I. Position Overview

The Director of Programs and Services is responsible for reviewing, designing, writing, publishing and disseminating all student, parent, and professional development courses that are offered by the Military Child Education Coalition. The Director is also responsible for all “training the trainer” sessions for student, parent and professional development trainers. The Director is also responsible for the coordination, management and execution of all students, parent, and professional development training required by all external contracts/grants and all training that is funded by the Military Child Education Coalition. The Chief supervises the Program Managers for Student, Parent, Military School Transition Consultants and Guard and Reserve Programs. This position requires a combination of leadership, staff management, and communicating among a variety of constituents to include, but not limited to, office staff, off-site staff, trainers, Program Managers, Project Specialists, support staff and MCEC customers.

II. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

Administrative:

Updates the Board of Directors, President/Chief Executive Officer, Senior Vice President/ Chief Operating Officer, and other members of the leadership team on status of curriculum projects and training.

Establishes a receptive environment and positive, professional relations within the office, and with external partners, customers, and other contacts.

Supervises and evaluates designated staff, ensuring that the Department functions effectively and efficiently in accordance with the organization’s mission, board policies, administrative guidelines, and sound practices.

Ensures highest level of internal and external customer service. Complies with all policies, operating procedures, legal requirements, and verbal and written

directives. Creates and implements a communication process to keep trainers in the field and satellite staff

members abreast of department curriculum information. Communicates effectively in writing and verbally. Conducts staff briefings as required by the Senior Vice President/ Chief Operating Officer. Completes required reports in a timely and accurate manner. Responds to directives of the President/Chief Executive Officer and/or Senior Vice President/ Chief

Operating Officer in a timely and effective manner. Responds to staff concerns and formal complaints in a timely manner that is aligned with the

organizational procedures published in the MCEC Handbook. Demonstrates responsible fiscal control over assigned program budgets.

Maintains International Association for Continued Education Training (IACET) and National Board for Certified Counselors ( NBCC) accreditation status and completes recertification applications and processes efficiently and effectively.

Evaluates requests by Department staff for professional leave. Represents MCEC as assigned.

Role Specific responsibilities: Evaluates trainer quality to include periodic visits to training sites Manages and ensures that competent, trained staff delivers all MCEC scheduled trainings. Collaborates with selected master trainers to update MCEC curricula and write new courses. Provides training for on-line facilitators of blended model courses. Works with other MCEC departments and staff members to plan, implement and evaluate the

National Training Seminar. Ensures that courses and curriculum content are annually evaluated, continuously renewed, and

relevant to identified needs of military-connected children and youth. Oversees the Military Student Transition Consultant (MSTC) program through supervision of the

MSTC Program Manager. Researches trends and requirements and proposes new professional development courses and

designs. Reviews program and professional development materials and coordinates updates to keep

department materials relevant and accurate. Works collaboratively with partnerships as assigned by the President / Chief Executive Officer and

Senior Vice President/Chief Operating Officer Performs other duties as assigned.

III. Reporting and Supervisory Responsibilities

This position reports to the Senior Vice President/ Chief Operating Officer. Work and supervisory responsibility align with the MCEC’s strategic plan, goals, and annual performance targets. Supervisory responsibilities include interviewing and training employees; planning, assigning, and directing work; and appraising performance.

IV. Position Qualifications A minimum of:

1. Doctorate in Education from an accredited college or university. Candidates within six months of earning their Doctorate will be considered.

2. Professional certifications/ licensures3. Ten years related experience.

Excellent interpersonal and communication skills5. Ability to research and develop understanding of the emerging education and transition need.6. Ability to think strategically in developing future programs and services to meet emerging needs.
