Welcome to the to the June issue of In Security. Thoughts are now

firmly on IFSEC where many of you will be reading this. A number of the products discussed in our IFSEC News section will be on display at the show.

Our cover story is from Adam Stroud, CEO of Paxton and looks at the impact of integrated technology in the mid-market security systems (see page 2).

Our next story looks at BSB electronics and how it is vital in keeping out unauthorised users, whilst admitting authorised users (see page 20).

Later, the security industry has seen the dawn of a host of innovative new technologies in recent years which are improving the way security services are provided. However, it is in the data that these new devices are beginning to generate that the industry’s future truly lies, says Terry Hanley, director of

security at Interserve (see page 24).Rapid technological progress drives the

video surveillance industry into the era of Big Data. Focusing on relevant data, Bosch adds video analytics as standard feature in all cameras (see page 28).

Coming out on September 27th we preview the world’s leading fair for civil security – Security Essen, out with new content for the security industry (see page 32).

The International Professional Security Association (IPSA), takes a look at how guarding is a service and not a commodity (see page 36).

As the trade association representing seventy percent of the UK’s private security industry, the BSIA relishes the opportunity to join some of the UK’s leading security brands on the show floor at the industry’s flagship event, IFSEC (see page 40).

Finally, Hang Nadim International airport relies on FLIR for fail-proof perimeter protection (see page 44). n Chris Hewett, Editor

While many regard more and more features as only being a good thing, the associated

complexity can often lead to unsuitability for the mid-market. The truth is that the vast majority of non-residential buildings fit into the mid-market category, and are not large projects. While the large projects dominate the industry news columns, the greatest revenue potential lies within the unsung mid-market.

Making advanced security systems practical and relevant to these types of buildings is essential to the development of the security industry. Paxton has a track record in this area.

In fact, I would go so far as to say that doing this has been a major part of Paxton’s long term success, allowing us to more than double the prevailing market growth every year for the last 20 years.

Success in the mid-marketFirstly, what is the mid-market? Schools, gyms, shops, factories, offices, warehouses and much more. In access control terms, anything from 1 door to 50 doors.

Some assume that the only requirements for being successful in the mid-market are affordability and a reduced feature set (masquerading as simplicity). This is not correct.

I would say the key to success is accessibility to the customer.

That means the local security installer, who the customer is likely to already have a relationship with, must be primed to recommend and install the system. To achieve this, installer training courses must be readily available, the system must be simple to sell, install and use (easy to say, difficult to achieve). The pre and post-sale support must be first-class including telephone support, on-site support and returns policies. All of these things are flags waved by many manufacturers as ‘standard offerings’, but to really do them properly requires massive investment and commitment. The whole of Paxton is geared towards this and that’s what it takes.g

IN SECURITy I June 2016 I 3

IntroductionThere are many hugely powerful and feature-rich security systems out there. Often these systems are designed to fulfil the requirements of very large projects and enterprise-level installations. Even if the system didn’t start out that way, it often ends up becoming bloated with many specialised and project-oriented features. The allure of high value contracts is too strong to resist!

Page 6: In Security June 2016

Implications for the futureCustomers are demanding ever more from their security systems. Quite right too. In most other areas of technology the pace of change is frenetic, with products evolving and improving faster than ever before. In terms of buildings, it is no longer satisfactory to have multiple systems being administered and managed separately. Today’s buildings must be more secure, convenient and energy efficient.

The security industry currently satisfies the customer’s requirement for cross-functional systems by facilitating integration. This ‘pick and mix’ approach, while very suitable for large projects, is not right for the mid-market. The hassle associated with selling, installing, using and maintaining separate systems is enough of a turn-off on its own. Add to that the complexity of getting systems to talk to each other, and then do something useful is the final nail in the coffin. As far as supporting the integrated mega-system, good

luck. We recently conducted a survey of 1,400 Net2 sites. Even though around half of all these sites had some type of video surveillance in place, only 1.6% of all the Net2 systems were integrated with video (despite supporting integration to all the market leaders). This sobering statistic demonstrates the failure of the integration approach to penetrate this part of the market.

I believe that the requirements outlined above will give rise to a new breed of ‘building intelligence’ systems offering cross-functionality in a single system. Why incur the cost and effort of installing several systems when the technology available today provides more than enough performance for a single system to achieve multiple tasks? Why add the complication of multiple systems when a single building intelligence system can satisfy your requirements? Why rely on multiple manufacturers that provide a limited subset of integrated functionality when you

can get a truly cross-functional system from a single supplier?

One thing is clear, there is certainly a place for the existing ‘integration approach’ and in many instances, it is the best solution. However, if integrated functionality is going to penetrate the mid-market, then it needs to be provided in a single package and work out of the box. That’s building intelligence.

Paxton Access LtdPaxton is the UK designer and manufacturer of market leading IP access control and door entry systems, with 30 years’ experience. Based in Brighton, East Sussex, Paxton manufacture all products locally and export to over 40 countries worldwide. Paxton has become the installers’ company of choice through their efforts to offer installer focused products and services. The company continues to enjoy significant international expansion. www.paxton.co.uk n

London, 21–23 June 2016 – ASSA ABLOy showcase additions to their core range of card- and key-based access control solutions at IFSEC 2016, in Hall 7, Stand E1100. Among the technologies on show is CLIQ®, key-based access control with programmable cylinders and battery-powered keys. Hardware and software enhancements to Aperio® and SMARTair™ wireless access control product lines are also exhibited.

ASSA ABLOy innovations in electronic access control on show at IFSEC include:• Aperio®: ASSA ABLOY showcases the latest

Aperio® technology, battery-powered locks which integrate seamlessly with third-party systems from several leading access control manufacturers. On the stand is the Aperio® KS100 Server Cabinet Lock. This new device brings server cabinet doors and racks into an access control system, so facility managers can identify exactly who has accessed their servers, and when — critical for incident investigation and regulatory compliance, especially for companies using co-located servers. Further live integrations of wireless Aperio® technology are demonstrated on OEM partner stands around IFSEC.

• SMARTair™: The wireless system for small to medium-sized businesses brings keyless access control to any building quickly and affordably — and without any need to change existing mechanical locks. The next generation of real-time access management is exhibited.

• CLIQ®: The system technology combines high-end

microelectronics with programmable keys and cylinders, to minimise the risks associated with lost keys. With CLIQ®, companies can bring electronic access control much deeper into their premises: electronic cylinders can be fitted to doors and a range of other openings without making alterations.

”Our CLIQ® mechatronic locking technology has already proven its credentials securing office buildings, schools, hospitals and critical infrastructure all over the world,” says Kevin Hoare, CLIQ® Business Development Manager at ASSA ABLOy EMEA. ”Built around a pioneering fast chip and 128-bit AES encryption, these cylinder-based electronic locks allow facility managers to bring secure, flexible access control to many more access points at a site.”

Also available at the stand (Hall 7, Stand E1100) is a new market report researched by ASSA ABLOy and IFSECGlobal.com, packed with unique data covering 2016 trends in commercial electronic access control. Findings point to significant continued growth for wireless locking solutions, with still more potential waiting to be tapped — including in securing openings other than traditional doors, from cabinets to server racks. n

Train operating company, London Midland, has invested in the latest generation of IP network video surveillance technology in order to maintain a safe environment for passengers and staff at fourteen of its stations.

London Midland, which has held the West Midlands train franchise since 2007, provides transport for over 60 million passengers each year.

PADS ApprovalIn excess of 300 Samsung branded WiseNetIII IP network, high definition cameras have been installed at the 14 stations by Babcock’s Rail business. “The knowledge we acquired as a Silver Partner of the Hanwha Techwin Europe STEP partnership programme enabled us to identify and recommend the WiseNetIII cameras that were most suitable to help the client meet its objectives at each of the stations,” said Anthony Sykes, Construction Engineering Manager for Babcock.

The issuing of the PADS Certificate of Acceptance for the WiseNetIII cameras follows a process during which the products were evaluated and comprehensively tested to ensure that they are reliable, fit for purpose and comply with Network Rail’s demanding standards in respect of safety.

A combination of SNB-5004 box cameras, SNv-5084 domes and SNF-7010vM 360° cameras have been installed at each of the fourteen stations. Carefully located by Babcock International to ensure that there are no blind spots, they are collectively assisting security personnel and operations managers in their endeavours to ensure compliance with London Midland’s operational procedures, designed to ensure the safety of passengers and staff.

“The SNF-7010vM 360° cameras have provided a cost-effective option for monitoring large areas such as ticket offices and waiting rooms where there might normally be a requirement for a large

number of standard cameras,” said Anthony Sykes. “Equally significant, the Full HD capabilities of all the cameras has enabled us to install fewer of them than we might normally expect to, as they allow us to see close up detail of any activity without any pixilation occurring in the images.

“At stations such as Watford, this has been particularly useful in areas where there are overhead electric supply lines as we have been able to be selective in where we place the cameras in order to minimise risk for our maintenance engineers.”

Depending on the number of cameras installed, one or more Samsung SRN-1000 or SRN-1670D network video recorders (NvRs) have also been supplied for each station. Working together with SSM (Samsung Security Manager) software, they enable operators to quickly retrieve and manage recorded video of any incidents.

Where necessary, the images captured by the cameras are being transmitted via wireless technology to the recording devices. At Watford station, for example, a wireless system has provided a cost-effective alternative to the commission of engineering works and the laying of cables that would have been necessary in order to transmit images captured by cameras located in the station’s car park over a distance of 800 metres to where the NvR is located.

Success“In addition to helping create a safe environment, the new video surveillance systems installed at each of the stations are also assisting security personnel to detect anti-social behaviour and other forms of criminal activity,” said Anthony Sykes. “I am pleased to report that a number of successful prosecutions have taken place as a direct result of the availability of the evidence grade images captured by the WiseNetIII cameras.”

Southampton City Council is introducing CCTv enforcement of bus lanes in key areas of the city using videalert’s DfT Manufacturer Certified hosted solution. The new fixed bus lane cameras will go ‘live’ on 20 June 2016

According to Paul Walker, Travel & Transport Manager at Southampton City Council: “This project will enable us to reduce the incidence of vehicles misusing bus lanes. Automating the enforcement of these contraventions will improve driver compliance, allow our public transport services to achieve faster, more reliable journey times and improve access to services for vulnerable road users.”

The videalert solution has been procured through Balfour Beatty Living Places (BBLP) which has a ten-year contract to manage all highway infrastructure assets on behalf of Southampton City Council. “This is our first experience of working with videalert and we have been impressed with the speed with which the solution can be deployed,” commented Brian Hammersley, Contract Manager at BBLP. “In our role as highways contractor for Southampton, we also liked the ability of the videalert platform to support other potential CCTv activities that the council may consider using in the future.”

videalert’s hosted platform is unique as it does not require any hardware or software to be installed on customer premises and allows the rapid introduction of unattended traffic enforcement services. Under this contract, Southampton will deploy cameras and processing units at locations where there are high levels of driver non-compliance. Evidence packs will be automatically retrieved via a cellular 3G/4G connection for access and review by trained council operators prior to sending confirmed offences to the back office processing system for the issuance of PCNs. videalert is providing Southampton with a dedicated virtual server to guarantee the highest level of security and integrity with cloud storage used for backup.

“This innovative hosted enforcement solution allows councils to respond faster to operational and strategic requests for deployments over both the short and long-term,” added Tim Daniels, Sales and Marketing Director of videalert. “It also provides councils with greater flexibility and future investment protection by simultaneously supporting multiple civil traffic enforcement, traffic management and community safety applications from the same infrastructure.”

There are variety of products on the market to achieve Access Control, including credential readers, keypads and

biometric products. BSB Electronics have over 30 years’ experience in manufacturing access control systems and offer a range of high quality, affordable products to secure your people and property. Progeny access control products are continually developed in line with the company’s commitment to innovation, quality and service. All Progeny products are backed by a Lifetime Warranty so you can buy with confidence.

Access control can fall into two categories: projects with a low number of doors or users which required a simple ‘standalone’

system, or an ‘online’ system which could support a large number of doors and users, with added functionality.

BSB’s Progeny range of access control systems enable customers to expand from 1 door to 32,000 doors, making them perfect for businesses large and small. The Progeny range was launched in 1980, with all products being designed and manufactured in the UK at their plant in Great Harwood, Lancashire. The Progeny range has evolved over the years, starting with the P1 system which has evolved into the P4 system being used today.

Progeny access control systems are used throughout the world, in sectors ranging from student accommodation and healthcare to finance and sporting venues.

P4 ControllersThe latest Progeny system is P4, available both standalone and networked. Standalone systems are ideal for projects with a low number of doors or users – programming is done via the keypad itself, making it simple to operate and maintain. The online system offers many great features including a 5 A power supply, interlocking as standard and a capacity of up to 128,000 users. The P4.net online controller is feature-packed and scalable to grow with your business.

As well as providing access control, the P4 system offers many additional features. Should your business require random search of employees for security reasons, the P4 Controller allows random impartial searches to be carried

out. An adjustable search rate can be set from 1 in 1 to 1 in 99 to flag users as they pass through a door or turnstile. In conjunction with Progeny’s management software, the system can also be used for Roll Call and to print ID badges.

The P4 controllers are available in a variety of models including GPRS and PoE (Power over Ethernet) which are ideal for locations where mains power is not easily accessible. The GPRS option makes use if the telephone data infrastructure to communicate with the management software. PoE technology allows data and power to be passed along the same cable. This allows for a simple, fast and cost-effective install. So, no matter how remote or unusual the location, you can still protect your people and premises. The controller will still function even if

Ethernet communications are lost, giving you complete peace of mind.

Complete Range of Access Control ProductsProgeny offers everything you need for reliable and affordable access control, including readers, keypads, credentials, long range RFID and interlocks. All products are designed and manufactured in the UK and come with a lifetime guarantee for complete peace of mind.

Readers are available in several different formats: proximity, barcode and magstripe. Progeny proximity readers are IP rated and have a simple 4 wire interface to the P4 Controller. Choose from switch plate, mullion and panel mount designs. In response to customer requests, the readers now come in a ‘Dark Crystal’ design, with a simple black outer.

Keypads are popular because the user does not need to carry a card or fob, instead they enter a PIN or code to gain access. Progeny keypads are suitable for indoor or outdoor use and feature backlit keys to make access at night easier. A vandal resistant option is available for public facing, outdoor applications which comes with Progeny’s vandal Proof Guarantee.

The high security Scramble Keypad is a popular product within the finance industry. Only the person using the keypad can see which numbers are being entered. Each time the keypad is used, the numbers for each key are randomly moved to new positions. Observing which keys are pressed will not reveal the code or PIN to an on looker. With over 3.6 million permutations, this keypad is often used in banks and building societies.g

Page 24: In Security June 2016

InterlockInterlock systems control the locking of two or more doors, if one door is open or unlocked, all the other doors remain locked and will not open until the first door is closed or locked. Interlocks are popular in clean rooms, jewellery stores, laboratories and bank lobbies. The P4 Controllers have interlocking interfaces as standard – enabling you to mix interlock controllers with access controllers on the same system.

Doors Enterprise SoftwareManagement software for access control systems can often be an added cost – but the Doors Enterprise software for the Progeny range is free of charge. The latest version can be downloaded from the Progeny website: www.progeny.co.uk, with all updates also being free. The software is compatible with most operating systems including Windows 10.

Doors Enterprise offers a range of useful reporting tools including Roll Call, Attendance/Absence and Time Sheets. These are easily

created with the simple ‘Wizards’. The Dormant Card policy allows you to decide how long a card should legitimately not be used. This helps with users who are no longer authorised to access the property. It is multi-user and can be used across multiple sites. Up to 25 custom database fields can be created to tailor the software to your requirements.

Biometric Reader:Continuing a tradition of product innovation, Progeny are delighted to announce the launch of their first Biometric reader. Biometric authentication is used as a form of identification and access control. Biometric identifiers are the distinctive, measurable characteristics used to label and describe individuals.

Biometric Readers compare a physical feature of the person themselves with a template. If the comparison is successful, an ID number associated with that person is sent to the access control system. Progeny’s biometric fingerprint reader is a real innovation – with

4 stage sequential multi-factor authentication for enhanced security. The new reader allows for 1, 2 or 3 factor authentication as it has RFID built-in.

The fingerprint reader recognises ‘templates’ which are stored on both the reader and the controller – ensuring that is the reader is swapped out, the controller has the back-up data and vice versa. Up to 2000 templates can be stored, allowing the same number of users to use biometric authentication.

The Progeny biometric system is easy to use, with intuitive lighting to indicate success or failure at the reader (green light for authorised, red light for denied). Enrolment to create the fingerprint template simply requires 3 presentations of the finger. The fingerprint sensor on the reader ensures high accuracy and high speed identification.

Biometric access control is now an affordable with the launch of this high quality fingerprint reader, which can fully integrate into existing Progeny systems. With a low unit cost per door, it is accessible to all. n

Our industry is in the midst of a technological revolution. An exciting mix of new devices and techniques have come

to the fore in recent years which have the potential to transform how services are provided, and security teams are rushing to get up to speed.

For the most part this new equipment has been focused around enhanced monitoring and surveillance capabilities. Camera technology has become more and more sophisticated. The development of smaller, wearable devices has also continued apace with patrol teams now able to transmit real-time imaging as well as information about their location and well-being back to a central control centre.

Meanwhile, the use of unmanned aerial vehicles (UAvs) for security purposes is beginning to expand. Able to remotely monitor large areas of land and survey otherwise hard-to-reach locations, they are proving a cost-effective alternative to traditional monitoring techniques for teams responsible for the protection of large, expansive estates.

The advances that these new systems can offer are impressive – not only improving the quality of service provision but also making it more efficient by freeing up employees to carry out more complex tasks. However, it is the information which these systems can gather that offers the most tantalising opportunities for our industry and its customers.

A smarter approachRemote monitoring devices such as advanced camera systems and UAvs have the potential to generate a huge amount of data about a facility and its users. This mix of information has an important role to play in helping teams to identify possible breaches, assess the threat posed, and coordinate a suitable response. It can even be used to populate real-time smartphone apps so that operatives on the ground have access to minute-by-minute intelligence as well as guidance and instruction from a central control team on how best to react.

At a strategic level, this information offers exciting possibilities when it comes to our understanding of the assets

The security industry has seen the dawn of a host of innovative new technologies in recent years which are improving the way security services are provided.

However, it is in the data that these new devices are beginning to generate that the industry’s future truly lies, says Terry Hanley, director of security at Interserve

we protect and how to plan for their long-term security.

Our industry is finally starting to embrace the concept of big data. By integrating the output from these new devices into wider data analytical systems, security professionals are able to develop a more holistic picture of the assets that they are responsible for.

No longer having to wait for retrospective reports and information, security teams can take a proactive rather than reactive approach to security management, identifying activity hotspots and taking pre-emptive action to address any gaps in security provision before breaches or loss can occur. Rather than assigning physical guards to an entrance area simply because it is an access

point, security teams can use the information to deploy their resources more intelligently, focusing on the most vulnerable locations and the real-time needs of an asset.

With security technology continually evolving, it can be hard to know which systems offer the best return on investment. Collating data about a facility will help security teams to make a more informed choice. For example, if analysis shows one area of a site to be particularly vulnerable but unsuitable for manned guarding, security teams can choose to invest in smart cameras. Integrated with geo-fencing technology to demarcate this area as an ‘at risk zone’, these cameras can trigger automated alarms if unauthorised activity is detected within the restricted space.

The bigger picture This more intelligent approach to security management has the potential to transform the way we think about manned guarding, with significant benefits being realised for customers.

By focusing on the most vulnerable areas of a facility, security teams can reduce their physical presence where it is not needed. For industry sectors such as retail and leisure, this is having a positive impact on the end-user experience. In these kinds of environments, a high-visibility security presence can make visitors feel uneasy – customers do want to feel secure but they also want to focus on having an enjoyable experience.

We have recognised this trend and are now working with our g

Page 28: In Security June 2016

26 I June 2016 I IN SECURITy

customers and other facilities services teams to explore how we can best meet the needs of a facility’s users, while maintaining appropriate levels of safety and security. In the commercial offices sector, for example, occupiers and owners want their front of house space to create an engaging and positive experience for visitors and employees from the moment they walk through the front door – and technology is playing a key role in supporting this. By using automated visitor management and access control systems to remotely process and track people through a building, we have been able to reduce the number of guards physically present in the front of house space.

Applied in the correct way, this does not result in any reduction in the perimeter security of the building – in fact, automated systems are helping us to reduce the risk of security breaches through loss or theft of ID cards. Nevertheless, we recognise that maintaining eyes on the ground is still important. It is much easier to develop people’s security awareness than it is to develop their hospitality skills. To ensure that a good user experience is maintained without compromising

on security, therefore, we are now training front of house employees in basic security techniques to help them stay alert to potential threats.

Unlocking the potential Making data analysis a standard part of the security role will present challenges. Additional training will be required to ensure security teams are up to speed with the new systems and can administer them properly, while data protection protocols will need to be continually reassessed and updated to protect the information generated. Integrating

new analytical programmes with a variety of information sources also remains problematic and more work is needed to develop common platforms and systems with open protocol integration in mind.

However, the benefits of getting this right will far outweigh the difficulties. By embracing a big data approach and using this knowledge to deploy resources more effectively, security teams will be able to provide a more intelligent service – keeping people safe while also ensuring the best possible customer experience. n

Rapid technological progress drives the video surveillance industry into the era of Big Data. Higher

resolutions, higher frame rates, excellent dynamic ranges and better light sensitivity are key when it comes to capturing images that can distinguish individuals or objects for irrefutable evidence around the clock.

At the same time, the amount of data is getting larger by the minute. More than 30 million surveillance cameras operating in the US alone (NBC) – adds a wealth of valuable data to security and non-security applications. What’s more, surveillance video now accounts for 65% of all global Big Data available for analysis. But here lies the problem. To translate this data into real security benefits all this data requires evaluation. Keeping an eye on relevant signals is an increasingly tall order for system operators, especially because the average security operator can miss 90% of activity after viewing a screen for only 20 minutes. And according to a recent report by Big Blue, over 90% of all collected data is never analyzed or acted upon, although large amounts

could potentially be relevant. To make sense of this flood of

data, security operators and users should be enabled to focus on what’s relevant for their video surveillance application. In response, the industry sees the rise of intelligent devices embedded with video Content Analysis (vCA) software. A rapid growth segment expected to reach $1303.8 million by 2019 (IHS), video Content Analysis software helps extract relevant information from increasing feeds of data – and sound the alarm whenever customized triggers occur.

A paradigm shift: Relevant data instead of Big DataResponding to this trend, Bosch makes a long-term commitment to relevant data. Known as a pioneer of advanced camera technologies – including light-sensitive (low light) starlight cameras, 4K ultra HD technology and dynamic ranges up to 120 dB – the company will continue to deliver the resolution, light sensitivity, frame rate, dynamic range and form factors that suit customers’ needs.

But to fully support security and non-security applications in the era of Big Data, Bosch is also

committed to adding sense and structure to data by implementing video analytics at the edge – pre-loaded into cameras – as a standard feature starting in June 2016.

It’s a paradigm shift driven by an essential insight: The industry’s focus on image quality is no longer enough. Users also need the ability to focus on relevant data and easily extract relevant information from it – and do so in a way that suits their applications. For Bosch, adding video analytics at the edge as standard, with no extra investment or license fees, is the way forward.

Clear image, actionable dataFirst introduced in 2012, Bosch starlight cameras deliver the highest quality video surveillance under extreme low-light conditions. Starting in June 2016, the starlight portfolio is enhanced further, with a new generation of cameras offering higher light sensitivity and dynamic ranges, as well as video analytics as built-in standard. It’s the perfect combination of powerful hardware and the latest achievement in video Content Analysis (vCA). And for the first time, this state-of-the-art level of security is also

IN SECURITy I June 2016 I 29

g

Page 32: In Security June 2016

available at the mid-range: The new DINION IP starlight 6000 fixed box cameras and FLEXIDOME IP starlight 6000 dome cameras come factory-loaded with Essential video Analytics capabilities.

Bosch starlight technology – making darkness totally visible

Looking at the complete Bosch starlight portfolio, users can choose from a variety of form factors fit for a range of applications: from fixed cameras to fixed or moving dome cameras, all the way to explosion-proof cameras or highly ruggedized moving cameras for tough conditions. All latest starlight models – including the DINION IP starlight 6000 and 7000 and the FLEXIDOME IP starlight 6000 and 7000 – live up to the starlight name by penetrating darkness like no other cameras.

Bosch starlight cameras offer sensitivities of 0.00825 lux in color and 0.00275 lux in monochrome at 1080p resolution. In other words, they provide full-color images where other cameras go monochrome, and are still capable of delivering detailed monochrome images where other cameras fail to show any image at all. This capacity – yielding detailed images from the lowest-light conditions – is matched by the capacity to select relevant information from terabytes of video data thanks to built-in video analytics.

Security scenarios: Video analytics in actionAs security enters the era of big data, video analytics at the edge help substantially reduce the margin of error that comes with time-consuming 24/7 human surveillance. Bosch’s Essential video Analytics and Intelligent video Analytics both offer the same intuitive interface to help users configure rules based on applications and security needs. Here are some use cases:

Perimeter securityWhen it comes to securing the perimeter of buildings and vital infrastructure, commonly used alarm triggers include movement and behavior patterns near a fence line, as well as objects left in the vicinity. Intelligent video Analytics automatically triggers an alarm (for example if someone climbs a fence or leaves behind an object) and also allows for intelligently tracking moving objects.

Retail environmentsvideo analytics at the edge not only wards off shoplifters and detects unwanted behavior. Smart video surveillance also unlocks critical data sets on performance in retail environments by counting customers, tracking times of day with the most footfall, and analyzing behavior.

Traffic managementPerfect for parking garage operators and to monitor access roads, video analytics solutions are able to count traffic, detect cars stopped at the emergency lane, and trigger alarms for cars parked in restricted areas.

Crowd controlCount people, monitor irregular crowd activity in protected areas or assembly of crowds in critical zones.

Forensic searchBy automatically adding metadata to recorded feeds, both Essential video Analytics and Intelligent video Analytics can provide event recognition during playback of recorded video, even for events not originally set up as alerts. With forensic search, users can simply review archived footage using new detection criteria.

OutlookAs the number of cameras – and the demand for more detail – continues to increase, video surveillance needs to advance into the era of Big Data. Bosch focuses on delivering relevant images through the ideal combination of light sensitivity, dynamic range and form factors – for various applications, under the most demanding conditions. In order to future-proof our customers’ investment in video surveillance solutions, we’ll be offering video analytics at the edge as a standard feature to help keep video data usable and manageable. n

Security Essen – What is new in 2016The world’s leading fair will give more room to constructional fire prevention – from fire prevention concepts via escape route planning and equipment right up to extinguishing water installations. Additional live demonstrations on the entire fair site will offer totally new attention-grabbing presentation possibilities to the exhibition area.

In the IT Security area, the protection of critical infrastructures will be the focus of interest to an even greater extent. In times of Industry 4.0, companies are collecting, storing and evaluating ever greater data quantities. Secure big data management will thus

be a top subject for Security Essen. Therefore, IT Security and Economic Protection will be two new categories of the Security Innovation Award with which Messe Essen honours outstanding innovations in the exhibition portfolio.

With regard to Mechanical Security Technology, the trend is increasingly heading towards complex system solutions with IT or electronic components. The top subjects at Security Essen 2016 will thus include integrated solutions for intruder protection. Intelligent video surveillance will be a central

exhibition area in Electronic Security Technology, just like smart border solutions. These will relate not only to technical possibilities but also to correct data protection.

In the subject field of security services, the leading German associations, Bundesvereinigung Deutscher Geld – und Wertdienste e. v. (BDGW – “Federal Association of German Money and valuables Services”) and Bundesverband der Sicherheitswirtschaft (BDSW – “Federal Association of the Security Industry”), will once more be involved with large event

areas. Since there is an ever greater need for solutions for the security of employees and corporate know-how abroad in the globalised world, the complex of subjects relating to global travel security will be extended in 2016.

The Outdoor Site Security exhibition area will concentrate to a greater extent not only on the protection of companies but also on the protection of high-security areas such as embassies or airports. In this respect, Security Essen will once more set standards for active and passive security systems.

Starting Signal For The ModernisationAfter an intensive planning phase, the starting signal for the modernisation was given at Messe Essen today. Together, Essen’s Lord Mayor Thomas Kufen and the boss of the fair company Oliver P. Kuhrt opened the new Info Pavilion as a symbol for the start of the construction. Thus, the work on the New Messe Essen has begun officially. In the first construction phase, a glass foyer covering 2,000 m² and thus the new visiting card of Messe Essen will be created in the East entrance area. Inside the site, attention will focus on the clear, single-storey structuring of the halls and on the technical modernisation.

The New Messe Essen will be characterised by open, functional architecture, simple orientation, flexible logistics and modern technology. “With the beginning of construction today, a fair site which will be one of the most modern anywhere in Germany is being created at the Essen location,” commented Thomas Kufen, Lord Mayor of the City of Essen. “I am very glad that we are consolidating the location advantages of our city with this project and can present ourselves to guests from all over the world as an attractive marketplace.”

The modernisation concept is concentrating on the demands of exhibitors and visitors. “We have listened to our customers carefully and are implementing their expectations for a contemporary fair site in a consistent way,” explained Oliver P. Kuhrt, CEO of Messe Essen. “Thanks to modern architecture, a spacious, single-storey hall structure with simple path guidance and high technical standards, Messe Essen will offer perfect conditions for both trade and consumer fairs in the future.”

In detail, the concept makes provision for the clear structuring of the halls. Thus, 18 sometimes small-scale halls will now be turned into eight large halls in total. That will simplify the orientation and the logistics and will also offer completely new possibilities to the booth construction. For example, all the halls will permit even two-storey booth construction in the future.

The architectonic highlight of the New Messe Essen will be created in the first construction phase. The modern glass foyer covering around 2,000 m² in the East entrance area will be an inviting starting point into the day at the fair and will be linked directly to the underground railway by its distinctive, deep-projecting canopy. The completion of the foyer in the late autumn of 2017

will form the conclusion to the first construction phase and will provide an occasion for a large opening gala which Messe Essen will celebrate with numerous invited guests.

New conference and congress rooms which will have various sizes, will be equipped with the newest event technology and will meet the growing demand for conference space will then be connected to the foyer.

Moreover, the conversion will encompass the energy supply and the air conditioning so that the newest ventilation technology will ensure a stable temperature and a high air quality across various halls. After the complete modernisation in the autumn of 2019, the entire fair site will be on a uniformly high technical level.

The new appearance of Messe Essen will be rounded off by the setting-up of a vIP Lounge with its own entrance and separate access road. Here, visitors will have the opportunity to retreat into an appealing ambience for discussions or simply to take a timeout away from the hustle and bustle of the fair.

Anybody who would already like to take a look into the new vIP Lounge or the new foyer today is being cordially invited to visit the Info Pavilion of Messe Essen. Here, any interested people will not only learn everything worth knowing about all the aspects of the modernisation but also be able to take a virtual trip through the New Messe Essen. The Info Pavilion is located opposite the Grugahalle in the P1 car park and is open from 3 p.m. to 6 p.m. on Wednesdays as well as from 12 noon to 3 p.m. on Saturdays and Sundays. The visit is free of charge.

On its website, Messe Essen is also providing information about the individual construction phases, the construction logistics concept, the guided tours of the fair site and much more.

I know it’s rather blunt, but I wish I could send the above to every purchasing manager in the country. Why? Because it would lead to

them receiving better security! To explain this, we need to take a

step back and look at the difference between the two and how they relate. Commodity purchases are the raw products, sometimes they are identical, other times they may be generally similar, but with some variances. As an example, let’s take a look at the office paper; you could have two stationery suppliers both offering the identical paper product, however at two vastly different prices, the obvious purchasing decision is to use the cheaper supplier. Alternatively, you could be offered different paper products by the suppliers, in which case you compare the products, in this case probably looking at whiteness, texture and whether there is a difference in print quality. The purchasing manager then has a choice and may have to balance quality against cost; this may need to consider whether the paper is only for internal use or is what is sent out to clients.

Service can intermingle with the provision of a commodity, and this is not whether the person delivering the office paper is polite or grumpy.

It is how long the supplier takes to send out the order, whether the correct items are received, if there is a problem is it rectified quickly and without fuss? Now some of these can be taken into consideration and worked around; if the supplier of cheaper paper takes a week to fulfil an order, as opposed to the more expensive supplier’s same day service, you can plan ahead and make sure you hold sufficient stock, however there is still a point where if the service is below a certain point in reliability it becomes unsatisfactory.

Sometimes what is being purchased is clearly a service with easily measurable outcomes. Office cleaning can be measured by whether the office is tidy, how this is achieved can be done by various methods, e.g. a short period of cleaning on a daily basis or one longer weekly clean. Other service provisions may be reactionary and a service level negotiated on business needs, e.g. a two-day repair call out may be sufficient for most equipment, but something that is business critical may need guaranteed response within hours.

At times whilst the product remains the same, the service can vary wildly. An obvious example of this is restaurant chains. Most people have experience going into

a different branch of a chain and noticing that the service received is of an entirely different calibre to what they have previously experienced, either better or worse, and it can change their perception of that business, even when the product received is identical. Similarly, there can be businesses where you are confident that the service level will be the same, irrespective of which branch you visit.

Whether the supplier is a local small business or a national / international business operating from strategic hubs shouldn’t affect the decision, there will be good and bad suppliers at both business sizes. Equally if you have a number of sites that you are purchasing for, it may be simpler to negotiate with one national supplier, but is the quality the same across all the locations? There may be times when one size does not fit all.

So how does this relate to security? If you are purchasing security products, it is likely to be the same process as buying paper. you can decide how long you are willing to wait for delivery, you can tolerate the grumpy installer, and you can risk assess how long is acceptable before faulty equipment is repaired. However, security guarding is different.g

Page 40: In Security June 2016

The Security you Deserve

Looking at the previous examples, certain differences stand out. Unlike your raw products, you don’t have the option of stockpiling to compensate for poor service, having additional security staff sent would not be an acceptable arrangement for having no cover the following week! However, when you look at the examples of services, there are clear comparisons; where the desired outcome is protecting the assets of a company, there are different possibilities, e.g. reducing the number of security officers, but increasing the amount of assistive technology such as CCTv to maintain effectiveness. Unfortunately, like other service industries, it is possible for the quality of service to vary. This is where you need to ensure you select a supplier who is willing to invest in both staff selection and staff training with the aim of delivering a consistent high quality service.

In order to receive a quality service, purchasing managers need to consider the consequences of how they put contracts out to tender. Too many security guarding contracts are negotiated and based on having a presence on site rather than what the security officers are expected to do. It is too common to see tender requests which list only number of man-hours and locations, rather than the consistency of duties.

If the company was recruiting a new employee, they wouldn’t contact each applicant and simply ask who was willing to accept the lowest wage for doing the job, they would look at what was an appropriate rate for somebody performing that task and then seek the best candidate. They may even consider paying slightly

more if they found an exceptional person. Additionally, you would take references to confirm that it is the right candidate, anybody can make their Cv look good, before you select, you check that the reality is likely to match the promise.

Anybody can sit in a gate house and press a button to open a barrier, you might even succeed in getting them to wander around the site in the evening. Finding somebody who will diligently check each person arriving on site, verify identity and reason for being there, then competently direct them to the right location; followed by spending the evening patrolling the site, checking that doors and windows have been closed and secured, looking for signs that the fence has been tampered with whilst remembering whether that razor wire at the top of the fence was bent in that way on the previous patrol or has somebody recently tampered with it; all whilst having the back up of supervision that the security officer can call upon for support; that is the person who is going to protect your assets.

Purchasing Managers need to remember that when purchasing security, that they are buying the competency of a team of individuals, and that team is not just the security officers on site, it is the security officer who will cover holidays and absences, the supervisor who checks on them, the trainers who make sure they have the skills and keep updated with new skills, the support staff who make sure they have uniform, have been paid, etc. and the management.

The security officer is normally the first person who greets your visitors, including prospective customers,

and is their first impression of your business. They are the person that ensures when you arrive at work in the morning that you can start work straight away because the computers were not stolen overnight, the production line wasn’t vandalised, the stock is still there, the tap that was accidentally left running was turned off, etc.

It is often the support that is undervalued and ignored when negotiating a contract, the focus often being the cost of the wages of the security officers on site especially where there is existing staff on site who will inevitably transfer across to the new contractor; this however should be the point that the client should be looking at what management support is in place and how a potential new contractor will get the best out of the existing staff.

The next time that the security contract is up for review, please remember not all security companies are identical, you are buying a service which includes the security officer on site and the training and support of that individual. Cost will always be a factor, but it can be possible to find a supplier with the experience and passion for service without breaking the bank. Careful selection of supplier is always worthwhile. Caveat emptor!

Hang Nadim International Airport (Indonesia) has demonstrated considerable growth

ambitions in recent years, as the airport is becoming a major hub for both domestic and international connections. But the airport’s growth also coincides with increased safety requirements, and a continuous effort to prevent accidents, fatalities, injuries or significant damage. To be ready for future growth and to offer its passengers more security, Hang Nadim International Airport recently invested in advanced thermal video security technology from FLIR Systems.

Hang Nadim International Airport is located in Batam, Riau Islands, Indonesia. Batam, an Indonesian island located close to Singapore, has quietly emerged as a domestic hub with a large volume of transit passengers. Mostly serving domestic flights, all the major domestic carriers operate out of Batam with services to Jakarta, Surabaya, Bandung, Medan and Padang. Originally developed as an alternative airport for Singapore Changi Airport, Hang Nadim Airport

has facilities and the longest runway (4,000 m) in Indonesia, sufficient for wide body aircraft Boeing 747s and several times more passengers than it is currently serving.

Securing the airport perimeter security is a serious issue for airport authorities. The threat of terrorist attacks at airports is never far away. And although passenger screening inside airports has received its due attention worldwide, the airport perimeter often remains a weak spot at many airports, giving intruders much too easy access to airplane runways and taxiways. This has not escaped the attention of Hang Nadim International Airport officials. Until recently, the airport’s 16 kilometer perimeter was only secured by a fence, in combination with CCTv cameras and frequent patrols of security personnel. This approach was insufficiently covering the airport’s security issue, in at least two ways.

First of all, it’s very difficult for security patrols to be everywhere all the time, certainly with the size of the perimeter in mind, so 100% coverage is not possible this way. Second, CCTv cameras cannot see

during the night without lighting, which would be very costly to install along a 16 km perimeter. Once inside the perimeter area, it would be almost impossible to install lighting poles across the airfield to support CCTv cameras, because they could possibly obstruct the movements of the aircraft on the runways and taxiways.

Thermal security cameras After thorough research, the airport authorities decided to use thermal imaging cameras from FLIR Systems to monitor the entire perimeter. FLIR thermal security cameras can see as well at night as they can during the day. And unlike conventional CCTv cameras, they are not dependent on visible light or supplementary illumination from lights or lasers. 27 FLIR FC-Series cameras with 19 mm and 35 mm lens are now used to monitor the perimeter. In addition, Batam airport installed two FLIR PT-602CZ long-range multi-sensor thermal & visible pan/tilt cameras and two FLIR Ranger® R2 high-resolution radar units to have a complete overview of the airport’s aprons, taxiways, and four-kilometer long runway. g

FLIR FC-Series cameras provide optimal intrusion detection in challenging imaging environments.

Page 48: In Security June 2016

46 I June 2016 I IN SECURITy

The PTZ camera and radar complement each other really well and make it virtually impossible for anyone to enter the airfield unnoticed. The Ranger R2 radar accurately detects people and vehicles up to a 1,400 meter range. And, it operates in virtually any climate, weather or lighting condition to provide 24/7 security, scanning 360° every second. Whenever a target is picked up by the radar, an alarm is sent to the FLIR Sensor Manager video management system. This will in turn activate the automatic slew-to-cue mechanism of the FLIR PT-602CZ pan/ tilt camera. This means that the pantilt camera is automatically steered to the exact latitude, longitude and elevation of an alarm, provided by the radar, so that the security personnel in the airport control room can instantly see what’s going on on the visible and thermal camera image. In addition, all thermal video footage is recorded in real time by the FLIR DNR500 network video recorder.

complete overview of the site According to the airport’s Chief of Aviation Technics, the FLIR security monitoring system is performing extremely well 24/7 and the authorities have already been able to detect intruders shortly after the installation of the thermal cameras. The fact that the airport does not need to install any lighting to secure the entire area and perimeter has proven to be a great cost-saver. In addition to this, the detection range of the radar and pan/ tilt systems are so wide that only two units are needed to cover the entire area. The airport officials also value the video analytics on the FLIR FC-Series cameras as they provide optimal intrusion detection in challenging imaging environments. This allows the airport control room staff to take immediate measures whenever that is needed. n

The PTZ camera and radar complement each other really well and make it virtually impossible for anyone to enter the airfield unnoticed

Thanks to their long detection range, only two radar and pan/tilt systems are needed to monitor the entire airport area.

When an intrusion alarm is generated, the security personnel in the airport control room can instantly see what’s going on on the visible and thermal camera image.
