The IMC Ramkrishna Bajaj National Quality Award process has been an enriching journey

for all of us. Be it our strong contingent of Examiners or our highly motivated group of

Applicant Organizations – each one of us have been part of an exciting journey of growth

and learning on our path towards achieving excellence.

Started in 1995 the IMC Ramkrishna Bajaj National Quality Award Trust is a joint

initiative of the IMC Chamber of Commerce & Industry and the House of Bajaj. The first

Award Cycle began in 1997.

At the IMC we see the Ramkrishna Bajaj National Quality Award (RBNQA) program as a

nation-building exercise. The IMC RBNQ Award process reaches out to Indian

organizations across the country – over 600 organizations from North, South, West and

East of India have expressed their intent to apply. More than 400 organizations have

gone through the entire evaluation process to achieve various levels of recognition.

The IMC RBNQA Criteria for Performance Excellence believes in a holistic approach

towards achieving organizational excellence. The universal standards and best practices

embedded in the IMC RBNQA criteria have transformed Indian leaders into accepting

the pivotal roles of customers and workforce in driving world-class processes. The

criteria have also enabled top management to action principle-centered leadership for

performance excellence.

Our Examiners are the foundation for the Award process. As ambassadors of the criteria

they help guide and encourage organizations to bring in improvements. We are proud

to say that we have trained over 1200 examiners in these two decades of the evaluation

process.

The IMC Ramkrishna Bajaj National Quality Awards has the unique distinction of having

its winners winning the Asia Pacific Quality Organization awards for the past 15 years

consecutively.

The criteria for Performance Excellence promoted by IMC RBNQA is holistic, transparent

IMC RBNQA Scoring System: Compass for Performance Excellence

Quality Management is about delighting your customers. This is a fact. Not an opinion.

Performance Excellence is about delighting customers, employees, and society. In this case,

employee delight and societal delight must precede customer delight. In business, healthcare

and education. This, in brief, is what the IMC Ramkrishna Bajaj National Quality Award (IMC

RBNQA) model for Performance Excellence is about.

However, the journey to Performance Excellence as articulated by the IMC RBNQA is long, but

systematic. Any deviation along this journey leads to uninvited results. I therefore recommend

a micro study of the IMC RBNQA Scoring System. This mirrors the journey to Performance

Excellence. It is a compass for pursuing Performance Excellence.

So where do you start? You start with an appropriate quality management system.

Next? You focus on the preventive actions aspect of the quality management system to make

a habit of Continuous Quality Improvement, process by process….Improvements in the eyes of

customers, employees and society. This approach should be top-down, through leadership

and strategy. Tangible results will follow. Intangible results will also surface, such as better

cross-functional communication and team work, through improved knowledge management.

By this time any organization adopting the IMC RBNQA model should score a significant

fraction of half the total score of 1000. It merits encouragement.

What next? You should aim to be the best-in-class across industries for all your generic

processes. This requires a heavy dose of Benchmarking for Best Practices, in India and

globally. Your aim should be to trade best practices embedded in the IMC RBNQA model.

Once your organization is entrenched in the zone of Benchmarking for Best Practices, it

becomes a candidate for IMC RBNQA recognition. But please do not become complacent once

you win recognition. Your best practices will get commoditized at a velocity that can break any

barriers. Your differentiation will be at threat. The only way to protect this differentiation, and

consequent branding, is to innovate your Best Practices to Next Practices. For this to happen

you need to tap the creativity resident in your people. QED. Quad Erat Demonstrandum.

Finally, please note that the IMC RBNQA model is credible only because it is based on the six

values of Shri Ramkrishna Bajaj: Customer, Customer, Customer; and Governance,

A LOOK AT THE AWARD PROCESS

THE AWARD PROCESS: ANOVERVIEW

The IMC RBNQA Trust launched the first cycle of a

Performance Excellence Award in 1997. The award

is named after the leading industrialist, Late Shri

Ramkrishna Bajaj, Past President, IMC. Shri Bajaj,

a disciple of Mahatma Gandhi and Acharya Vinobha

Bhave, was deeply concerned about morality in public

life, as well as ethics in business and consumer

welfare. These are the bedrock of Performance

Excellence. The IMC Ramkrishna Bajaj National

Quality Award core values reflect these traits in

abundance.

The IMC RBNQA criteria are a current translation of

the timeless core values. These criteria focus on the

RESULTS (what) and PROCESSES (how) to achieve the

RESULTS. The underlying tools for Performance

Excellence are CONTINUOUS IMPROVEMENT,

BENCHMARKING, and INNOVATION.

The Examination Process for IMC RBNQA applicants

is spread over four months in four distinct stages.

Award Categories

The IMC RBNQA has customized the criteria for three

mutually independent sectors: Business, Education

and Healthcare.

Examiners are coached and groomed for assessing

any one of the following: Manufacturing, Services,

Education and Healthcare.

The IMC RBNQA is presented in seven categories:

1. Manufacturing (Large Business)

2. Services (Large Business)

3. Education

4. Healthcare

Winning the IMC Ramkrishna Bajaj National

Quality Award could be a dream come true.

Yet, in a sense, “winning” is counter to the

ethic of continuous improvement. It implies

that a finish line must be crossed in order

to succeed. In the Bajaj view, however, the

pursuit of total quality is a race without a

finish line, in which the reward lies in the

participation.

There is one Award for each of the seven categories.

However, it is not mandatory to present an Award in

each category.

An organization that wins an Award is ineligible to

reapply for the Award for the next four cycles.

IMC Quality Awards Committee

The IMC Quality Awards Committee has the following

key responsibilities:

• Review and improve the Examination Process

• Review the Examination Scores in each of the

seven categories

• Recommend a shortlist of organizations, for

each of the seven categories, to the Panel of

Judges.

Membership to the IMC Quality Awards Committee

is by invitation only. Professionals from Business,

Education and Healthcare are invited.

Board of Examiners

The IMC RBNQA Trust encourages individuals with

a diagnostic mind-set to enroll for our four-day

Certified Examiner for Quality Management course.

Candidates must have minimum three years work

experience, and can be from any functional stream,

as well as any industrial or social sector. Basic

knowledge of quality management is usually an

added advantage. To qualify, candidates must clear

a final examination on the fourth day of the course.

Eligibility for receiving Certification of an Examiner

is strictly based on Performance during the training

program. However all participants will receive

Certificate of Participation.

Those who qualify enter the Board of Examiners.

The CEQM qualification is valid for one year. To

retain their membership to the Board of Examiners,

each professional must appear for a two-day

Refresher course, annually.

Examiners who have completed a minimum of three

examination cycles, are possible candidates for the

status of Senior Examiner. Only a Senior Examiner

Award Recipients’

Responsibilities and

Contributions

Award recipients are required to share

information on their successful

performance and quality strategies

with other Indian organizations.

However proprietary information

need not be shared even if it was part

of the Award application. The principle

forum for sharing is the annual

“Making Quality Happen” Conference.

The Conference also includes the

MQH Best Practices Competition

showcasing resident Best Practices

of Organizations. The Competition

also invites participation from

organizations that are not part of the

current IMC RBNQ Award cycle

The IMC Ramkrishna Bajaj National

Quality Award recipients have been

very generous in their commitment

towards improving competitiveness.

Sharing of their best practices has

helped and encouraged similar

organizations in various sectors of

the Indian economy to undertake their

own quality and performance

improvement efforts. These

organizations, Award recipients and

participants are “Making Quality

Happen”.

serves as a Team Leaders of an Examination Team

assigned to an IMC RBNQA application.

Examination Process & Feedback

Report

Members of the Board of Examiners are assigned to

an application. This may vary from three to five

members per team. Individual allocation to a team

is a function of the knowledge of the specific

industrial / social sector, as well as experience with

the IMC RBNQA Examination Process. Further, there

should be no conflict of interest between the

applicant and Examiner.

The Examination Process for each team, consists of

four stages:

• Stage 1 – Individual Review, by each assigned

Examiner. The Examiner prepares an Individual

Report

• Stage 2 – Consensus Review by the entire team.

The Team Leader facilitates the two-day meeting

with the team and generates a comprehensive

Consensus Report

• Stage 3 – Site Visit to the relevant applicant sites

to clarify issues, as well as to verify best

practices. The Team Leader facilitates the two-

day visit of the relevant team members and

generates the Site Visit Report.

• Stage 4 – Final Report preparation by the team.

The report defines the Best Practices and

Opportunities for Improvement, by Category-

Item.

All applicants receive a detailed Feedback Report.

The Feedback Report is a rich source of diagnosed

information to enable the applicant organization to

develop Action Plans for Change Management.

Examiners for the IMC Ramkrishna Bajaj National

Quality Award pledge to uphold their professional

principles in the fulfillment of their responsibilities.

Examiners will be guided by four principles: integrity,

professional conduct, confidentiality, and respect

for intellectual property. In promoting high

standards of public service and ethical conduct,

they will

• conduct themselves professionally, guided by

truth, accuracy, fairness, respect, and

responsibility in all their interactions

• avoid representing conflicting or competing

interests, or placing themselves in such a

position where their interest may be in

conflict—or appear to be in conflict—with the

purposes and administration of the Award

• safeguard the confidences of all parties

involved in the judging or examination of

present or former applicants

• protect confidential information and avoid

disclosures that may in any way influence the

Award integrity or process, currently or in the

future

• not serve any private or special interest in their

fulfillment of the duties of a Judge or Examiner,

therefore excluding by definition the

examination of any organization or subunit of

an organization that employs them or has a

consulting arrangement in effect or anticipated

with them

• not serve as Examiners of a primary competitor

or customer or supplier of any organization (or

subunit of an organization) that employs them,

that they have a financial interest in, or with

ETHICAL STANDARDS:

which they anticipate a consulting arrangement,

or are otherwise involved

• not intentionally communicate false or

misleading information that may compromise

the integrity of the Award process or decisions

therein

• never approach an organization they have

evaluated for their personal gain, including the

establishment of an employment or consulting

relationship, and, if approached by an

organization they have evaluated, not accept

employment from that organization for a period

of five years after the evaluation

• maintain and safeguard fairness in the

examination process and the confidentiality of

all Award application information, including

the identity of applicants

• treat as confidential all information about the

applicant and the applicant’s operation gained

through the evaluation process.

• personally and independently score all assigned

applications

• not communicate with applicant organization

during Independent and Consensus Reviews, or

in any manner seek additional documentation,

information, or clarification about the

applicant’s organization. It will only be through

IMC RBNQA representatives. At Site Visit Review,

the site visit Team Leader will designate team

members for interaction with the applicant.

• not at any time (during or after the evaluation

cycle) independently give feedback to applicants

regarding scoring or overall performance

• be able to use the following designation:

Examiner, IMC RBNQA, and year(s) served after

completion of the Examiner Preparation Course.

However, examiners may not use the IMC RBNQA

logo in advertising or promotion or use business

cards including the Examiner designation or the

IMC RBNQA logo.

• encourage and maintain a professional working

environment that promotes respect for the

Award applicants, their employees, and all

members of the Examiner team while interacting

during the consensus and site visit processes,

• respect the climate, culture, and values of the

organization being evaluated when

participating in a site visit.

• not accept commissions, retainers or any other

valuable consideration in respect of an Award

applicant or other interested parties in respect

of disclosures of information regarding existing

or previous Award applications.

Objective

The objective of the Application Report is to allow

applicants to provide information on quality

management of products and services and on results

of quality improvement processes to permit a

rigorous evaluation to be performed by the Team of

Examiners.

This section provides applicants with instructions

for preparing the Application Report. These

instructions include information on typing, page

limits, organization, assembly and other format

considerations. Guidelines for responding to Items

are also given.

Requirements

Each applicant must submit a Application Report

consisting of:

1. A brief Organization Profile (5 Pages)

2. Responses to each of the Areas to Address in

the Criteria of the guidelines (60 Pages)

Organizational Profile

The Criteria are designed to permit evaluation of any

kind of business. However, individual Items and

Areas to Address may not be equally applicable or

equally important to all businesses, even to

businesses of comparable size in the same industry.

The Organizational Profile is intended to “set the

stage” for the Examiners’ evaluation. It should help

Examiners to understand what is relevant and

important to the applicant’s business.

The Organizational Profile must be limited to five

pages. These five pages are not counted in the overall

page limit.

Format for the ApplicationReport

The Application Report must contain the same Item

numerical designation as in the 2016 Award Criteria.

A table of contents with the page number of each Item

must be provided. The Application Report must be

typed on Standard A4 size paper using a fixed pitch

font of 12 or fewer characters per inch or a

proportional spacing font of point size 10 or larger.

Any type may be used. Helvetica, Arial and Times

New Roman or equivalent type fonts are preferred.

There must be the equivalent of two points of lead

between lines. The number or lines per page must not

exceed 50, including the page headings and page

numbers.

Note: Type on pages including picture captions,

graphs, figures, data tables and appendices must

also meet the requirements for size and spacing.

Page Limit and Exclusions

The Application Report is limited to a maximum of

60 single-sided pages including pictures, graphs,

figures, data tables and appendices.

Though not required, the use of labeled section tabs

would be appreciated. A glossary of terms and

abbreviations must be included. In all cases, the

Organizational Profile, dividers, covers, tab

separators, glossaries, organization charts and

table of contents are not counted as part of the page

limit. All remaining pages should be consecutively

numbered from start to finish (e.g., 1, … 60).

The use of bulky binders or similar heavy covers is

unacceptable. Their use decreases the ease of

handling in all phases of the evaluation process.

Copies of video or audio tapes or other information

aids will not be accepted.

Note: Any text, graphs, figures or data tables included

on tab separators or dividers will be counted as part

of the page limit.

Organization Responses toAward Criteria

Respond to each Award Criteria Item as a whole.

Applicants are encouraged to respond to the Items

in the order given in each of the seven Categories.

Respond to Items with prefix 1.1, 1.2, etc.

corresponding to the specific category. If an Item

does not pertain to the applicant’s business or

quality system, the applicant must provide a

statement of one or two sentences explaining why

the Item is not applicable.

Document Assembly

A complete Application Report must contain the

following components:

1. Title Page

2. Table of Contents

3. Organizational Profile

4. Organization Chart

5. Eligibility Determination Form

6. Application Form

7. Criteria Items (e.g., 1.1 through 7.6)

8. Glossary of Terms and Abbreviations.

All components of the Application Report should be

securely fastened together to prevent separation

during handling.

Application Package Submission

10 sets of the complete Application Package (refer

Document Assembly) along with the fee payment

must be sent to:

However, the Eligibility Determination Fee for smallbusiness and NGOs applicants is Rs 10,000.

I. Purpose

The purpose of this section is to provide applicants

with information on the eligibility process, which is

the first step in applying for the IMC Ramkrishna

Bajaj National Quality Award. This information

describes the eligibility categories and eligibility

restrictions and then provides step-by-step

instructions on how to complete the Eligibility

Determination Form.

II. Objective

The objective of the Eligibility Package is to provide

sufficient information to certify whether the

organization is eligible to apply for the Award. In

addition, the package presents a useful profile of the

organization and often is the first information about

the applicant read by Examiners. The information

also is used by the IMC Quality Cell to avoid conflicts

of interest when assigning applications to

Examiners.

The role of the IMC Quality Cell in the process is to

assist with and offer advice on any questions or

issues that applicants may have concerning the

process itself or the completion of the required forms

included in this document. Once the completed

Eligibility Package is submitted, the IMC Quality

Cell communicates its Eligibility decision, after

which applicants may begin work on the Award

application report.

The IMC Quality Cell relies on the information

contained in the forms that are submitted. If at any

time during the Award cycle the information is found

III. Submission Requirements

A.Eligibility Package

The Eligibility Package consists of the following

materials. All information provided is considered

confidential.

1. A completed Eligibility Determination Form must

be signed by the highest-ranking official of the

organization.

2. An organization chart(s) and other required

documents described in the Eligibility

Determination Form.

3. Fee : A cheque or demand draft made payable

to the IMC Ramkrishna Bajaj National Quality

Award Trust for Rs. 50,000/25,000, as

applicable, non-refundable fee must be

attached to the Eligibility Package.

B. Submission

Potential applicants for the Award are encouraged

to submit the Eligibility Package to IMC as early as

possible. The package must be postmarked not later

than May 31.

IV. Eligibility Categories

Eligibility for the Award is intended to be as open as

possible.

A. Business

Any for-profit business headquartered in India,

including Indian subunits of foreign companies, as

well as any for-profit Indian owned business

headquartered overseas, may apply for the Award.

For-profit businesses include domestic or foreign-

owned companies, joint ventures, corporations, sole

companies-publicly or privately owned.

The three business categories are defined as follows:

1. Manufacturing

• Organizations and some subunits that

produce and sell manufactured products or

manufacturing processes.

• Companies that produce agricultural, mining,

or construction products.

2. Service

Organizations and some subunits that provide

or sell services.

Note: Where an applicant is both a manufacturer

and a service provider, the appropriate

eligibility category is the activity that provides

the larger percentage of sales.

3. Small Business

Organizations with less than INR 100 crore

turnover engaged in manufacturing and/or the

provision of services.

B. Education

Participation is open to for-profit and nonprofit

public, private and government organizations and

some subunits-including Indian subunits of foreign

organizations-that provide education (teaching and

instructional) services to students in India.

Eligibility is intended to be as open as possible. For

example, eligible organizations include elementary

and secondary schools; colleges, universities and

university systems; schools or colleges within

universities; professional schools; and technical

schools. More than 50 percent of all faculty and

staff members and/or the budget must be devoted to

providing teaching/instructional services directly

to students.

Departments within schools or colleges are

ineligible.

C. Health Care

Participation is open to public, private and

government organizations and some subunits-

including Indian subunits of foreign organizations-

located in India. These organizations must be engaged

primarily in providing medical, surgical, or other

health care services directly to people. Eligibility is

intended to be as open as possible. For example,

eligible organizations include hospitals, health

maintenance organizations, long-term care

facilities, health care practitioners’ offices and

dialysis and ambulatory surgery centers.

More than 50 percent of all staff members and/or

the budget must be devoted to providing health care

services directly to people.

Note: When an applicant is both an education

organization and a provider of health care services to

people, the appropriate eligibility category is the

activity that represents the larger percentage of its

budget.

D. NGOs

Non Government Organization (NGOs) that are

neither a part of Government or a conventional for-

profit business.

Participation is open to NGOs in Education and

Health Care.

E. Overseas

Indian owned organizations, in Business, Education,

and Health Care, headquartered overseas, may apply

for the IMC RBNQ Award.

V. Restrictions on Eligibility

The following restrictions and conditions ensure

fairness and consistency.

A.Conditions

1. The applicant must have been in existence for

more than three years.

2. All subordinate elements of the applicant’s

organization must be included in the

application.

B. Multiple-Application Restrictions

1. A subunit and its parent may not apply in the

same year.

2. Subunits may apply under different award

categories in the same year. However, only one

subunit may apply per award category.

3. If an organization or a subunit that has more

than 50 percent of the total employees of the

parent receives an Award, the organization and

all its subunits are ineligible to apply for

another Award for a period of four years.

For four years, Award recipients are eligible to

apply for feedback only. If a former Award

recipient selects the option to apply for feedback

only the organization will not be eligible to

receive the Award for that year. Its application

will proceed through the stages of the Award

process, but the applicant will receive only a

feedback report, outlining its strengths and

opportunities for improvement based on the

Criteria for Performance Excellence.

VI. Other Requirements

A. Site Visit Requirements

If some activities are performed outside the

applicant’s organization (e.g., by an overseas

component of the applicant, the parent organization,

or its other subunits), the applicant, if selected for

a site visit, must make available in India sufficient

personnel, documentation and facilities to allow a

full examination of its operational practices for all

major functions of its worldwide operations.
