBC Meeting in Astana.

Subsoil Usage and Nature Management, Ministry of Natural
Resources and Ecology of the Russian Federation, further
spoke about the government's efforts to stimulate exploration
by softening regulations in the strategic block regime, devel�
oping economic stimuli for exploration, and simplifying licens�
ing procedures. He continued Mr. Kopin's theme by confirm�
ing the Russian government's focus on the Far East as one of
the economic zones of the top priority.
RRuussllaann BBaaiimmiisshheevv, Director of the Department of Subsoil Use
of the Ministry for Investments and Development of the Re�
public of Kazakhstan, underlined the key innovations intro�
duced by the government, including openness of geological
information and data on subsoil use right, stability of the sub�
surface conditions, licensing the right to use subsurface
resources in the mining sector (solid raw materials, common
useful minerals, underground structures, to prospect for gold)
instead of contract system, principle of "first application" in the
mining sector, and modular system in exploration to simplify
the administration, monitoring and control.
For the first time in its 17th years of history CERBA Mining had
the honour to host a representative of Mongolia: BBaaaattaarrttssooggtt
BBaallddoorrjj, Head of Mineral Resources and Petroleum Authority
of Mongolia. Mr. Baldorj told the guests about the present sit�
uation of geological survey and exploration and the issuance
of new licenses.
Session 2 "Investor Experience in Eurasia" opened up the floor
to industry leaders eager to share their success stories in min�
ing and exploration in Eurasia. CCllaauuddee SScchhiimmppeerr, Regional
Vice President, Russia, Kinross Gold Corp, spoke about the
recent developments at Kinross' Kupol and Dvoinoye satellite
deposits and emphasized the importance of the company's
contribution to social and economic development of the
region where its deposits are located. QQuueennttiinn HHaauuttaa, Ma�
nager, Corporate Development, Cameco, continued with a
story of a long�standing commitment and success of
Cameco Corporation in Kazakhstan. Cameco has been the
largest Canadian investor in Kazakhstan since 1992. Through
its experience in Kazakhstan and elsewhere, Cameco lad
learned the importance of part�
nerships with the local stake�
holders, patience as the infra�
structure and legal system
were still evolving, open com�
munication, in�country pres�
ence, and maintaining a social
license to operate. Mr. Hauta
confirmed Cameco's desire to
remain a long�term investor
and partner in Kazakhstan. The
representatives of Highland
Gold, Krastsvetmet, N�Mining
shared their stories of hard work and commitment to sustain�
able and responsible growth.
The conference concluded with a series of B2B meetings of
the participants and a networking reception. The speakers
and the guests were leaving encouraged and excited about
the opportunity to get together again in 2018.

The conference on the 8th of March was a part of a con�
densed 5�day business program that included the participa�
tion of the Eurasian delegates in the Prospectors and
Developers Association of Canada International Convention,
Trade Show & Investors Exchange � the world's leading con�
vention for people, companies and organizations in, or con�
nected with, mineral exploration and finance. This year PDAC
hosted over 1,000 exhibitors, 3,800 investors and 24,000
attendees from 130 countries. The delegates attended tech�
nical sessions, short courses and networking events. The
annual convention has grown in size, stature and influence
since it began in 1932 and today is the event of choice for the
world's mineral and finance industries.
Besides that, CERBA organized 2 country�specific working
groups on the mining sector: Canada�Russia Mining Working
Group and Kazakhstan�Canada Business Council Mining and
Natural Resources Working Group. The participants of these
two meetings worked on the specific measures and steps for�
ward to improve the bi�lateral cooperation in these industries.
Additional B2B meetings organized during the week included
such CERBA members as Phoenix Geophysics, Schulich
Executive Education Centre, Direct Talk, SNC�Lavalin and, others.
The program of CERBA Mining week also included a high�
level dinner meeting, organized by Russia�Canada Business
Baatartsogt Baldorj, Head of Mineral Resources andPetroleum Authority of Mongolia.

mixed use development in Kyiv and even in Kyiv suburb are

infrastructure sector in the Republic of Sakha (Yakutiya),
Russia: the region is offering attractive conditions for foreign
investment and is undergoing economic growth.
In the second session, led by the renowned architect PPeetteerr
GGaabboorr, the speakers shared experiences and innovative solu�
tions in the construction sector. Thus, EEvvggeennyyaa KKnnooppoovv,, MMaa��
nnaaggiinngg PPaarrttnneerr ooff KKnnooppoovv DDeessiiggnn GGrroouupp, and her Partner
RRoommaann HHuull shared their innovative ideas in sustainable indus�
trial design, adaptive re�use of outdated structures, design
strategies for industrial parks, and inner�city infill housing.
The formal part of the conference was concluded by a lively
networking reception, during which the guests could
exchange business ideas and plans in a relaxed atmosphere.
Besides the informative conference program, the Eurasian
delegates were offered a tailored program of business
meetings and site visits organized by CERBA in Toronto and
Montreal. The 6�day program included Construct Canada
Trade Show floors tour, international attendees networking
and B2B program at the Trade Show; a manufacturing facil�
ity visit in Woodstock, Ontario; meetings with the wood and
construction associations in Ontario and Quebec; research
center tour at Laval University, and more.
The event was supported by the Ontario Ministry of
Citizenship, Immigration and Trade Development.

The Canada Eurasia Russia Business Association (CERBA)
held its 17th annual mining conference during PDAC, the
world's leading mining convention, held in Toronto. The
CERBA event was a unique opportunity to bring together
Canadian representatives of the mining industry with their
counterparts from Kazakhstan, Russia, and Mongolia to dis�
cuss business opportunities, regulatory issues, market analy�
sis and forecasts, and to share experience. Over a hundred
participants included government regulators, mining compa�
ny executives, investors and service providers.
The conference was opened by welcome remarks by HH..EE..

Canada, followed by a brief introduction by DDaanniiyyaarr SSeeiiddaalliiyyeevv,

On March 8th CERBA hosted a meeting of the Kazakhstan�
Canada Business Mining and Natural Resources Council
Working Group that featured participation of Mr. Ruslan
Baimishev, Director of the Department of Subsoil Use of the
Ministry for Investments and development of the Republic of
Kazakhstan, and Mr. Eldar Tagash, Deputy CEO, KazGeology
National Company, along with representatives of Canadian
mining companies interested to learn about thу new develop�
ment in the subsoil legislation in Kazakhstan.
Mining is a key economic sector for KZ generating 5% of GDP
and 160,000 jobs and 17% of exports.
There is a large amount of untapped resources in KZ; to devel�
op this potential, improvements have to be made in the invest�
ment attractiveness of the mining industry. This goes through
implementing a new subsoil use code, better access to geo�
logical data and reducing bureaucratic hurdles in acquiring
exploration permits. Mr. Baimishev told the participants that
the provisions of the new draft of the subsoil use code are
based on Australian legislation and practices, with credit also
attributed to OECD, EBRD, and the World Bank. Some fiscal
reforms for the mining sector are also under way with the goal
to better align the industry with accepted international stan�
dards. The goal for these reforms is to increase investment in
exploration and job creation.
Mr. Baimishev also mentioned that Kazakhstan was moving
towards a licensing system where revocation of licence can
only happen in the case of unpaid licence fees, failure to per�
form work program agreed, and unauthorized transfer of
exploration rights. As for the claim�staking, Kazakhstan
already launched a pilot project on a first�come first�served
basis with around 18,000 lots allocated within its frames.
According to the new code, no auctions will be required and
exploration fees will be progressive in the first 6 years, due to
be paid once the mine is profitable.

One of the program highlights was also a meeting of the
Russian delegation including the Governor of the Chukotka

Ecology of the Russian Federation with the Deputy Minister of
the Ontario Ministry of Northern Development and Mines,

On March 9 CERBA also organized a visit of the Russian del�
egation to the Sudbury mining cluster in Ontario. The visit
kicked off with a Glencore surface facility tour led by XPS, a
licensed metallurgical consulting, technology and test servic�
es to the mining industry.
Later in the day, the delegates participated in the luncheon
seminar, organized by the Ontario Ministry of Northern
Development and Mines with the participation of the Centre of
Excellence in Mining Innovation and the Sudbury Area Mining
Supply and Service Association. The delegates were also well
received and had a discussion with the Mayor of the Greater
Sudbury, Brian Bigger.

Paired with the 80m long, 71 m deep and 21 m high hangar,
a second section includes offices and workshops for the
technicians on the first floor as well as office space on a sec�
ond stage. In the hangar, a ceiling crane with a lifting capac�
ity of 3 tons and a lifeline system for the work in heights of
the staff were installed. The hangar has an 18 m high door,
the opening of which can be up to 76 m wide, or open in
independent separate sections.
On the office side, this part has been designed to facilitate
the rapid reconfiguration of the layout as required, by the
installation of light walls.
This aviation technical center also has a garage with a work�
shop for the maintenance of ground machines. The garage
unit is equipped with a bridge crane with a load capacity of
2 tons.

The Kazakh Foreign Ministry has also simplified visa rules for
a further 48 countries including Malaysia, Monaco, the
United Arab Emirates, and Singapore � The number of visa
categories will be decreased from fourteen to three.
The move is designed to "promote a more favourable invest�
ment climate" for business and leisure travel.
Up until now, visitors had to pay 35 pounds for a single�entry
tourist visa, complete a visa application form, have hotel
booking confirmations, and a letter addressed to the con�
sular section of the Kazakhstan embassy.

On February 15, 2017 in Montreal, H.E. Konstantin Zhigalov,
Ambassador of Kazakhstan to Canada participated as a
keynote speaker in a business seminar that was organized
by Export Quebec and dedicated to Kazakhstan. The main
goal of the event was to introduce Canadian companies to
the country's current socio�economic development and
prospects of bilateral business partnership. The seminar
was attended by representatives of the Ministry of Economy,
Science and Innovation of Quebec, Export Development
Canada, as well as more than 20 mining and engineering
companies of Quebec.
In his presentation, the Ambassador highlighted the key pri�
orities of the President's State of the Nation Address "Third
Modernization of Kazakhstan: Global Competitiveness",
"100 concrete steps" Plan and the "Nurly Zhol � Path to the
Future" Program, which provide for the further transforma�

Ambassador Zhigalov stressed that the successful modern�
ization of Kazakhstan's economy goes hand to hand with a
constitutional reform proposed by President Nazarbayev.
The essence of the reform is to transfer a significant part of
the powers from the Head of the State to the Cabinet and
Parliament, whose role in the country's political life will be
extended largely.
Canadian companies have been invited to participate in the
implementation of the objectives of Kazakhstan's new eco�
nomic policy in the form of investments, transfer to our coun�
try knowledge and new technologies. Their representatives
welcomed the decision of Kazakhstan's Government to pre�
pare a new Code "On Subsoil and Subsoil Use", initiatives to
introduce new preferences for investors, including the lifting
of the visa regime for the countries that are largest investors
in Kazakhstan's economy.
On February 22 in Ottawa, Mr. Konstantin Zhigalov, Ambas�
sador of Kazakhstan to Canada, discussed President Nazar�
bayev's Address to the Nation 2017 and proposed Con�
stitutional reforms with the members of the House of Com�
mon's Standing Committee on Foreign Affairs and Inter�
national Development, Canadian foreign service officials and
leading experts.
In his annual address to the nation, Nazarbayev announced
five main priorities as part of what he described as
"Kazakhstan's third stage of modernisation". The priorities are
aimed at ensuring economic growth and supporting the coun�
try to become one of the top 30 most developed countries in
the world by 2050. The five priorities are: Accelerationof tech�
nological modernisation of the economy, improved business
environment, macroeconomic stability, improved quality of
human capital and institutional reforms, including improved
security and more action to tackle corruption.
President Nazarbayev said in his annual address: "I am set�
ting the task of ensuring the implementation of the Third
Modernisation of Kazakhstan. It is necessary to create a
new model of economic growth that will ensure the country's
global competitiveness." He added: "This modernisation is
not a plan to combat current global challenges, but a reli�
able bridge to the future, to meet the objectives of
Kazakhstan 2050 Strategy. It will be carried out on the basis
of the 100 Concrete Steps Plan of the Nation."
The annual address followed a special announcement given
by the President last week, in which he set out bold plans to
increase the powers of parliament. President Nazarbayev
stated that these constitutional reforms are aimed at further�

During his presentation, Ambassador Zhigalov briefed about
the measures taken by Kazakhstan's Government during the
first and second stage of modernization in 1990's and 2000's
that made the country one of the 50th most competitive coun�
tries in the world. He also touched upon major achievements
in socio�economic development and building a robust middle
class economy, President Nazarabyev's international initia�
tives aimed at promoting global and regional security, peace�
ful dialogue and strategic stability across Eurasia.
Canadian MPs acknowledged the importance of Kazakhstan's
ongoing institutional reforms and capacity�building measures
envisioned by the 100 Steps Plan and supported the
Government's efforts in improving the investment climate and
promoting small and medium�sized enterprises.
Members of the Committee on Foreign Affairs and Inter�
national Development also discussed their visit to Astana in
January 2017 and fruitful discussions with Prime Minister
Bakhytzhan Sagintayev, Senate Chairman Kassym�Jomart
Tokayev, Mazhils Chairman Nurlan Nigmatulin, Minister of
Religious and Civil Society Affairs Nurlan Yermekbayev,
Chairman of the Mazhilis Committee on Foreign Affairs,
Defense and Security Maulen Ashimbayev, and Deputy
Foreign Minister Yerzhan Ashikbayev.
In this regard, the meeting participants reviewed recent
developments in bilateral relations and agreed to continue
close cooperation on a number of issues, including the
upcoming celebration of the 25th Anniversary of Ka�

range of Iveco cars manufactured in Kostanai was adapted
for Kazakhstan to meet the needs of customers in this market,
including climatic conditions and road conditions of the south�
ern and central regions of the country.
"We are seeing a rapid development of production in
Kazakhstan and the desire of our innovative partner
AllurGroup to test and implement innovations and technolo�
gies; we think that models of futuristic cars will be available to
the Kazakhstan market in the future," he said. Kostanai's plant
was the first plant to switch to the full�cycle production
of cars and became a springboard for the formation in the
country of adjacent production of auto components and spare
parts, such as batteries, tires, glasses, electrical engi�
neering, among other technological products while the plant
is also developing commercial transport. The production site is
working on the localisation of processes and today, in addition
to assembling, is carrying out welding and painting of parts in
some models of commercial vehicles. Commercial vehicles
meet all European standards and regulations of the Euro 5
type of fuel, and they also have a number of improved techni�
cal qualities. The share of localisation of technology is some 33
percent and in specialised assemblies is up to 50 percent.
With the use of new technologies, it was possible to reduce the
operational cost of equipment by 4 percent. To ensure the
maximum productivity Iveco has done considerable work to
create the best braking system for all types of car parts. These
innovative solutions are also applied in models that are being
assembled in Kostanai today.
On March 15�16, 2017, H.E. Konstantin Zhigalov, Ambas�
sador of Kazakhstan to Canada paid an official visit to the
province of Saskatchewan.
In Regina, Ambassador Zhigalov was introduced to the
Legislative Assembly of Saskatchewan and was warmly wel�
comed by both The Honourable Don Morgan, Deputy
Premier (Saskatchewan Party) and Mr. Trent Wotherspoon,
Leader of the Opposition (New Democratic Party). The
Ambassador was received by Her Honour the Honourable
Vaughn Solomon Schofield, Lieutenant Governor of Sas�

delegates were Director of the Subsoil Use Department Mr.

Company Mr. Eldar Tagash and others. In Toronto, the dele�
gation participated in the annual Prospectors & Developers
Association of Canada (PDAC) International Convention, Trade
Show & Investors Exchange, which includes over 900
exhibitors and 22,000 attendees from 125 countries.
As in previous year, a national booth of Kazakhstan was organ�
ized in order to provide the visitors and guests with the latest
information on the country's mining sector and its potential,
reforms in the area of subsoil use and mining industry. On the
margins of the Convention, the delegates held a series of
meetings, including with Mr. Al MacDonald, Mayor of North
Bay and Mr. George Burton, president of Invest North Bay
Development Corporation, representatives of Quebec's Mi�
nistry of Energy and Natural Resources, Ontario's Ministry of
Northern Development and Mines, Laurentian University, and

Trombetti, Director General, Policy and Economics Branch,
Lands and Minerals Sector, Natural Resources Canada and
held the detailed exchange of information with Canadian col�
leagues regarding Canada's regulatory environment for min�
ing, tax incentives for exploration, and research & develop�
ment and other issues.
In general, the visit of Kazakhstan's delegation to Canada
allowed to establish new business connections and expand
the existing partnerships, as well as to introduce the Ca�
nadian and international business community with the main
aspects of Kazakhstan's new Subsoil Code, which is cur�
rently being developed in accordance with the Third
Modernization Program aimed at ensuring the global com�

Four�hundred�and�ten agricultural cooperatives will be esta�
blished in 2017 to support small and medium�sized farms.
The cooperatives will help farms buy equipment, store and
transport products, provide veterinary services, organize the
supply of fodder and agrochemical products and help with
lending. Vice Minister of Agriculture of Kazakhstan Kairat
Aituganov said the program was launched last year and 157
cooperatives are already cooperating with 15,000 farms.
The cooperatives created more than 100 milk collecting cen�
tres and 7,000 forage bases. In general, the indicative plans
are executed in all regions, according to Kazinform.
Aituganov reported that as of March 9, all tasks have been
achieved in all regions of the country. The Ministry of
Agriculture developed approaches to involve small and
medium�sized farms in agricultural cooperation under the
State Program for the Development of the Agricultural and
Industrial Complex for 2017�2021, an initiative of Kazakh
President Nursultan Nazarbayev.
The vice minister reported that financing of the cooper�
atives by the fund of financial support became the top pri�
ority of the fund. He emphasized that the initial payment is
made at the expense of investment subsidies. The fund imple�
mented new directions of subsidizing farmers: milk produc�
tion cheapening, fattening of bulls and lambs, cheapening
of the cost of equipment and machinery up to 50 per�
cent and subsidies to cooperatives for reimbursement of VAT.
Tripartite plans have been concluded between the min�
istries of agriculture, labour and social protection of the
population and city and regional administrations. A single
call centre for consultations on cooperation and a website
have been created. A group of experts has been trained on
the basis of Atameken scientific and production enterprise to
implement the new program. Special information materials,
including booklets and videos for training in the regions are
used as well.
According to the vice minister, training seminars were
organised in all 165 districts and cities of the state from Feb.
1 to 22 this year. As of March 9, 75 farms have purchased
equipment using the state program. The ministry plans to
allocate 50 billion tenge ($157.9 million) this year to sup�
port small and medium�sized farms.

"Today, we are ready to present our vision of the solution to
the task set by the President. Kazakh Invest has been formed
on the basis of the old KAZNEX Invest with its complete
restructuring. I was appointed the chairperson of the Board
of Directors of the company. We deliberately raised its status
to the level of a prime minister in order to stress the impor�
tance of our priorities in investment policy," Sagintayev said
during an April 27 briefing for the diplomatic corps at
the Ministry of Foreign Affairs on the strategy and company,
noting both are still under development.
Sagintayev told the gathering, which included ambassadors
and top diplomats from around 60 countries as well as inter�
national organisations, the strategy and company are an
attempt to reload Kazakhstan's approach to attracting foreign
investment to maintain the lead in this sphere and increase
non�oil investment. He said the new strategy and compa�
ny would also assist investors operating in the regions.
Head of the Vienna Office of the Investment Climate Practice
Group of the World Bank Group's Trade and Competiti�
veness Global Practice Ivan Nimac presented the draft of
the National Investment Attraction and Retention Strategy.
The strategy is a roadmap to diversify the share of investments
with high added value focused on increasing efficiency, he said.
"The types of investments must be changed to facilitate the
process of economic diversification. They should be focused
not only on raw materials or natural resources, they should move
towards other types of investments: qualitative and quantita�
tive. We are looking for more effective investments to ensure
economic growth and modernisation," Nimac said. Nimac said
the strategy's goals would be achieved by attracting new
types of investments, increasing the benefits of existing foreign
direct investments, conducting strategic privatisation and using
more widely public�private partnerships (PPPs).
Kazakh Minister for Investments and Development Zhenis
Kassymbek said the new strategy will be developed by the
end of June and focus on defining priority investment indus�
tries and developing an Investment Project Map, identify�
ing target companies and international investment funds
and improving the investment environment, investment
attracting mechanisms and financial instruments.
The strategy was developed with the help of World Bank
experts and incorporates recommendations from the
Organisation for Economic Cooperation and Development,
said Sagintayev. Chairperson of the Board of Kazakh Invest
Maksat Kabashev and Kassymbek briefed the diplomats on
the company's goals, tasks and interaction with state bodies
and investors. "Kazakh Invest is not only a new name; it is
the emergence of a whole new paradigm. Our focus is on
investors. We find new investors, but we don't forget about
the existing ones. We know what they want and we want
them to work in Kazakhstan. The main principle of Kazakh
Invest is to help, without hindering," Kabashev said. "This
means moving to a more efficient, rational and business� ori�
ented form of attracting investment to the country."
Kazakh Invest will operate on a "one�stop shop" and will
accompany investors through the entirety of their projects,
from pitching them opportunities, to preparing investment
proposals to the implementation and functioning of the busi�
ness, Kassymbek said. The company has offices abroad and
in all Kazakh regions. The board of directors headed by the
prime minister also includes heads of ministries and top�level
foreign consultants. "To date, nineteen sectors have been cre�
ated in the regions to provide services to investors. In the
regions, representatives of Kazakh Invest will be given
the status of external advisors to akims (governors and
mayors) of the regions and cities of Astana and Almaty,"
Kassymbek added. Kassymbek said a monitoring system will
also be introduced allowing investors to monitor online the
progress of the services they receive.
Kassymbek also updated the diplomatic corps on mea�
sures that have already been carried out, including sim�
plification of licensing procedures reducing required per�
mits, encouraging public�private partnerships, establishing
free economic zones, adopting a new law on arbitration
and appointing an investment ombudsman.
These measures have resulted in foreign investment in 2016
of $20.6 billion, which is a 40 percent increase over 2015.
Kazakhstan currently ranks 35th on the World Bank's (WB)
Doing Business Index.
Kassymbek also praised the activities of organisations such
as the Council of Foreign Investors under the President, the
Council for Improving the Investment Climate under the
Government, the Kazakhstan Foreign Investors Council Asso�
ciation, the European Business Association of Kazakhstan
and the Investment Ombudsman Institute.
On March 24, 2017 Konstantin Romanov, an Associate Pro�
fessor of the Faculty of Foreign Languages and Area Studies of
Lomonosov Moscow State University, presented his new man�
ual "Introduction to Canadian Studies for Russian Students".
The manual was published by "International Relations" Pub�
lishing House. It is a book on Canada written in English and
published in Russia. It is aimed at students of international rela�
tions, North American Studies, Culture Studies and other
humanities. Most of the source materials for this book were col�
lected during the author's Post�Doctoral Research Fellowship
at the School of Canadian Studies of Carleton University in
Ottawa in 2012�2013, sponsored by Government of Canada
Post�Doctoral Research Fellowship (PDRF).
The book launch took place at Moscow State University and it
was attended by faculty members of the Faculty of Foreign
Languages and Area Studies, students and alumni, as well as
by colleagues from other institutions. A welcoming address by

The visit confirmed the potential of deepening cooperation
between Kazakhstan and Canadian provinces, which play an
important role in developing Canada's global trade, econom�

further promote bilateral engagement in the areas of mining,
especially the uranium industry, agriculture (machinery and
livestock breeding), education and establish new mutually be�

Approaching the end of the year, CERBA Kazakhstan
Chapter celebrated by hosting a Christmas Eve Bowling
Tournament on the 15th of December at Bowling Centre
"Cosmo". The get�together was organized by Taskyn Kosh�

The events took place on December 5th in conjunction of the
visit of the Russian Ambassador HE Alexander Darchiev to
Vancouver. Initiative of this event belongs to the member of the
Vancouver Board, former Ambassador of Canada to Russia,
HE John Sloan and devoted to the potential for cooperation
between Canada and Russia across the Pacific. The area of
such cooperation includes such well discussed lately Chine
investment initiative as the New Silk Road, opportunities in
Arctic and North, exchange of experience in building up poli�
cies for supporting and development of the aboriginal popula�
tion and many other subjects.
The Roundtable was strongly supported and co�organized by
the Asia�Pacific Foundation of Canada (APFC). The panel of
speakers included vice�President of AFC, Eva Busza, former
minister of international Trade of Canada Hon. Stockwell Day,
former Ambassador of Canada to Russia, HE John Sloan, H.E.
Ambassador of Russia to Canada Alexander Darchiev, Chair of
the CERBA Vancouver Board of Directors, Erin Chutter.
The other participants of this event included representatives of
the local diplomatic community, business stakeholders, BC
provincial government, CERBA members and associates.
Many questions were asked about the current economic and
social climate at the Pacific Russia regions, industrial develop�
ment and opportunities to apply Canadian expertise in various
market sectors. It have been also emphasized by a number of
people an importance of rising awareness of the latest devel�
opments around the New Silk Road infrastructure initiative to
provide access for the Canadian companies to the substantial
global investment projects.
The participants of the event agreed to further continue dis�
cussions around the Trans Pacific Cooperation and encour�
aged CERBA to organize more events related to this subject.

In celebration of 25 years of official relations between Ka�
zakhstan, as well as most of the countries of the former
Soviet Union and Canada CERBA Kazakhstan chapter host�
ed a Breakfast Brief with H.E. Shawn Steil, Ambassador of
Canada to Kazakhstan, Kyrgyzstan and Tajikistan. This event
was held on March 28th 2017 at the Ramada Almaty Hotel. In
2017 Canada also celebrates 150 years of Canadian Con�
federation. While these celebrations remind us how far we
have come in developing our bilateral relations and our indi�
vidual countries, they also remind us how fragile the gains
can be and how important it is to persevere. Ambassador
Steil shared his thoughts on the role Canada and Canadian
businesses can play in supporting growth and development
in Kazakhstan and beyond. This brief was held in English,
was attended by honourable quests and made possible by
Taskyn Koshman, Regional Director CEBRA.
Members and friends of the three organizations got together
to savour a delicious dinner and enjoy the atmosphere of a
typical British pub at P.J. O'Brien Irish Pub and Restaurant.
One of the social events CERBA co�hosts throughout the
year, the Pub Night brings together business partners and
friends over a pint of beer to discuss a variety of topics in a
relaxed atmosphere. The event hosted over 50 participants.

The Russian Ambassador H.E. Alexander Darchiev officially
announced on December 6th, 2017, that Erin Chutter (Chair
of CERBA�Vancouver Board and President of Rare Capital
Corp.) have been appointed by the Russian ministry of
Foreign Affairs as an Honorary Consul of Russia to BC.
Inauguration took place at the famous Vancouver Club. The
official ceremony followed by the informal reception, co�
sponsored by the Russian Embassy, hosted over 60 people,
representing local Russian community, as well as BC busi�
nesses and diplomatic sector. This is the first time when the
Canadian born Canadian took such a challenging commit�
ment of providing guidance and support to the growing
Russian Community.
The Conference took place at Deloitte Conference Center on
January 24th. This was 6th conference since 2011 organized with�
in the Roundup, but it was the first one devoted to something dif�
ferent then products and technologies aimed for the Eurasian
markets and regional business opportunities in CIS countries.
The three panel event touch such important subjects, as Role
of Government Banks in Advancing Silk Road Opportunities,
Trans�Pacific cooperation and Impact of infrastructure devel�
opment on resource extraction in Central Asia, Regional
resource opportunities in Eurasia, Industrial mineral require�
ments, Experiences in Aboriginal involvement in Central Asia
and North Pacific resource sector, Environmental lessons in
resource extraction and many other.
The panel speakers included the Minister Counselor of the
Embassy of Kazakhstan, Daniyar Seidaliev, Deputy Head of
the Russian trade mission to Ottawa, former minister of
Economic Development of the Republic Sakha�Yakutia, Valerii
Maximov, Vice�President of the Asia Pacific Foundation of
Canada, Eva Busza, Representatives of Asia Development
Bank in North America, Craig Steffensen, Representative of
the Embassy of Mongolia, Bold Batsukh, representatives of BC
First Nations, Keith Matthew. Over 70 people audience inclu�
ded companies, government officials and non�government
organizations from British Columbia, Alberta, Ontario, the US,
Mongolia, Kazakhstan, Russia, China and Turkey.
The event was sponsored by KINROSS Gold Corp., Bennet
Jones LLP, Deloitte and Deloitte Tax Law LLP and supported
by BC Bioenergy Network and the AME BC.
It becomes more and more obvious that the new global initia�
tives such as OBOR or New Silk Road has specific significance
for Canadian companies providing substantial opportunities in
Central Asia in such sectors as infrastructure, supply chain,
mineral resources and many other related businesses.
China and Mongolia � two major countries, of East Asia with
vast natural resources, rich culture and proven international
business profile. With their special role strengthened by a
number of new investment and development initiatives like
Central Asian Economic Corridors or New Silk Road (or One
Belt One Road) they define in many ways the regional and
global economic landscapes.
The CERBA�Vancouver Chapter was pleased to welcome
the two distinguished guests, members of the Canadian
Trade Commissioners team � Junxia Jiang (Beijing, China)
and zza (Ulaanbaatar Mongolia) and invite our members and
friends to join round table.
Speakers gave detailed presentations of their focus sectors,
emphasizing the most important national and international
projects and opportunities existing within these projects for
the Canadian companies.
This event was supported by the Vancouver Reginal office of
Global Affairs Canada and sponsored by Deloitte Tax Law.
LNG�Export Canada � is one of the major international shows,
organized by the UK company DMG Group, taking place in
Vancouver in the last two years ago. Previously located in
Alberta, the event has been moved its venue from Calgary to
Vancouver, reflecting growing importance of LNG related
subjects for the province of British Columbia.
DMG representatives chose CERBA�Vancouver as informa�
tional partner and provided opportunities to market our
capacities of international business promoters in the Eurasia
and Central Asia regions, including Russia, Kazakhstan,
Mongolia and other of CERBA mandate countries.
CERBA presence at LNG�Canada included also presentation
of Sakhalin 2 Project, presented by the Chapter Chair, Erin
Chutter at the transportation and logistics section of the
Conference.
On November 17, CERBA, jointly with AMCHAM hold a brief
with Peter Kaznacheev � well known expert with over 16 years
of experience in emerging markets, the United Kingdom and
the United States. His professional career includes business
development in the oil & gas industry with British Petroleum,
economic research and analysis of emerging markets at the
World Bank and the Group of Eight (G8), and senior govern�
ment advisory work � between 2002 and 2005 Peter worked
in the Russian Presidential Administration as a Senior Advisor
to the Chief Economic Aid to the President dealing with eco�
nomic, energy and environmental issues.
In his presentation "The State of Uncertainty. How Resilient is
Russia's Energy Industry to Low Oil Prices and the Political
Stalemate with the West?", Peter Kaznacheev reflected on the

issues. Delegates also took part in CERBA seminar on mod�
ern technologies in construction and wood processing.
Participants from Canadian side included representatives of
InvestQuebec, Union of Exporters of the province of
Quebec, and many local construction and forestry�related
companies.
In Montreal, the delegation paid a visit to the Honco produc�
tion facility, to see the presentation of the unique patented
construction technology based on steel structural sections.
The delegation also visited SuperVac factory, specializing in
the production of equipment for vacuum cleaning.
Finally, the delegation paid a visit to the production facility of
Rosemex, the company specializing in the production of
equipment for climate control and ventilation of residential
and industrial objects. The delegates had a chance to
observe the process of equipment manufacturing, and to
learn about Canadian technologies and standards.
Upon the completion of the mission, all members of the del�
egation expressed gratitude to CERBA for the organization of
the visit, and expressed a deep satisfaction with the results
achieved during the mission. We hope that this visit will help
to further strengthen bilateral relations, particularly the devel�
opment of business cooperation between representatives of
the construction sector of Russia and Canada.

ed CERBA members with an opportunity to meet the new Head
of the Visa Section of the Canadian Embassy in Moscow , Mr.
William Farrell, who briefed the participants on the latest devel�
opments in Canadian visa processing, including the clarifica�
tion of policies, processes and the standards for the issuance
of Canadian visas, and changes and latest developments in
Canadian visa processing. CERBA would like to express grati�
tude to the Canadian Embassy in Moscow, and personally to
Mr. Farrell, for hosting the event. We would also like to express

Russia's economic and energy policies in the broader global
context and the implications they might have for future oil and
gas production, foreign companies' participation and the
services sector.
On November 30, CERBA organized a Breakfast Brief on Real
Estate Market in Russia with the support of the Moscow office
of Norton Rose Fulbright. The event provided CERBA mem�
bers with an excellent opportunity to get firsthand information
from the leading real estate industry experts. This extremely
useful and interesting seminar provided its participants with the
detailed overview of the current situation in commercial real
estate, residential real estate, and leasing for Canadian busi�
nesses and their representatives in Moscow. Speakers inclu�
ded Marina Youdova from Norton Rose Fulbright, Thomas
Andruchow from Shopping Centers International, Yelena Ko�
lesnikova from Cushman & Wakefield, and Alexandra Sinilova
and Kristina Tomilina from IntermarkSavills. CERBA expresses
its gratitude to Norton Rose Fulbright for sponsoring and hos�
ting the event.
On November 28 � December 5, CERBA organized a Business
Mission to Ontario and Quebec for the representatives of the
Russian Construction Sector. Participants from the Russian
side included Evgenij Shlemenkov, Chairman of the Board,
Interregional Union of Building Enterprises of Small and
Medium Entrepreneurship � OPORA, Ivan Dyakov, Member of
the Board, National Union of Employers in Construction
Industry, and Aleksandr Purii, General Director, United dis�
patcher systems.
The visit started with delegates' participation in CERBA
Construction and Infrastructure Conference 2016 (Toronto),
where Mr. Shlemenkov and Mr. Dyakov made presentations
and answered questions from Canadian participants. Pre�
sentation of Mr. Shlemenkov highlighted such issues as the
current state of the construction market in Russia, and new
and promising projects that can potentially provide business
opportunities for Canadian companies. Mr. Dyakov in his
speech made a presentation of the Association "National
Union of Employers in Construction Industry" (NOSTROY),
described its structure and operation, the role of the
Association in the development of the construction complex in
Russia, and possible areas of cooperation of NOSTROY with
Canadian construction companies. During the conference,
delegates also had a series of individual meetings with repre�
sentatives of the Canadian construction, development and
investment companies. On the fringes of the conference, the
delegates also participated in the session of the Canada�
Russia Construction Working Group.
While in Toronto, the delegation also visited Construct Canada �
Canada's largest annual exhibition of construction related
products, services, and technologies, and the manufacturing
facility of BRON, located in Woodstock, specializing on pro�
duction of land�clearing equipment.
In Quebec City, delegates visited the research center for for�
est engineering at Laval University, where they had the
opportunity to discuss with the experts the role of a wood�
based construction in today's construction sector, new wood�
processing technologies, waste utilization and other related

On December 14, CERBA Moscow Chapter held its annual
Christmas Cocktail Reception. Over 200 members and part�
ners joined us at this event to share the Christmas spirit, and
enjoy a great evening, live music, delicious cuisine and an open
bar at the Moscow Marriott Hotel Novy Arbat � newly opened
Five Star hotel located in the Moscow center. A very special

Since the current 2017 year marks Canada's 150 Anniversary
of Confederation, CERBA Moscow decided to start the new
business season with the celebration of this remarkable occa�
sion. On February 14, together with our Commonwealth
Partners � RBCC, CERBA organized an evening reception in
Marriott Novy Arbat to kick�off the new business season by cel�
ebrating Canada's 150 Anniversary. Participants got the oppor�
tunity to spend a great evening in the company of fellow
CERBA members, meet new friends from the British business
community, and enjoy the hospitality of the Moscow Marriott
Hotel Novy Arbat.
On March 13�15, CERBA took part in the organization and
execution of the largest in history Canadian trade mission to
Uzbekistan, led by the Canadian Embassy in Moscow. In
total, the delegation represented 18 Canadian companies,
including AGT Systems, Phoenix Geophysics, Gem Systems,
Drillco Mining and Exploration, B2Gold Corporation, AD Hyd�
romet, Denson Automation, Miller Technology Inc., Algo
Machine Shop Ltd., and others.
The mission took place on the margins of "Uz�MiningExpo�
2017" trade show, and mainly focused on business opportu�
nities for Canadian companies in the mining sector in
Uzbekistan. Plans for the mission were developed in consul�
tation with the Government of the Republic of Uzbekistan,
Uzbekistan Chamber of Commerce, and local industry stake�
holders to maximize networking and business opportunities

for Canadian participants. The mission format consisted of a
two�day program, including country briefing on the first day,
and a formal Seminar at the Goscomgeology on the second
day with the participation of major local players � AGMK,
NGMK, Uzbek Ugol and the Committee on Geology and
Mineral Resources of Uzbekistan, plus the Ministry of Foreign
Economic Relations, Investments and Trade, Ministry of
Foreign Affairs, and Chamber of Commerce and Industry of
Uzbekistan, followed by B2B meetings between Canadian
and Uzbek counterparts.
On the third (optional) day, participants of the mission had a
choice of either participating in the site visit of AGMK mining
operation in Almalyk, and meeting personally with Alexander
Farmanov, General Director of AGMK, or participating in the
"Uz�MiningExpo�2017" trade show.
The program has also featured two evening receptions � an
informal reception for Canadian participants, hosted by
Deloitte, and the formal reception on the occasion of the 25th
Anniversary of the Establishment of Diplomatic Relations
between Canada and Uzbekistan hosted by Global Affairs
Canada.
Upon the completion of the mission, all participants provided
extremely positive feedback, especially appreciating the op�
portunity to personally meet and present their products, tech�
nologies and/or services to decision�makers representing
major players of the mining sector in Uzbekistan. At least one
contract has been signed during the mission, and we hope
more contracts will follow, based on agreements reached dur�
ing the mission between Canadian participants and their
Uzbek counterparts.
It is also important to mention, that on the fringes of the mission,
CERBA Moscow Chairman Nathan Hunt met with Alisher
Shaykhov, Chairman of the Chamber of commerce and indus�
try of Uzbekistan, to discuss the current state and prospects for
the development of trade and economic cooperation between
Uzbekistan and Canada, issues of further strengthening coop�
eration between the entrepreneurs of the two countries, and the
development and implementation of joint mutually beneficial
projects. During the meeting, Mr. Hunt and Mr. Shaykhov have
signed in the presence of the Canadian Ambassador HE John
Kur a Letter of Implementation related to the earlier signed
MOU between CERBA and CCIU.

Palazhchenko spoke on the topic "U.S.�Russia Relations:
Lessons Learned Looking Back 25 Years after the Breakup
of the USSR". Besides listening to the interesting historical
retrospective from an eye�witness, CERBA members got a
great opportunity to expand their contact network by liaising
with the members of the American business community in
Moscow.
The 'Arctic: Territory of Dialogue' International Arctic Forum is
organized by CERBA Partner Rosscongress. It was first held in
2010 and is the largest forum for discussing topical issues and
prospects for the development of the Arctic region with inter�
national partners. This year, President of the Russian Fede�
ration Vladimir Putin and Deputy Prime Minister of the Russian
Federation Dmitry Rogozin took part in forum.
In 2017, the forum has hosted high level officials from 14 coun�
tries, including Canada. Canadian delegation was headed by
Alison LeClaire, Canada's Senior Arctic Official. The objective
pursued by the Canada's delegation at the forum was to pro�
mote partnerships in the area of Arctic research and science,
as well as partnerships that could bring Indigenous communi�
ties in Russia and Canada together.
Member of the CERBA Moscow Board Stanislav Borodyuk, VP
and Head of the Moscow office of Kinross Gold Corporation, as
a participant of the forum provided a very positive feedback
about the event, suggesting that Canadian companies, espe�
cially related to mining, environmental, construction and infra�
structure sectors, should strongly consider participating in the
forum in future, since it provides to foreign participants the unique
opportunity to meet potential customers and establish personal
connections with regional authorities on the governor level.
This year, Neftegas expo took place in Moscow on April 17�20.
"Neftegaz" is the leading world�famous exhibition brand, the
show with a 40�year history, recognized as the largest exhibi�
tion in oil & gas sphere in Russia and one of the ten largest oil
and gas exhibitions in the world.

"McCoy participated in NEFTEGAZ in Moscow for a number of
years. NEFTEGAZ 2017 was a very good industry event with
many industry professional, existing and potential customers
attending it. Overall we were satisfied with our participation, as
NEFTEGAZ continues to be a good event where you can meet
most of industry professional, customers, under one roof, in a

"My impressions of the show are it wasn't great show. Seems
having MIOGE and Neftegaz competing for customers and vis�
itors in same year isn't good. I heard both shows only sold
about 50% of space. I don't know visitor numbers, but traffic
seemed light. I think if both shows continue to compete, we will
not attend in those years in future. We see value in visiting
Russia and Russian market. We know enough contacts now
that I think our efforts might be better served directly focusing
on customers as opposed to searching at trade shows." By

Neil Withers, President of CFA Russia, and the Member of
CERBA Moscow Board, made a presentation on behalf of
CERBA at the North American Session of the forum, outlining
the procedure and requirements for foreign export to Canada,
and introducing CERBA, its services, and the assistance the
association can provide to the Russian companies entering the
Canadian market.
