The Bases Used in Compiling, Processing, Publishing of Imports’ Statistics

1 – Legal Basis :

The statistics included in this publication are compiled, processed and published in

compliance with the General Statistics Law promulgated by the Royal Decree No.

23 for 7-12-1379 H. Article 3 of the law stipulates that the Central Department of statistics and information (CDSI) is entrusted with the task of holding commercial, economic, health, educational, industrial, financial or agricultural statistics as required. Article 2 of this Royal Degree indicates that the CDSI is the sole official statistical reference authority in Saudi Arabia. 2 – Source of Information :

The custom declarations of imports provided by the Customs Department represents the only and basic source of the statistics included in the Kingdom’s import statistics.

All commodities, the data of which shown in these declarations are recorded by the CDSI. Regular meetings and continuous consultations are always held between the concerned divisions in both the CDSI and the Customs Department with aim at improving the flow of data from the customs to the Foreign Trade Division in the CDSI. 3 – Trade System :

Central Dept. of statistics and information is collecting foreign trade statistics so it includes the kingdom’s imports of all commodities and goods to cover local needs.

Those imported commodities and goods subjected to the necessary procedures. Therefore, this bulletin does not include some materials like commodities existing in the transit, banknote and so forth.

4 – Classification Of Commodities :

The basic data on the foreign trade included in this bulletin are based on the 6-digit code of Harmonized System for classification of commodities under the Royal Decree No. M 56 dated 19/10/1407 H . The current 6-digit code which was set forth by the Customs Cooperation Council has been expanded to be the Kingdom’s present 8-digit code by virtue of the Decree of the Minister of Finance 3/1805 dated 19/10/1410 H .

Summary of Most Important Bulletin Indicators

U1- Total Imports:

The value of The Total Import of Kingdom during 2008 was (431753) million S.R with an increase of (93665) million S.R (28%) higher than the previous year. The value of the Import during 2007 was (338088) million S.R with an increase of (76686) million S.R (29%) higher than the year of 2006, and this increase can be explained better by analyzing the structural base of these Import and the volume of the goods and equipment of the total. In addition, the oil prices instability during this year had a direct influence on the Import value, but The Import Weight during 2008 reached (57605) thousand ton against (50181) thousand ton during the year of 2007. This forms an increase of (7424) thousand ton at rate of (15%) more than the previous year.

On the other hand, Asia countries (non-Arabic and non-Islamic) had the highest imports value during this period by (136342) million S.R which represented a rate of (32%) of the total Imports, and this introduced an increase of (34402) million S.R (34%) higher than previous. China is the most important country in this group at a rate of (35%) of the total of this group, Then, Japan at a rate of (26%). However, The European Union had the second level with a value of (126001) million S.R at a rate of (29%) of the total Import with an increase of (16326) million S.R (15%) higher than the previous year. The most important country of this group was Germany is the most important country in this group at a rate of (25%) of the total group, and the next country is Italy at a rate of (14%) of the total of this group. In the third level are North America countries with a value of (65903) million S.R at a rate of (15%) of the total imports with an increase of (16466) million S.R (33%) higher than the previous year. The most important country of this group is The United State of America at a rate of (90%) of the total group. The Islamic Countries (non- Arabic) had the fourth level with a value of (21868) million S.R at a rate of (5%) of the total Import with an increase of (5865) million S.R (37%) higher than the previous year. The most important country of this group was Turkey at a rate of (33%) of the total group, Then, Malaysia comes next at a rate of (21 %) of the total group.

The Gulf Cooperation Council had the fifth level with a value of (18652) million S.R at a rate of (4%) of the total Import with an increase of (4206) million S.R (29%) higher than the previous year. The most important country of this group is Emirates at a rate of (58%) of the total group, and

The most imported goods from U.S.A were Special cars of the clearance year models or the next one with a value of (6066) million S.R at a rate of (10%) of the total country. In the second position was China with a value of (47541) million S.R at a rate of (11%) of the total import with an increase of (14877) million S.R at a rate of (46%) higher than the previous year. The most imported goods from china were Calculators with a value of (2322) million S.R at a rate of (16%) of the total country. Japan was in the third where its imports value was (35251) million S.R and a rate of (8%) of the total imports with an increase of (5688) million S.R (19%) higher than the previous year. Japan most imported goods were Special cars of the clearance year models or the next one with a value of (5039) million S.R and a rate of (14%). However, Germany was the fourth with a value of (32047) million S.R and at a rate of (7%) of the total imports with an increase of (2025) million S.R (7%) higher then the previous year. Where as Italy imports value reached to the seventh position by (17288) million S.R at a rate of (4%) of the total Imports with an increase of (1907) million S.R (12%) more than the previous year, the most imported goods were Tools of the items parts industry tape with a value of (911) million S.R and a rate of (5%) of its total imports. France was the eighth with a value of (15244) million S.R R at a rate of (4%) of the total Imports with an increase of (3745) million S.R (33%) higher than the previous year. The most imported goods from it during this period were Plane Parts which the imports value was (894) million S.R and a rate of (6%) of its total imports. U.K. was in the ninth with a value of (15225) million S.R R at a rate of (4%) of the total Imports and an increase of (2055) million S.R (16%) higher than the previous year. The most imported goods from it were Plane Parts with a value of (3002) million S.R. and a rate of (20%) of its total imports. Finally, Brazil during this period was (10851) million S.R R at a rate of (3%) of the total Imports with an increase of (4287) million S.R at a rate of (65%) higher than the previous year. The most imported goods from Brazil were Uncut frozen meat and bowels sex of Gallus Domes with a value of (2605) million S.R and a rate of (24%) of its total imports.

Concerning the groups volume of the superior

imported goods according to the Harmonized System (H.S) classification, Machines Appliances and Electrical gadgets had the highest imports value during 2008, which reached (117318) million S.R at a rate of (27%) of the total import value with an increase of (17578) million S.R (18%) higher than the previous year and their weight were (2515) thousand ton.

Then, Transport Equipment with a value of (77620) million S.R at a rate of (18%) of the total imports value with an increase of (18180) million S.R (31%) higher than the previous year and their weight were (2131) thousand ton. The kingdom imports value of cars and their parts during 2008 was (53791) million S.R and the car number was (735957). The important countries of the imported cars were Japan with a value of (16917) million S.R and their number was (227623), U.S.A with a value of (13616) million S.R and their number was (196591). Germany with a value of (5236) million S.R and their number was (35846), and South Korea with a value of (3694) million S.R and their number was (83354).

Yet, the value of the Kingdom imported Regular Minerals and its Products reached during 2008 (66012) million S.R at a rate of (15%) of the total of the imports value forming an increase of (15183) million S.R (30%) higher than the previous year and the imported weight reached (10190) thousand ton, Part of which was Iron and its products with a value of (47221) million S.R at a rate of (72%) of the total of these products, (9240) million S.R for Copper and its products at a rate of (14%) of the total of these products, and finally (5573) million S.R for Aluminum and its products at a rate of (8%) of total of these products.

On the other hand, Food Substances reached during 2008 a value of (62199) million S.R at a rate of (14%) of the total imports value which formed an increase of (17384) million S.R (39%) higher than the previous year an with weight of (19557) thousand ton. Part of this was (28091) million S.R for the Agricultural Products at a rate of (45%) of the total of these materials with an increase of (10326) million S.R (58%) higher than the previous year; some of which was barley with a value of (11190) million S.R forming an increase of (3161) million S.R at a rate of (39%) and fruits with a value of (2767) million S.R forming an increase of (626) million S.R at of (29%). The value of imported rice reached to (5772) million S.R forming an increase of (3426) million S.R at a rate of (146%) less than the previous year.

Part of this increase reached (1588) million S.R as a value of living sheep (5) million heads forming a substantial decrease of (273) million S.R. on the other hand, the imported frozen meat with a value of (2019) million S.R which forms a decrease of (2201) million S.R than the previous year.

The value of the Kingdom’s imports, on the other hand, from Chemical and Plastic Products and Rubber Industrial Products reached during 2008 (45933) million S.R at a rate of (11%) of the total imports value forming an increase of (9962) million S.R (28%) higher than the previous year with a weight of (4669) thousand ton. Medicine had the value of (10157) million S.R at a rate of (22%) of the total of these products forming an increase of (1912) million S.R (23%) higher than the previous year and its weight reached (46) thousands ton. Plastic reached (8267) million S.R at a rate of (18%) of the total of these products forming an increase of (1895) million S.R (30%) higher than the previous year and its weight (749) thousand ton.

However, the value of the Kingdom’s imports from Textiles and Their Products reached during this period (13875) million S.R at a rate of (3%) of the total imports value with an increase of (2235) million S.R (19%) higher than the previous year and their weight reached (806) thousand ton.

Obviously, the imports value of Optical , Medical or Surgical instrument and Clocks reached (9656) million S.R at a rate of (2%) of the total imports value with an increase of (1783) million S.R (23%) more than the previous year with a weight of (52) thousand ton.

The value of the Kingdom’s imports of Base Metals And Metals Articles reached during this year (7105) million S.R at a rate of (2%) of the total imports value with an increase of (3101) million S.R (77%) higher than the previous year and the imported weight reached (9999) thousand ton.

Finally, the Kingdom’s imports from The Rest of Goods reached (32035) million S.R at a rate of (7%) of the total imports value with an increase of (8259) million S.R (35%) higher than the previous year and their weight reached (6670) thousand ton.

مليون ريال ممثلة نسبة قـدرها ) ٢٤٥٨٤( حيث بلغت املـواد اخلـاممليون ريـال ) ٧٧٥٨(من إمجايل قيمة الواردات بارتفاع قدره ) %٦(

ألف ) ٢٠١٤٢(عن العام السابق، وبلغ الوزن املستورد ) %٤٦(وبنسبة .طن

On the other hand, the Kingdom’s imports from The Classification of Materials Use where the Intermediate Materials had during 2008 the highest imports value by (197228) million S.R at a rate of (45%) of the total imports value with an increase of (44243) million S.R (29%) higher than the previous year. The imported weight was (45633) thousand ton during 2008. After that, the Consumption Materials that their imports value reached (128014) million S.R at a rate of (30%) of the imports value with an increase of (29230) million S.R (30%) higher than the previous year. The imported weight was (9250) thousand ton during 2008. At last position was the Capitalized Materials of the Kingdom imports, which reached (106511) million S.R at a rate of (25%) of the total imports value with an increase of (20192) million S.R (23%) higher than the previous year. The imported weight was (2722) thousand ton.

Table (2) shows the Kingdom imports according to the material use.

On the other hand, the Kingdom’s imports according to The Classification of Materials Nature, the Imports of Product Materials had during 2008 the highest value by (278640) million S.R at a rate of (64%) of the total imports value with an increase of (55792) million S.R (25%) higher than the previous year. Their imported weights were (13161) thousand ton. Then, the Semi-Product Materials which their imports value reached (128528) million S.R at a rate of (30%) of the total imports value with an increase of (30114) million S.R (31%) higher than the previous year. The imports weight was (24303) thousand ton. Finally, the Kingdom’s imports value of Raw Materials reached (24584) million S.R at a rate of (6%) of the total imports value with an increase of (7758) million S.R (46%) higher than the previous year. The imported weight reached (20142) thousand ton.

3- Imports According TO Transport Means And Custom Ports

Transport expenditures form an important part of

the value of the imported goods and the right choice of the transport means has its economic effect on dealings. Because of the nature of these materials and their using degree and marketing, they have a main and important role in the expenditures.

We can see that most of imports in the Kingdom arrive by Sea where they reached during 2008 (305343) million S.R at a rate of (71%) of the total imports value with an increase of (68597) million S.R (29%) higher than the previous year and their weight was (50123) thousand ton.

Islamic Jeddah port was the first with a value of (159821) million S.R at a rate of (52%) of the total imports value by sea and their weight was (19940) thousand ton. Secondly, was King Abdul Aziz port in Dammam with a value of (115309) million S.R at a rate of (38%) of the total imports value by sea and their weight was (17207) thousand ton.

Next, the imports value by Land ports reached during 2008 (65238) million S.R at a rate of (15%) of total imports forming an increase of (11666) million S.R (22%) higher than the previous year and their weight was (7235) thousand ton.

King Fahad Bridge was in the first position of the land imports value by (18824) million S.R at a rate of (29%) of the total land imports value and their weight were (425) thousand ton. In the second position was Albatha custom by (18071) million S.R at a rate of (28%) of the total of land imports value and their weight (2554) thousand ton.

On the other hand, the imports value by Air reached during this period (61172) million S.R at a rate of (14%) of the total imports value with an increase of (13401) million S.R (28%) higher than the previous year and their weight was (247) thousand ton.

King Abdul Aziz airport in Jeddah was in the first position in the air imports value by (24027) million S.R at a rate of (39%) of the total air imports value and their weight reached (96) thousand ton. Then, King Khalid airport in Riyadh in the second position with a value of (22802) million S.R at a rate of (37%) of the total air imports value and their weights were (86) thousand ton.

Tables (4,5) indicates the Kingdom’s imports according to transport means and the most important custom ports.

4- Kingdom’s Imports From GCC

Kingdom’s imports from Arab Gulf Cooperation Council (GCC) reached the value of (47171) million S.R during 2008 representing a rate of (11%) of the total of Kingdom imports; some of which National Goods with a value of (18652) million S.R including (4563) million S.R as agricultural and animal products, (13551) million S.R as industrial products, and (538) million S.R as natural wealth.

The Emirates had the first position in terms of gulf imports by a value of (23304) million S.R including (10814) million S.R as national goods, (3023) million S.R as animal and agricultural products, (7783) million S.R as industrial products and (8) million S.R as natural resources. The total value of the Kingdom’s imports increased substantially during 2008 by (2378) million S.R (28%) higher than the previous year. Bahrain was in the second position with a value of (18684) million S.R, some of which (4429) million S.R were national goods including (361) million S.R as agricultural and animal products, and (3561) million S.R as industrial products and (507) million S.R as natural resources. Because of these imports the Kingdom imports value reached (1313) million S.R (42%) higher than the previous year. Oman was in the third position with a value of (2137) million S.R; som
