INVITATION LETTER

Ladies and Gentlemen:

We are pleased to invite you to submit bids to: Prince William County Service Authority, Department of Engineering and Planning, in accordanc e with the following:

1. Definitions

Definitions applicable to this solicitation document are located in the General Conditions of the Construction Contract (EJCDC), Article !-"Definitions and Terminology''.

2. General

2.1 All Bids shall be prepared and submitted by and at the cost of the Bidder, hence all costs associated with preparation and submission of the Bid shall be borne by the Bidder.

2.2 Bid Form shall be typed; Unit prices included in the Basis for Bid on Exhibit E ­Schedule ofUnit Prices, may be typed or legibly handwritten.

2.3 Contractor shall carry out the WORK within the same time frame allowed in the approved WORK Schedule. The Work shall be substantially complete in 145 calendar days.

2.4 Bidder shall address inquiries, if any, in writing to: bid guestions@pwcsa.org and purchasinggroupemail @pwcsa.org by the questions deadline stated in the "Notice to Bidders" section of this IFB.

3. Validity of Bid

The Bids shall remain valid for a period of ninety (90) days, commencing on the date of opening the bids. If the Bidder withdraws their offer before expiration of the said period, without the written authorization of the Owner, the amount of the Bid Bond will be forfeited to the Owner.

4. Scope of Work

Provide all materials, equipment and labor necessary for the construction of the MOONEY PROCESS WATER STORAGE TANK REHABI LITATION . Details and requirements of the scope are contained in the Contract Documents; a list of items that are a part of, but the entirety of the Work are located on the first page of this solicitation.

NOTICE TO BIDDERS

SOLICITATION IFB #: SA- 1705 MOONEY PROCESS WATER STORAGE TANK REHABILITATION

Prince William County Service Authority is accepting competitive sealed bids from qualified Contractors for the MOONEY PROCESS WATER STORAGE TANK REHABILITATION project. Sealed Bids will be accepted until 2:00 p.m. on January 19, 2017 at Prince William County Service Authority at 4 County Complex Court, Woodbridg e, Virginia 22192. Bids must be clearly marked on the outside of the envelope "Sealed Bid - IFB No. SA-1705, Title:_ MOONEY PROCESS WATER STORAGE TANK REHABILITATION Bids will then be publicly opened and read aloud. Bids received after the specified time will not be considered. GENERAL DESCRIPTION: Provide all materials, equipment and labor necessary for the construction of MOONEY PROCESS WATER TANK REHABILITATION. The work includes, but is not limited to the following:

• Removal of coatings and oxidation on all interior and exterior surfaces including paint containing lead.

• Interior and exterior repairs to corroded steel surfaces and weldments throughout the tank.

• Tank bottom structural repair via circumferential plate installation or complete tank bottom plate installation.

• Installation of new coating system.

• Modification to the pressure transducer water level measurement system and control system

• Removal of the external water level indicator and all appurtenances and attachments to the tank

• Removal of existing overflow piping and supports (interior and exterior)

• Miscellaneous welding and repairs to support brackets, telecommunication equipment supports

• Installation of a new overflow weir box, overflow pipe and supports.

• Removal and replacement of tank vent

• Modifications to tank ladder and installation of a safety gate and handrails

• Installation of new tank access way and davit.

• Installation of a precast overflow transition vault with float switch

• Structural concrete repairs to tank ringwall

• Civil site work to revise grades around the tank ring wall for proper drainage

• All required erosion and sedimentation controls

Bidder shall submit bid using the blank form(s) provided in this Project Manual.

PRE-BID CONFERENCE: A Non-Mandatory Pre-bid Conference is scheduled for 10:00 A.M. (EST), December 22, 2016 in the Grubbs Building at the H.L. Mooney Advanced Water Reclamation Facility located at 1 8 6 1 Ripp o n B 1v d , Woodbridge, VA 22191. Interested Bidders and Subcontractors are required to attend.

Pleas of ignorance of any conditions existing on the work-site, or difficulties encountered in the execution of the Work, or as a result of failure to make necessary investigations and examinations, will not be accepted as an excuse for any failure or omission on the part of any Bidder to properly fulfill the requirements set forth in the Contract Documents .

QUESTIONS DEADLINE: Submit questions, in written form only, to Purchasing Manager at bid questions@pwcsa.org and purchasinggroupemail@pwcsa.org no later than 4: 0 0 P.M. (EST), January 5, 2017.

BID OPENING: Pursuant to the competitive bidding provision of the Service Authority's purchasing regulation and the Code of Virginia, and subject to the terms and conditions listed herein, sealed bids will be accepted until 2:00 P.M. (EST), January 19, 2017. After which, responses will be opened then read aloud.

Note: The official time device shall be that as designated by the Purchasing Manager for Prince William County Service Authority.

Bid documents are available for no charge and upon request by emailing the Procurement Department at purchasinggroupemail@pwcsa.org .

Important Note: Neither the Owner nor the Engineer will be responsible for full or partial sets of Contract Documents, including any Addendum, obtained from any other source .

One (1) original and one (1) copy of the completed Bid shall be submitted before 2:00 P.M. on January 19, 2017 in a sealed envelope and should be addressed and delivered to:
