• Governor’s budget FY 2017: $5 million forzero-textbook-cost (ZTC) degrees at community colleges.
• 23 Colleges implementing 33 degrees/certificates- About one-third focus on career technical ed.

• Projected number of students – 23,373• Average textbook costs savings/course is $153• 404 courses in the 33 programs or average of 12 courses/program• Total textbook savings in the ZTC Program is $1,836/student X
23,373 students = $42,912,828• 858% Return on a State investment of $5,000,000 into the program

line item• (E) Increased services for high-needs students may include the
development of open educational resources and zero-textbook-cost degrees that reduce costs for students. Community college districts utilizing resources for this purpose are encouraged to first develop open educational resources and zero-textbook-cost degrees for courses that are transferable to the California State University and the University of California and for approved associates degrees for transfer. Open educational resources and zero-textbook-cost degrees developed by a community college district pursuant to this provision shall make the applicable course materials and curriculum available to all community college districts through the online clearing-house of information identified in Provision 10 (b)(4)(B) of this item.

OER Resources in the 2018-19 Budget
• $6,000,000 identified in the California State Budget• “…to support the development of, and the expansion of the use of, open
educational resources for the California Community College.”
• Contract between the Chancellor’s Office and the Academic Senate that specifies its objectives and outcomes
• Available for encumbrances until 2023
Report to the Legislature by February 1, 2022• Report on the progress of supporting and expanding open
educational resources including but not limited to:• # of OER materials created• # and percentage of faculty at each campus that have adopted OER
textbooks for their courses• The number of students enrolled in course sections that use OER textbooks• The estimated average amount of moneys students described above saved
as a result of using OER

• Hosted ZTC Leadership Summit at College of the Canyons with 60 attendees – 100% of attendees more connected to ZTC community. Topics included:

WHCL TAP: Needs Assessment Results
(A) $160,000,000 shall be allocated to community college districts to implement student equity plans pursuant to Article 1.5 (commencing with Section 78220) of Chapter 2 of Part 48 of Division 7 of Title 3 of the Education Code.
(E) Increased services for high-needs students may include the development of open educational resources and zero-textbook-cost degrees that reduce costs for students. Community college districts utilizing sources for this purpose are encouraged to first develop open educational resources and zero-textbook-cost degrees for courses that are transferable … and for approved associates degrees for transfer.
2018-19 Budget Act language references funding ZTC from existing equity allocation without identifying a specific amount:
• Select 30 equity ambassadors (past and present ZTC grantees)• Convene discipline groups that will meet monthly and work on
development and outreach in each area• Continue monthly webinars and regional workshops• Develop grantee awareness of the program’s flexibility beyond the
initial implementation activities
