In 1901, the arch-capitalist Henry Clay Frick shoul- dered the building aside from its first loca- tion on Grant Street in order to build his own monument to power, the Frick Build- ing, nose to nose with and somewhat higher than H.H. Richardson's masterpiece, the Allegheny County Courthouse and Jail. However, Frick at least had the saving grace to pay to have the church dismantled, moved, and reconstructed at what was then a lovely site in Oakland, away from the hus- tle and noise of the then-booming down- town. Parishioners were able to enjoy an- other 88 years of worship within the deli- cately drawn interior of a building designed to capture the essence of the English Gothic style. ln 1989, St. Peter's Episcopal Church, then the oldest church in Pittsburgh, was thrown into another conflict with forces of development and narrow vision. The answers to these and other pertinent questions are all yes. And the case of St. Peter's is not unique; the pattern is begin- ning to be repeated in Pittsburgh. In December of 1989, Oxford Development Corporation, in a joint venture with First Westinghouse Securities and with a demoli- tion permit and sale agreement in hand, re- fused to consider a development scheme offered by the Oakland Planning and De- velopment Corporation and Landmarks which would provide up to 150,000 square feet of new office space and preserve the church. Oxford's plans called for 180,000 square feet of space and was admittedly an entirely speculative project, with no tenants signed. And, in a sorrowful coda to the Strum und Drang of the main event, the City ad- ministration fell at least a month behind in educating itself on the controversy, calling a meeting of the principals only after the church was stripped and a week before its scheduled demolition. Between these events, enormous amounts of time and energy were poured into an ef- fort to save the church from demolition, by parishioners, Landmarks, the Oakland Planning and Development Corporation (OPDC), and many others both locally and nationally. The effort to søue tlte cburcb was initiated by nominating the building for designation by Pittsburgh City government, which would at least purchase some time to find an alternative to demolition and at most deny the Diocese its demolition per- mit. Landmarks was supported in its nomi- nation by OPDC, a small but vocal band of parishioners, and numerous individuals and organizations in the city. And, the staff of the city's Historic Review Commission recommended its designation based upon an analysis of its merit according to City criteria. Following this, both the Historic Review Commission and the City Planning Com- mission recommended its designation. The hearing room at City Council on the recommended designation was packed with clerical collars in a show of force and piety probably not seen in Pittsburgh for many decades. The Diocese held firm in its con- tention that historic designation would de- prive it of its property rights, that the struc- ture was beyond repair (and even imported an expert witness to claim that "any stone building over 137 years old was structurally dead"!), and that they were properly and adequately sad that this building had to be sacrificed for the greater good. Opponents pointed out that not only did stone structures seem to last for well over 1,000 years in Europe and other areas of the world, but that they were willing to put up the necessary funds to cover carrying costs for six months to conduct a structural in- vestigation (Baker Engineering had offered pro bono assistance), and to find an alter- nate development scheme which could bring the Diocese nearly all of its offer of $1.6 million for the property. The Diocese was not sympathetic, and in- dicated to City Council that some of the proceeds of the sale would go to four other Episcopal churches within the city limits. City Council voted 5-2 against the rëquest for a six-month delay of the designation votg and then against the designation itself (Mark Pollock and Michelle Madoff voted in favor). However, certain Council mem- bers pointed out that it was very difficult for them to fight the Diocese as the church had almost no congregation left and the City and preservation groups had no meth- od of guaranteeing that they could devise alternative solutions which would not de- prive the Diocese of significant income. Disregarding the fact that City Council was neither required nor specifically autho- rized to make its decision based upon the implied economic hardship of the Diocese, and did not request proof of any such con- dition, good points had been raised. That is, how do we realistically expect City Council to react to these preservation crises in a rational fashion when we (the City and private preservationists) have no agreed- upon policy or long-range plan for historic preservation in Pittsburgh? Jack Wagner, now Council President, put it more specifically during the St. Peter's hearing when he asked proponents ofthe church's preservation, "Ifthis church is so important, why wasn't it designated by the City years ago?" While this seems zol to be a reason to vote against the church to- day, it is an important question. In essencg 'Wagner is saying that historic preservation in Pittsburgh needs to take a more proac- tive stance and attempt to get out in front of impending crises. We agree. In fact, almost everyone in the city agrees, from the Historic Review Com- mission staff and members, the Mayor's Office, developers, and neighborhood preservation advocates. I

Historic Plaque ApplicationsThis spring, the Plaque Committee ofLandmarks will hold its annual meeting.The purpose is to grant the right to affixplaques that bear Landmarks' name tobuildings, approved structures, and places.The presence of such a plaque gives theplace no legal protection, but it does indi-cate that Landmarks finds it of outstandingarchitectural and/or historic interest. Thefollowing conditions are generally ob-served:the buildings or the like must be at least 50years old;it must have a high degree of integrity, withno serious irreversible damage to its origi-nal form or to a later form that gives it itsinterest;it must be within Allegheny County;if integrity is badly compromised after aplaque has been affixed, Landmarks hasthe right to insist that the plaque be re-moved.

"Ifthis Council says that St. Peter'sChurch is not historic, it will be imposingthe death penalty. Should this drastic, per-manent decision be made without all possi-ble ways of saving it being examined? ThisCouncil owes at least that much to futuregenerations of Pittsburghers.

"But what does it matter if this church istorn down? What does the oldest church inthe City do for us today? What does it mat-ter if we have a church that was built 137years ago? What does it matter if we don't?Who really cares? .

"Nowhere in Pittsburgh has urban de-velopment occurred more rapidly and at agreater contrast to its existing neighbor-hood than in Oak-land. This has beenextremely beneficialas the progressmade by the Univer-sity of Pittsburghand the Health Cen-ter have resulted inemployment, new residents, and interna-tional prestige for the City.

"But our modernistic megalopolis mustrecognize its heritage. The pell mell de-velopment rush in Oakland has had very lit-tle sentiment to preserve our past, especial-ly anything from the previous century. Allwe have done is tear down and replace.There must not be total change. There mustbe ties with the past.

"Fifth and Forbes Avenues through Oak-land are two of the most heavily travelledand most significant corridors in the city. Itis altogether appropriate that at each end ofthe modern Oakland, there is a pause whereone can reflect on the city's past.

"Before one enters the new Oakland,whether from the east or from the west,there is a beautiful reminder of the oldOakland.

"The Cathedral of læarning at one en-trance and St. Peter's Church at the otherprovide reminders. These historic structuresat busy, highly visible intersections, keyone's memory and understanding of what acity is.

"But I maintain that the true essence ofthe argument for historic preservation in-variably falls back to this question: What isit that we want our city to be? . . .

"I maintain thatwhat has helped tomake Pittsburgh agreat city has beenour beautiful mar-riage of old andnew. Progress hasrespected preserva-

tion. But we must be eternally vigilant inthe fact of much-desired econor,nic develop-ment, technical advancements, and institu-tional expansionism or we will lose ourunique past.

"What if the Mexican War Streets hadbeen lost, as they almost were? What wouldour city be missing if Arthur Ziegler andthe Pittsburgh History & Landmarks Foun-dation had not had the commitment andthe vision to save the Pittsburgh & LakeErie Station when everyone told them theywere crazy?

"I would hope that Council could delaythis vote for several months until all possi-ble alternatives can be studied. Iæt's give

time to preservationists, community basedorganizations, developers, architects, en-gineers, realtors, financial analysts, andothers, working with the Diocese, notagainst them. .

"This Council's review is limited towhether the structure is historic accordingto the Code's definition of an 'historicstructure.' The Code provides that a struc-ture is historic if it is an outstanding exam-ple of a period, style, architectural move-ment or method of construction or one ofthe last surviving works of a pioneer ar-chitect. St. Peter's Church epitomizes thelegal definition this Council is required tofollow. . . .

'As one member of this Council has al-ready stated, this church should have beendeclared historic years ago. Ifthat is thecase, it can only be zore historic now.

'.A vote to hold this matter or a vote todesignate it historic can be corrected, ifwrong. A vote to deny historic status can-not be remedied. Within a very short time,this magnificent part of the very essence ofPittsburgh would be lost forever .

On January 5, against the objections ofsome residents, the Historic ReviewCommission decided on boundaries for theproposed Shadyside Historic District. TheDistrict, almost wholly residential, isdivided into two very irregular parts, excis-ing non-contributing buildings where pos-sible. The excisions doubtless creategrotesque perimeters on the map, but theyalso show the desirability of positive protec-tion for the substantial areas defined. Theexcluded buildings are post-1940, and arealmost all rather cheapJooking, ill-proportioned houses of a suburban char-acter. If the Wallace Rowe house onMorewood Avenue was too big and expen-sive to keep, it is still a definite jolt to see

what repiaced it in the eariy l9ó0s. Behindthe pomp of the entrance houses ofColonial Place were eight more informalhouses by George Orth, carefully designedto present a unified street scene. Around1950, one house was replaced by anotherthat, in its materials, proportions, andgeneral form, totally ignores the rest ofColonial Place. Another house there hasbeen painted gray and its porch columnsreplaced with plain piers, while a third haslost its porch, the scars of removal beingcovered by a sort of Band-aid, of plywoodperhaps. Excluded from the District butadjacent to it are four houses on NevilleStreet north of Wallingford. One at leastretains its porch, though with openworkmetal supports not the original woodencolumns. The others, which had porchesand Colonial Revival detailing once, arenow hideously made over.

The houses included in the District tendto be from around 1900 - though the timerange is 1870 to 1940 - to be 2/z stories,and to be made of brick, though with manyexceptions and though expressed in a varie-ty of styles. They have in common a ratherlarge scale and a substantial look whichadds its own visual unity to the overallsetting of lawns and trees. Seldom morethan competent as architecture, they havebeneath their ornament a simple and solidquality, and a kind of self-respect onemight almost say, that the later buildingsalmost wholly lack.

It should be possible to erect the smallerand lower houses more suited to modernlife-styles and budgets in such ways as tocreate good architecture ønd architecture inharmony with existing street scenes such as

those within the proposed District, but thefact is that it is not being done. The area'sbest approach to this has been a new doublehouse at 810-12 St. James Street, whichmakes a real try but imitates Late Victoriancomposition rather than attempting a newexpression. This is not quite satisfactory; itwould be gratifying to see the harmonycontinued in modern terms.

One house of the 1890 period, though,can be a good example to modern archi-tects. It stands at Wallingford and More-wood. Its basic geometry is lucid andwithout affectation, its proportions aregood, its detailing is spare and telling, andbeneath its 1960s gray paint it has brick andshingle surfaces that probably, if cleaned,would be fine in color and texture. Theseare the qualities the houses in westernShadyside's street scenes should have.

There are a number of arguments,worthy ofrespect, against any historicdistrict designation. In its defense, however,is its usefulness in preserving a harmony ofbuildings and streetscape that is presum-ably a major incentive for living in Shady-side. Academic and touristic argumentshave less force than this consideration ofbeing able to look from your home andenjoy what you see, while others can look atyour home and also enjoy what they see.

Such City designation should be admin-istered with a hand light enough that nounjust burdens are imposed and no respon-sible architectural creativity is stifled, butso as to stabilize the situation.

The City Planning Commission consid-ered the proposal on February 6. An articleby Walter C. Kidney, in his role of colum-nist, appeared in the January 17 issue of 1z

Pittsburgh to support designation. CharlesC. Arensberg, chairman of Landmarks,wrote a supporting letter to the Press andPost-Gazette. Landmarks prepared a slideshow for the City Planning Commissionand for City Council; this included a dis-play of architectural atrocities from theproposed District and its environs thatshow what a laissez-faire aesthetic can leadto in an old and harmonious neighbor-hood. Arthur Ziegler teitified at the Febru-ary 6 meeting, as did Shadyside residentspro and con.

Though some in the past have invokedAtlas Shrugged and the theory of propertyrights in a preservation context, objectionsat the CPC meeting centered very much onthe real problem of paying to maintainexpensive and possibly unwanted featuressuch as porches; with no scheme in exis-

tence to alleviate the cost, a strict en-forcement of designation standards wouldbe crushing to some owners. There werealso complaints about long delays in HRCapproval for important but minor jobs ofconstruction and repair.

The situation is complicated by therather academic tone of the City ordinancqwhich stresses "historiC' character ratherthan aesthetics, and thus implicitly calls fora rigid attitude on repair and remodelingmatters. The CPC made no decision,intending to hear further testimony at alater date. I

Meason HouseLandmarks has committed a second contri-bution, this one of $1,000, to the Preserva-tion Fund of Pennsylvania for its campaignto protect "Mount Braddocki' the Measonhouse in Fayette County. The slow process

of determining whether or not stripmineblasting may occur nearby continues incon-clusively as of this mid-winter date. Thehouse sits on a fragment of its old estate,surrounded by rural development at itsmost casual, yet its simple and dominatingcharacter impresses those who visit. One ofthese, last fall, was John Harris, the Englisharchitectural historian who had deliveredlectures in connection with the Inigo Jonesexhibit; he has proposed an article on thehouse in the British Country Liþ. We lookforward to it.

Sewickley StationThe old Sewickley Pennsylvania Railroadstation at 20 Chadwick Street is the currentsubject of a restoration fund-raising cam-paign. The station was built in 1887 andserved until 1929, when Ohio River Boule-vard took over the Pennsylvania right-of-way. In the ordinary course of things thestation would have been torn down, but theBorough treated it to a rail journey of itsown, and the sizeable frame building endedon its present site. In the late 1940s itbecame the Walter Robinson Post of theAmerican Legion, its trackside porchenclosed as a ballroom. The restoration willrestore the porch, repaint the imitationhalf-timber, replace the sash, and restorethe main interiors. Both the Post and thecommunity as a whole will use the building.Restoration is estimated at $200,000 by thearchitect, Robert Graham, and donation ofboth money and labor are being solicited.Contributions may go to: Old SewickleyTrain Station Committeq c/o Walter J.Brannon, Municipal Building, Sewickley,Pa. 15143

Historic District GuidesPittsburgh's Historic Review Commissionhas begun to produce excellent pocket-sizedfolders that serve as architectural guides toCity-designated historic districts. Theentries are solidly informative, giving dates,architects, and owners when known. Wehave seen the folders for Schenley Farmsand the Mexican War Streets, which aredifferent enough to suggest that the formatis still being evolved. These are the only twoleaflets available thus far, but this kind ofpublication is to be encouraged. They maybe had gratis from: Historic Review Com-mission, Dept. of City Planning, 1600'W. Old Workman's BankThe Alcoholic Recovery Center in EastDutchtown occupies the old Workman'sSavings Bank and Trust Company in the800 block of East Ohio Street, right by anI-279 ramp. A.R.C. proposes a partialrestoration of the exterior and the bankingroom, and Landmarks has written a letterof encouragement and assisted in preparinga proposal that will be useful in raisingmoney. At present the 1900-period bankhas painted brickwork though the cream-colored terra cotta remains exposed. Thebank building has had at least one add!tion, some time around 1910, yet treatmentis consistent and the bank is a handsomeentrance feature of the neighborhood.

Courthouse WorkThe Courthouse is to receive an exteriorcleaning and repairs to its shingle-tile roofover the next year at a cost of $1.8 million.Landma¡ks has matched a $750 grant fromthe National Trust to hire LandmarksDesign Associates to review and advise onany such plans by the County. TheCommittee for the Restoration of theCourthouse, whose chairman is ArthurZieg;ler, has been in existence several years.

The plans and specifications for the roofcleaning are the first to be submitted to thecommittee for review. The specificationsleave one point unclear. The clay rooftilewas a bright orange-red when fresh. Soothas turned its surface black. Numerousreplacement tiles are to match the old: butwhether the old as fresh or the old as dirtyis not specified. We hope the former, in thehope that some day the roof will get thecleaning not included in the present plan.

Go FourthGo Fourth: Committee for the Preservationof Pittsburgh's Wall Street continues itsactivities. In January, Go Fourth madecontact with the Allegheny Conference andwith the Integra Financial Corporation,owners of the Union National Bank Build-ing, to state its nature and purposes. Inaddition, Go Fourth prepared a book onthe District, containing historical back-ground, letters of support for preservation,and a basis for a development strategy thatwould address both urbanistic and eco-nomic considerations. Go Fourth isworking with District owners to developeconomic incentives for preservation andrestoration. For the time being, City his-toric designation is not in question, andeconomic incentives and popular interestare the means being employed. A self-guide and brief history of the District isin preparation.

Pittsburgh Preservationists SpeakThe Ohio chapter of the lnstitute of Busi-ness Designers held a symposium on theevening of January 30; the subject was

"Preservation in Pittsburgh: 1990si' Thespeakers were Ellis Schmidlapp (Land-marks Design Associates), RobertPfaffman (Pittsburgh chapter, AmericanInstitute of Architects), John Martine(Integrated Architectural Services Corpora-tion), Charles Uhl (Tom Mistick & Sons),

and Michael Eversmeyer (PittsburghHistoric Review Commission), with EarlJames of Landmarks as moderator. Thevenue of course was one of the mostnotable preservation works in the city:Union Station, now a glamorous apartmenthouse. The least familiar content was in theEversmeyer speech, which suggested his-toric district designation suited to thespecific requirements of the amenity-minded occupants of a neighborhood,protecting essential characteristics butotherwise imposing no restrictions. Therehave been several adversary situationsregarding City building and district desig-nation that might have been mitigated ifdesignation had been thus fitted to individ-ual conditions.

Motor Square GardenWe had been worried about the future ofthe old East Liberty Market House, but itseems very possible, that a Pittsburghinstitution, the Automobile Racing Hall ofFame, may acquire the building. It is veryinterested, and the building's long-term useas an automobile display space and its posi-tion on Baum Boulevard make such a usethoroughly appropriate. We are workingwith the Racing Hall of Fame to make theirwish a reality.

City Presentation DiscussionsLandmarks representatives Earl James andStanley Lowe convened, in November, anad hoc panel of preservation advocatesfrom around the city to begin to formulateproposals for change in our city's approachto historic preservation. Issues to be consid-ered by that group include:

r property tax abatements for owners of re-stored and designated historic properties,both commercial and residential;

. expansion of the City's Streetface Programto provide matching grants, or loans, forexterior restoration;

. City or County bond issues to provide apool of funds to support grant and loanprograms, and possibly an intervention/acquisition fund (the City of Phoenix, Ari-zona, recently passed a $15 million bond is-sue for just such a program);

o development of "neighborhood conserva-tion zones" to help preserve qualities ofscale, when historic designation is not justi-fied;

o development of historic preservation educa-tion materials targeted to public officials,neighborhood organizations, developers,etc.;

o establishment of a formal advocacy net-work between preservationists and neigh-borhood organizations.

In January 1990, the Chairperson oftheCity Planning Commission called for ablue-ribbon Task Force to study the situa-tion and make recommendations forchange. We support that wholeheartedly.

Rachel CarsonHomestead AssociationThe Rachel Carson Homestead, headquar-tered in Springdale, PA, is the NationalRegister historic home of naturalist andauthor Rachel Carson. The Associationmanaging the Homestead has developedtwo major initiatives to enhance the aware-ness of environmental needs worldwide.

May 16 through 20, the Homestead willbring Soviet journalist Vasili Peskov toWestern Pennsylvania to take part in aseries of regional events (see the Events in-sert for details). The board of the Home-stead, including Landmarks representativeEarl James, also is working with local, na-tional, and international environmentalgroups, members of Congress, and theWhite House Council on EnvironmentalQuality to develop an annual Rachel Car-son International Environmental Awardprogram.

The Association is developing long-rangerestoration plans, including:

r Conducting an historic site structural anal-ysis of the Homestead and developingbudget and priority needs to stabilize andrestore the building where Rachel Carsonlived from t907 to 1929;

¡ Continuing to carry out research and plan-ning to support historic room furnishingand interpretation plans for the Home-stead, with the assistance of DuquesneUniversity graduate students and otherconsultants.

Burtner HouseThis year the Burtner House Society plansto continue restoration of the l82l stonehouse in Natrona Heights with exteriorpainting projects, repair of the windowsand shutters, and investigation of the mostsuitable interior heating system so that win-ter tours of the house will be more comfort-able. Old St. Luke'sRestoration projects at Old St. Luke'sChurch in Scott Township continue torevolve around research and plans to repairand restore the burial grounds surroundingthe church.

Steel Industry Heritage Task ForceThe Steel Industry Heritage Task Force hasreceived a total of approximately $800,000in planning appropriations from theNational Park Service for fiscal years 1989and 1991. These funds will enable the taskforce to contract for the numerous studiesrequired as back up to its 1990 Report tothe Secretary of the Interior, due byNovember of this year.

This report must present the findings ofseveral surveys of historical, natural,governmental, economig and otherresources in the study region, and makespecific recommendations for actionswhich need to be taken in order to bestpreserve and interpret the historic resourcesand generally contribute to the economicrevitalization of the region.

The Task Force also received grants fromthe Pittsburgh Foundation and the HeinzEndowments to support staffing needs andfor an option on the Homestead Worksacreage for the museum. The Task Forcehas hired August Carlino as project coor-dinator. Mr. Carlino has a background ingovernment with the Pittsburgh and'Washington, D.C. offices of RepresentativeBill Coyne.

In December, the Task Force installed a"steel heritagd' exhibition in the SteelPlaza subway station next to One MellonBank Center, with the assistance of MellonBank. The exhibition utilizes historic pho-tographs from the regional steel industryand highlights the work of the Task Forcein preserving that heritage.

The National Park Service's HistoricAmerican Engineering Record team sta-tioned in Homestead and working on thedocumentation of numerous historic steelmills in the region has identified six blow-ing engines at the Homestead Works CarrieFurnaces project as dating from 1924.Blowing engines were the air compressorsthat sent the blast into the blast furnace byway ofthe hot air stoves. The Task Forcewill attempt to preserve at least one of theseengines for the future museum.

An effort is also being launched topreserve the 1903 forge press on theHomestead side of the river, to include it inthe displays on labor and technology his-tory in and around the 1892 PinkertonLanding Site.

Landmarks will continue to serve on theTask Force Steering Committee andsupport the work of the Steel IndustryHeritage Task Force. Earl James representsLandmarks on the Task Force, chairing itsHistoric Preservation Committee.

National Register WorkLandmarks has been occupied with severalNational Register projects.

. The nomination for the Homestead His-toric District was completed in January: alaborious undertaking requiring amongother things the separate listing of 519

buildings as "contributing" or "non-contributing."

Sell "Baywood"?"Baywoodj'the old Alexander King estate,is now an annex of Highland Park, and themansion itself houses Arts in the Park, theCity arts program for children. The Cityhas not maintained the house well, andLandmarks has backed the offer of Dr.Frank Brown to buy the house and its im-mediate surroundings, do a complete exteri-or and interior restoration, and make it hisfamily's home. A public meeting on Febru-ary 12 brought out 200 or more Highlandresidents and others, whose sentimentsseemed equally divided. The meeting was

a means of gauging public sentiment, witha decision about the sale to come later.

Preseruølion FundNeighborhood CelebrationOn January 26, the Pittsburgh CommunityReinvestment Group (PCRG) and UnionNational Bank celebrated the first year ofcollaboration. The PCRG consists of 22neighborhood organizations, led by StanleyLowe of Landmarks, beneficiaries of $109million in Bank loans, for businesses, homeimprovements, and mortgages, over a five-year period. In this first year, UnionNational's loans in PCRG neighborhoodsamounted to almost $14 million for minor-ity, female-owned, and small businesses;almost $10 million for commercial realestate; about $6 million for home firstmortgages; and almost $3 million for homeimprovements. All these figures are verysatisfactory, and in at least two cases sur-passed expectations. The commemorativebooklet gives a multitude of examples fromthis first year, only a few ofwhich, such asAlequippa Place, and the Darlington housghave appeared in this newsletter.

A Mansion Once MoreLandmarks has lent the Allegheny WestCivic Council (AïVCC) $165,000 from thePreservation Fund, and AV/CC has agreedto lend it in turn to Dr. David Spencg forsix-months as stopgap financing for thepurchase of and initial work on the HarryDarlington house at Brighton Road andLincoln Avenue. The house is a familiarsight - a dark stone-and-brick Roman-esque house ofaround 1890, extraordin-arily long and narrow. It had been dividedinto 21 residential units, but Dr. Spence willreconvert it into a private home. The adja-cent carriage house will continue to havefour units. The house anchors the corner ofthe Allegheny West Historic District, facingthe park and establishing the architecturaltone of Lincoln Avenue.

Home Ownership forWorking PeopleThe Home Ownership for Working Peopleprogram, funded in part by our Preserva-tion Fund, is beginning its third phase bylooking at sites in Manchester capable ofsupplying eight units that will allow mort-gage principal and interest of between $225and $275 a month.

GraduationOn January 27, a graduation ceremony washeld, at the Allen Chapel of the A.M.E.Church in Manchester, for 27 students ofthe Basic Iæadership Development TrainingProgram. This program was developed bythe Northside Tenants Reorganization, withBertha Gilkey, president of Urban Women,Incorporated, as principal trainer.Landmarks was one of nine supporters andprovided lead financing for the entireproject.

National Trust ConferenceStanley Lowg the director of our Preserva-tion Fund, attended a National Trustconference in New Orleans in January. Heparticipated in Finance Committee reviewof revolving and endowment funds.

George Westinghouse MuseumThe board of the George WestinghouseMuseum has undertaken a study of its per-manent exhibitions and programs in orderto determine whether and how to reor-ganize the exhibition materials in order tomake them more accessible to area school-groups and other visitors.

Federal Street-North ProjectLandmarks and North Side organizationsare continuing to attempt rehabilitationalong the northern part of Federal Street.Our Preservation Fund has lent $100,000for the purchase of Masonic Hall in theproblem area, and the pornographicGarden Theatre, temporarily closed, hasbeen the object of picketing. Landmarksand the neighborhood groups ate workingwith Allegheny General Hospital to gainfinancing for further work.

Preservation in Bethel ParkThe Preservation Fund has made a $1,000loan to support a campaign for the preser-

vation of the Schoolhouse Arts Center, theoldest recognizable public structure in theborough. The Bethel Park HistoricalSociety is concerned that the building,which has been leased from the SchoolDistrict since 1975, is now imperilled byland development on other parts of theproperty. The $1,000 is an advance on theexpenses of arguing the Society's casgbased on the terms of the lease and allegedviolation of the Pennsylvania HistoryCode, before the Common Pleas Court. Ahearing on February 6 was inconclusive, thejudge deciding that he had no jurisdictionon the preservation issue.

Rolling Mill SalvagedThe Preservation Fund is lending $25,000to the Homestead Economic RevitalizationCorporation to help move and reinstall a48-inch slab rolling mill at the HomesteadWorks. The mill, which produced slab up to48 inches wide, is a steam-powered machineofthe late l9th century, possibly unique.The intention is to move it to the museumarea at the Pinkerton's Landing site withinthe Works property, which otherwise will becommercially developed.

The eight-day course isan exploration of Pittsburgh's heritagethrough a study of its history and architec-ture. Architecture of Fayette andWestmoreland CountyFive Fayette & Westmoreland Countyhistoric sites are introducing a joint inter-pretation project. Funded by the Pennsyl-vania Historical & Museum Commissionand the Pennsylvania Humanities Council,the program will include general outreachto schools on the architecture of the regionas well as specific program development foreach site. The participating sites (Falling-water, Fort Necessity Battle Field, Friend-ship Hill National Historic Sitg the WestOverton Museums, and Nemacolin Castle)will introduce the joint project to area andregional schools through teacher in-servicesin June 1990. Transportation CurriculumThe Historical Society of Western Penn-sylvania has received funding from thePennsylvania Historical & Museum Com-mission to develop a Transportation Curric-ulum packet. ClaytonThe Helen Clay Frick Foundation expectsrestoration to be complete and Cløytonopen to the public in September 1990. Visi-tors to the residence of Henry C. Portable Pittsburgh, Landmarks' educa-tional program that brings local history tolife, is now enjoying its second year as ahighly popular in-school program. Thank-you notes received from both students andteachers praise the hands-on program andthe volunteer docents who travel to theirschools. The traveling kit, containing atimeling maps, pictures, and historic ar-tifacts, is used to tell the story of Pitts-burgh's history during a lively and interac-tive presentation.

The 1989-90 schedule ofschool appoint-ments is further proof of the program'spopularity. The program is currently sched-uled for 160 sessions at 82 schools, and re-quests are still being taken for springpresentations.

In November andDecember the newest Portable Pittsburghdocents observed presentations and team-taught in the schools as they mastered theirpresentation styles. the opportunity to explore the field of ar-chitecture. Developed and sponsored byLandmarks,'Architecture Apprenticeship:Dimensions of Architecture" is part of theAllegheny Intermediate Unit's Gifted &Tlalented Education program.

Diane DeNardo, coordinator of thisschool year's program, led 22 high-schooljuniors and seniors in an exploration of is-sues including architectural perception andarchitectural history. As part of the appren-ticeship, Ellis Schmidlapp, president ofLandmarks Design Associates, met with thestudents to discuss adaptive reuse, site plan-ning, and contemporary design. Blueprintsand scaled models aided in a discussion ofhow a project evolves from conception toconstruction.

On a rainy day in December, the studentsparticipated in a downtown walking tour ofPittsburgh to examine the city's architec-ture. From the Burkds Building to CNGTower, 150 years of Pittsburgh architecturewas explored.

The Carnegie-Mellon University'sDepartment of Architecture hosted an all-day session in January. The apprenticeswere introduced to department programs,viewed student projects, observed a demon-stration of computerized architecture de-sign, and attended a freshman introductionto architecture history.

David Lewis of UDA Architects andGary Carlough of the Design Alliance metwith the apprenticeship students in Febru-ary and presented their ideas on architec-ture as a career choice. After describing thework of their firms, the architects partici-pated in a critique of the students finalprojects: developing the available land atStation Square and designing an in-fillbuilding on Fourth Avenue. The Highs and Lows ofPittsburghSaturday, June 30, 1990l0 a.m.-2:30 p.m.Spend a day with Landmarks discoveringthe "highs and lows" of Pittsburgh. We willbegin our adventure by riding the incline upMt. Washington which rises 367 feet abovethe Monongahela River. Then we will traveldown into the Golden Triangle via the sub-way, and explore an underground passage

linking two do"vntown office buildings.Emerging onto street level for just a mo-ment, we will travel to the top of a Pitts-burgh skyscraper to get a bird's-eye view ofthe city skyline and building tops. Whichrooftop tower was rumored to contain achapel to preserve the church that wasdemolished at that site? Which rooftop hasa weather signal that blinks blue and or-ange codes? After lunch we will exploreTrinity Cathedral and its adjoining grave-yard, once an Indian burial mound, and wewill search for lions and gargoyles alongcity streets in a scavenger hunt.

TnpasuRESTreasures: Churches and Temples of Pittsburgh will give an ac-

count of about 60 places of worship in and near the city. The projectbegan as a modest companion to WQED-TV's feature Holy Pitts-burgh! of a year ago, but grew into an independent project, withmore than 100 color photographs by Clyde Hare and others. The il-lustrations are what count in this work: the text by Walter Kidneypasses from theme to theme, commenting briefly on the architectureand history of each place of worship, but it is the images of thebuildings themselves and the fine works of art and craft that theyhouse that will give this book its real value.

The main text is written, and most of the photography is done.Greg Pyriik is now ciesigning the pubiication which we hope torelease in the spring of 1991. Partial funding has been secured for thepublication: contributors are our trustees, through the Silver An-niversary Fund, and Landmarks' Revolving Fund for Education.

Longfellow, Alden &Har I ow:, Architecture AfterRichardson, Boston and Pitts-burgh is being written by Mar-garet Henderson Floyd, of theArt Department of Tufts Uni-versity and will be co-publishedby Landmarks. MIT Press hasexpressed interest in joining withLandmarks to publish the hand-somely illustrated hardcoverbook. We plan to release thebook in 1991, the centennial of

the competition for the design of Carnegie Institute, won by Long-felloq Alden & Harlow. The firm of Longfellow, Alden & Harlowalso was responsible, among other things, for: the Duquesne Club;

' almost all Carnegie Libraries of the 1900 period in Pittsburgh; theBank Tower; the Standard Life Building; and mansions for R.B.Mellon, many of Andrew Carnegie's partners, and other people ofwealth in Squirrel Hill, the East End, and Sewickley. (The parishhouse of St. Stephen's Episcopal Church in Sewickley, a l9l4 workof Alden & Harlow, is shown above.) This, of course, is only thework ofthe Pittsburgh office; tongfellow, alone or in partnership,added much more to the total, and both the Pittsburgh and Bostonoffices are getting parity of treatment.

The book will begin with a statement of the Boston-Pittsburghtheme. Chapter I will give the New England background for Long-fellow and his partners. Then come: LAH in Boston; LAH in Pitts-burgh; Longfellow on his own in Boston; Alden & Harlow on theirown in Pittsburgh; and, in conclusion, the historical meaning ofthese architects' work. There is also to be a catalogue documenting250 structures

The publication is being funded through the generous contribu-tions of 66 individuals and through Landmarks' Revolving Fund forEducation and the Mary Hillman Jennings Foundation.

tory and Architecture is far-thest along. The book is a trib-ute, and a guidq to one of themost picturesque places inPittsburgh, the sixth "ruralj'or RomanticallyJandscaped,cemetery in the United States.The text introduces the Ceme-tery in its urban context andoutlines its features as one sees

them today; a modern portraitof the Cemetery is intended.Then comes history: the Ceme-tery in its historic context andits past in outline, with vicissitudes of a century and a half, withfamilies and persons important to the Cemetery's history. Finallythere is a chapter on the realities of running a cemetery, gleanedfrom old meeting minutes and modern observations. A Guide toabout 100 buildings and tombs, each illustrated, follows. There isalso to be a list of the Corporators of the Cemetery since its found-ing in 1844. The main text will have about 100 illustrations, includingsome color photographs by Clyde Hare, and many historic views.

Walter Kidney has written the main text and is at work on theGuide and captions. Dwight Fong, a member of Landmarks andbuyer for the Pitt Book Center, investigated every tomb in the ceme-tery and compiled the initial data for the Guide. The publication isbeing funded by the Hunt Foundation and is supported in part byLandmarks' Revolving Fund for Education. We plan to release thispublication in November.

Crynp HanE's PrrrsBURcHClyde Hare's Pittsburgh gives a sample - no book could do

more - of the work of Pittsburgh's best-known living photographer.Arriving in Pittsburgh in 1950 as part of a team to photograph thecity's Renaissance, he remained to make tens of thousands of imagesof the construction and demolition, the terrain, the weather, the in-dustry, the whole diversity of visible Pittsburgh experience over fourdecades. The book will be divided into five sections: the beginning ofRenaissance I; the Jones & Laughlin photographic collection; na-tional coverage; the 1960s and '70s; and the present. There will beabout 120 photographs. Contributors to the publication are theHoward Heinz Endowment, National Intergroup, WestinghouseElectric Corporation, Duquesne Light, and Landmarks' RevolvingFund for Education. We may release this book this fall.

bostel is in preparation. We are not the publishers, alas, but a moredeserving subject could not be found, and we hope that the bookwill indeed appear. The University of Pittsburgh Press, in July, is topublish Pittsburgh: Then and Now, comparative past and presentviews of city places compiled by Arthur Smith of Chatham College;this, too, is going to be quite valuable.
