Mamanglo, Project Development Coordinator of the Provincial Planning and Development Office — Ifugao Cultural Heritage Office. (PPDO- ICHO) On July 24-26, 2018, a team from the GREENPEACE led by Ms. Desiree Llanos Dee visited the province of Ifugao and asked the assistance of our office to help them find a resource person who could share their experiences and ideas on the effects of Climate Change in the Rice Terraces and to local farmers. The team was able to talk and interview some locals in Barangays Bangaan, Bocos and Amganad, all in the municipality of Banaue. On August 1, 2018, we received a communication letter from Ms. Desiree Llanos Dee, Climate Justice Campaigner at Greenpeace inviting this representation and two others as a resource speaker and indigenous representative respectively on the topic of climate change impacts on the Cultural Heritage Sites in the Rice Terraces of Ifugao in its third public hearing at the Commission on Human Rights Session Hall, Quezon City on August 29-30, 2018. We agreed and sent through email a Curriculum Vitae and a PowerPoint Presentation. Our office, the Ifugao Cultural Heritage Office (ICHO) is the implementing arm of the Provincial Government of Ifugao for rice terraces and cultural development programs in the province. The PLGU provides annual fund allocation for its operation, management and implementation of the envisioned developmental interventions for the conservation of the rice terraces and culture. The PowerPoint will be presented in three (3) topics/parts; to wit: 1 Brief Profile of the Province of Ifugao 2. Pressing Issues in the Cultural and Historical Sites 3. Programs and Activities on Culture and Arts

The abstract ts as follows:

1 Brief Profile of the Province of Ifugao

The Ifugao Rice Terraces as Living Cultural Heritage and as a symbol of Ifugaoingenuity, architecture and engineering prowess, as a UNESCO World HeritageSite and as a FAO Globally Important Agricultural System site will be discussed inthis topic. Additionally, a brief description of its people, tribes, tourist attractionsand economy is overviewed.

~~ Il. Developmental ChallengesThis part tackles the pressing issues that continuously threaten the already

deteriorating state of the Rice Terraces. The Rice Terraces is not spared of theimpact of societal and climate change. Time changes and people changes withtime, so does the culture that has sustained the heritage property for centuries. Withthe influence of modernization and globalization, the people now prefer modernways of living over our traditional knowledge systems which were weakened andcontinue to undermine the practice of the IK systems, especially the best culturalpractices among the youth today.

Til. Programs and Activities on Culture and the Arts

On 2001, the Ifugao Rice Terraces was included in the list of the 100 mostendangered sites in the World Monument Watch, however, with the governmentand stakeholder’s interventions/efforts introduced over the years, it has removedthe property from the list of the World Heritage in danger. The heritage property,however, continue to deteriorate. For this reason, the Provincial Government cameup with programs, activities and appropriate interventions with the hope that theheritage property and cultural identity as Ifugao people and the Ifugao rice terracesshall remain for the centuries to come a living heritage of humanity.
