OPINION ASSOCIATION NEWS

Dear CERBA Members,

Since I am addressing you for the first time as the Chairman of

CERBA's National Board, let me at the outset offer a few com�

ments about the context in which I am undertaking this new

function.

First, my CERBA title is new, but my involvement with the

organization is not. Since 2014, I have had the pleasure of

being associated with the Montreal and Ottawa chapters.

Before that, during my assignment as Deputy Head of Mission

at the Canadian Embassy in Moscow from 2008 to 2012, I had

many occasions as well to participate in CERBA activities.

Second, but perhaps more important, is the fact that most of

my professional career has had to do with the Eurasian region.

Although I spent a lot of time on political matters, my assign�

ments in the region gave me the opportunity, thanks to gener�

ous hosts willing to share their insights, to acquire a certain

familiarity with the economic reality of the region. Stemming

from that experience, I developed the personal belief that it is

in the long term mutual interest of Canada and the countries of

the region to work at developing a multi�faceted, more diversi�

fied and deeper economic relationship. In my view, there is a

complementarity of interests that goes far beyond the tradi�

tional trade in commodities. Over the years, we had managed

to include a reference to this confluence of interests in our

public speeches by referring to the huge untapped economic

potential of Canada's trading relationship with the region. This

may sound somewhat like a political embellishment, but I

remain convinced that it is far more than just that.

No matter how valid the observation may be, it needs to be

shared and acted upon. This is where CERBA comes into the

picture. It can play a key role in establishing and sustaining

effective communication and understanding among econom�

ic stakeholders so that opportunities for cooperation can be

identified and successfully pursued.

This role also implies keeping up with the considerable changes

that are taking place in the region that is of interest to us, includ�

ing, among others, the regional integration efforts of the

Eurasian Economic Union, major infrastructure projects such as

One Belt One Road, and developments pertaining to specific

countries such as the reform plans in Uzbekistan and the nor�

malized trade relation with Belarus. Throughout the region, one

can also observe the emphasis that virtually all governments are

placing on modernizing their economies. Innovation objectives,

along with climate change ecological concerns, will increasing�

ly influence trade and investment decisions.

In our discussions about Canadian export development, we

nowadays often refer to the need to look at Eurasia as a global

export market as well as to pursue a salutary diversification. This

is not to say that we are paying less attention to any given coun�

try, but that we develop a better understanding of each coun�

try's position in the Eurasian region and suit our approach

accordingly. At this time, and even despite the difficult political

relationship in the case of Russia, we have reasons to be opti�

mistic about Canada's economic relations with virtually all coun�

tries in the region. This is not just a reflection of a naturally more

optimistic bent on my part, but of actual economic indicators

moving in the right direction.

On this positive note, I would like to take the opportunity to pay

tribute to the work of my predecessors, Lou Naumovski and

Nathan Hunt, and to thank them for their continuing involve�

ment in the work of the organization.

In closing, I would like to express the hope to see you all as

participants in one of the many activities CERBA is planning for

the coming year.

Portugal and back to Saint Petersburg, total 23,000 km driven.

While the Offroad team on two vehicles 6x6 made it from

Dagestan at Caspian Sea up to Barents Sea riding a total of

9,000 km and collecting a sample of sand or small rocks from

every sea visited.

US$30 billion.

The project was officially announced in December 2017 at a

ceremony attended by Egyptian President Abdel Fattah el�Sisi

and Russian Federation President Vladimir Putin.

"El Dabaa is truly a monumental project for Rosatom, the

Republic of Egypt, and for the global nuclear industry as a

whole," said Ahab Abdel�Aziz, Gowling WLG partner, global

director of nuclear power generation and Rosatom project direc�

tor. "It marks the first nuclear power project in a 'new entrant'

economy since the UAE's Barakah nuclear power plant in 2009,

and entails the most significant vendor financing of its kind at

US$25 billion."

nuclear power station comprising four 1,200MW nuclear reac�

tors � along with nuclear fuel, spent fuel, and operations and

Driving strategic business decisions using data insights has

become increasingly important in a globalized marketplace.

Yet, less than 0.5 percent of all data is currently analyzed and

used according to the International Data Corporation (IDC).

Processing data and information faster allows companies to

My name is Tom Nevakshonoff and I

reside in the town of Poplarfield, Manitoba,

100 miles north of Winnipeg. For 17 years

up until the election in 2016, I was the MLA

for the Interlake and finished off my politi�

cal career as the Minister of Conservation

and Water Stewardship. Now I am the

Chairman of the newly formed CERBA

Chapter in Manitoba. On May 26th of last

year, we held our inaugural event in Win�

nipeg to announce our intention to form a

chapter of the association here in Manitoba to focus on, but not

exclusive to, the agricultural sector. High level dignitaries in atten�

dance included the ambassadors of the Russian Federation and

Kazakhstan as well as the charges d'affaires of Belarus. Our

guest speaker was the Right Honourable Ed Schreyer, former

premier of Manitoba and Governor General of Canada.

The formation of the CERBA chapter in Manitoba was neces�

sary as I believe that all of Canada will greatly benefit from the

development of business cooperation with Eurasian countries. I

believe that Canadian expertise, technology and equipment

can be in great demand in other parts of the world, especially in

the field of agriculture, but generally in all main industrial sectors

such as mining, energy, transportation, construction, forestry

and many others. Since Canadian business circles generally

tend to be a bit cautious and conservative, I believe that gentle

guidance and support is often needed to direct Canadian com�

panies to new regions and help them to explore new markets.

CERBA, in my view, is providing exactly that. The association

assists Canadian companies by providing a platform for the

exchange of experience and information, helps them to expand

the business contacts network, and explore available business

opportunities locally and abroad, which ultimately leads to forg�

ing new partnerships and entering new markets. That is why I

was happy to join CERBA as the head of the Manitoba Chapter,

and I hope in this new position I will be able to bring significant

benefits to local companies by assisting them in their interna�

tional development.

In the late summer of last year, I had the opportunity to travel to

Montreal to take part in the Annual General Meeting which gave

me the opportunity to meet personally with members of the

National Board and with our cadre of Regional Directors from

around the world. The meeting and becoming acquainted with

the CERBA staff and leadership reinforced me in my decision to

be a part of this community that is focused on making the inter�

national business environment more comfortable for companies

in all parts of the world.

At the same meeting, I had the occasion to renew my associa�

tion with Russian Ambassador Alexander Darchiev who issued

me a personal invitation to visit Russia in order to attend the

Golden Autumn � the main agricultural forum and trade show in

Russia for the past 18 years � held in the beginning of October.

The show was a remarkable opportunity for me to gauge the

extent of development in Russia overall as well as to get a good

regional perspective. I also had the opportunity to hear person�

ally what Agriculture Minister Tkachov viewed as the country's

priorities such as the improvement of the dairy sector and an

emphasis on improved quality of seeds for annual crops and

forage. While in Moscow, I also had a series of very productive

meetings with representatives of local CERBA member�compa�

nies, and a lunch with the members of CERBA Moscow Board.

• The provision of management and technical services from a

head office location to mine locations;

• The marketing of finished and semi�finished products from

regional trading hubs; and

• Debt financing and guarantees.

In their audit activities, Canada's tax authorities focus on specif�

ic income tax, mining tax and transfer pricing issues.

From an income tax perspective, the tax authorities continue to

review costs incurred to determine if any are considered capital

in nature, including legal and professional fees, strategic advice

and investor relations costs. Costs considered capital in nature

are not deductible immediately, and may not be deductible in

the future unless specific conditions are met. In general, costs

incurred for equity or debt issuances that do not proceed are

also not deductible. In instances where capital costs are

incurred and no specific asset is acquired, it may be possible to

qualify for eligible capital expenditure treatment.

Further, the tax authorities often focus on whether costs are

directly related to mining activities to determine deductibility for

mining tax purposes. For example, the authorities commonly

assert that permanent camp costs, as well as all costs associ�

ated with Impact Benefit Agreements ("IBA"), are not directly

related to mining activities, and therefore are not deductible.

For audits that examine transfer pricing issues, the tax authori�

ties focus on the proper application of the arm's�length principle

that goes beyond just the pricing of intercompany transactions.

For example, the tax authorities will often consider the contrac�

tual allocation of risk in a manner consistent with the BEPS (The

Base Erosion and Profit Shifting ("BEPS") project refers to

actions set out by the Organization for Economic Co�Operation

and Development ("OECD") addressing tax avoidance and

ensuring that profits are taxed where economic activities gener�

ating the profits are performed and where value is created.)

project, the allocation of profit along the supply chain and its

conformity with the value of contributions made, and the nature

and the terms of capital structures.

The people I met were happy to share their experiences of

doing business in Russia, and their views on the opportunities

for Canadian companies on the Russian market.

Following my visit to Moscow, I toured down into the Kuban

region of southern Russia. Specifically, I paid a visit to the city of

Krasnodar and met with local officials there. While there, I had

the opportunity to visit a dairy operation and was quite

impressed with the entrepreneurial spirit and the quality of local

industry. It proved to me there is much to work with and ample

room for international cooperation. While in the south, I also took

the opportunity to once again visit Sochi where I did a language

immersion program many years ago. The extraordinary devel�

opment of this region based around the 2014 Olympics truly is

a testament to the drive of the Russian people and a huge eco�

nomic potential that Russia has.

I have now returned to Canada a much wiser man with the con�

fidence that the CERBA team both in and outside of Canada

functions at the highest professional level. In these difficult times

when governments are falling short in offering services to busi�

ness, associations such as CERBA, soon to be re�named the

Canada Eurasia Chamber of Commerce, are willing and able to

step in to provide the necessary assistance. I feel confident

going forward that the geopolitical situation will ultimately

improve and that our association will then be uniquely positioned

to play an even more critical role in the better days to come.

fastest growing sectors. Because the mining industry is vital to

the country's economic well being, Canadian federal and

provincial tax regimes offer several mining�specific tax incen�

tives to encourage investment in the capital intensive and high�

risk mining industry.

In this article, we provide a high level summary of the main fea�

tures of the direct tax regimes that apply to mining companies

operating in Canada from a fixed place of business. We also

outline some areas that the tax authorities often focus on in con�

ducting their audits.

DDiirreecctt ttaaxxeess aapppplliieedd ttoo ccoommppaanniieess ooppeerraattiinngg iinn CCaannaaddaa::

Companies operating in Canada are generally subject to income

taxes levied by both the federal and provincial governments.

Residency is the general basis for income taxation in Canada.

Residents of Canada are taxed on their worldwide income,

including sources inside and outside Canada. Companies

incorporated in Canada are resident in Canada regardless of

the residency or nationality of their shareholders. Further, non�

residents of Canada are subject to tax on business income

earned in Canada from a fixed place of business.

Companies are also subject to provincial income taxes. Where a

company carries on a business in two or more provinces, there

is a formula to allocate the income between those provinces. The

federal and provincial income taxes are levied at a combined

effective rate ranging from 25% to 31%, depending on the

province(s) where business is carried on.

In addition to these income taxes, all provinces impose mining

taxes and/or mining royalties or mineral land taxes on mining

operations within their jurisdiction. This level of taxation, sepa�

rate and distinct from federal and provincial income taxes, is

intended to compensate the province for the extraction of non�

renewable resources that it owns. In computing income for

income tax purposes, mining royalties paid to provincial gov�

ernments are treated as a deductible expense and are applied

on profits derived from the operations at the mining stage only.

Canada's mining tax regimes also provide for the special treat�

ment of different stages of mining activities, including deduc�

tions, allowances and credits. Companies may claim this treat�

ment against the mining operation's income in the year of

expenditure or, sometimes, in a prior or subsequent year. These

deductions, allowances and credits are intended to create and

maintain a favorable environment for investment in the mineral

resource sector.

Because different rules may apply to different forms of organi�

zation, it is important to consider the applicable tax treatment

before deciding what type of structure to use for investment in

a mining project (The different forms of investment in Canada

are discussed in greater detail in KPMG's publication "A Guide

to Canadian Mining Taxation").

Transfer pricing refers to the process of setting prices for inter�

national cross�border transactions within a multinational group.

Most countries, including Canada, have federal rules in place to

prevent the erosion of the country's tax base through inappro�

priate transfer pricing.

• Many common cross�border intra�group transactions in the

mining industry are subject to transfer pricing rules, including:

• The sale of ore or concentrates from an extraction location to

a refining location;

• Metal streaming arrangements;

For the first time, a Canadian delegation attended the Eastern

Economic Forum on September 6�7, 2017 in Vladivostok. The

delegation, put together and accompanied by CERBA Van�

couver Regional Director Tatiana Domilovskaya, included Na�

delegation, Stanislav Borodyuk (KINROSS Gold), Dr. Stephen

On September 20, Uzbekistan � US Business Forum was held in

New York within the framework of the visit of the President of the

Republic of Uzbekistan, Shavkat Mirziyoyev, to the United

States. The event was organized by the State Committee of the

Republic of Uzbekistan on Investments together with the Ame�

rican�Uzbekistan Chamber of Commerce (AUCC). CERBA be�

came an official information sponsor of the event and brought a

delegation of over 10 Canadian businessmen there representing

alternative energy and IT industries, the legal profession, HR and

finance consulting. Members of CERBA such as Skypower,

Sobirovs Law Firm and Syrion Corp. participated in the forum.

The delegation from Uzbekistan included Deputy Prime Minister

Zoir Mirzaev, Minister of Agriculture and Water Resources, Elyor

Ganiev, Minister for Foreign Trade, Alisher Sultanov, Chairman of

Uzbek Oil and Gas Holding Company, Abdukhashim Abdullaev,

Chairman of Uzbek Chemical Industry Company, Ulugbek

Mustafoev, Chairman of Uzbekenergo, Shukhrat Vafaev, Deputy

Chairman of the Uzbek Fund for Reconstruction and Develop�

ment, Sherzod Shermatov, Minister, Development of Information

Technology and Communications. The event was attended by

more than 100 executives of leading US companies such as

General Electric, Honeywell, ExxonMobil, CNH Industrial, John

Deere and others.

During the panel discussions of the forum, a lively discussion

was held on issues of strengthening bilateral economic cooper�

ation, creating a favorable investment climate in the Republic of

Uzbekistan, as well as implementing joint projects and programs

in the field of industry, development of infrastructure, tourism, sci�

ence and education.

President Mirziyoyev highlighted his vision of the transformation

that he is driving forward to attract more foreign investment.

Aggressive economic reforms are underway including hard cur�

rency liberalization, changes in licensing, tax reform and SME

cluster development. With all of the changes to attract and facil�

itate foreign investment, Uzbekistan is becoming a more attrac�

tive business destination in Central Asia. The draft agreements

in the form of MOUs and Letters of Intent between the Uzbek

and US companies (and one announced Canadian company)

amounted to about 2.6 billion dollars.

The highlight of the Round Table was the inspiring speech of the

Vice President of KINROSS Gold Corporation, Stanislav Boro�

dyuk, who acknowledged the importance of a continuous dia�

logue between the two countries, especially at such a high level

event as the Eastern Economic Forum.

The Forum included a great number of events and open busi�

ness�to�business and government�to�business discussions

devoted to the various issues of the Far East development. The

Forum was an eye opener for Canadian companies on existing

opportunities in the many industrial sectors such as aerospace,

metals and minerals, logistics and agriculture. The main event of

the Forum was the Plenary session where top government offi�

cials of Russia, South Korea, Mongolia and Japan discussed

important issues such as the geopolitical landscape and the

economic development of the region.

The Eastern Economic Forum has proven itself to be an excellent

venue for the establishment of important business connections.

CERBA was able to make contacts with the Agency, the Russian

Federal Agency for Innovative Development, the Government of

Chukotka, the Honorary Consul of Canada to Vladivostok Her

Excellency Tatiana Demenok, the General Director of Aurora

Airline, Konstantin Sukhorebrik, and many others.

In other words, the CERBA Eurasia Construction and Infras�

tructure Conference was geared toward supporting the initiatives

of construction companies looking to expand their businesses

into international markets and seek further cooperation, collabo�

ration, and networking opportunities.

As regards particular forms of infrastructure and construction in

Ontario and other provinces across Canada, urban development

practices were extensively defined by Michael Inch, Vice Pre�

sident of Procurement, Infrastructure Ontario; Steven Hobbs,

Director, Strategic Planning and Partnerships, the Canadian

Council for Public�Private Partnerships; as well as Alexander

Elgin, PM., Urb. Design, B.Arch. Urban Strategies.

One unique characteristic of Canada and its major metropolitan

centres like Toronto, was and still is that there is room for oppor�

tunity and growth. In the era of urbanization and globalization, the

main focus of presentations was to demonstrate the extent to

which current economic trends are aligned with construction and

infrastructure practices in order to support it.

On an international scale, Nurzhan Aitmakhanov, Economic

Counselor, the Embassy of Kazakhstan in Canada, Valery

Maximov Acting Senior Trade Commissioner, Trade Mission of

Russia in Canada, Victor Tarasov, Vice�President, CanRos

Group Inc., discussed cases across Eurasia. Taking into

account current socio�economic trends, construction and infra�

structure that supports global networks is expected to acceler�

ate. In order to be able to adapt to these trends, it is critical to

engage support at a global level , but embracing practices that

have succeeded at a local level.

The programs of the visiting Eurasian delegations were rich

with one�on�one contacts, site visits and information seminars.

CERBA was pleased to connect the vibrant Toronto/Ontario

construction/infrastructure sector with market opportunities in

Belarus, Kazakhstan and Russia and is looking forward to

seeing interested participants during the Construct Canada

2018.

November 28th, 2017 marked the CERBA Toronto Chapter's

12th Annual Eurasia Construction and Infrastructure Conference.

The Conference was held within the framework of Construct

Canada, the international part of the Buildings Show, Canada's

largest building and construction trade show.

In recognition of the importance of construction and infrastruc�

ture work to Canada and Eurasia, the main themes of the

event focused on urban development and re�development

opportunities, as well as state and market standards, by�laws,

and regulations.

Two panels of distinguished speakers made presentations

drawing from the experiences of Toronto and other Canadian

provinces, as well as international � examples in Kazakhstan,

Russia, and Belarus. The overall theme was to explore markets

and seek out conditions favourable to the implementation of pro�

gressive urban development strategies.

The event opened with welcoming words from Mr. Alexander

Shokhin, the President of the Russian Union of Industrialists and

Entrepreneurs (RSPP) and the Co�founder of RCBC. Mr.

Shokhin emphasized that, despite the current geopolitical differ�

ences between Russia and the West, relations between Russia

and Canada remain stable and there is still hope for improve�

ment in the future, given that there are plenty of Canadian com�

panies still doing business in energy, transportation and other

sectors in Russia. Mr. Shokhin mentioned several Canadian

and Russian firms that are playing an active role in the rebuild�

ing of Russia�Canada business relations, such as Kinross Gold

and Metalloinvest, and he highlighted the important role that

business plays in improving the current situation. Mr. Shokhin

concluded his welcome address with the words, "we cannot wait

for politicians to take the lead," a comment that was followed by

a big round of applause.

During his welcome address, Andrey Varichev, General Director

of Managing Company Metalloinvest LLC and the official repre�

sentative of the Russian RCBC Co�chair , Alisher Usmanov, also

expressed the hope that Russian�Canadian relations will improve

over time. Mr. Varichev commented: "Barring the present difficult

period, it was not for nothing that diplomatic relations were found�

ed between Russia and Canada 75 years ago, and they are

stronger than any attempt to separate our two countries."

Gilles Breton, CERBA National Board Chairman and the Ca�

nadian Co�Chair of Russia Canada Business Council, reaffirmed

hope for the improvement of Canada�Russia commercial rela�

tions by reporting that, according to the official information pro�

vided by the Embassy of Canada, the number of businessmen

traveling to Russia in 2017 increased in comparison to previous

years, which can be seen as a positive sign. He also highlighted

that the Canadian economy at present is witnessing stable

growth, which strengthens the country's current commercial

position in the global market, making the Canadian market more

attractive to Russian business partners.

Mr. Breton admits that there are currently some issues with re�

gard to Canada�Russia trade agreements, but emphasized this

is not a unique situation as there are issues with regard to

Canadian trade agreements with China and Brexit as well.

According to Gilles, international trade in general is not enjoying

the best of times these days and problems are not just specific to

Russian�Canadian relations. However, Mr. Breton emphasized

that there are many new opportunities emerging in the Eurasian

market which we all should take into consideration.

Finally, a very close friend of CERBA, Vladislav Tretiak, Pre�

sident of the Society of Friends of Canada, President of the Ice

Hockey Federation of Russia and Member of the State Duma of

the Russian Federation, delivered a heartfelt speech about the

deep ties of friendship that unite Canada and Russia. "I am sure

that these ties are as strong today as they ever were, despite any

political tensions. One of these ties is hockey. Our young people

know about Canada through hockey, and as President of the Ice

Hockey Federation, I can say that we have good relations with

Canada on all fronts. We are trying to do everything we can to

ensure that cooperation grows between our countries."

Opening remarks were then followed by the Keynote presenta�

tion: "Perspectives on Canada�Russia Business Relations since

the 1980s: Where Do We Go From Here?", delivered by Lou

Naumovski, CERBA National Chair 2013�2017, and currently

Consultant and International Business Advisor.

Lou described some of the highlights of his extraordinary career

which started with his work in the Canadian Embassy in

Moscow and has lasted over four decades. "In August of 1982,

I came to the Canadian Embassy here in Moscow as the Third

secretary. For me it was a realization of a life�long dream. …I

was designated to be the agricultural specialist at the Embassy.

On December 6, at the headquarters of RSPP in Moscow,

Russia, CERBA held its flagship event of the year � the Sym�

posium on Canada�Russia Commercial Relations. The event

was organized jointly by CERBA and the Russian Union of

Industrialists & Entrepreneurs (RSPP) in the framework of activ�

ities of the Russia Canada Business Council (RCBC), com�

memorating 150 years of Canadian Confederation and 75 years

of Canada�Russia diplomatic relations. The event was devoted

to a critical examination of the evolution of commercial cooper�

ation between Canada and Russia to date and prospects for the

future. The event turned out to be the most significant confer�

ence organized by the Russia Canada Business Council in the

past five years.

From 2007 to 2017, Lou's role in Kinross provided him with a

unique perspective of how a responsible Canadian investor in

Russia can have a huge impact on the local and national econ�

omy in a country as vast as Russia. Besides the capital invest�

ed in Russia, the additional investments in human capital, the

development of skills and the application of the best Canadian

practices in health and safety and innovative management tech�

niques in mining, Kinross has truly made a lasting impact in

Russia and helped to modify rules and regulations governing

mineral exploration and mine development that will lead to

increased investment in the sector. "It was a pleasure and priv�

ilege to work with my colleagues at Kinross to make such an

impact. I remain truly convinced that many other Canadian com�

panies still have the opportunity to make similar contributions to

Canada � Russia business relations in the future", said Lou.

Lou finished his speech by describing his activities in CERBA and

most recently as National Chairman of the Association until

September 2017. "In the current political crisis, CERBA was the

only organization in Canada and in Russia that recommended

restraint in relation to bilateral sanctions, and campaigned to pro�

tect matters of mutual interest, such as the Arctic Council. We

remain true to our central mandate which is to enhance and sup�

port trade, investment and good relations between the countries

of Canada, Eurasia and Russia. … It has been CERBA which has

continued with making contacts and supporting the exchange of

information between Canadian companies and agents of the

Russian government. The last session of the joint economic com�

mission was held in 2010. Since then relations deteriorated sig�

nificantly even before the events of 2014. And this is in spite of the

fact that Russia was included in a very short list of priority markets

by the [Canadian] Department of Foreign Affairs in 2012."

"Since 2015, we, of course, have had a change in the Federal

Government and at first we were very encouraged by the initial

indications that the new government wished to improve relations

with Russia. Partly due to changes in the cabinet since October

2015, this engagement was quite limited and restricted. The

position of sanctions and counter sanctions and the tendency of

many Canadian companies to self�sanction and to stay away

from the Russian market, hurt business confidence and encour�

aged many business people in both countries to question

whether they could or should do business with each other. My

answer to this question is � of course they should and of course

they should. We cannot give up…."

The keynote presentation by Lou Naumovski was followed by the

Q&A session. To a question about sanctions against Russia, Lou

said that while they have been positive for improvements in

Russian agriculture and food production, they clearly have not

had any political effect in influencing Russian foreign policy. As far

as Canadian businesses are concerned, Lou said that CERBA's

message is that you can do business here in spite of sanctions

and that companies must respect Canadian law and regulations,

but that overall "sanctions are not good for business."

In reply to a question about what we can learn from what hap�

pened from 1980 to 1990, Lou said: "I think as Canadians we

need to indulge in some introspection. Why is it that world class

companies from our country, companies that had global pres�

ence, that had dynamic senior executives, gave up so easily?

In 1982, exports of grain from Canada to the USSR approached

nearly 9 million tons per year, but Canadians still did not per�

haps fully understand or show due regard to the country to

which they were exporting."

Mr. Naumovski gave a fascinating account of how Canadians

made the first inroads into the Soviet agricultural market. "In that

instance they were selling genetic materials which were sup�

posed to improve the quality of Soviet livestock. Some

Canadian companies achieved record sales in those years, and

it was interesting to note the difference in business culture. The

sellers were mostly representatives of individual farms or

Canadian cooperatives whereas the buyers were national for�

eign trading companies and large�scale State farms. The Soviet

Union was experiencing a significant decline in the cattle popu�

lation and in the amount and quality of dairy products being pro�

duced in the late 1970's and early 80's."

"Those of us who live in Russia now are well aware of the real

advances in Russian agriculture since 1991, and this is in stark

contrast to the difficulties experienced earlier. Most recently, this

boom in agricultural and food production we are currently wit�

nessing is partly spurred on by sanctions against food imports

from Europe and North America, and also because of the advent

of private farming in Russia and increased efficiency overall.

With some sense of satisfaction for assisting increased

Canadian agricultural and farm implement exports to the USSR,

I left Russia in 1984. Still, I must also acknowledge a degree of

regret that most Canadian business people were not prepared to

make return visits to the USSR, to get to know their customers

better and understand the Soviet trading system. Moreover, I,

too, was of the view in August of 1984 that the Soviet system was

unlikely to change in my lifetime. How wrong I proved to be!"

After two years working at the Consulate General in Atlanta as

Consul and Trade Commissioner, Lou left and was sent to

Baghdad during the height of the Iran�Iraq war. "Whilst sitting in

Baghdad in 1987, I read with great interest about Mr. Gorbachev's

decision to allow cooperatives to start up. I decided to return to

Ottawa in 1988 to be immersed once again in Soviet affairs. The

two years I spent there were really quite interesting. I was on the

front lines as Deputy Director for Trade and Investment for the

USSR and Eastern Europe and dealt with the explosion of public

and business interest in Canada and what was happening in the

Soviet Union under General Secretary Gorbachev."

"In 1989 the largest Canadian trade mission ever was organized

by the government � 250 people led by then Prime Minister Brian

Mulroney came to Russia in November 1989 to meet General

Secretary Gorbachev." Lou described the creation of the Ca�

nada�USSR Business Council, which he headed for two years,

and which attracted over 200 Canadian companies at its peak.

"Our partner in Russia was the Chamber of Commerce of the

USSR. By 1991, there were 52 Canada�Russia joint ventures in

1991, and they were involved in a huge range of business areas

including commercial printing, oil well servicing, food services

and many kinds of manufacturing ventures. It was a very positive

time. However, 5 years later most of the joint ventures had fold�

ed. The pathology of those failed joint ventures was very similar

across the board and offers some lessons for business to this

day; choose your partners well and be very clear about the terms

of the agreement! Some Canadian companies from those days

remained in the market and became legends, they didn't give up,

but others felt uncomfortable and left."

In 1992, Lou took a leave of absence and joined the EBRD.

Within a year, he had become Resident Representative for the

Bank in Russia. "When working for the EBRD, I had a front seat

to observe the development of Canadian technical assistance

programs in Russia. Some of these were very effective. For

example, Canadian assistance to Russia preparing it for acces�

sion to the WTO. Unfortunately, it took 18 years for Russia to

working on the project. Also the very first property, Cadastre,

that was established in Russia, was as a result of Canadian

legal advice." Lou described the launch in 1994 of the Prime

Minister's Foreign Investment Advisory Council (FIAC) in Russia

adding that being involved with that "gave me an understanding

of what Russians needed to do to improve the investment cli�

mate and to increase investment in Russia." Initially, there were

no Canadian members on the Council, but in 2007 Lou joined

Kinross Gold Corporation as its Head of the Moscow Repre�

sentative Office and by 2010 Kinross became and remains the

only Canadian company in FIAC. In between, Lou was the

Senior VP and Head of Visa International's operations in Russia

from 2000 to 2007.

Symposium, taking into account that a full resumption of gov�

ernment relations and support for businesses, while important,

is not expected in the short�term. It was admitted that the role of

business associations, especially CERBA, and the private sec�

tor, such as Kinross and Metalloinvest, has been crucial so far

in keeping the relationship alive and continuous efforts to further

stimulate that revival should be encouraged.

With regard to priority industry sectors, it has been observed

that commercial relations between Canada and Russia have

been mainly centered around a few traditional sectors, such as

natural resources, agriculture, construction and transportation,

but there is merit in seeking further diversification and exploring

other areas such as high�tech, IT and communication, innova�

tion, services.

One of the strategies unanimously put forward to revive the

bilateral relation was to focus on increasing people�to�people

relations at all levels. This would include more fora for Russian

and Canadian business representatives to meet and exchange.

For instance, the last Canada Russia business roundtable,

organized by CERBA at the Eastern Economic Forum in

Vladivostok in September 2017, was quoted as a very success�

ful initiative launching a dialogue between businesses. More

opportunities such as this one should be seized in the future,

and high�level participation should be encouraged at confer�

ences such as the Saint�Petersburg Investment and Economic

Forum (SPIEF), the CERBA Eurasia Mining Conference at

PDAC, and the Eastern Economic Forum. Recommendations

also included the nomination of "positive business ambassa�

dors" who could share their experiences and success stories

about doing business in Russia with Canadian business com�

munity, and vice versa.

Other proposed strategies for restoring Canada�Russia busi�

ness cooperation included: expanding the business community

engaged in bilateral commercial relations by targeting relevant

companies and emphasizing a regional approach; putting

greater focus on promotion of cooperation in the field of educa�

tion, academic research and culture; facilitating collaboration on

a number of non�contentious issues, including the Arctic, cli�

mate change and the environment, as well as the health and

well�being of indigenous communities.

Currently, the Symposium organizing committee is working on

the "RCBC Symposium Outcomes" document that would sum�

marize all the observations and conclusions made during the

symposium, and describing in detail all the proposed strategies

for improvement of Canada�Russia commercial relations, as

well as recommendations to respective governments. The doc�

ument will then be distributed to symposium participants and to

the representatives of the business community to receive feed�

back, and will finally be published on the CERBA website, dis�

tributed to respective governments, and used as a blueprint for

future activities by relevant associations and the business com�

munity. It will be directly aimed at the restoration of trade and

commercial relations between Canada and Russia.

The Symposium ended up with a Gala Reception for partici�

pants, also hosted by the Russian Union of Industrialists and

Entrepreneurs. Gilles Breton, CERBA National Chair, and Nathan

Hunt, Chairman of the CERBA Moscow Board, greeted the

reception attendees and congratulated them with the productive

discussion during the day. Mr. Breton and Mr. Hunt highlighted

the importance of the initiatives like RCBC Symposium on

Canada�Russia Commercial Relations for the eventual full res�

toration of the bilateral business relations between our two coun�

tries, and emphasized the role such events play in the success�

ful revival and facilitation of the dialog between business com�

munities of Canada and Russia.

For me, this was extremely frustrating. They would come to

Moscow once, for some ridiculous reason they thought that if

they met Mr. Gorbachev they would get some business, and

sadly that attitude has not really changed. A lot of companies

come and they continue to make the same mistakes. They pre�

sume that they are so wonderful that nobody in this country

could resist buying from them or help in a co�investment of

some kind. That is not the case. You have to be persistent, well

informed and educated on the local business culture and regu�

lations. Our country is defined by trade, but we are incredibly

slow in seizing opportunities. Even China makes foreign and

economic policy changes faster than we do, despite their cen�

turies� longer history and culture."

The first part of the Symposium concluded with an official RCBC

Awards Ceremony, and awards on behalf of the Russia Canada

Business Council were presented to those individuals who over

the years have demonstrated outstanding commitment to fur�

therance of the Canada�Russia commercial relationship.

Among the award recipients were Lou Naumovski,; Alexander

Shokhin, President, RSPP; Andrey Varichev, General Director,

Managing Company Metalloinvest LLC; Konstantin Babkin,

President, Novoye Sodruzhestvo; Ron Lewin, General Director,

TerraLink; and David Aylen, Managing Partner, Gowling WLG's

Moscow Office.

The keynote presentation by Lou Naumovski set the stage for the

Roundtable discussion with representatives of the business elite

and academia from Canada and Russia in the second part of the

Symposium. Among the panelists were Konstantin Babkin,

As an introduction, each participant made a short presentation

on his company, its main activities and achievements in its par�

ticular sector, and briefly described his experience related to

doing business between Russia and Canada.

The introductions were followed by a discussion related to facil�

itation and improvement of the commercial relations between

Canada and Russia. In particular, the discussion covered issues

such as priority sectors that business should focus on in order

to further develop the Canada�Russia bilateral commercial rela�

tionship, non�commercial areas where businesses from both

countries could bring value to each other, the reason for a near�

ly triple increase of the French commercial presence in Russia

since 2014 while Canada's has dwindled, desired changes in

commercial policy (not foreign policy) that business leaders from

both communities should be requesting from their respective

governments, other steps that business people could take to

improve the commercial relationship.

The main conclusion reached by the participants of the

Roundtable discussion was that, even though government sup�

port would greatly facilitate increased bilateral trade, especially

EDC financial services, businesses from both countries should

not wait for a normalization of relations between their respective

governments to revive bilateral business cooperation. Now is the

right time for business to re�engage. Waiting any longer would

result in more business opportunities being missed and Canada

would run the risk of "becoming irrelevant" in Russia.

flows between the two countries were put forward during the

the market, work hard to develop your business, and maintain

good relations with your client', noted the businessman who

took part in major projects in the business district Moscow City.

The President of the Canadian high tech company Bioastra,

Sumitra Rajagopalan, explained that there is a strong scientific

culture in Russia. The company had some collaboration with the

Russian space program on smart materials that were devel�

oped. 'But there is a problem of perception in the media and it is

important for those who know the country to do a better job

explaining what Russia really is', stressed Ms. Rajagopalan.

A number of meetings were organized during the two days with

a range of economic actors from the Montreal ecosystem. The

delegation met with some start�up companies in the Artificial

Intelligence cluster of the Universite de Montreal, a world leader

in this field. Young entrepreneurs discussed with Mr. Platonov

about collaboration with Russian museums, healthcare, and the

banking system, involving artificial intelligence.

Larger collaboration in the frame of the bilateral agreement bet�

ween the Government of Quebec and the city of Moscow were dis�

cussed during the visit. Further activities with the city of Moscow

are expected in 2018.

On 23rd January 2018, the CERBA�Vancouver Chapter cele�

brated the 7th anniversary of the Mining conference organized

in conjunction with the annual Roundup of the Association of

Mineral Explorations.

Each year this conference is tailored to reflect major develop�

ments in the Eurasia and Central Asia regions highlighting poten�

tial opportunities for Canadian companies to expand. Given a

strong interest of West Coast companies in Trans�Pacific cooper�

ation and global investment initiatives like the New Silk Road, the

VII Vancouver Mining conference was focused on its current sta�

tus and the potential business outcomes of this major initiative.

The three panel event included presentations by seasoned

experts on the latest geopolitical landscape and its impact on

regional economic development, untapped business opportuni�

ties, financing programs offered to the companies interested in

trade and investment in the Eurasian and Central Asian mar�

kets, and mechanisms helping to promote Canadian products

and technologies. One very important issue discussed at the

On December 18�19, the Montreal/Ottawa chapter of CERBA

organized the 'Days of the Moscow Economy in Montreal', in col�

laboration with the Moscow Chamber of Commerce and Indus�

try. The main event was a conference organized on December

18 at the office of the law firm Borden Ladner Gervais in the pres�

tigious skyscraper 1000 La Gauchetiere, in downtown Montreal.

The President of the Moscow chamber of commerce, Vladimir

Platonov, gave the keynote speech of the event and described

the dynamism of the city of 15 million people.

'In the PWC ranking of emerging cities, Moscow came first in 5

out of 10 categories: 1) transport and infrastructure 2) intellectu�

al capital and innovation 3) sustainable development and envi�

ronment 4) technology 5) demographics and livability. Another

example, we will build 63 new metro stations in the upcoming

four years in addition to the 207 already existing. These are just

a few examples of the city's vitality. We invite international com�

panies to take advantage of this situation by joining some of the

private�public�partnerships', underlined Mr. Platonov.

As a comparison, the city of Montreal has a total of 68 metro sta�

tions and Toronto has 75. 'This is the equivalent of building all of

the Montreal metro in four years! Maybe there is something we

can learn from Moscow's experience', expressed Montreal

CERBA Director, Sebastien Dakin. CERBA National Chairman,

Gilles Breton, said that trade numbers between Canada and

Russia were increasing and he hoped that the event would con�

tribute to the growing trend.

Canadian companies active in Russia also shared their experi�

ences of working in Moscow and of the Russian market in gen�

eral. According to Sean Gallagher, General Manager of Rose�

mex, a manufacturer of heating, ventilation and air conditioning

systems, doing business in Moscow is not very different from

Canada or the US. 'You need to be on the ground, understand

A group of 18 business professionals representing five CIS coun�

tries (Russia, Belarus, Kazakhstan, Armenia and Uzbekistan)

and enrolled in the MBA executive program at the Economic

Faculty of Moscow State University visited Vancouver from

October 8�16 on a study tour entitled, "Innovations in Canada".

This was the first project initiated in collaboration with the new

Vancouver based member OKTAN Knowledge Exchange

Partnership, led by Dr. Oxana Baydina, Associate Professor of

Moscow State University, residing now in BC.

The project took over six months to complete and included a

comprehensive program of seminars, business round tables,

site visits and B2B meetings with the Vancouver government

and private sector representatives, professional associations

and Universities.

Strong support of the BC Ministry of Jobs, Trade and Innova�

tions, BC Council of Innovations, University of British Columbia,

Capilano University, Deloitte LLP, Manning Elliott LLP, Pangaea

Ventures, Grey Owl Engineering, Fast & Epp Architects and

Structural Engineers, URTHECAST and number of other part�

ners gave to our guests a perfect snapshot of Canadian inno�

vations in various sectors from wood�based construction to one

of the world's most famous cyclotrons and web cameras

installed on the International Space Station. Our guests gained

a good understanding of Canadian values as they apply to

industrial development, social corporate responsibility, links bet�

ween industry, business and government and input into the

development of local communities.

September 12, 2017, Montreal � CERBA held its Annual General

Meeting followed by a Briefing on Eurasian Markets with the

Ambassador of the Russian Federation, The Deputy Minister of

Foreign Affairs of Belarus, the Charge d'Affaires of the Embassy

of Kazakhstan, and leading economist, Chris Weafer.

The Annual General Meeting was the last one presided over by

CERBA's outgoing Chairman, Lou Naumovski, as he had com�

pleted his four�year mandate. The National Board of Directors of

CERBA has elected a new Chairman in Gilles Breton, previous�

ly Chair of the Montreal and Ottawa chapters. 'It is an honor to

be elected to this position. I am looking forward to further con�

tributing to the Association in this new position', said Mr. Breton.

During the briefing, Mr. Naumovski was given a plaque with an

inscription that reads In recognition of his outstanding contribu�

tion to the advancement of Canadian interests in the Eurasian

region and for his inspired leadership and dedicated service as

National Chairman of CERBA.

The event which took place at the law firm of Borden Ladner

Gervais, was an occasion to inform the Canadian business com�

munity about the latest developments with the Eurasian Economic

Union and its member countries. The Russian Ambassador,

Alexander Darchiev, invited participants to further explore opportu�

nities with the new economic bloc representing a market of close

to 200 million consumers with solid purchasing power.

'Belarus, with its developed and diversified industry, provides

many opportunities for Canadian companies who would like to

manufacture goods here at competitive cost and sell throughout

all of the Union' underlined the Deputy Minister of Foreign Affairs

of Belarus, Oleg Kravchenko.

The Charge d'affaires of Kazakhstan, Daniyar Seidaliyev, used

the occasion to promote the new Astana International Financial

Center, a new special economic zone for the financial sector

with a special legal regime based on UK common law system.

The project aims to become a Dubai in Central Asia. The finan�

cial center will be located on the premises of the main pavilion

of the international exhibition Expo Astana 2017, which attract�

ed three million visitors.

One of the leading economists and experts on Eurasian markets,

Chris Weafer, made the keynote presentation about trends, chal�

lenges and opportunities in the countries of the former Soviet

Union. After many difficulties in the last three years, he under�

lined that all countries had finally pulled out of recession and

growth is resuming. Most countries have significantly improved

their ranking in the 'Ease of Doing Business' with Russia,

Armenia, Belarus and Georgia in the top 40 positions.

Mr. Weafer explained that sanctions against Russia had not

always reached their goals. 'Thus far sanctions have had rela�

tively little impact. Russian counter�sanctions have actually

helped develop the agriculture and agrifood sector in Russia. The

weak ruble also allowed Russian products to become more com�

petitive on international markets. We can say that, largely, the

country has adapted to the situation', explained Mr. Weafer.

Over 70 people attended the event including Government repre�

sentatives from federal and provincial levels, as well as the

national business community and academia active in the region.

The keynote speaker of the seminar was Dmitry Basik, Charge

d'Affaires, Embassy of the Republic of Belarus to Canada, who

highlighted the economic situation in Belarus and pointed out

the major areas of cooperation.

The event featured participation of a Belarusian business dele�

The program for the delegates was jointly organized with CERBA

partners � Belorussian Chamber of Commerce and Industry.

The delegates participated in a diverse program of meetings

with potential local partners and participated in the trade show

entitled Apparel Textile Sourcing Canada. More than 200 pro�

ducers direct from the World's major garment manufacturing

countries were displaying Apparel, Textiles, Fabrics, Fashion &

Accessories at the show.

CERBA signed an official agreement

of cooperation with Invest North Bay

Development Corporation. The pur�

pose of the document is the

strengthening of the social and eco�

nomic base of the North Bay region

and the development of friendly rela�

tions with Eurasian countries includ�

ing the creation of favourable condi�

tions for business interactions at all

levels between Canada and Eurasia.

The parties will join forces to promote cooperation between micro,

small and medium�sized enterprises (SMEs) and large corpora�

tions of the North Bay region and Eurasia.

The program of the delegate's stay in Toronto revolved around

the industrial town development, urban planning, land recla�

mation in the mining regions, CSR practices of large nickel

mining and manufacturing facilities.

The delegates met with City of Sudbury representatives, heard

from the Vice�President of Vale regarding the Company's CSR

best practices, visited the offices of Urban Strategies firm, and

had an instructive excursion of the Toronto Waterfront devel�

opment by several of the firm's partners.

On December 14th, the Toronto Board hosted over 50 partici�

pants in the annual holiday reception. The featured guest of

the evening was the new National Chairman of CERBA, Gilles

Breton, who was elected at the AGM in September 2017. The

guests enjoyed the relaxed atmosphere of the evening and

hors�d'oeuvres. The excitement was added to by a trade quiz

which brought its winners excellent prizes to savor throughout

the holiday season.

The program of the visit was designed to include both the theo�

ry and practice of the Canadian approach to the process of inno�

vations development . This is exactly what the group was inter�

ested in as it applied to their day�to�day activities as business

executives.The group represented a number of industries in�

cluding aerospace, construction, pharmaceuticals, IT, consumer

products, and many others.

The visit was not limited to just business.The group took in a

Vancouver Canucks hockey game, touredthe Capilano

Suspension Bridge Park, and saw lots of the iconic sites of

beautiful British Columbia.

The farewell party and the ceremony of granting Program

Completion Certificates concluded the visit.

Connections established during the program came to fruition in the

form of a new member out of Moscow, EurasianPharm Consulting.

In continuation of the International Knowledge Exchange Program

in collaboration with OKTAN Partnership, we plan to host more

international business professionals later this year.

The Toronto Chapter hosted this timely event to provide infor�

mation to Canadian businesses about changes in access to the

Belarus market that had not been available since 2006 when

Belarus was first added to the Area Control List. In spite of the

restrictive measures, Canadian exports to Belarus totaled near�

ly $34 million and imports totaled nearly $50 million in 2014.

On June 20, 2017 the Government of Canada finalized the reg�

ulatory process to amend the Area Control List (ACL) of the

Export and Import Permits Act (EIPA). This amendment formal�

ly removed Belarus from the ACL, a list of countries to which the

Governor General in Council deems it necessary to control the

export or transfer of any goods and technology. Lifting the sanc�

tions against Belarus will further increase the trade opportunities

between Canada and Belarus.

This was followed by a speech of CERBA Kazakhstan Chair�

man, Norman Storm, and continued on with a speech by Mr.

Arsen Nasyrkhanov from NS JSC "Kazakh Invest" about "Doing

Business in Kazakhstan". The networking evening was con�

cluded with the Introduction of the list of nominees to the CERBA�

Kazakhstan Board of Directors for the 2017�2018 year.

In accordance with tradition, the CERBA Kazakhstan chapter

was happy to organize another Christmas Eve Bowling Tour�

nament � a special evening for participants accompanied with a

lot of fun and prizes.

The Christmas Eve Tournament was organized by CERBA and

kindly sponsored by the company Ernst & Young and by the

Ramada hotel in Almaty, Rahat Palace Hotel. The sponsors

pleasantly surprised the participants by treating them to special

prizes and rewards for the winners.

The tournament was attended by almost 80 individuals and split

into 10 teams of 5 participants each, selected by drawing lot.

Each team played 5 games and the 3 best games were taken

into the final account. The winner was determined by summing

up the results of the three best games of the team.

On June 22nd�23rd, a big event was organized in honor of the sec�

ond meeting of Kazakhstan Canada Business Council (KCBC).

Two anniversary dates were celebrated as well: the 150th birthday

of Canada and 25th anniversary of the establishment of diplo�

matic relations between Kazakhstan and Canada. The event was

organized on the sidelines of the International Specialized Exhi�

bition EXPO�2017 "Future Energy".

The two day meeting was attended by more than 160 participants

from business, government and non�profit sectors including 47

Canadian representatives from a variety of sectors.

The event was opened by Mr. Fred Gorrell, Assistant Deputy

Minister for Agriculture and Agri�Food Canada and from the

Kazakhstan side by Mr. Yerlan Khairov, Vice�Minister for In�

vestments and Development of the Republic of Kazakhstan.

A wide range of cooperation opportunities was presented with

emphasis on Kazakhstan's economic development and the

integration of the country into the global economy. Opportu�

nities for Canadian partners to participate in the program of

infrastructure development included the creation of the Interna�

tional Financial Center in Astana on the platform of EXPO�

2017, and other projects.

On October 27, an Annual General Meeting and Wine Tasting

was conducted at Arba Wine Boutique in Almaty, during which

time an overview of the year was discussed. The event was

focused on CERBA Activities and Achievements in 2016�2017,

as well as the Aims and Goals of CERBA for 2018, such as the

KCBC upcoming meeting in Canada.

of contractors for compliance with anti�corruption legislation and

other questions. The event concluded with a Q&A session, where

participants could get answers to their specific questions, and a

brief discussion on the general problems and challenges faced at

the moment by Canadian and other foreign companies working in

Russia, and ways to overcome these problems.

The Canadian Embassy to Russia, in collaboration with Export

Quebec and Canada Eurasia Russia Business Association

(CERBA), organized the 2nd edition of the Canadian Mining

Mission to Uzbekistan in late September 2017 as a follow�up to a

quite successful one held in mid�March 2017 following which sev�

eral Canadian companies were able to participate in tenders val�

ued at US$ 3.5M and establish a presence in Uzbekistan. The

mission attracted representatives of 10 Canadian companies �

Adria Manufacture, Denson Automation, Phoenix Geophysics,

Polyval, Iris Power, B2Gold, Polycorp, Sight�Power, Di�Corp,

Lydus Partners, plus representatives of Canadian Embassy in

Moscow, CERBA, and the new Honorary Consul of Canada in

Uzbekistan, Eldor Manopov, and was aimed at further facilitation

of the business dialog and strengthening the ties made earlier that

year, as well as pursuing business opportunities previously iden�

tified in the Uzbek mining sector.

The mission format consisted of a two�day business program,

which started with a briefing session featuring the overview of

the latest business developments in Uzbekistan. The topics

included a presentation on how to do business in Uzbekistan

and best practices when participating in public tenders by local

consultant BNZ Industrial Support; the latest regulatory reforms

in Uzbekistan by Dentons; EBRD's projects and solutions in

Uzbekistan; the Uzbek mining sector overview conducted by a

local mining expert, and other useful information.

The program then followed with a series of seminars and busi�

ness meetings in formal and informal settings, during which

Canadian participants had the chance to present their products,

technologies and services to decision�makers of the three major

mining companies: Almalyk Mining Corporation (AGMK), Navoi

Mining Corporation (NGMK) and UzbekUgol, and the

Committee on Geology and Mineral Resources of Uzbekistan.

On the third day, the delegation visited AGMK ore processing

plant and electrical facilities.

This was the second large Canadian business mission to

Uzbekistan in the last 6 months. The mission proved to be suc�

cessful, enabling a number of Canadian companies to engage

in advanced business exchanges with the main Uzbek mining

organizations. According to the survey that mission participants

filled at the end of the mission, Canadian companies reported

high�level of satisfaction (9.4 on 10).

The mission was organized by the Canadian Embassy in

Moscow in close collaboration with the Canada Eurasia Russia

Business Association (CERBA), the Armenian Ministry of Tran�

sport, Communications and Information Technologies, the

Union of Information Technology Enterprises (UITE) of Armenia,

the Information Technology Association of Canada (ITAC), the

Canada Armenia Business Council (CABC), and Wavefront.

Information and Communication Technologies (ICT) is one of

the fastest growing sectors in Armenia, and Armenia already

has a Canadian ICT business presence. The Armenian gov�

ernment strongly supports the business community by wel�

coming international companies, developing special economic

zones and creating a strong investment climate with customs

and tax privileges. As a member of the Eurasian Economic

Union (EEU), Armenia can be an entry point to a market of 180

million people with an annual GDP of USD 4 trillion. The mis�

sion was an excellent chance to learn more about these oppor�

tunities, and to forge linkages with local and global companies

active in Armenia.

With the smooth and successful beginning of 2018, CEBA

Kazakhstan Chapter arranged a Breakfast Brief with His Ex�

cellency Nicholas Brousseau, Ambassador of Canada to Ka�

zakhstan, the Kyrgyz Republic and Tajikistan. The breakfast brief

was conducted at Wyndham Garden Astana Hotel and was spon�

sored by CERBA members: Falcon Oil&Gas and Intercomp com�

panies. About 45 individuals, including Mr. Y. N. Nysanbayev, Vice�

Minister of Agriculture of RoK, Mr. S.Tuyakbayev, CEO of

"Kazakh Invest" and other government officials, business people

attended the breakfast brief.

The event provided its participants with a classic Canadian break�

fast and featured a welcome speech by Mr. Norman Storm,

Chairman of CERBA Kazakhstan.

The main focus of the event was a speech by H.E Nicholas

Brousseau, Ambassador of Canada to Kazakhstan, Republic of

Kyrgyzstan and Tajikistan, outlining the importance of the Ca�

nada�Kazakhstan Commercial Partnership.

After the speech, participants had a Q&A session with the

Ambassador as well as an opportunity for individual discus�

sion time.

CERBA Kazakhstan would like to extend a special thank you

This seminar, organized jointly by CERBA

and KPMG, emphasized the importance

of contractors' check as an essential ele�

ment of business protection for foreign companies doing busi�

ness in Russia. The main focus of the discussion was on prac�

tical experience of performing complete verification of contrac�

tors and organizing compliance system, including interesting

case studies and use of the special automated systems and

databases.

KPMG experts included Igor Lebedev, Partner, Irina Burdakova,

Senior Manager, Ksenia Rebrova and Daria Maksimova, Ma�

nagers of the Risk Management Department, and other experts,

experienced in working with foreign, and particularly Canadian,

companies. Topics included the necessity of performing contrac�

tors' check, ways and methods for a company to check contrac�

tors on its own, using experts' help to perform a contractor's

check, automated systems for verification of contractors, auditing

Upon signing, Mr. Hunt delivered the speech emphasizing that

India and Canada have outstanding modern and dynamic part�

nership in both political dialog, and trade and commerce. He

pointed out that there is a great potential for cooperation between

the Canadian and Indian business communities, therefore it

would be really great to see fruitful and mutually beneficial coop�

eration between CERBA and IBA to the benefit of members of

both organizations. Mr. Hunt had also emphasized the importan�

ce of formally establishing a partnership between CERBA and

Indian Alliance. In return, Mr. Kotwani and Mr. Inbasekar praised

the Canadian community for "progressive political and econom�

ic policies", also highlighted the great potential for bilateral busi�

ness cooperation, and expressed hope that the Memorandum

between the two Associations will grow into a productive and

beneficial partnership.

The event offered guests the unique opportunity to make new

valuable business connections in the informal atmosphere.

Guests enjoyed live music, fine wines, canapes and authentic

Indian food.

The finale of the event was an amazing singing performance by

Olga Deputatova, mezzo�soprano and actress of the theater He�

likon�Opera (contributed by the Producer Center "Neponiatno"),

opportunities on the Russian market. We hope that this event

marked the beginning of a long�term cooperation between

CERBA and Lithuanian Business Club in Moscow.

Russo�British Chamber of Commerce (RBCC) and the Chamber

of Commerce and Industry of the Russian Federation (CCIRF),

The main key business opportunities in Armenia and focus

areas of the mission included digital economy and enterprise

innovation, big data (analytics), IT security and education.

The ICT mission was divided into two components and compa�

nies were offered to choose to participate in either or both of them:

B2B and optional booth at DigiTec Expo (29 September � 1

October): At the DigiTec Expo, participants were able to con�

duct B2B meetings with both Armenian and international com�

panies. In the last two years, multinational participants included

Huawei, Ericsson, WMware as well as Oracle, IBM and Micro�

soft technology centers. Companies could also choose to join

the Canada stand, and participate in presentations and forums.

Canadian ICT Forum & Round Table (1�4 October): Following

the Expo (2 October), the TCS had organized the Canadian ICT

Forum with the objective being to learn more about the challenges

and opportunities of the Armenian ICT market directly from gov�

ernment and industry experts. The following day (3 October), the

delegation visited the Centre for Creative Technologies (TUMO),

where a round�table was hosted on the issues of ICT, education

and skilled workforce. Upon conclusion of the official part of the

mission, participants were welcome either to join cultural pro�

gramming or to continue with B2B meetings (4 October).

The Russian Energy Week: Energy Efficiency and Energy

Development International Forum was organized in Moscow on

October 3�7, 2017 by CERBA Strategic Partner – the Ros�

congress Foundation. CERBA was happy to participate both by

sending delegates representing the association and CERBA

member�companies to the forum, and by serving as information

sponsor of the event.

The Forum was being held to demonstrate the prospects of the

Russian fuel and energy industry and unlock the potential of

international cooperation in energy. It brought together the

CEOs of major global and Russian energy companies, and

served as a platform for a discussion of the main challenges

faced by the energy sector and topical problems involving the

development of the following sectors: the gas industry, the oil

industry, the coal industry, petrochemistry; electricity, energy

conservation and increased energy efficiency.

The 3rd of October marked the remarkable beginning of the

newly established partnership between CERBA and the Indian

Business Alliance in Moscow (IBA) with the official Memoran�

dum of Cooperation signing ceremony during the joint Back to

Business Reception at the Imperial Tailoring Co. � a VIP class

tailoring salon in Moscow. The Reception was also attended by

Shri Sundaramurthi Inbasekar, the Counsellor of Economic &

Commercial and Trade Department from the Embassy of India

in Moscow.

Memorandum of Cooperation was signed by Nathan Hunt,

Chairman of the CERBA Moscow Board, from the Canadian

side, and Sammy Kotwani, President of IBA, from the Indian side.

various sorts of American wines they had in their portfolio. The

guests of the event also had an opportunity to enjoy deli�

IKRA.ru, take part in masterclasses organized by Flower

Workshop and Mary Kay, listened to the musical performances

by Dan Rozin, "Moscow Broadway" musicals artist, and Olga

Time is a new event format introduced by Schneider Group,

which means a semi�formal meeting with the limited number of

put their current issues to the experts so as to get some profes�

sional advice.

Schneider Group experts, Ljubomir Karadshow, IT/ERP Director

and Yuriy Zarya, Senior Application Architect covered topics of

automation of warehouse and distribution solutions, and

automation of data exchange between a 3PL warehouse and

ERP system (1C, SAP and other systems). At the end of the

seminar, the guests were asked to do a practical case study on

the discussed topics. The even concluded with the Question &

Answer session with professional feedback from Schneider

Group experts.

All of the speakers emphasized the great potential of and need for

cooperation between Russian and foreign business, and that the

recent crisis brought not only challenges but also opened new

opportunities for international cooperation. The major lesson for

the business community was, in the words of H.R.H. Prince

Michael of Kent, to "learn from the past in order to go forward".

The event program consisted of the 3 consecutive roundtable

sessions: "Digital Revolution in the Financial Sector", "Tools to

improve productivity", and "How Russia is using domestic and

foreign experience to create leading products". The discussions

featured representatives of the top management of such distin�

guished companies as The World Bank, HSBC, Norilsk Nickel,

EY, and other prominent local and foreign companies.

The Forum was concluded with an evening reception hosted by

Her Britannic Majesty's Ambassador to the Russian Federation,

Dr. Laurie Bristow CMG, at her Moscow Residence.

On November 2, 2018, CERBA and AmCham held a joint net�

working and wine tasting event, which took place at the Allegro

Bar at the Renaissance Moscow Monarch Centre Hotel. The

wine tasting was devoted to US�produced wines to be found in

the Russian market.

The event started with welcoming remarks by Nathan Hunt,

Chairman of CERBA Moscow Board, Alexis Rodzianko, President

& CEO, AmCham Russia, and Armin Eberhard, General Manager

of Renaissance Moscow Monarch Centre Hotel.

After the welcome speeches, Bill Boerum, the President of

California Wine Services and the Chairman Emeritus of Sister

Cities International, delivered the keynote speech on the U.S.

wine industry in general, and invited guests to taste a selection

of California wines, including Lail Vineyards (St. Helena, Napa),

Sequoia Grove (Rutherford, Napa), MacRostie Winery &

Vineyards (Healdsburg, Sonoma County), Buena Vista Winery

Antal Russia invited over 20 representatives of international and

local companies to participate and meet with potential candi�

dates and discuss vacancies currently open, or due to open in

the near future. Employers presented career opportunities in

their companies and held a session of one�to�one interviews

with potentially interested candidates.

The event was held as a "meet and greet" format, and provided

the companies with an opportunity to meet over 60 candidates

with fluent English and skills in administration, IT, marketing,

purchasing, travel & HR.

All candidates had previously been prescreened and given con�

sultative training, their CVs were brought up�to�date and addi�

tionally, every candidate had the opportunity to participate in a

professional Personal Profile Analysis which provides an accu�

rate insight into how people behave at work.

The Job Fair format was appreciated by both employers and job

seekers, and led to a number of job offers as a result.

During this outplacement project, Antal provided support to

more than 100 former U.S. Embassy employees in Moscow,

plus in two U.S. Consulates, in St. Petersburg and Vladivostok,

not only with this Job Fair but with training, personal career con�

sultations and personal analysis.

On November 30, CERBA and Polish Business Club organized

a seminar on "Import Substitution in Russia: First Results,

Consequences, and Expectations". The event took place at the

Polish Embassy in Moscow on November 30, and gathered

over 50 participants. The seminar started with the welcoming

words by Andrzej Karpiuk, Counselor, Head of Economic

Section of Polish Embassy and Aleksander Janeczek, President

of Polish Business Club in Moscow. Invited speakers, Vladimir

Salnikov, Member of the Working group of the Economic

Council under the President of the Russian Federation in the

field of "Industry and infrastructure policy", and Sergey Afontsev,

Doctor of the Economic Sciences, Advisor of Round table of

Industrialists of Russia and EU, delivered presentations on the

import substitution policy in Russia, discussed its first results

with the participants and gave their expert opinions on the devel�

opment prospects for key sectors of the Russian market.

Their speeches featured the Q&A session and ended with a net�

working session.

The VII International Forum "Arctic:

Today and the Future" was held on

December 4�6 in Saint�Petersburg with the support of the State

Commission for Arctic Development. The event was organized

by Interregional Public Organization "Association of Polar

Explorers" (ASPOL) in the form of discussion on key issues of

social and economic development of the Arctic zone of the

Russian Federation.

On the 15th of November, CERBA,

jointly with the AmCham Customs

and Transportation Committee,

held a joint meeting dedicated to

recent developments with regard to

Parallel Imports in Russia. The

event was moderated by AmCham

Customs & Transportation Commit�

tee Co�chair, Art Franczek (who is

also the President of the American

Institute of Business and Econo�

mics). The invited speaker was

Wilhelmina Shavshina of DLA

Piper, one of the leading customs

experts in Russia. One of the main

issues discussed was the trade�

mark registry developed by the EEU and how it is going to be used

to control parallel imports and the import of counterfeit goods. The

event received very positive feedback from participants, and we

are considering organizing a similar event in Spring 2018.

International Business Conference "InRussia" took place in

Lotte Hotel in Moscow on November 23. The objective of the

event was to provide a platform for business to address the

issues of international business cooperation, localization of pro�

duction and innovation development in Russia.

The event "InRussia" was orga�

nized by the Association of

Industrial Parks of Russia (AIP)

together with the Russian�

German Chamber of Commerce (AHK), and with the support of

many other foreign business associations such as the Japanese

Association ROTOBO, the Italian Association of industrialists

Confindustria, the Belgian�Russian Chamber of Commerce

CCBLR, Federation of the Italian Associations of Mechanical

and Engineering Industries ANIMA and others. CERBA was

also happy to support this important initiative, that provided our

members with the opportunity to get the firsthand information

about new trends in localization of production in Russia, as well

as get a general idea on the current developments in Russian

business environment, and expand their contact network by

meeting representatives of other foreign business communities

in Moscow.

Within the three panel sessions � "Make with Russia", "Supply In

Russia" and "Export from Russia" � top managers of leading

international companies operating in Russia, and Russian busi�

nessmen discussed a wide range of issues about trade, pro�

duction and creating new products in Russia. Among the partic�

ipants there were the representatives of international corpora�

tions and Russian businesses, heads of business associations

and leading expert organizations, government authorities and

regional development corporations, investment companies and

financial institutions.

The Job Fair was held on November 23rd

2017 in Antal's Moscow office as a part of an

outplacement project for former employees

of the American Embassy in Russia.

On December 5, the legendary Yar Restaurant opened its doors

to the 16th CERBA Annual Charity Auction with Vladislav

Tretiak, held by CERBA jointly with V. Tretiak Charitable Foun�

dation. CERBA Charity Auction has been organized in Moscow

every year since 2002 to raise money to help orphans, improve

schools, sporting facilities and provide equipment to hospitals in

various Russian regions like Ulyanovsk, Saratov, Irkutsk and the

North of Russia. The event is an evening of fun and entertain�

ment, attended by the business elite of Canada and Russia, as

well as media representatives, famous sportsmen, artists and

other prominent public figures. Since its inception, the auction

had always enjoyed the personal support of the world�famous

Hockey Legend, the best goaltender of all time and the

President of the Ice Hockey Federation of Russia VLADISLAV

TRETIAK.

This year, the event received the strong support from the

Russian, Canadian and international business communities,

and was attended by more than 250 businessmen, civil ser�

vants, diplomats, and well�known cultural and public figures

from the Russian and Canadian sides.

The festive evening featured a spectacular entertainment pro�

gram, live auction, silent auction with lots ranging from art and

fashion items to jewelry and elite alcohol, and charity lottery.

In addition to the forum itself, the participants had a chance the

exhibition devoted to modern technological solutions available

to aid companies in their development of the Arctic region. Both

Russian state corporations and private companies presented

the newest technological solutions they use in their development

of the Arctic zone of the Russian Federation. The exhibition also

had an Arctic cultural and historical heritage component, sup�

ported by authentic culture exhibits by the indigenous people of

the Russian North and Far East.

Two�day forum program included over 30 discussions and spe�

cial events, dedicated to the issue of future Arctic development.

We are happy to report that CERBA was represented at the

forum on the highest level � Gilles Breton, CERBA National

Chairman and the Co�Chair of Russia Canada Business

Council, took an active part in the general forum program. He

also delivered the presentation on the topic "Sustainable

Development in the Arctic: Common Challenges and Solutions"

at the Session on International Cooperation in the Arctic, held on

December 4 as a part of plenary discussion.

In his speech, Mr. Breton emphasized the importance coopera�

tion between Canada and Russia with regard to further devel�

opment of the Arctic region, considering the common chal�

lenges faced by Canada and Russia in the Arctic, and the gen�

eral need for improving bilateral relations. He also pointed that

the involvement of national governments was crucial in creating

the conditions for bilateral interaction in the early stages, but, in

the current stage, it is crucial for the private sector to take over

the lead role and to do so following the principle of sustainable

development. Mr. Breton also mentioned several Canadian

companies involved in the arctic region as an example, including

Kinross Gold, SNC�Lavalin, Viking Air, and BRP.

Finally, Mr. Breton emphasized that CERBA has long become a

forum of choice for dialogue between Canada and Russia in

connection with the Arctic and the North, and is committed to

continue providing a platform for facilitation of the Canada�

Russia Artic Dialog, and bilateral business relations in general.

The evening featured greeting speeches by Nathan Hunt,

Sales and Marketing Director of the Mamaison Hotel.

Stanislav Borodyuk, Vice President and Head of Moscow

Representative Office of Kinross Gold Corporation, and

Svetlana Bobrovich, Head of the Moscow Office of Barrick Gold,

also greeted the guests on behalf of their companies � sponsors

of the event.

The guests enjoyed the traditionally friendly and festive atmos�

phere of the CERBA Christmas party, beautiful interiors and

delicious food of Mamaison All�Suites Spa Hotel Pokrovka,

including tasty Czech cuisine and authentic Czech beer,

canapes and fine wines. Thanks to the courtesy of our partner

Opera Yard, our guests also had an opportunity to listen to the

wonderful music masterfully performed by a well�known jazz

music band. As always, the event concluded with CERBA

Christmas raffle lottery featuring a variety of great prizes. In

total, this time we had over 150 attendees, representing mem�

ber�companies and our numerous partners including govern�

ment, public and educational institutions. In the end, the event

came out as one of the most successful CERBA social events

in 2017, providing CERBA members with great opportunity to

make new contacts, as well as to reaffirm and strengthen the

existing partnerships and connections.

National Teams decorated with autographs of legendary

Canadian and Soviet hockey players, participants of the Super

Series 72, the Painting of Honored Artist of Russia Nikas Safro�

nov, hand painted Goalie Helmet, made in a single copy spe�

cially for Vladislav Tretiak, and many other unique items.

Thanks to the strong support this initiative has received both

from Russian and Canadian business circles, this year we were

able not only to keep up with the high standards set by our pre�

vious charity events, but actually to surpass the previous results

and set a new record by raising an unprecedented amount of

over $300,000 USD!

14th International RACS Conference on Russian�Canadian

Relations, which took place in the Conference Hall of the

Institute for the U.S. and Canadian Studies of Russian Academy

of Sciences (ISKRAN).

The Conference was dedicated to the

150th Anniversary of the Canadian

Confederation, and to the 50th Anni�

versary of ISKRAN.

The Conference was divided into two

sessions, held consecutively on De�

cember 15 and December 16.

The first part of the Conference was

devoted to economic, political and busi�

ness themes in Russian�Canadian relations, including Northern

and Arctic issues.

The opening of the International Conference started off with the

welcoming words of Nathan Hunt, CERBA Moscow Board

Chairman; Dr. Georgy Borisenko, Head of the Ministry's North

America Department, Ministry of Foreign Affairs of Russia; Dr.

Sergey Rogov, Academic Director of the ISKRAN; H.E. John R.

Kur, Ambassador of Canada to the Russian Federation; Dr.

Valery Garbuzov, Director of the ISKRAN and Dr. Tatyana

Kuzmina, President of RACS, Leading Researcher, Head of the

Centre for Development and Innovations of ISKRAN, RACS.

During the presentations that followed, speakers covered a wide

range of issues from history and politics to Arctic development

and environmental protection. The following presentations were

delivered: "Russia and Canada in the Context of the New World

Order" by T. Kuzmina, President, RACS, "The Formation of the

Canadian Confederation and the Milestones of its History: View

from Russia" by Y. Akimov, Chair of the Advisory Board of

RACS Branch in St. Petersburg, "Economic Relations Between

the USSR and Canada During the Period of Detente in the

1970s (In the Assessments of Soviet Experts and Bureaucracy)"

by I. Aggeeva, Senior Researcher, Institute of World History,

"Global Transformations and Russian�Canadian Relations" by

L. Nemova, Institute of USA and Canada Studies, "Russian�

Canadian Cooperation in the Arctic: Issues and Opportunities"

by A. Demchuk, Associate Professor, Moscow State University;

"Russian Factor in Arctic Policy of J. Trudeau's Government" by

D. Volodin, Head of Canadian Department ISKRAN, "Russian�

Сanadian Сooperation in the Field of Education " by E. Isaeva,

Professor, Russian State University For the Humanities, and

many other presentations.

The first day of the Conference ended up with the networking

reception kindly provided for the conference participants by the

Embassy of Canada in Moscow.

The program of the second day was devoted to scientific coop�

eration and to social and cultural components of the Russia�

Canada relations, comparing existing practices of both coun�

tries. The event concluded with the plenary session summariz�

ing the results of the conference and recommendations on the

ways to facilitate and strengthen cooperation between Russia

and Canada in all aspects. The event provided the unique op�

portunity for both sides to share their views on the current state

of Canada�Russia relations and discuss the ways to work

together to further strengthen and improve the bilateral cooper�

ation on major issues of concern.
