INVITATION TO BIDP134.8M DOTC-MRT III SECURITY SERVICES

Ensuring the safety and security of train commuters is one of the main objectives of DOTC-MRT III. Today, more than 600,000 train passengers take the 16.9-km train system from North Avenue to Taft Avenue Station daily. In maintaining order and ensuring the security of passengers, facilities and equipment, DOTC-MRT III will be bidding out the security services contractfor the MRT 3 System, including the deployment of 500 security personnel.

A complete set of Bidding Documents may be purchased by interested Bidders or through their duly authorized representatives starting November 30, 2012 from 8:00 AM – 5:00 PM from the BAC Secretariat at Unit 153 15th Floor, The Columbia Tower, Brgy. Wack-Wack, Ortigas Ave., Mandaluyong City upon payment of a non-refundablefee of P75,000.00 to the DOTC Cashier.

Bid documents may also be downloaded free of charge from the websites of the Philippine Government Electronic Procurement System (PhilGEPS) (www.philgeps.net) and the DOTC (www.dotc.gov.ph), provided that Bidders shall pay the non-refundable fee for the Bidding Documents not later than the deadline for the submission of their bids.

A Pre-Bid Conference will be held on December 7, 2012, 9:00 AM at the Department of Transportation and Communications, 16th Floor, DOTC Conference Room, The Columbia Tower, Brgy. Wack-Wack, Ortigas Avenue, Mandaluyong City which shall be open to all interested parties.

Bids must be delivered not later than 2:00 PM on December 19, 2012 at Unit 153, 15th Floor, The Columbia Tower, Brgy. Wack-Wack, Ortigas Avenue, Mandaluyong City. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid opening shall be at 2:00 PM onwards on December 19, 2012 at 16th Floor, DOTC Conference Room, The Columbia Tower, Brgy. Wack-Wack, Ortigas Avenue, Mandaluyong City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend atthe address above. Late bids shall not be accepted.

The DOTC-MRT III reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the a�ected bidder or bidders.

The DOTC-MRT III now invites bids for security services with the following speci�cations:

2. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as speci�ed in the Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

3. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations.

4. The prospective bidders must be licensed and registered Security Agencies who can meet the following minimum technical requirements: • In the Security Agency business for at least three (3) years • Must have a valid and current Regular (Not Provisional) License to Operate (LTO) a Private Security Agency issued by the PNP-Supervisory O�ce for Security and Investigation Agencies (SOSIA) • A valid certificate of Good Standing duly issued by the Philippine Association of Detectives and Protection Agency Operators (PADPAO), Inc. as of the month prior to the publication of the ITB • Must meet the additional set of Technical Specifications as stated in the Bidding Documents

1. The METRO RAIL TRANSIT III (DOTC-MRT III), through its General Appropriations Act of 2012, intends to apply the sum of ONE HUNDRED THIRTY FOUR MILLION EIGHT HUNDRED SIXTY TWO THOUSAND PESOS (P134,862,000.00), inclusive of VAT, being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of DOTC-MRT III SECURITY SERVICES REQUIREMENT. Bids received in excess of the ABC shall be automatically rejected at bid opening.
