Introduction• The TSA Compilation Guide is being prepared to support the compilation
of TSA in countries
• The UNWTO Committee on Statistics and TSA recommended the drafting of this document
• Subsequently, in March 2017, the UN Statistical Commission agreed with the proposal to prepare the compilation guide for the TSA under the supervision of the UNWTO Committee on Statistics and TSA.

Expert group
An Expert Group was established in 2017 to:
draft a compilation guide, consult all stakeholders in this process and submit the guide for approval to the UN Statistical Commission in 2020.

Main conclusions• The Guide seems to cover all relevant issues related to the
compilation of TSA• Overall there seems a consensus that the Guide is in an advanced
stage ready for global consultation upon inclusion of the comments by the Expert Group
• Several suggestions were provided, including– The introduction of two new chapters– Minimize overlap with the IRTS 2008 Compilation Guide– Country examples suggested to fill gaps

Measuring TDGDP for SDG reporting
• TDGDP is SDG indicator for Target 8.9
• Conceptually TDGDP is a natural aggregate from a tourism satellite account (TSA)
• Challenge:
• TSA are data intensive to compile
• Perception that a TSA is required to estimate TDGDP
• Response
• Develop strong support for compiling TSA – compilation guidance being developed
• Propose a simpler, interim method to estimate TDGDP that does not require full TSA which is conceptually aligned but of reduced quality

Key aspects in deriving TDGDP
• Three primary components:
• Estimating the total value of tourism internal consumption expenditure
• Determining which industries are the producers of different goods and services
• Attributing a value added ratio for those industries
• Accuracy will depend on
• The level of industry and product detail that is available
• The extent to which production sold to visitors is similar to production sold to non-visitors
• Structural changes over time

Basic tourism statistics and TSAObjective: Strengthening national experts’ capacity to develop their Systems of
Tourism Statistics through the implementation of the IRTS 2008 and TSA:RMF 2008
Methodology
➢ A series of 3-4 Workshops hosted by a country in each region which is
considered to be the most advanced in terms of the development of tourism
statistics
➢ Regional Seminar aimed at sharing experience and knowledge
Ongoing Programme in Algeria (2017-2019) for Northern and Western African
countries:
✓ 15 countries participated
✓ More than 70 people trained
