The aim of the programme was to identify the issues and challenges confronting the e-governance capacity building endeavours at state level. Under capacity building programme for Digital India, recently announced by Department of Electronics and Information Technology, IIPA has been entrusted to provide the knowledge and skills of district officials using Training of Trainers (ToT) pedagogy, wherein IIPA partners with some identified ATIs. The deliberations in the workshop were focused on building sustainable knowledge and skills required for district officials to successfully implement the Digital India programme. The programme concluded with feasible solutions to the issues and challenges that were identified by the participating ATIs in collaboration with the team of experts for successful implementation of e-governance training at their respective ends. Dr. Tishyarakshit Chatterjee, Director of IIPA, presided over the inaugural session. Other dignitaries who had graced the inaugural session included Shri T. National Consultation Workshop on Digital India and Capacity Building for ATIs

Sponsored and supported by the Department of Electronics and Information Technology, the captioned programme was conducted at IIPA on March 9-10. The aim of the programme was to identify the issues and challenges confronting the e-governance capacity building endeavours at state level. Programme on High Impact Change through e-Governance

Sponsored by the Delhi Jal Board, the programme was conducted at IIPA for DJB engineers from March 18-31. Apart from understanding the intricacies in human resource management for credible image building of the organisation, the programme was designed to enable the participants to: (i) comprehend the ways and means through which flexible management system is operated in the broader context of generating higher revenue; (ii) understand the legal mechanism before entering into a contract so as to avoid liquidated damages; (iii) apply vigilance guidelines for better contract management; (iv) learn the application of e-communication for robust and transparent communication system in the organisational environment; (v) acquire skills to use paperless communication through web portal; (vi) learn principles of natural justice to establish a good connect with judicial pronouncements on misconduct and charge sheet; (vii) explain national and international commercial contracts to handle different contracts; (viii) use the description related ‘letter of intent’ and ‘letter of acceptance’; and (ix) apply and appreciate best practices in contract management, e-procurement and preventive vigilance investigation. Programme faculty comprised guest speakers and in-house faculty. Dr. Kusum Lata and Dr. Saket Bihari coordinated it.

Foundation Course for ITS and BWS Group-A Officers

Sponsored by the National Telecommunications Institute for Policy Research, Innovation and Training, Ministry of Communications and Information Technology, the programme is being conducted at IIPA from March 21. It is scheduled to conclude on July 1. Shri D.P. De, Senior Deputy Director General, National Telecommunications Institute for Policy

Research Innovation and Training, inaugurated the programme. He advised the participants to imbibe knowledge and skills which would facilitate them to function efficiently for better administration and effective leadership. Apart from understanding the basic principles of public administration, dynamics of governance and public policy formulation and implementation, the programme has been designed to enable the participants to: (i) develop skills for better administration and effective leadership; (ii) comprehend the legal provisions relevant to administrative functioning and the intricacies of judicial procedure; (iii) understand the basics of financial management and project management; (iv) acquaint with the ICT applications with hands-on training; (v) comprehend the dynamics of the Indian history and culture; and (vi) familiarise with research methods and report writing skills. Programme faculty comprises guest speakers and in-house faculty. Dr. C. Sheela Reddy, Dr. Sapna Chadah and Dr. Gadadhara Mohapatra are coordinating it.

Programme on Organisational Behaviour and Attitudes

Sponsored by the Central Pollution Control Board, the programme was conducted at IIPA from March 14-16. The programme was designed to bring about personality development with regard to the different behavioural dimensions that have far-reaching influence on organisational effectiveness; and develop behavioural skills of the participants for increasing their personal effectiveness. Programme faculty comprised guest speakers and the programme coordinator, Dr. Neetu Jain.

Conference on Strengthening PSE JV

The Institute teamed up with the Department of Public Enterprises in organising the captioned programme on March 22. The objectives of the conference were to: (i) listen to a diverse panel of industry leaders on their experiences in JV partner selection, due diligence and valuation; (ii) discover what it takes to execute a successful launch of JV entity; (iii) develop patterns for success in partner relationships; (iv) explore the impact of leadership and culture on success of JV entity; (v) discuss governance best practices for successful JV entities; and (vi) reflect what works and what needs to change for JV entities. The conference was well received and attended by more than 90 senior executives including board members of all Maharatna, Navratna CPSEs, JV partner companies and representatives from various state governments. During the conference 19 JV companies presented their case studies. The conference deliberations were graced by many dignitaries such as Shri Ajit Seth, Chairman Public Enterprises Selection Board as Chief Guest; Shri N. K. Gupta, Secretary (Disinvestment); Shri T. N. R. Rao, former Secretary, Petroleum; Dr. Yogendra Narain, former Secretary General, Rajya Sabha, Shri R. S. Butola, former Chairman of ONGC; Dr. Sharat Kumar, former Economic Advisor, DPE, Shri A.S. Bhal, Economic Advisor, DPE, etc. IIPA is in the process of compilation of the case studies and also submit a policy paper to the ministry on the same. Dr. Roma Mitra Debnath and Dr. Pawan Taneja coordinated the programme.

Programme for the Presidents and Members of the District Consumer Forums

Sponsored by the Ministry of Consumer Affairs, Food and Public Distribution under the guidance of National Consumer Disputes Redressal Commission, the captioned programme was organised by IIPA’s Centre for Consumer Studies from March 28-April 1. Apart from elaborating and integrating the various provisions of the Consumer Protection Act and other legislations having a bearing on consumer protection, the programme was designed to enable the participants to: (i) appreciate the intricacies of judicial procedure in general and the requirements of fairness and reasonableness in the functioning of quasi-judicial bodies such as the consumer disputes redressal agencies in particular; (ii) effectively make use of the art of judgement-writing in delivering the orders of the consumer courts; (iii) appreciate the legal dimensions of the case laws developed in the area of consumer protection; and (iv) develop effective leadership for better administration of consumer justice. Programme faculty comprised guest speakers and in-house faculty. Prof. Suresh Misra and Dr. Sapna Chadah coordinated it.

Prof. S. Saroja Memorial Lecture

The Institute organised the third Prof. S. Saroja Memorial Lecture on March 2. Dr. Manjula Krishnan, former Principal Advisor, Ministry of Commerce and Industry, spoke on “Towards Women’s Agency: A Transformative Approach to Gender Rights”. In her address, Dr. Krishnan outlined the entire history of gender empowerment and how it reveals. She stated that there are two periods in our past whose thinking and egalitarian approach to women can be very well imbibed: firstly, the early Vedic period when women were respected and given a place of honour in family and society, and secondly, the national movement where liberal democratic thinking brought both women and men together to fight for our independence. She argued that we need to re-script our history for a transformative change to usher in women’s agency and not look at women as objects of welfare but rather as women who have agency and have right, where women can institutionalise their rights and entitlements as equal citizens of our country. has to rise again because half-man-half-woman is the way in which we see God. She emphasised that neither male nor female dominant but one that is balanced, all-inclusive, all-embracing because, as she rightly points out, only then can history proclaim with conviction and compassion that humankind, mankind and womankind and all of humankind has actually evolved. Earlier, in his welcome address, Dr. Tishyarakshit Chatterjee, Director of IIPA, pointed out how important it is to use area-based approaches and specifically addressed the needs of vulnerable groups, drawing on his many inaugural speeches in our sessions on gender budgeting. Shri M. Subramanian (Saroja’s spouse) stressed the importance of gender equity rather than equality and the need to treat women with respect and create an enabling environment at the workplace and the need to encourage especially in today’s controversial context. In his presidential remarks, Shri U.C. Agarwal, former Chief Vigilance Commissioner, observed that the status of women needs considerable improvement and the public opinion about them in the household also needs improvement.

Recovery Experience to support Gorkha Earthquake Recovery in Nepal” at Gangtok, Sikkim; (iv) was invited as the key-panelist on “Internet Governance and Net Neutrality – Progress So Far and Challenges Ahead” at the International Conference on Cyberlaw, Cybercrime and Cyber security, 2015; (v) participated in the brainstorming workshop on “Smart Villages of India” at IIT-Delhi focusing on emerging issues such as clustering opportunities for smart village ecosystems in India, and clustering with EU to enable solutions for smart villages and sustainability; (vi) was invited by EU-India , Swansea University and Waterford Institute of Technology- TSSG to present a paper entitled ‘Including the Excluded: Designing Inclusive Smart Cities of India’ at the International Conference on Smart Cities, hosted by IIT Delhi; (vii) was invited as Jury Expert to evaluate and confer awards for ‘Sixth North East Award 2016’ at Shillong, Meghalaya; (viii) invited by Lok Sabha TV to be the key speaker on “Budget Countdown and Digital India-Way Forward”, wherein she highlighted various issues related to capacity building for Digital India, including the role of IIPA in it.

Dr. Malhotra has been nominated as a Member of the international panel of experts from India for the International Annual Executive Survey by the International Institute for Management Development (IMD) based at Lausanne (Switzerland). IMD has been releasing World Competitiveness Year book annually which attracts a great deal of interest among academia and decision-makers across political and business worlds. IMD is currently preparing 2016 edition of the Yearbook, for which she has been invited to participate from India.

Role of the District Administration” on February 27. Dr. Indrashis Banerjee, Associate Professor of Political Science at Ramakrishna Mission Vidyamandir, Belur, delivered the key-note address. He mentioned that district collector in British India has rightly been called the pivot of district administration. He emphasised that the main purpose of district administration is to maintain law and order in the district. Earlier, Prof. Asish Ray, Secretary of the branch, pointed out that district administration has important role in administrative structure of Indian democracy. Rtn. D.K. Memorial Lecture on “Digital India and its Impact on the Industry” on February 20. Shri Gopal Jiwarajka, Senior Vice-President, PHD Chamber of Commerce and Industry, New Delhi, delivered the key-note address. Shri B.R. Sharma, Chairman of the branch, was the Chief Guest. Shri Jiwarajka stated that proliferation of knowledge and good health are the most important role that Digital India has to play in an emerging economy like India. Emphasising the benefits of Digital India, he mentioned about six key areas in which Digital India can contribute enormously. These are service delivery efficiency, security and harmony, easy accessibility, reduce corruption and employment generation. He was of the opinion that for Jammu and Kashmir, Digital India would contribute in the growth of tourism and handicraft industry by building capacity among the youth and connecting on a single platform with the rest of the country. Shri B.R. Sharma, in his presidential address, paid rich tribute and added that Make in India and Digital India have to work in tandem to realise the ultimate growth of India as the emerging super power. Patiala Local BranchThe branch, in association with the School of

Social Sciences, Punjabi University, organised a national seminar on “Globalisation: Challenges and Opportunities” on March 7. The seminar was dedicated to Prof. Randhir Singh (1922-2016), who was Life Fellow at the School of Social Sciences, Punjabi University Patiala. He was an internationally distinguished Marxist scholar of Political Science and Punjabi Intellectual. The main thrust of the seminar was on divergent aspects of globalisation. Introducing the theme, Dr. D.K. Madaan, Secretary of the branch, explained that post-1970s saw a rapid growth in globalisation, which had contributed to more inequalities in world and a greater concentration of wealth in fewer hands. Inaugurating the programme, Dr. Malhotra, Executive Vice-Chairman of CRRID, Chandigarh, spoke at length on strengthening the process of globlisation for the sake of improving relationships between countries and stated that globalisation must start from the top and move down. The key-note address was delivered by Dr. Achin Vanaik from Delhi University and Dr. R.S Ghuman, Nehru SAIL Professor, CRRID. Dr. Vanaik approached the concept of globalisation from a Marxist point of view. He urged the youngsters to fight for a better tomorrow and to counter the challenges imposed by globalisation. Dr. Ghuman talked about the challenges that globalisation posed, like unemployment, underemployment and increasing inequalities. Earlier, the branch teamed up with Management Development Academy and Prakrit Bharati Academy in organising the following programmes on February 14, 16, 17 and 18: (I) Shri Sunil Shastri, son of late Shri Lal Bahadur Shastri, spoke on “Lal Bahadur Shastri: His Life and Contribution”. He spoke about the simplicity, integrity, effectiveness, cordiality and farsightedness of Shri Lal Bahadur Shastri. Prof. Ramesh K. Arora, Chairman of the branch, presided. (II) Prof. J.L. Bansal, former Vice-Chancellor of Rajasthan University, spoke on “Essence of Gita”. He discussed the integration of bhakti yog, gyan yog and karma yog in Geeta’s philosophy and

emphasised that the governance system in the country should be imbued with the spirit of service to the people and honesty in action. (III) Shri S.S. Bissa, Project Coordinator, HCM Rajasthan State Institute of Public Administration, made presentation on “Netaji Subhash Chandra Bose: A Great Source of Inspiration”. Shri Bissa underscored the vision, idealism, courage and organisational skills of Netaji. (IV) Prof. Ramesh K. Arora spoke on “How to be Successful in Life” in which he discussed the virtue of mental acumen, emotional intelligence, spiritual orientation, goal-directedness, time management, creativity, innovation, positive work culture, effective behaviour and integrity.

Tamil Nadu Regional BranchThe branch organised a discussion-meeting on

“Union Budget 2016-17” on March 5. It discussed the salient features of the budget and its likely impact on various sectors of the economy and eventually the life of the common man. Prof. Dr. V. Shanmugasundaram, former Vice-Chancellor of Manonmaniam Sundaranar University and President of Indian Economics Association, traced the history of the budgeting process and outlined the services of veterans like Shri R.K. Shanmugam Chettiar, Shri C. Subramaniam, Shri R. Venkataraman and Shri T.T. Krishnamachari. He stated that a time has come for revisiting the entire budgeting process and adopt a new approach for budget preparation both at the Centre and at state. Shri P.R. Shampath, Chairman of the branch, in his presidential address mentioned that in political circles actual evaluation of budget is hardly done as the treasury benches while overwhelmingly praise the budget, the opposition straightaway condemn the budget as one that is not worthy and complain that it is only repetition of earlier budget. Prof. R. Balasubramaniyan, the Chief Guest and presently President of Association of Economists of Tamil Nadu, made a power-point presentation and explained in detail the various aspects of the budget. He spoke of the challenges confronting the government in the light of the continuing global slowdown and prediction of turbulence in many European and African countries.

Consumer Rights Day—Antibiotics Resistance” on March 15. Inaugurating the programme, Shri M. Rama Krishnaiah, President of Chittoor District Consumer Forum-II, stated that the market has become a cheating place for every consumer either in advertisement or in supplying the goods and services. Among other speakers who spoke on the topic were Smt. T. Anitha, Member, District Consumer Forum- II; Dr. V. Vanaja, Cardiologist, Sri Venkateswara Institute of Medical Sciences; and Prof. D. Himachalam, Department of Commerce, Sri Venkateswara University. Prof. A. Ranga Reddy, Chairman of the branch, introduced the

subject and chaired the session. Earlier, the branch organised a lecture-programme on “Budget 2016-17” on March 5. Prof. K. Santha Kumari, Department of Economics, Sri Venkateswara University, stated that the nine pillars of development proposals of Rs. 19.78 lakh crore Budget is a boon to rural India in general and farmers in particular. Others who spoke on the topic were Prof. B.V. Muralidar, HoD of Political Science and Public Administration, Sri Venkateswara University; Prof. G. Savaraiah, Professor of Economics, Sri Venkateswara University; and Prof. Amitabh Shukla, Department of Economics, Rani Durgavathi University, Jabalpur. Prof. A.
