( FOR UNANI MEDICAL COLLEGES )

PREAMBLE

1) The Association of Muslim Minorities Medical Educational Institution of Maharashtra, Pune

was established in 2003 and registered under the Societies Registration Act 1860 at No. MAH/

1469/2003 dated 3rd December 2003.

2) The objectives of the said Association (AMMMEI) are

a) To give information about the rights vested under the Constitution of India for

establishing and administering Medical Educational Institutions established and

administered by the Muslims. To conduct Common Entrance Test of the students for

admission to the unaided and Management Seats of Unani Medical Course of the

member Institution.

b) To collect information about difficulties faced by Muslim Minority Medical Educa-

tional Institutions and to give advice and to find ways and means to resolve such

difficulties.

c) To collect and disseminate the information and to compile and publish the same for

the better and proper administration of the Muslim Minority’s Medical Educational

Institutions in Maharashtra.

d) To guide the member institutions to establish new Associations of Medical Courses.

e) To arrange conferences, meetings of the member Institutions alongwith Govern-

ment & other educational authorities.

f) To work for the betterment and expansion of the Educational activities of the member

Institutions.

g) To maintain the Library for the use of the member Institutions and make them

available, the literature, books, Govt. orders and Court decisions in respect of rights

guaranteed to the Linguistic and Religious Minority Educational Institutions under

the Constitution of India.

In the case of P. A. Inamdar V/s. State of Maharashtra, the Hon’ble Supreme Court ofIndia in its judgement dated 12/8/2005, has decided that the Government Quota andReservation in Unaided Minority Education Institution cannot be enforced and furtherthat Minority Educational Institutions are entitled to admit Non-Minority and N.R.I.candidates. Further Muslim students from outside State can also be admitted. Basedon this judgment, this year admissions will be carried out.

The right guaranted under article 30 (i) of the constitution of India were clarified by theHon’ble Supreme Court in TMA PAI case, further in Islamic Academy & P.A. InamdarCase sum of the silent points have been further clarified. Base on these Judgementsfor several years CET conducted by the Association.

From A. Y. 2006-2007 till year 2013-2014 PNS has allowed our Associate to conductCET for Unani Medical College / Institution for admitting students in six Unani MedicalColleges / Institutions both for UG & PG Courses.

For A.Y. 2015-2016 permission for conduct of Common Entrance Test by our

Association for admission of students in 06 Unani member Colleges was rejected

by the Pravesh Niyantran Samiti, vide minutes of the meeting dated 16.01.2015

this decision of the Pravesh Niyantran Samiti was challenged by our Association

before Hon. Bombay High Court by W.P.No. 5107/15 By an Interim order dated

26.08.2015, the Hon. High Court permitted our Association to conduct our own

CET.

All admissions in aided and un-aided Unani Medical Colleges in the State will be

carried out as per Hon’ble, Supreme Court. Judgment of 12 / 8 /2005 in case of

P. A. Inamdar & others V/s. State of Maharashtra & others.

Common Entrance Test 2015 will be in the form of multiple-choice questions.

The admission will be on the basis of merit List of Common Entrance Test 2015 for

Muslim Minority

10. This brochure for AMMMEI - C.E.T. - 2015 contains single application form for entrance examination.It also contains Rules for admission, process of selection etc. as per the directions of Pravesh NiyantranSamiti, Govt. of Maharashtra vide its letter dated 7th April 2011These Rules are applicable only for the Academic year 2015 - 16.Admissions in these institutions are subject to the permission granted by CCIM, Govt. of India, New Delhi.

11. DEFINITION “The Competent Authority” The Competent Authority is an authority appointedby the Association which will conduct the CET, declare the result, supervise &control the selection process. The Chairman of the Competent Authority shall be anAppellate authority. Further the Competent Authority will issue necessary executiveinstructions for implementation and provide relevant information to be published orcommunicated. The Competent Authority shall consist of chairman and 2 members.

12. CONDUCT OF AMMMEI - CET- 2015.

12.1 AMMMEI - CET-2015 shall be conducted by the Competent Authority appointed by

The Association of Muslim Minority’s Medical Educational Institutions of Maharashtra,

Pune. The Entrance Examination shall be conducted for the admission to B.U.M.S.

Courses for Management Quota and Unaided College Seats.

Candidates should go through the contents of this Brochure & Rules carefully and for

any clarification and genuine doubts / difficulties approach the Competent Authority.

Further information of admission process will be updated and published regularly on

the Association official Website : ammmei.org

12.2 CET-2015 will be conducted to fill unaided and Management quota seats for admission

of B.U.M.S. Course at the following centres only.

Candiadate has to indicate at the time of submission of Form at which centre he /

she would like to appear for AMMMEI - CET-2015.

Due to unforeseen circumstances during the conduct of C.E.T. and in the contingencies

like incidence of mass copying, leakage of question paper, entrance of unauthorized

persons in the examination centers/halls, natural calamities, riots, etc. rendering it

impossible for the smooth conduct of AMMMEI - CET-2015, the Competent Authority

may cancel the examination. It shall further notify on the official Website of the

Association fresh programme for conduct of AMMMEI - CET-2015.

12.3. Syllabus for the AMMMEI - CET-2015 will be same as for the current year for HSC

Examination of HSC Board of Maharashtra for Physics, Chemistry and Biology.

12.4 The AMMMEI - CET-2015 will consist of one common question paper in the subjects

of Physics, Chemistry and Biology, (Botany & Zoology) consisting of 200 Multiple

Choice Question (MCQ’s) 50 in Physics, 50 in Chemistry & 100 in Biology. There is

no choice among the questions. The candidate is expected to attempt all the 200

questions. Out of four circles provided for selection of answer against a question,

the candidate should fill up one circle only. Each correct answer will be given one

mark. There shall be no negative marking for wrong answers. Scratching, overwriting

tick marks & multiple answers will be considered as wrong answers and no marks will

be allotted to them.

12.5 Duration of paper will be of 3 hours. The medium of examination shall be URDU.

12.6 No candidate will be allowed to appear for AMMMEI - CET-2015 unless he / she

holds admit card issued by the Competent Authority.

12.7 FUNCTIONS OF THE COMPETENT AUTHORITY

The Competent Authority will conduct AMMMEI - CET-2015 and display the Common

Merit list on the official Website of the Association www.ammmei.org The Competent

Authority will declare the final merit list of candidates on the basis of AMMMEI - CET-

2015 merit on 19.09.2015.

The Chairman of the Competent Authority will be the Appeallate authority for

representations / queries / complaint of the candidates on merit list.

13. AVAILABILITY OF FORMS :

13.1 Application forms will be available at the centers shown in Annexure “A” on pay-

ment of Rs. 1000/- by D.D. drawn in favour of The Association of Muslim Minorities

Medical Educational Institutions of Maharashtra, Pune payable at Pune.

13.2 Duly Filled in application form should be submitted on the following Centers.

14. ELIGIBILITY

A candidate will be eligible for admission to B.U.M.S. course for the year 2015-16 on

fulfillment of the following conditions:

14.1 The candidate may be an Indian National from any State Separate elegibility

criteria required for NRI and Foreign Nationals.

For Nationality proof - School Leaving Certificate of HSC / 12th Std. indicating

Nationality of the candidate as Indian as an additional certificate can be considered

for proof of Nationality.

14.2 The candidate must be medically fit and must submit a certificate of medical fitness

as per the Performa (Annexure – B)

14.3 A candidate must have appeared or passed the qualifying examination i.e. Higher

Secondary Certificate (HSC) or equivalent examination (with English, Physics, Chem-

istry, Biology as subjects) NRI’s and Foreign Nationals shall submit eligibility certifi-

cate obtained from Maharashtra University of Health Sciences, Nashik.

14.4.1 The candidate must have obtained the passing grade in Physics, Chemistry and

Biology at the HSC (or equivalent) Examination. The candidate should have of-

fered and passed Urdu as subject at SSC (or equivalent as prescribed by CCIM,

New Delhi) Examination.

14.4.2 ADMISSION TO B.U.M.S. COURSE

A candidate must have passed in Physics, Chemistry and Biology (PCB) at AMMMEI

Common Entrance Test i.e. CET-2015.

Based on Hon’ble Supreme Court order in P. A. Inamdar case, admission quota

category in unaided colleges will be as follows ;

(i) 85 Percent Muslim Minority Quota :

For Minority candidate, A.M.M.M.E.I. Common Entrance Test 2015 shall be

the basis for preparing Merit list.

(ii) 15 Percent NRI Quota :

NRI Quota means as defined by the Hon’ble Supreme Court in P.A. Inamdar

V/s. State of Maharashtra case or as would be defined by State Act.

For NRI candidates, there will be no CET. However NRI quota Merit list will be prepared

on inter-se basis If sufficient candidates in one of the above category are not available,

then seats will be made available to other category as referred to above.

Based on above, counseling will be carried out at Association office at Pune at following

address : Z. V. M. UNANI MEDICAL COLLEGE & HOSPITAL,

2390, K.B.Hidyatullah Road, Azam Campus, Camp, Pune - 411 001.

14.4.3. FEE STRUCTURE

Fee Structure of unaided colleges / unaided seats is decided by Shikshan

Shulk Samti Maharashtra State from time to time. This fee structure will be submitted

by the college and get approved in due course of time. Therefore, the fee structure

will provisionally be the same as the last year subject to change after decesion of the

Shikshan Shulk Samiti Maharashtra State.

14.4.4 MANAGEMENT QUOTA

This year quota of Management is 50 % for aided Colleges and for the un-aided seats /

colleges management quota is 100%. NRI Quota shall be from management quota

Non-minority & Minority students from Maharashtra & all other States of India can

apply.

14.4.5 PAYMENT OF FEES

The candidate shall be admitted only on payment of full fees

14.4.6 REFUND OF FEES

I) If a candidate cancels his / her admission before the cut-off date, then college /

Institute has to deduct only Rs. 1000/- as administrative charges and balance amount

of fees paid by a students be refunded within two days, otherwise the same amount

to profiteering and charging of capitation fees. The Samiti further directs that the

college / Institute should also return the original documents / certificates collected

from the students within two days.

II) If a candiates expires within three months from the date of admission full refund

shall be made after dedcuting Rs. 1000/- as administrative charges.

III) After cut-off date except in (II) above no refund shall be made.

15. APPLICATION

15.1 Prescribed application form can be obtained from the Centers as shown in Annexure

“C” against DD/Pay order drawn on any Bank in the name of the Association of

Muslim Minorities Medical Educational Institutions of Maharashtra, Pune, payable at

Pune for Rs. 1000/- ( Rupees One Thousand) Only. The application form & information

brochure can also be obtained by Post by sending the Demand Draft of Rs. 800/-

15.2 The application must be filled by the candidate in his/her own handwriting using

black ballpoint pen. The application form complete in all respect shall be submitted

along with DD/Pay order drawn on the any Bank for the prescribed amount of Rs.

1000/- (Rupees One Thousand Only). in the name of The Association of Muslim

Minority’s Medical Educational Institutions of Maharashtra, payable at Pune at one

of the centers as shown in Annexure - A

15.3 Incomplete application form will be rejected.

15.4 The authorized official at the 6 Centres accepting the Application Form shall issue

Receipt Cum identity Card attesting the Photograph of the candidate with his signature

and stamp.

15.5 Candidate will receive the Admit Card by Regd. Post / Speed Post before

20.08.2015 In case the candidate does not receive Admit Card on or before

23.08.2015 he / she should approach the Association office or the Centre where

the candidate has submitted the Application Form with the Receipt Cum Identity

Card and passport size photograph for Duplicate Admit Card.

The Candidate is required to preserve the Receipt Cum Identity Card and Admit

Card for all future references.

15.6. The candidate shall submit one and only one application form. In case candidate

submits more than one application form, he/she be disqualified for appearing for

AMMMEI - CET-2015.

16. REVALUATION OF H.S.C. (or equivalent) MARKS

If the marks of a candidate at HSC (or equivalent) examination have been revised on

re-evaluation, the eligibility of the candidate may be altered. The candidate will be

permitted to avail the benefit of revised marks subject to his/her representation to

that effect to the Competent Authority and production of necessary proof to the

satisfaction of the Competent Authority. The candidates must note that the Competent

Authority will not be responsible for late declaration of result of such revaluation of

late submission of proof due to any reason whatsoever and request to consider/

reconsider the claim of the candidate arising out of such revaluation shall not be

entertained.

17. PREPARATION OF MERIT LIST.

17.1 BASIS OF SELECTION

Marks obtained by the Candidate at the AMMMEI - CET-2015 will form the basis of

selection.

17.2 Tie-Breaker

In case of equal marks in the AMMMEI - CET Common Entrance Test 2015. Thefollowing procedure shall be adopted for deciding the inter-se-merit.

First Level A candidate with higher total of uncorrected marks in Physics,Chemistry and Biology at the AMMMEI - CET 2015 shall be preferred, if the tiestill persists then :

Second Level A candidate with higher marks in Biology at the AMMMEI - CET2015 Examination shall be preferred, if the tie still persists then :

Third Level A candidate with higher marks in Chemistry at the AMMMEI - CET2015 Examination shall be preferred, if the tie still persists then :

Fourth Level A candidate with higher percentage of aggregate marks at theSSC (or equvalent ) Examination shall be preferred, if the tie still persists, then :

Fifth Level An older candidate will be preferred over a younger candidate.

17.3 The candidates shall receive the mark sheet from the Centers form which they had

submitted their application form.

17.3.1 The mark sheet will contain details regarding marks obtained by the candidate and

their merit number.

17.3.2 Duplicate Mark Sheet.

In case of loss of original AMMMEI - CET-2015. Mark Sheet a duplicate Mark Sheet

can be obtained with a plain paper application addressed to the Competent Authority

of the Association along with a DD drawn of Rs. 1000/- in favour of Association of

Muslim Minorities Medical Educational Institutions of Maharashtra, Pune payable at

Pune.

17.3.3 VERIFICATION OF MARKS

If candidate wishes to verify the Answer sheet a written representation in prescribed

Proforma (Annexure D) should be submitted to the Competent Authority within 3

days of declaration of results alongwith DD / Pay order of Rs. 1000/- drawn on any

bank in favour of The Association of Muslim Minorities Medical Educational Institutions

of Maharashtra, Pune, payable at Pune. The candidate will be given photocopy of the

answer sheet and model answer key after verification by the Competent Authority.

18. SELECTION PROCESS

18.1 AMMMEI - CET-2015. Provisional Merit list will be displayed on the website of the

Association on 12th Oct.-2015.

18.2 After re-verification / re-totaling of marks as per rule 17.3.3 the Final Merit List will be

displayed on the Association Website on 17th Oct. 2015.

18.3 The selection & admission will be made on the basis of final merit of AMMMEI - CET-

2015.

18.4 Any seats remaining vacant after completion of Second round by the Competent

Authority the vacant seats will be filled in by the concerned colleges by displaying

notice on the Association Notice Board. Application form, from eligible candidates

will be invited and on the basis of MHT -CET-2015 marks, the vacant seats will be

filled in.

18.5 Any seats remained unfilled in the Govt. Quota after cut off date declared by the last

round by DMER shall be deemed to have been surrendered and it will be treated as

Management Quota Seats. The College concerned shall fill these seats.

Note : The candidate is advised to refer to the official Website of the Association for

change in dates if any.

Instructions : (i) While deciding the tie, tie breaker rule 17.2 will be applied.

(ii) The candidate must produce following original certificates along with a

set of attested photocopies of all the certificates at the time of reporting to the

Association.

● SSC (or equivalent) passing certificate and

● SCC (or equivalent) statement of marks

The candidate who have taken admission elsewhere should bring letter from the Principal

stating that the original certificates are retained by that Institution. However, the candidate

must produce the attested copies of all original certificates.

19. DISQUALIFICATION FOR ADMISSION

19.1 Any candidate himself or his Authorized Proxy if found obstructing the admission

process or trying to influence it by unlawful manner or creating nuisance the candidate

shall be liable for disqualification from the admission process. The decision taken by

the Competent Authority shall be final and binding.

19.2 Maharashtra University of Health Sciences, Nashik shall take the decision regarding

granting of the eligibility of selected candidates.

19.3 CONDUCT AND DISCIPLINE.

19.4 The student while studying in the Health Sciences Course, if found indulging in

unlawful activities or ragging in any form, contrary to the provisions of Acts and Laws

enacted by the Government, will be liable to be expelled from the College by the

Principal of the College.

19.5 Failure of the candidate in making full and correct statements in the application form

and/or suppression of any information will be liable for disqualification of the candidate

at later date. Such a candidate will be debarred from the entire selection process

and pursuing the course of studies.

19.6 It is the responsibility of every candidate to submit proper documents. Any attempt to

submit documents, which are not genuine, will lead to cancellation of the admission

of the candidate, forfeiture of the fees, deposits and expulsion of the candidate from

the College by the Competent Authority or by his authorized official. The name of

such candidate/s shall be deleted from the Merit List and he/she will not be eligible

for further rounds of the selection process and will be debarred from the selection

process. If deemed fit even criminal proceedings may be initiated by the Competent

Authority or his authorized official against such candidates/their parent.

19.7 RAGGING BAN

Pursuant to the order in W.P.(Civil) No. 656 of 1999, Hon’ble Supreme court of India,

has directed the Department of Human Resources Development and Education Govt.

of India to take all necessary steps to curb the menace of ragging and take severe

action against the students involved in such activities. These guidelines are strictly

implemented. For last Five years no incidence of ragging is reported. As per the

direction of Hon’ble Supremme Court of India every student & his / her parents have

to submit an undertaking in this regard as per the annexed draft

19.8 As per the provision of Maharashtra Act XXXIII known as “ Mahrashtra Prohibition of

ragging act of 1999”, students indulging in ragging can be punished under the Act

resulting in suspension, expulsion from the College and imprisonment.

19.9 Any issue not dealt here-in-above will be dealt with, when arising, fully and finally by

the Competent Authority.

20. INSURANCE SCHEME.

Inaccordance with GR.No. MED-100/880/CR-123/EDU-1, dated 23/10/2003 “Amartya

Shiksha Yojana”, an insurance scheme has been introduced by Govt. of Mahrashtra.

The details about this scheme shall be known to the candidate at the time of admission.
