Change inquiry process to allow two inquiries per event without penalty and to allow no penalty for the first inquiry afterwards that does not result in a score change. Any subsequent inquiries that do not result in changes will each be assessed a .5 penalty for the team score. Ties for individual advancement in the tournament series shall remain; all individuals who receive the last qualifying score will advance.

APPROVE THE CHAMPIONS OF CHARACTER SPORTSMANSHIP PROGRAM Assistant Commissioner Walter presented details of the Champions of Character sportsmanship program, and proposed that the IHSAA incorporate components into the IHSAA sportsmanship program:

1. Earn a minimum 95 out of 100 sportsmanship points.

2. Develop a Sportsmanship/Leadership/Citizenship message via a committee comprised of student athletes, parents, and staff.

3. Disseminate your Sportsmanship/Leadership/Citizenship message to your entire community. 4. Require your head coaches to complete the online Champions of Character character‐driven

coaching course online found at ChampionsofCharacter.org. 5. Show a minimum of one chapter of the Champions of Character video series to all participating

student athletes, parents, and coaches. A motion to approve the proposal was made by Phil Ford; seconded by Steve Cox; motion approved 15‐0. APPROVE ADJUSTMENTS IN 2013‐14 TOURNAMENT FINANCES Assistant Commissioner Searcy presented recommended changes in tournament admissions, official’s stipends in selected sports. A motion to approve these documents was made by Dave Worland; seconded by Steve Cox; the motion was approved 15‐0. CONTRACT AND SALARIES FOR IHSAA PERSONNEL Janis Qualizza, Chairperson of the IHSAA Personnel Committee, presented a salary and benefits proposal covering all staff for 2013‐14. A motion to approve the salary and benefits package for IHSAA staff was made by Jimmie Howell; seconded by Steve Cox; the motion was approved 15‐0. APPROVE THE 2013‐14 BUDGET Commissioner Cox submitted a proposed budget for 2013‐14. After review by the Executive Committee, a motion for approval was made by Paul Neidig; seconded by Deborah Watson; the motion was passed 15‐0. STATUS OF CATASTROPHIC, GENERAL LIABILITY AND EXCESS LIABILITY INSURANCE POLICIES FOR 2013‐14 Assistant Commissioner Faulkens presented a report of the progress in obtaining bids for catastrophic liability, general liability, excess liability, and directors and officer’s insurance coverage. Mr. Faulkens reported that the cost of most of these insurance policies for 2013‐14 will increase slightly, but we are still in search of the directors and officers insurance coverage. TRANSFERS Assistant Commissioner Gardner presented the final totals for transfers that have been processed during 2012‐13. This report included the following actions: Full Eligibility 3599 84.3%

SPORTSMANSHIP Assistant Commissioner Walter reported that the Association had received 621 reports of unsportsmanlike conduct during the 2012‐13 school year. This figure was lower than last year’s figure. We have identified 119 schools that are eligible to receive the 2012‐13 sportsmanship award.

LITIGATION Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association. PENALTIES ASSESSED The following penalties were assessed for various violations of the IHSAA By‐Laws: Alexandria‐Monroe High School – Commissioner Cox reported the following action as a result of a violation of Rule 19‐3 (Junior varsity baseball player participated in a contest without an approved transfer report on file) 1. The Alexandria High School baseball program is issued a warning. 2. It is absolutely mandatory that the “IHSAA Transfer Report” be submitted and acted upon by the Association prior to a student being allowed to participate in any interscholastic event. 3. As per Rule 3‐9 of the IHSAA by‐laws, the baseball games in which the ineligible athlete participated

in shall be forfeited. Alexandria High School shall notify all opposing schools of this violation. Ben Davis High School – Commissioner Cox reported the following action as a result of a violation of Rule 18‐1 (Boys’ track athlete participated in multiple meets while academically ineligible) 4. The Ben Davis High School boys’ track and field program is issued a warning. 5. The student athlete involved in this violation shall be suspended and declared ineligible for further

competition until he meets the minimum standards for academic eligibility. 6. In accordance with Rule 3‐9 of the IHSAA By‐Laws all points scored by the ineligible athlete shall be

removed from the team scores and those scores refigured. Ben Davis High School shall notify all schools affected by this ruling.

Bloomington South High School – Commissioner Cox reported the following action as a result of a violation of Rule 51‐4 (Baseball pitcher threw 11 innings in one day) 1. The Bloomington South High School baseball program is issued a warning. 2. Head Coach Phil Kluesner is reprimanded for allowing this violation to occur. Inattentiveness to the rules is not an acceptable excuse for a rules violation. 3. As per Rule 3‐9.5a of the IHSAA by‐laws, the game in which the limitation was surpassed shall be

forfeited. Bloomington South shall notify their opponent of this forfeiture. Decatur Central High School – Commissioner Cox reported the following action as a result of a violation of Rule 4‐1 (Boys’ track athlete participated in multiple meets and will turn 20 years of age on or before the state finals in track and field) 1. The Decatur Central High School boys’ track and field program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further

competition. 3. In accordance with Rule 3‐9 of the IHSAA By‐Laws all points scored by the ineligible athlete shall be

removed from the team scores and those scores refigured. Decatur Central High School shall notify all schools affected by this ruling.

Fort Wayne Bishop Luers High School – Commissioner Cox reported the following action as a result of a violation of Rule 15‐1.1a (Boys’ golfer participated in a non‐school sponsored event without an approved waiver) 1. The Fort Wayne Bishop Luers High School boys’ golf program is issued a warning.

2. The student shall be suspended for next golf match on the current Fort Wayne Bishop Luers High School boys’ golf schedule.

Fort Wayne Blackhawk Christian High School – Commissioner Cox reported the following action as a result of a violation of Rule 19‐3 (Girls’ tennis player participated in multiple matches without an approved transfer report on file) 1. The Fort Wayne Blackhawk Christian girls’ tennis program is issued a warning. 2. It is absolutely mandatory that the “IHSAA Transfer Report” be submitted and acted upon by the Association prior to a student being allowed to participate in any interscholastic event. 3. The previous actions taken by Fort Wayne Blackhawk Christian are appropriate and accepted by the IHSAA. 4. As per Rule 3‐9 of the IHSAA by‐laws, the meet in which the ineligible athlete participated in shall be

re‐scored after removing any scores posted by the ineligible athlete and the opposing schools notified of this violation.

Glenn High School – Commissioner Cox reported the following action as a result of a violation of Rule 18‐1 (Girls’ tennis player participate in multiple matches while academically ineligible) 1. The Glenn High School girls’ tennis program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility. 3. In accordance with Rule 3‐9 of the IHSAA By‐Laws all matches won by the ineligible athlete shall be forfeited and the team scores refigured. Glenn High School shall notify all schools affected by this ruling. Griffith High School – Commissioner Cox reported the following action as a result of a violation of Rule 15‐2.1c (Alumni players participated in a team practice) 1. The Griffith High School softball program is issued a warning. 2. Coach Don Bence is reprimanded for allowing this violation to occur. 3. This violation constitutes a contest for Griffith High School. If the practice which now is considered a contest places Griffith High School beyond the limitation for season softball contests during the 2012‐13 season, the school shall reduce their 2013‐14 softball schedule by one contest. Hamilton Heights High School – Commissioner Cox reported the following action as a result of a violation of Rule 18‐1 (Girls’ track athlete participated in multiple meets without an approved transfer report on file) 1. The Hamilton Heights High School girls’ track and field program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until she meets the minimum standards for academic eligibility. 3. Oldenburg Academy – Commissioner Cox reported the following action as a result of a violation of 20‐4 (Head track coach attended non‐feeder school track meets) 1. The Oldenburg Academy track and field programs are issued a warning.

2. Coach Merle Hines is reprimanded for this violation. Ignorance of the rules is not an acceptable excuse for a rules violation.

Penn High School – Commissioner Cox reported the following action as a result of a violation of 15‐2.2a (Four girls’ basketball players participated together in a non‐school sponsored contest) 1. The Penn High School girls’ basketball program is issued a warning. 2. Any player involved in the violation shall be suspended for one Penn High School girls’ basketball game during the 2013‐14 season. These suspensions may be spread out over the first two regular season contests. Plymouth High School – Commissioner Cox reported the following action as a result of a violation of 18‐1 (Boys’ track athlete participated in multiple meets while academically ineligible) 1. The Plymouth High School boys’ track and field program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility. 3. South Bend Riley High School – Commissioner Cox reported the following action as a result of a violation of 18‐1 (Boys’ track athlete participated while academically ineligible) 1. The South Bend Riley High School boys’ track and field program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility. 3. South Bend Riley High School shall notify all schools affected by this ruling.

Taylor High School – Commissioner Cox reported the following action as a result of a violation of 60‐6 (Wrestling program did not maintain proper weight management documentation during the 2012‐13 season – PROBATION)

1. The Taylor High School wrestling program is placed on probation for the 2013‐14 season. This probation is a severe type of warning. It is official notice that serious violations have occurred, are a matter of record and future, similar incidents will not be tolerated. 2. Coach Aaron Schlueter is severely reprimanded for allowing this unacceptable violation to occur. 3. The IHSAA wrestling weight management program promotes the health and safety of student athletes and must be followed in every detail. Twin Lakes High School – Commissioner Cox reported the following action as a result of a violation of 3‐10 (JV baseball player participated in multiple contests without an approved pre‐participation physical and consent on file) 1. The Twin Lakes baseball program is issued a warning. 2. Coach Oscar Haughs is reprimanded for allowing this violation to occur. This is a health and safety issue and it is absolutely imperative that the “IHSAA Pre‐Participation Evaluation Form” complete in every detail be on file for all student athletes prior to their participation in a practice, let alone an interscholastic contest. 3. The contests played in by the ineligible athlete shall be forfeited and Twin Lakes High School shall notify the opponents of this violation. Union (Dugger) High School – Commissioner Cox reported the following action as a result of a violation of 18‐1 (Softball player participated in multiple contests while academically ineligible) 1. The Union High School softball program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until she meets the minimum standards for academic eligibility. 3. As per Rule 3‐9 b of the IHSAA by‐laws, the games where the ineligible athlete participated in shall be forfeited. Union High School shall notify their opponents of this violation. Future similar incidents will be dealt with in a more severe manner. 2. Coach Steve DeGroote is severely reprimanded for conducting these practices. 3. The IHSAA accepts and supports the suspension of Coach DeGroote and the admonishment by the school administration as acceptable responses to this violation. Westville High School – Commissioner Cox reported the following action as a result of a violation of 9‐14 and 3‐11 (Softball player participated in a contest without the number of requisite practices accomplished after an extended absence) 1. The Westville High School softball program is issued a warning. 2. Coach Mark Dineen is reprimanded for causing this violation to occur 3.
