The fourth ureeting of the Crirninalistics Certification Study Comnitteewas held in Miani (Hollywood) Florida on Decernber 9-10, L977. Conrmitteemembers representing the rnajor professl.onal associations, AI\FS, AFTE,ASCLD' cAc' MAAFS' NEAFS, NI{AFS, SAFS, federal laboratorles, and theprivate sector rrere present and participated in the del_iberations.Attachment /l 1 is a roster of the conrmittee members. John sullivan,LEM/NILECJ and Edward Whlttaker, AAI'S President were also present andparticpated in the discussions as intereeted persons.

This meeting of the CCSC wae dsvoted prinarily to a discussion andurodification of the reports of the sub-comnittees appointed at the Lastmeeting (Chicago, Septenber 3O-October l, L977). Discussion of thereports were detail-ed and demonstrated concern for the interest of theindividuals (peers) examinlng physical- evidence in the nationwidecriminalistics community. llodifications made in the work products bythe full commlttee were the result of the same Peer gloup concern. The

CCSC nenbers want the nationwide criminal-istics community to receive,read, discuss, and cornment on these findings through the individual-corrmittee members. The interim work product below is subject to reviewand ratification or rejection by the entire criuinal-istics comnunity.

(proposed) TypES oI pHysIcAI nTIDENCE EXAMINATIONS TO BE CERTIFIED

The persons engaged in the practlce of criminalistics are cal-l-ed upon toexamine a wlde variety of physical evidence categories. The CCSC foundduring the previous meetings that it woul-d be impractical to certify bydisciplines. As a result, it was decided at the last meeting to utilizethe types of physical evidence examinations as a basis (categories) forthe certification of individuals. An individuaL eould, of course, becertified in more than one category lf he has the same mininuu qual-ifi-cations for each as set by the peers in those categor'ies.

Eighteen (18) independent or semi-independent physical evidence cate-gories evolved frorn the J-engthy discussions at this ueeting. Attachment#2 designates these categories using ronan numerals. A nineteenthcategory was also developed for those types of physicaL evidence exami-nations which it would probably not be feasible to certify at first dueto the relatlvely rare incidence of cases, relativel-y few personsinvolved in such examinations, or other compl-ieating factors, i.e.,testing for competence. The l-ist of categories ls critical to theremaining studies of the CCSC. It is not to be considered finalizeduntil it has been ratified by the nationwide criminaListies comunity.

Some categories such as IX. Toxicology overlaP existing areas Presentlybeing certified. After much discussion, it was the consensus of theCCSC that there is a need for this category of certlfication by thepersons in criminalistics laboratories who analyze and interPret blood,urine, and breath alcohol and drug l-evels in living pefsons. The qatterof the overlap with the Anerican Board of Forensic Toxicology probablycan be resolved in cooperation with the ABFT. (Proposed) STAI{DARDS FOR GRANDPARE}ITING EACH CATEGORY

At the last meeting of the CCSC, i-t was determined that it will probablybe necessary to "grandparent" qualified individuals if national voluntarypeer group certificaEion is found to be feasible and desireabl-e throughratification of the CCSC findings by the nationwide criminalisticscommunity. Those persons certj-fied by grandparenting would be requiredto pass the same examinations as non-grandparented individuals by aspecified date (three years). At this meeting of the CCSC, it was theconsensus of the members that certificatlon by grandparenting would bebased on the same documentation required to qualify to take the examinationsfor certification. The actual combination of educational background,experience, publications, cases worked, and other factors remain to beworked out by the peers elected in each category (see below).

(Proposed) CERTIFICATION TESTING PROCEDURES FOR EACH CATEGORY

After lengthy discussion, the CCSC members arrived at a consensus on amechanism for the selection of peer group Exarninations Boards in theevidence categories.

a. Each regional group, association, laboratory system, orotherwise unrepresented person in alI areas of the nationwidecriminalistics coumunity will be invited to submit nomineesfor positions on the peergroup Examination Boards by cate-gories. Each peer group Exauination Board will be responsiblefor the content of the examinations in that category. Theywill also conduct the examinations. The mechanisms forselecting and pre-screening the nominees will be determined bythe regional group, association, laboratoryr oE unrepresentedperson making the nomination. Each nomination must be accom-panied by an application and a structured resume stating thenomineers willingness to serve, background, and qualifications(education, experience, publications, etc.).

b. The CCSC (or its equivalent successor) consisting ofrepresentatives selected from each regional organization andprofessional group will select the members of the peer Exami-nation Boards from the lists of nominees in each category.These selections will be based on qualifications of thenominees and such poinLs as geographic representation, etc.The persons selected will probably not be I'expertts experts".Instead, they will be the recognized competent peers of thepersons who would be certified. An attempt wil-l be made toobtain a base of representation as broad as possible on eachExamination Board. The Examination Boards will be subjectedto review and approval of the crirninalistics community on anational basis before they become final.

It will be up to each Examiniation Board to determine exactly what typeof test will be given in each category. The CCSC (or its equivalentsuccessor) consisting of representatives selected from each regionalorganization and professional group will establish general outlj-nes forthe tests. The latter will also make poliey decisions regarding certi-fication matters on a national basis.

The CCSC was in general agreement that the modes of testing which should

be explored for feasibility are as follows:

the exami-nations which would be used. If this is the case, it would

materially reduce the cost to the individual being certified.

The CCSC reached general agreement that the size of the Examination

Boards will have lo be liurited to three to nine members for reasons ofcost and feasibility. The size will be a function of the category and

other factors to be determined by CCSC through further study' Depending

on the peer nominess, selection, and ratification by the criminalisticsconnrunity, an Examination Board member may serve on more than one category

Examination Board.

The deternination of the feasibility and cost of certification must waituntil the study is more nearly completed'

under current LEM grant to the Forensic sciences Foundation, the ccsc

is funded for two tot" t..tings. The next meeting is set for March 30

through April 1 in New orleans and the following will- be in chicago'June 23-24, Lg78. It was indicated that LEA\I\ will probably support the

study for another Year.

A. DEA's International Syrnposiurrr on Instrurnental Applications in ForensicDrug Chernistry

The Drug Enforcement Administrationt s two-day International Symposium on

Instrumental Applications in Forensic Drug Chernistry will be held on May

29 and 30, IglS ar the Ramada Inn Rosslyn, 1900 North Fort Myer Drive'Arlington, Virginia 22209 - just across the Potomac River from Washington,D. C. The Symposium r^ri11 f ocus on the increasing reliance of the f orensicscientist on modern instrumentation and computers. There will be no

registration fee for attendees and the meeting is open to the public.Th; published proceeclings of the Sy*posium rvi1l be made available at no

cost to participants and attendees of the meeting'

The four sections of the Symposium which will explore applications ofmodern technology in forensic drug analysis will be covered by internationallyknown invited speakers. The topics include Spectroscopy, ComputerApplications, Chromatographic Advances and a Special Topics Section.Review papers rilill initiate the first three sections. These papers willbe presented by the respective chairpersons, Drs. Michael Klein, CharlesHammer and Alice V. Kruegel. The Special Topics Section, chaired byRobert K.
