Minutes of the 14th School Board meeting held on 12th December 2014 at 11:30 a.m in the Conference Room, SOTST, Block - 15, IGNOU, Maidan Garhi, New Delhi - 110068

The following members attended the meeting:

The meeting started with a welcome address by the Chairperson. She gave a brief about the present status of the programmes of the School and informed the members that this School Board Meeting is important for the PhD candidates who had submitted their thesis early in 2014 and are yet to be evaluated.

Item No. SB: 14.1: To confirm the minutes of the Thirteenth School Board meeting held on 25th February 2014

The minutes of the 14th School Board meeting held on 25th February 2014 were discussed at length and submitted for the confirmation of the School Board.

The minutes of the 14th School Board meeting stands approved.

Item No. SB: 14.2: Action Taken Report of the 13th School Board meeting.

The Action Taken Report of the Thirteenth School Board was discussed with the following observations:

1. Restructuring of the BTS programme was placed in the Academic Council by the

programme coordinator Dr. Arvind Kumar Dubey. Academic Council has asked the programme coordinator to conduct a detailed study for need assessment and hold an expert committee meeting before restructuring the BTS Programme. It was informed by the programme coordinator that the revisions of the courses of BTS are underway; therefore the restructuring of BTS programme will be taken up once the revision work is complete.

2. Prof. Kapil Kumar, Former Director was the coordinator for the revision of the Courses

– MTM – 04, MTM – 09 & MTM – 14. It was decided that the course coordinator for these three courses will be reviewed in the next School Council meeting and placed in the next School Board Meeting.

The Action Taken Report stands approved.

Item No. SB: 14.3: To consider and approve the minutes of 23rd Doctoral Committee Meeting

The programme coordinator apprised the members about the 23rd Doctoral Committee Meeting (DCM) held on 6th March 2014. Since no School Board was held since 25th February 2014, the minutes were being placed before the School Board for approval.

The Board members approved the minutes of the 23rd Doctoral Committee Meeting.

Item No. SB: 14.4: To consider and approve the minutes of 24th Doctoral Committee Meeting

The programme coordinator, Dr. Paramita Suklabaidya, apprised the members about the 24th Doctoral Committee Meeting (DCM) held in the month of April 2014; wherein 21 candidates were selected for admission in the PhD Programme of the School for July 2014 Academic Session. Since no School Board was held since 25th February 2014, the minutes were being placed before the School Board for approval.

The Board members approved the minutes of the 24th Doctoral Committee Meeting with the observation that the candidates for July 2014 academic session maybe allotted to the supervisors as per the PhD Ordinance of the University. It was also observed that the evaluator list for the PhD thesis can include Assistant Professors and Associate Professors and the evaluator list can be placed directly in the School Board by the Director, without being placed in the Doctoral Committee Meeting first.

Further, the eligibility for admission in the PhD programme of the School was also reviewed. It was resolved that candidates with Masters in Tourism and Hospitality or in relevant field as deemed acceptable by Doctoral Committee will be eligible for admission in the PhD programme of the School. In the event of a candidate selected for the PhD programme of the school who is a Master’s Degree holder in relevant field but without any degree in Tourism, he/she will have to take two additional non credit courses (to be developed by the School) related to the Fundamentals in Tourism. These courses will be in addition to the course work assigned to the candidates.

Item No. SB: 14.5: To consider and approve the new nomenclature of degree of the existing Master of Arts (Tourism Management) programme

Programme Coordinator Ms. Tangjakhombi Akoijam, apprised the members that the existing nomenclature for the degree of Master of Arts (Tourism Management) needs to be changed to Masters of Tourism & Travel Management in accordance with the Student Evaluation Division circular No. IG/SED/Spec.Deg/2014/775 dated 3rd September 2014 to align the existing degrees with the UGC approved nomenclature of degrees published in the Gazette of India Notification dated July 5-11, 2014 (ASADHA 14, 1936)

The School Board approved the change in nomenclature to Masters of Tourism & Travel Management (MTTM) as mentioned in the UGC approved nomenclature of degrees published in the Gazette of India Notification dated July 5-11, 2014.

Item No. SB: 14.6: UGC approved nomenclature of degrees under section 22 of UGC Act

Programme Coordinator Dr. Arvind Kumar Dubey, apprised the members in accordance with the Student Evaluation Division circular No. IG/SED/Spec.Deg/2014/775 dated 3rd September 2014, all the existing degrees offered by the School needs to be aligned with the UGC approved nomenclature of degrees published in the Gazette of India Notification dated July 5-11, 2014 (ASADHA 14, 1936). As per the notification any University can offer BA/BA (Hons) in Arts/Humanities/Social Sciences, etc. of 3 years duration with entry qualification of 10+2 but as per point 52 regarding Hotel Management/Hospitality/Tourism Travel, etc. the nomenclature should be BTTM (Bachelor of Tourism and Travel Management) with minimum duration of 4 years and entry qualification 10+2.

The School Board discussed the points raised by the Programme Coordinator and observed that the programme / degree offered by the School is B.A. in Tourism Studies. Therefore, the degree offered is already aligned with the UGC degrees on offer and need not be changed any further.

Item No. SB: 14.7: To consider and approve the revised syllabus of TS-5 Course ‘Ecology, Environment and Tourism’ and list of names of probable Unit Writers

Programme Coordinator Ms. Tangjakhombi Akoijam, apprised the members that the Phase Zero form to initiate major revision of the course TS – 5 and the names of experts for the Revision Expert Committee was approved in the 12th School Board meeting and subsequently the Expert Committee meeting was held on 10th March 2014. The revised syllabus reframed by the Expert Committee and list of names of Course Revision Team and probable Unit Writers were placed for consideration and approval of the School Board.

The School Board members approved the revised syllabus structure as prepared by the Expert Committee Meeting as well as the list of the course revision team and the Unit writers. Further, the School Board authorized the Chairperson to make any additional changes in the name list of course writers, in case of any emergency and report them in the next School Board Meeting for ratification. The names of experts for the TS-5 Revision Expert Committee were approved in the 12th School Board. The School Board had authorized the Chairperson to include other experts in case any of the present ones are not available and report the same to the School Board. Two names of experts – Prof. A.J. Urfi, Delhi University and Ms. Swathi Seshadri, EQUATIONS (Tourism NGO) were approved by the Director. The same was placed before the School Board for ratification.

Further, School was advised to expedite the evaluation of the PhD thesis submitted by the PhD Candidates.

The School Board approved the minutes of the 26th Doctoral Committee Meeting and recommended that the case of extension of term sought by two candidates – Ms. Rashmi Gautam and Ms. Kanchan Kalia maybe placed before the Research Council so that they can be considered sympathetically.

SB: 14.15: Any Other Item (i) To consider the duration of BHM programme in the light of UGC notification

The Director, Prof. Srilatha informed the members that in view of the Gazette notification of UGC dated 5th July 2014, a meeting was convened in the Ministry of Tourism on 3rd December 2014 to discuss about the duration of BHM programme. It was resolved in the meeting that since BHM degree is B.Sc. in Hospitality and Hotel Administration degree, the duration of the BHM programme will remain as 3 years.

The School Board members noted the decision of the meeting convened in the Ministry of Tourism. It was noted that further deliberation are needed with NCHMCT (National Council for Hotel Management and Catering Technology) to study the syllabus structure in order to convert the study material into ODL format.

the process of launching BA (Vocational Studies) Tourism Management. A meeting of experts was scheduled in the month of February 2016.

The Programme Coordinator apprised the members about the 30th Doctoral Committee Minutes which allotted PhD topics and titles to the PhD Scholars registered in July 2014 in addition to the consideration and approval of their progress reports and some other matters (Annexure-I).

Item No. SB: 17.4: Consideration and approval of Synopsis of PhD students:

Director informed the members that as per the Research Ordinance of the University, a PhD Scholar registered in IGNOU needs to submit and get the synopsis and title of Research approved within one and half ( 1½) years of registration. Therefore, the synopsis and title of the Research Scholars registered in July 2014 cycle were placed and approved in the 30th Doctoral Committee Meeting. The same is being placed in the School Board for ratification and thereafter it will be forwarded to the RCSC for approval (Annexure-I).

Members appreciated the urgency of the agenda item and ratified the approval of synopsis and title of PhD Research of students vide 30th Doctoral Committee Meeting.

Item No. SB: 17.5: Consideration of the requests of PhD students for extension of registration period/change of supervisor:

Director apprised the members of the decision of the Doctoral Committee to forward the request of Research Scholars for extension of registration Period to RCSC for consideration with a status report on these Scholars (Annexure-I).

The School Board endorsed the requests of PhD students for extension of registration period/change of supervisor as decided by the Doctoral Committee.

The Evaluation Scheme for the Revised Course Work as approved by the 30th Doctoral Committee Meeting was ratified by the School Board.

Director informed members that the School was reviewing the names of all the evaluators of the School as the list of the evaluators over a period of time had become dated and one comprehensive list for each of the programme was proposed to be sent to SED. The names of question paper-setters, moderators, and evaluators for the above programmes were placed for approval.

The School Board approved the list. Further, School Board authorized the Chairperson, School Board, to make any additional changes in the list. The changes may be reported in the next School Board Meeting for ratification.

The meeting started with a welcome address by the Chairperson. Chairperson and Director, Prof. Ravindra Kumar apprised the members that the meeting was convened to deliberate upon matters related to the launch of CBCS programmes as per the syllabus structure given by UGC. Further, Prof. Ravindra Kumar informed the members about the notification by MHRD dated 21st March 2016; wherein it is mentioned that IGNOU must launch the programmes as given by UGC and implement the same by April 2016. He further informed the members that the matter will be discussed and deliberated as one of the agenda items. The meeting transacted the following business:

Item No. SB: 18.1: To confirm the minutes of the Seventeenth School Board meeting held on 20th January 2016

The minutes of 17th School Board meeting held on 20th January 2016 were sent to members. No comments were received; hence it was proposed to confirm the minutes.

Item No. SB: 18.2: Action Taken Report of the 17th School Board Meeting

The Action Taken Report of the Sixteenth School Board was discussed with the following observations from the Director:

Director Prof. Ravindra Kumar informed the members that revised course structure of PhD Course Work, as proposed and approved in the last School Board, was taken to Academic Council but was not placed there. It was decided in the Academic Council that course structure will be revised as soon as the directives from UGC are received. Further, the revised evaluation methodology for the PhD course work does not need the approval of the academic council but requires the approval of only the School Board.

The Action Taken Report was approved.

Item No. SB: 18.3: Discussion on the action plan and specific time frame for the adoption of CBCS pattern in SOTHSM

Director Prof. Ravindra Kumar apprised the members about a notification dated 21st March 2016 received from the Ministry of Human Resource Development wherein it was discussed that IGNOU must implement CBCS by April 2016. In view of the same, the launch of the BA (Voc) Tourism for the July 2016 session is now imperative though initially it was considered to be launched by January 2017 session. Director further informed the members that comprehensive work regarding the same was undertaken by Dr. Arvind Kumar Dubey and considering the operational problems, the launch may be delayed by a couple of months this year and the programme will be launched by August – September 2016.

Members approved the launch of BA (Voc) Tourism by the School whereas BTTM was approved in principle and will be launched later on. As a one- time measure, the Term End Examination for BA (Voc) Tourism first semester will not be conducted in December 2016 but in June 2017 along with Semester two. Further, once BA (Voc) Tourism is launched, BTS programme will be discontinued from July 2017 academic session.

Item No. SB: 18.4: Discussion on the operational issues raised in the minutes of the Meeting of the Committee held on 2nd February 2016 and Statutory approvals, wherever required

Director informed the members that as per the detailed syllabus template of B Voc (Tourism) programme, it has been observed that the credit system proposed by UGC and the credit system offered by IGNOU vary a lot. The credit of IGNOU system is much higher than what is expected by UGC and this requires certain compatibility issues to be sorted out by the CBCS committee constituted in IGNOU at the earliest to enable the launch of the programme.

Members appreciated the operational issues as raised in the agenda item and requested the Director to take up the issue at appropriate forums both within and outside IGNOU to clear the ambiguity before launch of the programme.

Item No. SB: 18.5: Approval of Phase-I (Programme Proposal) form for BA (Voc) and BTTM Programmes

Programme Coordinator B Voc (Tourism) and BTTM Programme (CBCS) Dr. Arvind Kumar Dubey placed the Phase – I form for both BA (Voc) and BTTM Programme. Director apprised the members of the decision taken in the expert committee meeting held on 2nd February 2016.

- Courses on Foreign Languages, Modern Indian Languages and other related courses will be adopted from different concerned Schools

- In BA (Voc) programme, “Feature Writing AFWE” would be one of the courses.

Phase-I (Programme Proposal) form of BA (Voc) – Tourism Management and BTTM programme have been approved by the School Board.

Item No. SB: 18.6: Approval of names of Course Writers and Editors for BA (Voc) and BTTM Programmes

Director as well as the Programme Coordinator informed the members that the process of identifying the course writers for the various courses of BS (Voc) courses is still underway. Maximum names have been identified while few more names needs to be added in order to complete the unit writing in time for the launch of the Programme in August 2016.

School Board authorized the Chairperson, School Board to approve the names of course writers as and when they are placed in the School Council. The same will be ratified in the next School Board.

Item No. SB: 18.7: Consideration and approval of the minutes of 31st Doctoral Committee Meeting

The Programme Coordinator apprised the members about the 31st Doctoral Committee Minutes and the minutes of the same were discussed in details as agenda items of the School Board.

Item No. SB: 18.8: To consider and approve Post Graduate Diploma in MICE Management Programme

Programme Coordinator Dr. Paramita Suklabaidya apprised the members that MICE is an emerging area of Tourism Sector. Although some Masters Level courses in various Universities offer courses and specialisation in MICE, no one offers MICE management Programmes in India. Further, our students in BTS and MTM have been enquiring about Programmes in the said field. The School proposes to launch the programme next year and an expert committee meeting is proposed to go through the proposed syllabus structure of the programme.

School Board the approved the Post Graduate Diploma in MICE Management and approved the six names of the experts as proposed by the Programme Coordinator for conducting the Expert Committee Meeting. Further, School Board authorized the Chairperson, School Board, to make any additional changes in the list and report in the next School Board Meeting for ratification.

Item No. SB: 18.9: Consideration of providing an opportunity to BA in International Hospitality Administration (BA-IHA) Students for completing their Degree

Programme Coordinator apprised the members about the BAIHA programme of the School which was launched in 2008 in collaboration with American Hotel and Lodging Educational Institute (AH & LEI). The programme was kept in abeyance since July 2012 though the last batch of students was admitted in July 2012 session as per the orders of the Honourable Delhi High Court. The students enrolled in this programme were given maximum six years to complete the

three years degree programme and the additional two years of re-admission as applicable in the other three years programme such as BTS and BHM was not offered to these students. Since quite a few students were not able to complete their degree programme within the stipulated six years, the programme coordinator was receiving requests from students and parents for an opportunity to complete the degree programme.

The School Board members observed that the extension of term of completion of the degree is a matter of administrative policy of the University and outside the purview of the School Board. Therefore, the agenda item was withdrawn and the same will be pursued through administrative mode.

Item No. SB: 18.10: Consideration and approval of MoU between IGNOU and Indian Culinary Institute for B.Sc. (Culinary Arts) programme

Director apprised the members about the MoU signed with National Council of Hotel Management and Catering Technology (NCHMCT) to offer B Sc (Culinary Arts) for the first time in India. Dr. Sonia Sharma, Programme Coordinator informed the members present that the designing of the Course Curriculum is now underway with a Course Design Committee comprising of the members from the School, NCHMCT and Culinary experts. The final detailed syllabus and phase form will be placed in the next School Board.

All the members appreciated the initiative taken up by the School and approved the proposal.

Item No. SB: 20.3: To offer B.Sc. Culinary Arts programme in modular pattern

Dr. Sonia Sharma informed the members that the School was planning to offer B.Sc. Culinary Arts Programme in collaboration with Indian Culinary Institute (ICI), Tirupati in a modular pattern. A MoU with ICI was signed on 5th May 2016 in order to launch the B. Sc. (Culinary Arts) Programme. The modular pattern would give the students the option of completing One year of the programme (Two Semesters – I & II) and exit the programme

with a Diploma (Culinary Arts)

Two years of the programme (Four Semesters- I, II, III, & IV) and exit the programme with an Advanced Diploma (Culinary Arts); and

Three years of the programme (Six Semesters – I, II, III, IV, V, & VI) and exit the programme with a Bachelor’s Degree - B. Sc. (Culinary Arts)

She further informed that any of the students exiting with a Diploma or Advanced Diploma can rejoin the programme later on to complete their Degree Programme as per rules.

The members observed that the modular approach of offering the programme was needed in present times. Prof. Salooja, Director, School of Agriculture observed that Food Processing may be a part of Culinary Arts. Director Prof. Ravindra Kumar advised the Programme Coordinator Dr. Sonia Sharma to include Food processing as an optional course in the Programme and involve the representative from the School of Agriculture in the JCC of B.Sc. (Culinary Arts) Programme. Members approved the launch of B.Sc. (Culinary Arts) Programme in modular pattern

Members also approved phase forms for – Diploma, Advance Diploma and B.Sc. (Culinary Arts) Programme.

Item No. SB: 20.6: Renewal of MoUs of BHM and MHA programmes being offered by IGNOU in collaboration with NCHMCT

Programme Coordinator, Dr. Sonia Sharma, apprised the members of a request received from the National Council for Hotel Management & Catering Technology (NCHMCT) for the renewal of MoU for offering B.Sc. in Hospitality and Hotel Management (BHM) Programme and M.Sc. in Hospitality Administration (MHA) programme; operational since 2002 and 2004 respectively. The MoU for BHM Programme was signed on 11th December 2012 with a validity of 5 years w.e.f. 11.03.2012 and the MoU expired on 10th March 2017. While the MoU for offering MHA Programme was signed on 16th December 2015 with a validity of 2 years w.e.f 01.09.2015 expiring on 31st August 2017. The proposal for the renewal of these two MoUs with NCHMCT was being placed for consideration and approval of the School Board

The School Board observed that the Programme was on offer since 2002 and 2004 respectively and was in great demand. Therefore, the renewal of the MOU was approved by the School Board.

Item No. SB: 20.7: To consider and approve change of Supervisor for PhD scholar, Ms. Rashmi Gautam from Prof. Kapil Kumar to Dr. Arvind Kr. Dubey

The members were informed that Prof. Kapil Kumar was the Supervisor of PhD Scholar Ms. Rashmi Gautam, enrolment number: 097327370. Prof. Kapil Kumar had informed that he was not in a position to supervise the said PhD scholar. On his request, Hon’ble VC had allotted supervision of Ms. Rashmi Gautam to Dr. Arvind Kumar Dubey, Asst. Professor, SOTHSM. Further, the extended time limit of PhD submission had expired on 2nd August, 2017 and as per her supervisor Dr. Arvind Kumar Dubey, some major corrections were required in her PhD thesis. Ms. Rashmi Gautam had already submitted an application for extension of time limit by 4 months to Hon’ble VC and the same was approved and forwarded to Research Unit. School Board was requested to ratify her change of Supervisor; and also extend time of submission by 4 months i.e. from 2nd August, 2017 to 2nd December 2017.

The School Board members ratified the change of supervisor for Ms. Rashmi Gautam from Prof. Kapil Kumar to Dr. Arvind Kumar Dubey, as approved by the Honourable Vice Chancellor. School Board members approved the extension of time period for submission of PhD Thesis of Ms. Rashmi Gautam by another 4 months till 2nd December 2017.

Item No. SB: 20.8: Approval of Phase forms for B.A. (Vocational Studies) Tourism Management (CBCS Programme)

Dr. Arvind Kumar Dubey informed the members that the 64th Academic Council meeting held on 10th July, 2015 (AC 64.20.2) had approved the adoption of CBCS scheme of UGC and had directed all the Schools to develop the same. Thereafter, in the 38th School Council of SOTHSM held on 09th September’15 and in the 16th School Board held on 17th October’15, it was decided that School would develop CBCS (UGC) programs. Subsequently, in the 18th School Board Meeting held on 4th April’16, the Phase Form - 1 and syllabus of B.A (VOC) Tourism Management were approved. The phase form -1 has been submitted to Planning and Development Division for getting its approval from Planning Board or APC. The minutes of the same were awaited. Dr. Arvind Kr. Dubey further informed the School that since at present Single Phase Form is being followed in the University, the same was placed before the School Board, with necessary details, for approval.

The members observed that both the syllabus and Phase form – 1 of B.A (VOC) Tourism Management were already approved in the 18th School Board Meeting; and the single phase form is a procedural requirement. The School Board approved the Single Phase Form for B.A (VOC) Tourism Management

Item No. SB: 20.9: Approval of Phase forms for B.Sc. (Fashion Design) programme

Dr. Arvind Kumar Dubey informed the members that the 19th School Board Meeting held on 5th April’17 (Item No. 19.9) had approved in principle, the development and launch of 3 years B.Sc. Programme (Graduation Level) in Fashion Design. In the 44th Academic Council’s Standing Committee (ACSC) meeting held on 9th May’17, it was decided that the B.Sc. (Fashion Design) programme would be housed in SOTHSM instead of SOET; and in the same meeting the Phase Form -2 for B.Sc. in fashion Design through ODL mode was approved. Subsequently the minutes of the 44th ACSC were placed before 68th Academic Council Meeting which approved the Phase Form - 2 of B.Sc. (Fashion Design).

Dr. Dubey further informed the members that the Self Learning Material (SLM) for the Programme was ready and it was prepared with course writers from IGNOU and Pearl Academy. In order to finalize course structure, material etc. different committees were formed and course writers from Pearl Academy and IGNOU were selected. The committee and writers met in the month of May, June and July, 2017 and finalize the SLM. Some SLM has been Adopted from Pearl Academy material and some adapted from IGNOU‘s material (different schools). After editing prepared material, the SLM has been forwarded by ACD to UGC for taking its approval. After getting due approval from UGC, the said Programme will be launched. The single Phase form for B.Sc. (Fashion Design) Programme, name of

Item No. SB: 20.10:

To conduct Certificate programme in Housekeeping Operations for 1st

batch of Deaf & Mute students

Dr. Harkirat Bains, of SOTHSM, Training Cell Bhopal, apprised the members about a proposal received from ‘The Mook and Badir Sangathan’ a well established organization, proactively engaged in the developmental and educational activities of Deaf & Mute Children in Indore. The said organization had approached SOTHSM Training Cell, Bhopal to undertake the training of approximately 35 students of the organization in the area of Housekeeping Operation. She further informed the members that the services of an Interpreter (on a consolidated salary of 30,000/-) with an expertise in sign language would be needed to assist in this training programme, as well as for conducting the Viva Voce of these students. The proposed date for initiating the training programme for this batch of approximately 35 students will be Third week of August’ 17. Further, Dr. Bains requested that as a special case the Programme Registration and Examination fee for these students may kindly be waived off.

All the members appreciated the initiative to train the deaf and mum students and making them self reliant. School Board approved the launch of the special training programme in Hospitality Operations (Housekeeping Operations) for the training of approximately 35 deaf and mum students in the SOTHSM Training Centre, Bhopal. School Board also approved the services of an interpreter on consolidated salary as well as waive off registration and examination fees. Further, the matter of interpreter and the registration / examination fee waive off maybe taken up with the SRD and SED.

Item No. SB: 20.11: To consider and approve the Evaluation Methodology of Hospitality Programmes being offered at SOTHSM Training Cell, Bhopal

Dr. Harkirat Bains informed the members that SOHSM Training Cell Bhopal had conducted the Term End Examinations of CFO, CHO, CFBO, PGDHO programmes in June 2017, with due approval of SRD and SED. Programme coordinator for the above three programmes Dr. Harkirat Bains, placed the evaluation methodology for the following four programme for the kind consideration and approval of the School Board:

i. Certificate Programme in Front Office Operations (CFO) ii. Certificate Programme in Housekeeping Operations (CHO)

Item No. SB: 20.12: To consider and approve the changes in the courses of MTTM programme

Ms. Tangjakhombi Akoijam apprised the members about two internal meetings held to review the curriculum of the Master of Tourism & Travel Management (MTTM) programme on 14th July 2017 and 17th August 2017 respectively. Accordingly, proposed changes were placed before the School Board for kind consideration and approval. Members considered and approved course wise changes as per given below:

1. In MTTM-2 (Human Resource Planning and Development in Tourism), Unit -16 ‘Emerging Trends and Perspectives’ will be re-written by Ms. Tangjakhombi Akoijam as a new Unit.

2. In MTTM-7 (Managing Seles and Promotion in Tourism), a new Unit related to the ‘Role of Social Media’ will be written by Dr. Arvind Kumar Dubey. Data and Charts in other Units will also be updated.

3. In MTTM-10 (Tourism Impacts), two new Units relating to ‘Sustainable Tourism Development Practices’ and ‘Present Government Policies’ will be written by Dr. Arvind Kumar Dubey.

4. In MTTM-12 (Tourism Products” Design and Development), Unit – 6 ‘ Religious Tourism (Pilgrimage)’ and Unit 12 ‘Cruises’ will be re-written as new Units by Dr. Paramita Suklabaidya along with minor changes in other Units.

Item No. SB: 20.13: To consider and approve syllabus and names of Course Writers for French in Tourism Programme

Director Prof. Ravindra Kumar apprised the members about a proposal by the School Board of SOTHSM whereby it was decided that functional competence in one or more foreign languages for students of Tourism was considered as ‘valuable additional asset’. As a follow up to the request, the School of Foreign Languages (SOFL), IGNOU held an Expert Committee meeting for designing the syllabus and identifying the names of course writers. Both were approved by the School Board of SOFL. The same was placed for consideration and approval of the School Board of SOTHSM.

Members observed that the course was already approved in the School Board of SOFL. Therefore the same was approved by the School Board as an optional course in the BTS programme of the School.

a) To consider and approve the MoU with BAPS Swaminarayan Sanstha: The Chairman informed the Board that BAP Swaminarayan Sanstha had approached the University for starting academic programmes on Vedic Studies, and Indian Culture and Spiritualism. It had also agreed to establish a Chair and create an endowment fund to promote such programmes. This proposal would be formalized in the form of the MoU.

The Chairman further proposed that the academic programmes under this proposal should be coordinated by Dr. Paramita Suklabaidya and assistance in the form of consultant/s may be provided to her in this endeavor. Accordingly, the following two programmes would be developed initially: i. Certificate Programme in Vedic Studies, and ii. Certificate Programme on Indian Culture and Spiritualism.

School Board members appreciated the proposal and approved the MoU between BAPS and IGNOU. It was agreed that the academic programmes under this proposal would be coordinated by Dr. Paramita Suklabaidya. The School Board also approved the development of the above listed certificate programmes.

b) Consideration of Evaluation Methodology of the course work of PhD programme: Programme Coordinator informed the members that the evaluation methodology of the course work of the PhD programme for the revised course work was being proposed keeping in the mind the feed back received from SED regarding the same.

Item No. SB: 22.3: Approval of minutes of Thirty Sixth and Thirty Seventh Doctoral Committee meeting held on 27th - 28th February, 2018 and on 27th August, 2018 The Programme Coordinator apprised the members about the 36th and 37th Doctoral Committee Meeting. The minutes of both the meetings were placed and were discussed in details as agenda item of the School Board.

Members observed that in the minutes of the 36th Doctoral Committee Meeting, Agenda 36.1, three supervisors and co supervisors were allotted to Ms. Dawa Doma Sherpa. One Supervisor was from the School and two co – supervisors from Sikkim. Dr. Paramita Suklabaidya informed

Reporting the minutes of Joint Coordination Committee meeting between IGNOU & NCHMCT

Dr. Sonia Sharma, Programme Coordinator BHM and MHA programme as well as the convener for the Joint Coordination Committee (JCC) with National Council of Hotel Management and Catering Technology (NCHMCT) informed the members that a JCC meeting was held on 10th August, 2018 which was chaired by the Honourable Vice Chancellor. Mr. Ganguli, Director (A&F), NCHMCT informed the members that National Testing Agency has taken over JEE of BHM and MHA programmes with the approval of Secretary MHRD; as suggested by the Honourable Vice Chancellor in the JCC meeting. The minutes of the same was approved by the Honourable Vice Chancellor.

Members observed that the meeting was chaired by the Honourable Vice Chancellor and the minutes were approved by him. Therefore this matter may be considered as reporting item; and the minutes of the JCC stands ratified.

Programme Coordinator Dr. Arvind Kumar Dubey informed the members that the Phase -1 Form related to B.A (VOC) Tourism Management Programme was approved in the 54th meeting of the Academic Programme Committee (APC) held on 15th March 2018. University Grants Commission has already uploaded the programme structure which comprises of units and sub-units and expected course content. School has decided to develop the CBCS curriculum as given on the UGC website for B.A (VOC) Tourism Management. Dr. Dubey informed the members that most of the units /sub units and content are already available in existing SLM of SOTHSM, SOSS, SOH, SOM, SOCS, SOL and other schools. The same content will

Item No. SB: 22.7: Reporting status of B.Sc. (Fashion Design) Programme Programme Coordinator Dr. Arvind Kumar Dubey apprised the members about the background of the programme.

Dr. Dubey further added that in a meeting convened in the VCO on 26th September 2018 chaired by Hon’ble VC, it was decided that B.Sc. Fashion Design Programme will be now housed in SOVET. As per the decision, all available material /documents were handed over to Dr. R. S. P Singh, Director, SOVET and Ms. Urshla Kant, Assistant Professor, SOVET by Dr. Dubey himself in presence of Prof. Jitendra Kumar Srivastava, Director, SOTHSM

This matter was reported to the School Board.

Item No. SB: 22.8: UGC notification related to Bachelor of Arts (Tourism Studies) – BTS Programme Programme Coordinator Dr. Dubey informed the members that the recent UGC notification has not approved Bachelor of Tourism Study BTS Programme (three year Graduation programme) of SOTHSM, launched (under BDP) in the year 1995. In the year 2014, UGC had notified that the nomenclature of the programme should be either Bachelor of Travel or Tourism Management (BTTM) of 4 years duration or Bachelor of Arts Programme of three years. In the year 2015, UGC notified to launch CBCS programmes of three and four years. As per that notification SOTHSM is developing CBCS programme B.A (VOC) Tourism Management of three years duration and will be launched in July 2019.

Dr. Dubey informed the members’ that since BTS is a BA programme of three year duration and recent UGC notification has approved IGNOU’s BA programme, therefore as approved by the Hon’ble VC, the School is offering Bachelor of Arts in Tourism Studies programme under BDP for the July 2018 and January 2019 session. Dr. Dubey, further observed that since BTS is

now being offered as a BA programme under BDP; therefore a separate Programme Guide has not been printed from January 2018 session onwards.

Members observed that the approval for offering BA in Tourism Studies was given by the Honourable Vice Chancellor, therefore this matter may be considered as reporting item; and the agenda items stands ratified.

Item No. SB: 22.9: Consideration and approval of the list of Paper Setters, Moderators and Evaluators for various programmes offered from the School Director placed the revised list of Paper Setters, Moderators and Evaluators for the various programmes of the School.

School Board members suggested at least 05 years of teaching experience should be mandatory for paper setters and Moderators. While a teaching experience of 2 and 3 three years must be mandatory for evaluators of Under-graduate and post graduate programmes, respectively. Members observed that the faculty should go over the list again and thereafter with the purview of the Chairperson, i.e. Director of the School, the list stands approved.

To consider and approve names for ‘Expert Committee for review and revision of MTTM 15 course of the MTTM programme Ms. Tangjakhombi Akoijam informed the members that MTM – 15 ‘Meetings, Incentives, Conferences and Expositions’ is a course offered in the fourth semester of Master of Arts in Tourism Management (MTM) programme. This course was approved for Major Revision in the 20th School Board meeting. The changes in the MICE industry, specially business travel needs to be reflected in the course. The following experts will be invited for the expert committee meeting:

ii) Opportunity of Re-admission to BA in International Hospitality Administration Students (All batches from 2008 – 2012) Programme Coordinator Dr. Paramita Suklabaidya informed the members that BA in

international Hospitality Administration (BA – IHA), a three year degree programme was on

offer, in collaboration with American Hotel and Lodging Education Institute (AH & LEI) from

July 2008 till July 2012 (last batch of students were admitted as per the advice of the

Honorable, Delhi High Court). The minimum period for the completion of the BAIHA Degree

Programme is 03 years while maximum is 06 years with no provision of re – admission.

The 18th

School Board and subsequently the Academic Council gave extension of one year only to the students of batch 2008, 2009 and 2010. Thereafter, SRD observed and recommended readmission for a period of two years (four chances) is accordance with the existing norms of the university should be given to the students of all the batches from 2008 –

2012. In the light of the recommendations of SRD the matter was again placed before the 19th

School Board and approved and a committee was formed by the Honorable Vice Chancellor under the chairpersonship of Registrar – SRD and the committee gave the following recommendations: i) Re – admission will be given only to the students who have registered for all the 3 years of

the programme and have completed their internship. ii) The pro – rata fees as per University norms will be 11,700/- per 8 credit course of IGNOU iii) No. of permissible chances will be four chances, commencing July 2018 with June 2020 as

the last term end examination. iv) Support and monitoring of the Academic Activities will be managed by the School. v) Other operational issues as they might arise will be managed by the School.

Further, Programme Coordinator requested that the two year re – admission provision may kindly be initiated from January 2019 till December 2020 so as to enable the students 2012 batch to take re – admission in the programme.

Members observed that a large number of students are yet to complete the programme and therefore this opportunity with the conditions as stipulated by the Committee stand approved with two changes: a) re – admission will be given only to those students who have registered for all the 3 years of

the programme and have completed their internship as well as taken classes for all the mandatory practical classes since School cannot provide Programme centres for the students now.

b) the period of re –admission of two years will commence in January 2019 and the maximum four chances will be completed by December 2020.

iii) Update on NCHMCT fellowship scheme to four research scholars of IGNOU Director informed the members that a proposal was received from NCHMCT with regard to the offering four research fellowship by NCHMCT. The matter is under consideration and a committee will be constituted by the Honourable Vice Chancellor to look into the modalities of the same.

Members welcome the proposal and the proposal stands approved.

Dr Sonia Sharma apprised the members about a PhD student, Mr. K.C. Pandey, Enrolment Number

131637009 who has requested for extension of registration period for another four months. She

apprised that the student was enrolled in Jan’ 2013 and completed five years of registration and one

year of extension (5+1) on 10th

March 2019 but was not able to submit the thesis within this

timeframe of maximum 6 years as per University norms. Now, he has finished writing the thesis,

has completed other requirements like presenting the research papers in seminars / publication of

papers etc and his supervisors has given the recommendation to extend the registration period for

another four months. The request was placed in the 39th

Doctoral Committee Meeting held on 25th

April 2019 and was recommended. The same is placed before the School Board for consideration

and approval.

The case of Mr. K.C Pandey was discussed by the Board members in detail.

Programme

Prog. Coordinator Dr. Paramita Suklabaidya, informed the members that the approval for launching

the CTS programme as an online programme was taken via circulation from the members. Since

then the proposal was sent to Centre for Online Learning (COL) along with the prescribed form

and information. The matter was placed before the Academic Council Standing Committee

(ACSC) and Academic Council (AC), and approved for launch in July 2019 academic session.

Further, the SLM for CTS was being uploaded by COL and videos for the two courses will be

prepared by the faculty members as per the directives of COL.

Members noted that this agenda was a reporting item.

Restructuring of the Certificate in Tourism Studies (CTS) Programme

Prog. Coordinator Dr. Paramita Suklabaidya, informed the members that CTS Programme is a 16

Credit programme with two courses of 08 Credits each. This programme was launched in 1994 and

now with the new developments in the field of tourism the courses need to be revised and

restructured. It is proposed that CTS Programme be restructured as 18 credits Programme with 03

Courses of 6 credits each. Further, an expert committee meeting is being proposed to restructure

the Programme and names of 09 external members are proposed to be approved by the School

Board, out of which only 04 experts will be called for the meeting as per their availability.

Members considered and approved the proposal to restructure CTS Programme as an 18 Credts Programme with 03 Courses of 6 Credits Each. Further, names of 09 External Experts were

approved for the Expert Committee Meeting as per the list below, of which only 04 will be called

Rights of persons with disability – Resolution of the 70th

Academic Council

Dr. Paramita Suklabaidya apprised the members that as per the resolution of the 70th Academic Council Meeting, the inclusion of the rights of persons with disabilities in various course

curricula of IGNOU must be placed before the School Board for Consideration. Further, a 2

Credit Course Structure on 'Persons with Disability and their rights' was received from the Director NCDS for consideration and inclusion in the curriculum of all the programmes.

It was observed that all the programmes of the School are on offer as per the credit system of the University. Any inclusion of a separate course of 02 credits will be difficult within the framework

of the present credit system. Further, it was also observed that Tourism and Hospitality already have the concept of Accessible tourism which deals with the rights of people with disability for

services that are being provided to them in the tourism and hospitality industry.

Members resolved that one unit on accessible tourism which will also speak about rights of people

with disability in Tourism and Hospitality sector must be included in the Programmes of the School. The courses where this unit taken upon will be decided in the School Council among the

Faculty members.

The Chairperson requested the Board to constitute Standing Committees of

Board to expedite the CBCS Programme & Research Degree Programme. It

was proposed to constitute two Standing Committees i) for CBCS and ii) for

Research Degree Programme. The Chairperson proposed to constitute the

said committee with following members.

The above mentioned standing committees will deliberate upon the issues

The Board considered and approved the name of only Prof. Sandhya Rani

Sahoo, as the Moderator for the questions papers of MBP-005 (Editing

Books for Children). The School Board suggested that Professors of

disciplines other than English should not be recommended and that

Moderators should be recommended only from amongst Experts located

in Delhi or the NCT.

54.26 To consider and approve the name of a Course Editor for the American

Drama and American Poetry (MEG Optional Courses) submitted by Dr.

Nandini Sahu, Associate Professor, SOH.

The Board considered and approved the name of Dr. Anand Prakash as

the Course Editor for the American Drama Course and the American

Poetry Course given his expertise in both areas. However, the School

Board also recommended that care should be taken to ensure the

The Board desired that the Blocks/Units to be written for the said course

be assigned to each Course Writer and the list be submitted to the next

School Board for approval.

The Board deferred this agenda. The Board suggested that the said

agenda to be placed in the next School Board for the approval of the

programme as well as syllabus.

54.33(a) To consider and approve the Phase-Zero Form and Detailed

Syllabus for the Major Revision of the Certificate in the

Teaching of English as a Second Language (CTE), as more

than three years has lapsed since the prior approval of the

School Board.

The Board considered and approved the Major Revision of

the syllabus of the CTE Programme and the Phase Zero

Form.

CTE Programme (CTE-1,2,3,4 & 5).

The 54th SB Meeting ended with the Director offering a

sincere Vote of thanks to all the outgoing members and in

particular to Prof. J.M. Parakh, the senior most Faculty

Member of the School as this was officially his last School

Board Meeting due to his superannuation on the 28th of

February 2017.
