IMPLEMENTATION ISSUES In order to ensure that this Strategic plan is implemented to the letter, there is the need to establish an Implementation Committee to oversee/supervise and monitor the activities developed in this Strategic plan. ROLE AND FUNCTIONS OF THE COMMITTEE The Role of this Committee is critical to the effective implementation of the interventions approved and embodied in the Strategic Plan Document. The Committee when formed shall operate to be the driving force behind the Plan’s Implementation. The Committee must work assiduously to maintain the needed momentum to achieve the desired results. The following shall be the functions and responsibilities of the Committee: To operationalize the Strategic Plan by drawing operational and tactical plans to make sure every activity is properly implemented. Shall supervise the work of appropriate major subject-matter sub-committees responsible for various activities specified in the Strategic Plan Document To receive and deliberate on performance/Feedback reports from implementing departments/sub-committees/Individuals etc. To take necessary corrective action where causes of unfavorable deviations for submission to the Hospital Core Management Team and the Board. To discuss, review and approve the detailed implementation action plans. To annually review the strategic Plan document with the Board.

EFFECTIVE WORK RELATION OF THE COMMITTEESIn order to ensure effective work relationship as a Team, a Dynamic Teambuilding exercise shall be organized for the Implementation Committee and other sub-Implementation Committees and individuals.

REPORTING RELATIONSHIPSThe following reporting relationships are recommended to ensure a smooth flow of the required information for effective monitoring and evaluation of the Strategic Plan’s implementation.

FREQUENCY OF MEETINGSTo ensure the desired momentum and sustained implementation actions, it is recommended that the various committees, individuals responsible for activities, Departments etc. meet at least once every month, during the initial implementation and thereafter once every quarter.

MOTIVATION AND COMMITMENTIt is apparent that this Strategic document can only be implemented depending on the Commitment of the various Committees, Core Management Team, Departments/Units and Individual members of staff. All members of staff must own this document as their personal property and be motivated enough to implement it to the letter.Management must also ensure that members of staff are well motivated enough to help in the implementation of the Strategic Document.

COMMUNICATION OF STRATEGIC PLANThe Hospital shall ensure that the vision, Mission, Core Values, and the Corporate Objectives of the Hospital are well communicated to all members of Staff of the Hospital. The whole Strategic Document has to be well communicated to ensure that staff are aware of what is going-on so that they all embrace the change efforts being put in place.In view of this, it is recommended that the Vision, Mission and Core Values be printed and hanged in all Departments. All staff must also be encouraged to live by the vision, mission and the Core Values.RESOURCE INVENTORYOrganisations will always be challenged in implementing their Strategic Plans unless they can fund the activities. will not be able to fully implement this 5-Year Strategic Plan unless the Hospital identifies sources of funding and support for its activities and programmes.

MONITORING AND EVALUATION SYSTEMSFor effective Monitoring and evaluation of the Strategic Plan, the following control measures need to be put in place:

Each Department/Unit or Individual responsible for the implementation of any part of this document must submit progress report on all activities they carried out to the Implementation Committee and the managementManagement shall periodically visit project sites to find out whatever is happening at the sites.Periodic Meetings shall be organized by the Management to engage all stakeholders involved in the implementation.Annual Report on all activities implemented shall be prepared by Implementation Committee and the Office of the Medical Superintendent relating to all activities implemented.
