more than 3 millions motorcycle sold in 2020).

Road density: 0.3 km/km2 and 1.12 km/1000 people

1. Overall objectives: Sustainably develop solutions and policies of road safety

to meet current and future requirements; reduce traffic accidents and road

traffic jams in a sustainable way, strive to build a society with safe, civilized,

modern, friendly and sustainable traffic; develop road transport infrastructure

to meet the transport demands and to ensure traffic safety.

2. Specific objectives Annually, reduce 5 ÷ 10% the number of deaths as the result of road traffic accidents.

Reduce traffic congestion in Ha Noi capital, Ho Chi Minh City and some big cities. Improve the capacity, efficiency and responsibility of law enforcement. Develop self-consciousness of compliance to laws of the traffic participants, especially

the drivers of vehicle. (100% students and pupils must be taught laws on traffic safety. 85% of traffic participants are disseminated the knowledge, law on traffic safety.)

Upgrade, improve and enhance the safety condition of road transport infrastructure, special priority should be given to the highway with serious traffic accidents.

Eliminate black points of road traffic accidents; ensure traffic safety corridor for highways.

National highways are basically built and equipped with such traffic safety works as the rest stop along the road, overpass for pedestrians, emergency escape ramps, automatic warning, on-call barriers at the intersection of roads and railways, side-track etc...and especially, lanes for motorcycles and mopeds

2. Specific objectives

Develop a transport system that the disabilities, the elderly and children are accessible in grade-1 cities.

Reduce traffic congestion in big cities: invest in construction and development of mass rapid transit systems in Ha Noi capital and Ho Chi Minh City.

Construct modern traffic control center in grade-1 cities. Continue improving legal instruments of traffic safety, mechanism, apparatus of traffic

safety management from the national to local levels. Develop database of modern traffic safety to meet the demands of management and

research of traffic safety. Modernize traffic monitoring and enforcement systems to serve for patrol, control

and settlement of any violations; Improve the coordination policy between traffic police and other forces;

Improve the monitoring mechanism and sanctions for law enforcement forces on traffic safety; focus on implementing tasks of inspection and supervision of law enforcement force of traffic safety.

Upgrade the system of training, testing, issuing the driving license in compliance with the regional standard and international integration.

50% expressways, national highways are fully equipped with first-aid posts, rescue stations for road traffic; complete first-aid posts 115.

PPP model in infrastructure, vehicle register, driver training, emergency service…

National Highway 1 and other national highway is upgraded to iRAP standard, Urban and

rural roads are improved vastly

ITS application in transportation system, black spot remedies, road safety auditing, road

signs (following Viena Conventional 1968) are improved

GPS tracking for commercial vehicles, driver training and license are better

Road safety public awareness campaigns are carried out effectively

Degree 100 for drunk driving get positive results

Enforcement through camera
