Discussion of ATSEP Rating at the 1st meeting, Croatia

When we consider the ATSEP Rating,

what is the common work of ATSEP ? According to the ATSEP manual (Doc.7192), the principal duties of the ATSEP are:

a) Performing maintenance on CNS/ATM system/equipment which include: 1. Calibrating, flight and ground, radio navigation aids; 2. Certification of CNS/ATM system/equipment; 3. Modification of operational CNS/ATM equipment; 4. Corrective maintenance; 5. Preventive maintenance.

b) Performing installation of CNS/ATM system/equipment.

c) Management, monitoring and control of operational CNS/ATM system/equipment.

d) Developing, reviewing and modifying CNS/ATM system/equipment and/or maintenance procedures and standards.

Medical Provision forLicensing

・ ICAO regulate the Requirement of Medical Assessment in the chapter 6 ANNEX-1. Three categories are,

Class – 1 Medical Assessment

Class – 2 Medical Assessment

Except flight crew, the medical assessment is demanded to ATCO only.

According to the ATSEP Training Manual, the principal duties of the ATSEP are:

Medical requirement for ATCO

・ The controllers cannot be engaged in their duties if there is no certificate of the doctor who is satisfying a medical requirement besides the rating.

・ The medical checkup besides a usual checkup is executed once two years.

Necessity of Medical requirement for ATSEP ?

・  Necessary  ( close to ATCO )  The duty of ATSEP is concerned with the safety r

elated task strongly.

  Inevitably, medical requirement is necessary.

・  unnecessary  ( close to mechanic )

The duty of ATSEP is not demanded until there.

  It is enough in a usual checkup.

License Working Group faced a problem

There are two opinions, necessary and unnecessary.

License working group cannot decide

whether it is necessary or unnecessary.

License working group request IFATSEA Executive Board

to give the decision of medical requirement.

The EX board discussed the medical requirement

at the board meeting on April, 2004.

The EX board gave the decision to license working group.

4.7 Air traffic safety electronics personnel license (technician/technologist/engineer)

4.7.1 Requirements for the issue of the license Before issuing the Air Traffic Safety Electronics Personnel (ATSEP) license, a Contracting State shall require the applicant to meet the requirements of 4.7.1 and the requirements of at least of the ratings set out in 4.8. Unlicensed State employees may operate as ATSEP on condition that they meet the same

requirements.

4.7.1.1 Age The applicant shall be not less than 20 years of age.

4.7.2.1 Knowledge The applicant shall have demonstrated a level of knowledge

appropriate to the holder of an ATSEP license, in at least the following subjects:

Air law a) rules and regulations relevant to the ATSEP; CNS/ATM system

4.8 Air traffic safety electronics personnel ratings

4.8.1 Categories of ATSEP ratings

4.8.1.1 ATSEP ratings shall comprise the following categories; a) communication; b) navigation; c) surveillance; d) data processing; Above categories are recognized as a common minimum safety related CNS/ATM technical domains. Each Contracting State is expected to use its own regulations to identify other additional safety-related Air Navigation technical domains.

4.8.2 Requirement for ATSEP rating

4.8.2.1 Knowledge The applicant shall have demonstrated a level of knowledge appropriate to the privileges granted, in at least the following subjects as far as they affect the area of responsibility:

6.6 Class 4 Medical Assessment

6.6.1 Assessment issue and renewal

6.6.1.1 An applicant for Air Traffic Safety Electronics Personnel license shall undergo an initial medical examination for the issue of a Class 4 Medical Assessment.

6.6.1.2 Except where otherwise stated in this section, holders of Air Traffic Safety Electronics Personnel licenses shall have their Class 4 Medical Assessments renewed at intervals not exceeding those specified in 1.2.5.2.

6.6.1.3 When the Licensing Authority is satisfied that the requirements of this section and the general provisions of 6.1 and 6.2 have been met, a Class 4 Medical Assessment shall be issued to the applicant.

6.6.2 Physical and mental requirements The medical examination shall be based on the following requirements.
