    IMPORTANT

    1. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION:

    The candidates applying for the examination should ensure that they fulfil all eligibilityconditions for admission to the Examination. Their admission at all the stages of theexamination will be purely provisional subject to satisfying the prescribed eligibility

    conditions.

    Mere issue of e-Admission Certificate to the candidate will not imply that his/hercandidature has been finally cleared by the Commission.

    Commission take up verification of eligibility conditions with reference to originaldocuments only after the candidate has qualified for Interview/Personality Test.

    2. HOW TO APPLY

    Candidates are required to apply Online only by using the website

    www.upsconline.nic.in. Brief instructions are given in Appendix-II. Detailed

    instructions for filling up online applications are available on the above mentionedwebsite.

    3. LAST DATE FOR RECEIPT OF APPLICATIONS :

    The Online Applications can be filled upto 9th April, 2012 till 11.59 PM after whichthe link will be disabled.

    4. The eligible candidates shall be issued an e-Admission Certificate three weeksbefore the commencement of the examination. The e-Admission Certificate will

    be made available in the UPSC website [www.upsc.gov.in] for downloading bycandidates. No Admission Certificate will be sent by post. All the applicants arerequested to provide valid & active e-mail i.d. while filling up Online applicationform as the commission may use electronic mode for contacting them.

    5. PENALTY FOR WRONG ANSWERS (in Objective Type Papers) :

    Candidates should note that there will be penalty (Negative Marking) for wrong

    answers marked by a candidate in the Objective Type Question Papers.

    6. FACILITATION COUNTER AND WEBSITE FOR GUIDANCE OF CANDIDATES :

    In case of any guidance/information/clarification regarding their applications,candidature etc., candidates can contact UPSCs Facilitation Counter near Gate C

    of its campus in person or over Telephone Nos.011-23385271/011-23381125/011-23098543 on working days between 10.00 hrs. and 17.00 hrs.

    The Commission also has Website at address : www.upsc.gov.in over which the

    candidates can obtain details of the examination as well as information aboutregistration of their applications, venue of the examination and results etc.

    7. SPECIAL INSTRUCTIONS :

    Candidates are advised to read carefully Special Instructions to the Candidatesfor Conventional Type Tests and Objective Type Tests (Appendix III Part A andPart B). For both writting and marking answers in the OMR sheet [Answer Sheet]

    in objective type papers, candidates must use either black or blue ball pen only.Pens with any other colours are prohibited. Do not use Pencil or ink pen.

    8. MOBILE PHONES NOT PERMITTED :

    (a) Mobiles phones, pagers or any other communication devices are not allowedinside the premises where the examination is being conducted. Anyinfringement of these instructions shall entail disciplinary action includingban from future examinations.

    (b) Candiates are advised in their own interest not to bring any of the banned

    items including mobile phones/pagers or any valuable/costly items to thevenue of the examination, as arrangements for safekeeping cannot be assured.Commission will not be responsible for any loss in this regard.

    Detailed Application Forms which will berequired to be submitted by the candidateswho qualify on the result of the written partof the examination.

    No other document relating to age like

    horoscopes, affidavits, birth extracts fromMunicipal Corporation, service records andthe like will be accepted.

    The expression Matriculation/SecondaryExamination Certificate in this part of the

    instruction includes the alternativecertificates mentioned above.

    NOTE 1:- CANDIDATES SHOULD NOTETHAT ONLY THE DATE OF BIRTH ASRECORDED IN THE MATRICULATION/

    SECONDARY EXAMINATIONCERTIFICATE OR AN EQUIVALENTCERTIFICATE ON THE DATE OFSUBMISSION OF APPLICATION WILL BEACCEPTED BY THE COMMISSION AND

    NOTE 3:- CANDIDATES SHOULDEXERCISE DUE CARE WHILE ENTERINGTHEIR DATE OF BIRTH IN THE

    RESPECTIVE COLUMN OF THEAPPLICATION FORM. IF ONVERIFICATION AT ANY SUBSEQUENTSTAGE, ANY VARIATION IS FOUND IN

    (III) Minimum Educational Qualification:

    For admission to the examination, a

    candidate must have(a) obtained a degree in Engineering from

    a University incorporated by an Act of

    the Central or State Legislature in In-dia or other Educational Institutionsestablished by an Act of Parliament ordeclared to be deemed as Universi-

    ties under Section 3 of the UniversityGrants Commission Act, 1956; or

    (b) passed Sections A and B of the Insti-

    tution Examinations of the Institutionof Engineers (India); or

    (c) obtained a degree/diploma in Engi-neering from such foreign University/

    College/Institution and under suchconditions as may be recognised bythe Government for the purpose fromtime to time, or

    (d) passed Graduate Membership

    Examination of the Institute ofElectronics and TelecommunicationEngineers (India); or

    (e) passed Associate Membership Exami-nation Parts II and III/Sections A and Bof the Aeronautical Society of India; or

    (f) passed Graduate Membership Ex-amination of the Institution of Elec-tronics and Radio Engineers, Londonheld after November, 1959.

    Provided that a candidate for the post ofIndian Naval Armament Service (ElectronicsEngineering Posts) and Engineer, Gr. 'A' inWireless Planning & Coordination Wing/Monitoring Organisation may possess anyof the above qualifications or the qualificationmentioned below namely:-

    M.Sc. degree or its equivalent with Wireless

    Communication, Electronics, Radio Physics

    or Radio Engineering as a special subject.NOTE-1 A candidate who has appearedat an examination the passing of whichwould render him educationally qualifiedfor this examination, but has not beeninformed of the result, may apply for

    admission to the examination. A candidate

    N.B. (ii) Candidates admitted to theexamination under the proviso to para 3(III)will be considered only for the postsmentioned in the said proviso and their

    preference for other Services and Posts, ifany, will be ignored.

    N.B. (iii)The candidates will be allotted to

    various Services/Posts strictly in accordance

    with their merit position, preferencesexercised by them and number of

    vacancies, subject to their medical fitness.

    2 (B) A candidate may apply for admissionto the examination in respect of anyone ofthe categories of the Services/Postsmentioned in para 2 above viz. CivilEngineering or Mechanical Engineering or

    Electrical Engineering or Electronics &Telecommunication Engineering.

    3. ELIGIBILITY CONDITIONS:

    (I) Nationality:

    A candidate must be either:

    (a) a citizen of India, or

    (b) a subject of Nepal, or

    (c) a subject of Bhutan, or

    (d) a Tibetan refugee who came over toIndia before the 1st January, 1962 with the

    intention of permanently settling in India, or(e) a person of Indian origin who hasmigrated from Pakistan, Burma, Sri Lankaor East African countries of Kenya, Uganda,the United Republic of Tanzania, Zambia,

    Malawi, Zaire and Ethiopia or from Vietnamwith the intention of permanently settlingin India.

    Provided that a candidate belonging to

    categories (b), (c), (d) and (e) above shallbe a person in whose favour a certificate ofeligibility has been issued by theGovernment of India.

    A candidate in whose case a certificate ofeligibility is necessary, may be admitted tothe examination but the offer of appintment

    may be given only after the necesaryeligibility certificate has been issued by theGovernment of India.

    (II) Age Limits:(a) A candidate for this examination must

    have attained the age of 21 years and mustnot have attained the age of 30 years onthe Ist January, 2012 i.e. he/she must havebeen born not earlier than 2nd January,1982 and not later than 1st January, 1991.

    (b) The upper age limit of 30 years will berelaxable upto 35 years in the case ofGovernment Servants of the following

    categories, if they are employed in aDepartment/Office under the control of anyof the authorities mentioned in column 1below and apply for admission to the

    examination for all or any of the Service(s)/Post(s) mentioned in column 2, for whichthey are otherwise eligible.

    (i) A candidate who holds substantively apermanent post in the particular

    Department/Office concerned. Thisrelaxation will not be admissible to aprobationer appointed against a

    permanent post in the Department/Officeduring the period of his probation. Howeverthis relaxation will be admissible to aprobationer so appointed provided he/shealready retains a lien on a permanent post

    in a Department/Office under the control ofany of the authorities mentioned in column1 below.

    (ii) A candidate who has been continuouslyin a temporary service on a regular basis

    in the particular Department/Office for atleast 3 years on the 1st January, 2012.

    NOTEThe period of apprenticeship iffollowed by appointment against a working

    posts on the Railways may be treated asRailway Service for the purpose of ageconcession.

    (c) The upper age limit prescribed abovewill be further relaxable

    (i) Upto a maximum of five years if a can-

    didate belongs to a Scheduled Casteor a Scheduled Tribe;

    (ii) Upto a maximum of three years in thecase of candidates belonging to OtherBackward Classes who are eligible

    to avail of reservation applicable tosuch candidates. The closing date

    fixed for the receipt of the applicationwill be treated as the date for deter-mining the OBC status (including that

    of creamy layer) of the candidates.

    (iii) Upto a maximum of five years if a can-didate had ordinarily been domiciledin the State of Jammu & Kashmir dur-ing the period from the 1st January,

    1980 to the 31st December, 1989.

    (iv) Upto a maximum of three years in thecase of Defence Service personneldisabled in operations during hostili-ties with any foreign country or in adisturbed area, and released as a

    consequence thereof;

    (v) Upto a maximum of five years in thecase of ex-servicemen includingCommissioned Officers and ECOs/SSCOs who have rendered at least

    five years Military Service as on 1stJanuary, 2012 and have been re-leased (i) on completion of assign-ment (including those whose assign-

    ment is due to be completed withinone year from 1st January, 2012)otherwise than by way of dismissal ordischarge on account of misconductor inefficiency, or (ii) on account of

    physical disability attributable to Mili-tary Service or (iii) on invalidment;

    (vi) Upto a maximum of five years in thecase of ECOs/SSCOs who have

    completed an initial period ofassignment of five years of Military

    Services as on 1st January, 2012and whose assignment has been

    extended beyond five years and in

    whose case the Ministry of Defenceissues a certificate that they can applyfor civil employment and they will bereleased on three months notice onselection from the date of receipt of

    offer of appointment;

    (vii) Upto a maximum of 10 years in the caseof blind, deaf-mute and orthopae-dically handicapped persons.

    NOTE (I)Candidates belonging to the

    Scheduled Castes and the Scheduled Tribesand the Other Backward Classes who arealso covered under any other clauses of Para3 (II)(c) above, viz. those coming under thecategory of Ex-servicemen, persons domi-ciled in the State of J & K, blind, deaf-mute

    and orthopaedically handicapped etc. willbe eligible for grant of cumulative age relax-ation under both the categories.

    NOTE (II) The term ex-servicemen willapply to the persons who are defined as

    ex-servicemen in the ex-servicemen (Re-

    employment in Civil Services and Posts)Rules, 1979, as amended from time to time.

    NOTE (III)The age concession under Para3(II) (c)(v) and (vi) will not be admissible toEx-Servicemen and Commissioned Officers

    including ECOs/SSCOs, who are released

    on their own request.

    NOTE (IV)Notwithstanding, the provisionof age relaxation under Para 3(II)(c)(vii)above, a physically handicapped candidatewill be considered to be eligible for

    appointment only if he/she (after suchphysical examination as the Government or

    appointing authority, as the case may be,

    may prescribe) is found to satisfy therequirement of physical and medicalstandards for the concerned Services/Posts

    to be allocated to the physically handicappedcandidates by the Government.

    NOTE (V)A candidate will be eligible to

    get the benefit of community reservationonly in case the particular caste to which

    the candidates belong is included in the

    list of reserved communities issued by the

    Central Government. If a candidate indi-

    cates in his/her application form for Engi-

    neering Services Examination that he/shebelongs to General category but subse-

    quently writes to the Commission to change

    his/her category to a reserved one, such

    request shall not be entertained by the

    Commission.

    While the above principle will be fol-

    lowed in general, there may be a few caseswhere there was a little gap (say 2-3

    months) between the issuance of a Gov-

    ernment Notifications enlisting a particular

    community in the list of any of the reserved

    communities and the date of submission

    of the application by the candidate. In such

    cases the request of change of community

    from General to Reserved may be consid-

    ered by the Commission on merit.

    N.B.The candidature of a person who is

    admitted to the examination under the age

    concession mentioned in Para 3(II)(b) aboveshall be cancelled if, after submitting his

    application he/she resigns from service or

    his services are terminated by his/herdepartment/office either before or after takingthe examination. He/she will, however,continue to be eligible if he/she is retrenched

    from the service or post after submitting hisapplication. A candidate who after submittinghis application to the department istransferred to other department/office will beeligible to compete under departmental age

    concession.

    SAVE AS PROVIDED ABOVE THE AGELIMITS PRESCRIBED CAN IN NO CASEBE RELAXED.

    The date of birth accepted by the

    Commission is that entered in theMatriculation or Secondary School LeavingCertificate or in a certificate recognised byan Indian University as equivalent toMatriculation or in an extract from a Register

    of matriculates maintained by a University,and that extract must be certified by theproper authority of the University or in theHigher Secondary or an equivalentexamination certificate. These certificates Continued

    who intends to appear at such a qualifyingexamination may also apply. Suchcandidates will be admitted to theexamination, if otherwise eligible, but theiradmission would be deemed to beprovisional and subject to cancellation, ifthey do not produce proof of having passedthe requisite qualifying examination alongwith the Detailed Application Form whichwill be required to be submitted by the

    candidates who qualify on the result ofwritten part of the examination.

    NOTE-2 In exceptional cases, theCommission may treat a candidate, who hasnot any of the qualifications prescribed inthis rule, as educationally qualified providedthat he/she has passed examinationsconducted by other institutions the standardof which in the opinion of the Commission

    justifies his/her admission to the examination.

    NOTE-3A candidate who is otherwisequalified but who has taken a degree froma foreign University which is notrecognised by Government, may also applyto the Commission and may be admitted tothe examination at the discretion of theCommission.

    (IV) Physical standards

    Candidates must be physically fit accordingto physical standards for admission toEngineering Services Examination, 2012

    as per guidelines given in Appendix-II ofthe Rules for the Engineering Services

    Examination, 2012 published in the Gazetteof India Extraordinary dated 10th March,2012.

    4. FEE:

    Candidates (excepting SC/ST/Female/PHwho are exempted from payment of fee)are required to pay a fee of Rs. 100/-

    (Rupees One hundred only) either byremitting the money in any Branch of SBIby cash or by using net banking facility of

    State Bank of India/State Bank of Bikaner& Jaipur/State Bank of Hyderabad/StateBank of Mysore/State Bank of Patiala/StateBank of Travancore or by using Visa/MasterCredit/Debit card.

    For the applicants in whose case paymentsdetails have not been received from the

    bank they will be treated as fictitiouspayment cases and a list of all suchapplicants shall be made available on theCommission website within two weeks afterthe last day of submission of onlineapplication. These applicants shall also be

    intimated through e-mail to submit copy ofproof of their payment to the Commissionat the address mentioned in the e-mail. Theapplicant shall be required to submit theproof within 10 days from the date of suchcommunication either by hand or by speedpost to the Commission. In case, noresponse is received from the applicanttheir application shall be summarilyrejected and no further correspondenceshall be entertained in this regard.

    ALL FEMALE CANDIDATES ANDCANDIDATES BELONGING TOSCHEDULED CASTES/SCHEDULED

    TRIBES/PHYSICALLY HANDICAPPEDCATEGORIES ARE EXEMPTED FROMPAYMENT OF FEE. NO FEE EXEMPTIONIS, HOWEVER, AVAILABLE TO OBCCANDIDATES AND THEY AREREQUIRED TO PAY THE PRESCRIBED

    FEE IN FULL.

    Physically handicapped persons areexempted from the payment of fee provided

    they are otherwise eligible for appointmentto the Services/Posts to be filled on theresults of this examination on the basis ofthe standards of medical fitness for theseServices/Posts (including any concessionsspecifically extended to the physicallyhandicapped). A physically handicappedcandidate claiming age relaxation/feeconcession will be required by theCommission to submit along with their

    Detailed Application Form, a certified copyof the certificate from a Governmenthospital/Medical Board in support of his

    claim for being physically handicapped.

    NOTE: Notwithstanding the aforesaidprovision for age relaxation/fee exemption,

    a physically handicapped candidate will beconsidered to be eligible for appointment

    only if he/she (after such physicalexamination as the Government or theappointing authority, as the case may be,may prescribe) is found to satisfy therequirements of physical and medicalstandards for the concerned Services/Poststo be allocated to Physically Handicappedcandidates by the Government.

    NOTE (i) : Applications without theprescribed fee (unless remission of fee is

    claimed) shall be summarily rejected.

    NOTE (ii): Fee once paid shall not be

    refunded under any circumstances nor canthe fee be held in reserve for any otherexamination or selection.

    NOTE (iii):- If any candidate who took theEngineering Services Examination held in

    2011 wishes to apply for admission to thisexamination, he/she must apply within theprescribed date without waiting for the

    results or an offer of appointment.

    5. HOW TO APPLY:

    (a) Candidates are required to applyOnline using the link www.upsc

    online.nic.in. Detailed instructions for fill-ing up online applications are availableon the above mentioned website.

    (b) The applicants are advised to submitonly single application; however, if due toany unavoidable situation, if he/she sub-mits another/multiple applications, then he/

    she must ensure that application with thehigher RID is complete in all respects likeapplicants' details, examination centre,photograph, signature, fee etc. The appli-cants who are submitting multiple applica-tions should note that only the applicationswith higher RID (Registration ID) shall beentertained by the Commission and feepaid against one RID shall not be adjusted

    against any other RID.

    (c) All candidates, whether already inGovernment Service, or in Governmentowned industrial undertakings or othersimilar organisations or in privateemployment, should apply online direct tothe Commission.

    Persons, already in Government servicewhether in a permanent or temporarycapacity or as work-charged employees

    other than causal or daily rated employeesor those serving under public enterprisesare, however, required to inform their Headof Office/Department that they have appliedfor the Examination. Candidates shouldnote that in case communication is receivedfrom their employer by the Commissionwithholding permission to the candidatesapplying for/appearing at the Examination,their application will be liable to be rejected/candidature will be liable to be cancelled.

    NOTE : WHILE FILLING IN HIS/HERAPPLICATION FORM, THE CANDIDATE

    SHOULD CAREFULLY DECIDE ABOUTHIS/HER CHOICE FOR THE CENTREAND ENGINEERING DISCIPLINE FORTHE EXAMINATION.

    The candidates applying for the Examinationshould ensure that they fulfil all the eligibility

If on verification at anytime before or after the Written examinationor Interview Test, it is found that they do notfulfil any of the eligibility conditions, theircandidature of the Examination will be

    Immediately after the declaration of thewritten results successful candidates will be

    required to fill in Detailed Application Formonline. Attested copies of the abovementioned certificates will have to be sentto the Commission at that time. The originalswill have to be produced at the time ofinterview. If any of their cla ims is found to beincorrect, they may render themselves liableto disciplinary action by the Commission interms of Rule 11 of the Rules for

    Engineering Services Examination, 2012notified in the Gazette of IndiaExtraordinary dated 10th March, 2012and also reproduce below:-

    A candidate who is or has been declaredby the Commission to be guilty of:

    (i) obtaining support for his candidature

    by any means; or

    (ii) impresonating; or

    (iii) procuring impersonation by any per-son; or

    (iv) submitting fabricated documents ordocuments which have been tam-pered with; or

    (v) making statements which are incor-rect or false or suppressing materialinformation; or

    (vi) resorting to any other irregular or im-proper means in connection with hiscandidature for the examination; or

    (vii) using unfair means during the exami-nation; or

    (viii) writing irrelevant matter including ob-scene language or pornographic mat-ter in the script(s); or

    (ix) misbehaving in any other manner inthe examination hall; or

    (x) harassing or doing bodily harm to thestaff employed by the Commission forthe conduct of their examinations; or

    (xi) being in possession of or using anycellular/mobile phone/pager or anyother electronic equipment or deviceor any other equipment capable ofbeing used as a communication de-

    vice during the examination; or

    (xii) violating any of the instructions is-sued to candidates along with theiradmission certificate permitting themto take the examination; or

    (xiii) attempting to commit or as the casemay be abetting the commission of

    all or any of the acts specified in theforegoing clauses, may in addition torendering himself liable to criminal

    prosecution, be liable

    (a) to be disqualified by the Commis-sion from the examination for whichhe/she is a candidate; and/or

    (b) to be debarred either permanentlyor for a specified period

    (i) by the Commission from any exami-

    nation or selection held by them;

    (ii) by the Central Government from anyemployment under them; and

    (c) if he/she is already in service un-der Government to disciplinary ac-tion under the appropriate rules.

    Provided that no penalty under this rule

    shall be imposed except after(i) giving the candidate an opportunity

    of making such representation in writ-ing as he/she may wish to make onthat behalf, and

    (ii) taking the representation if any submit-ted by the candidate, within the period

    allowed to him/her into consideration.

    6. LAST DATE FOR RECEIPT OFAPPLICATIONS:

    The Online Applications can be filled upto9th April, 2012 till 11.59 PM after which

    the link will be disabled.

    7. CORRESPONDENCE WITH COMMI-SSION :

    The Commission will not enter into anycorrespondence with the candidates about

    their candidature except in the followingcases :

    (i) The eligible candidates shall be is-sued an e-Admission Certificate threeweeks before the commencement of

    the examination. The e-AdmissionCertificate will be made available inthe UPSC website [www.upsc.gov.in] for downlading by candidates.No Admission Certificate will be sent

    by post.

    (ii) If a candidate does not receive his/here-admit card or any other communi-cation regarding his/her candidaturefor the examination one week before

    the commencement of the examina-tion, he/she should at once contact theCommission. Information in this regardcan also be obtained from the Facilita-tion Counter located in the

    Commissions Office either in personor over phone Nos. 011-23381125/

    011-23385271/011-23098543. Incase no communication is receivedin the Commissions Office from the

    candidate regarding non-receipt ofhis/her e-Admission Certificate at-least one week before the examina-tion, he/she himself/herself will besolely responsible for non-receipt of

    his/her e-Admission Certificate.

    No candidate will ordinarily be al-lowed to take the examination unlesshe/she holds e-Admission Certificatefor the examination. On receipt of e-

    Admission Certificate, check it care-fully and bring discrepancies/errors,if any, to the notice of UPSC immedi-ately.

    The candidates should note that their

    admission to the examination will bepurely provisional based on the in-formation given by them in the Appli-cation Form. This will be subject toverification of all the eligibility condi-

    tions by the UPSC.

    (iii) The mere fact that an e-AdmissionCertificate of admission to the Exami-nation has been issued to a candi-date will not imply that his/her candi-

    dature has been finally cleared by theCommission, or that the entries madeby the candidate in his/her applica-

    tion for the Examination have beenaccepted by the Commission as trueand correct. Candidates may note

    that the Commission takes up the veri-fication of eligibility conditions of acandidate, with reference to originaldocuments, only after the candidate

    has qualified for Interview or Person-ality Test on the result of the writtenpart of the examination. Unless can-didature is formally confirmed by theCommission, it continues to be provi-

    sional.

    The decision of the Commission asto the acceptance of the applicationof a candidate and his/her eligibilityor otherwise for admission to the Ex-

    amination shall be final. Candidatesshould note that the name in the Ad-mission Certificate, in some casesmay be abbreviated due to technicalreasons.

    (iv) If a candidate receives an e-Admis-sion Certificate in respect of someother candidate on account of han-dling error, the same should be im-mediately brought to the notice ofCommission with a request to issuethe correct e-Admission Certificate.Candidates may note that they willnot be allowed to take the examina-tion on the strength of an e-Admis-sion Certificate issued in respect ofanother candidate.     3. In the Personality Test special attentionwill be paid to assessing the candidates

    capacity for leadership, initiative andintellectual curiosity, tact and other socialqualities, mental and physical energy,powers of practical application and integrityof character.

    4. Conventional papers must be answeredin English. Question papers will be set in

    English only.

    5. Candidates must write the papers in theirown hand. In no circumstances will they

    be allowed the help of a scribe to write theanswers for them. However, an extra timeof twenty minutes per hour shall bepermitted for the candidates with locomotor

    disability/cerebral palsy where dominant(writing) extremity is affected to the extentof slowing the performance of function(minimum of 40% impairment) in theconventional type paper.

    6. The Commission have discretion to fixminimum qualifying marks in any or all thepapers of the examination. The Objective

    Type papers as contained in Section-I ofthe Plan of the Examination will be

    evaluated first and evaluation of theConventional Type Papers contained in

    Section-II of the Plan of Examination will

    be done only of those candidates whoobtain the minimum qualifying marks inObjective Types Papers, as fixed by theCommission.

    7. Marks will not be allotted for mere

    superficial knowledge.

    8. Deduction upto 5 per cent of the

    maximum marks for the written papers will

    be made for illegible handwriting.

    9. Credit will be given for orderly, effective

    and exact expression combined with due

    economy of words in the conventional

    papers of the Examination.

    10. In the question papers, whereverrequired, SI units will be used.

    NOTE: Candidates will be supplied withstandard tables/charts in SI units in theExamination hall for reference purpose,

    wherever considered necessary.

    11. Candidates are permitted to bring anduse battery operated pocket calculators forconventional (essay) type papers only.Loaning or inter-changing of calculators in

    the Examination hall is not permitted.

    It is also important to note that candidatesare not permitted to use calculators for

    answering Objective Type Paper (Testbook lets). They should not, therefore, bringthe same inside the Examination Hall.

    12. Candidates should use onlyInternational form of Indian numerals (e.g.

    1,2,3,4,5,6 etc.) while answering question

    papers.

    How to fill in the Answer Sheet of objective type tests in the Examination Hall

    Please follow these instructions very careful ly. You may note that since the Answer Sheets are tobe evaluated on machine, any violation of these instructions may result in reduction of your scorefor which you would yourself be responsible.

    Before you mark your responoses on the Answer Sheet, you will have to fill in various particulars in it.

    As soon as the candidate receives the Answer Sheet, he/she should check that it is numbered at thebottom. If it is found unnumbered he/she should at once get it replaced by a numbered one.

    You will see from the Answer Sheet that you will have to fill in the top line, which reads thus :

    The test Booklet Series is incidated by Alphabets A, B, C, or D at the top right hand corner of theBooklet.

    Write your Roll Numbers exactly as it is in your Admission Certificate in the boxes provided for thispurpose. Do not omit any zero(s) which may be there.

    The next step is to find out the approriate subject code from the Time Table. Now encode the TestBooklet Series, Subject Code and the Roll Number in the circles provided for this purpose. Do theencoding with black/blue ball pen. The name of the Centre need not be encoded.

    Writing and encoding of Test Booklet Series is to be done after receiving the Test Booklet andconfirming the Booklet Series from the same.

    For General Ability subject paper of A' Test Booklet Series you have to encode the subject code,which is 99. Do it thus.

    Special Instructions to Candidates for Conventional type papers1. Articles permitted inside Examination Hall

    Battery-operated pocket calculators of non-programmable type only, mathematical/engineer-ing/drawing instruments, including a flat rule divided on the edges into inches and tens of an inchand into centimeters and millimeters, a slide rule, set squares, a protractor and a pair ofcompasses, pencils, coloured pencils, mapping pens, eraser, T-square and drawing board foruse wherever necessary. Candidates are not allowed to bring with them any Tables or Chartsfor use in the Examination Hall.

    2. Tables to be supplied by UPSC

    If it is considered necessary for answering the questions set in any paper, the Commis-sion may supply any of the following for reference purpose only :(i) Mathematical/Physical/Chemical and Engineering Tables (including Logarithmic Tables)

    ;

    (ii) Steam Table (including Mollier Diagrams for Temperature up to 800 C and Pressure up to500 Kgf/Cm);

    3. Answers to be written in own handWrite the answers in your own hand in ink, Pencil may be used for maps, mathematicaldrawings or rough work.

    4. Check Answer BookThe candidate must write his roll number (and not his name) only in the space provided for thepurpose on every answer book used by him. Before writing in the answer book, please see thatit is complete. In case there are any missing pages, it should be got replaced.Do not tear out any pages from the Answer Book. If you use more than one Answer Book,indicate on the cover of first Answer Book the total number of Answer Books used. Do not leaveany blank, unused spaces between answers. If such spaces are left, score them out.

    5. Answers in excess of prescribed number will be ignoredThe candidate must attempt questions strictly in accordance with the directions given on eachquestion paper. If questions are attempted in excess of the prescribed number, only thequestions attempted first up to the prescribed number shall be valued and the remaininganswers will be ignored.

    6. Questions relating to graph/precis should be attempted only on graph/precis sheets to besupplied on demand by the Invigilators. All loose sheets such as precis sheet, drawing papers,graph sheets etc. whether used or not, should be placed inside the answer books and fastenedalong with the additional answer book(s), if any. Candidates who fail to observe this instructionwill be penalized. Do not write your roll number on these sheets.

    7. Unfair means strictly prohibitedDo not copy from the papers of any other candidate nor allow your papers to be copied nor givenor attempt to give nor obtain nor attempt to obtain irregular assistance of any description. It willbe the responsibility of every candidate to ensure that his answers are not copied by anothercandidate. Failure to do so will invite penalty, as may be awarded by the Commission foradoption of unfair means.

    8. Conduct in Examination HallDo not misbehave in any manner or create disorderly scene in the examination hall or harassor bodily harm the staff deployed for the conduct of examination. You will be severely penalizedif you attempt to do so.

    9. Please read carefully and abide by the instructions printed on the Question Paper and on theAnswer Book supplied in the Examination Hall.

    10.The candidates are not allowed to leave the Examination Hall before the expiry of prescribedtime period of the examination.

    Special Instructions to Candidates for objective type tests

    1. Articles permitted inside Examination HallClip board or hard board (on which nothing is written), a good quality black/blue ball pen formaking responses on the Answer Sheet. Answer Sheet and sheet for rough work will besupplied by the Invigilator.

    2. Articles not permitted inside Examination HallDo not bring into the Examination Hall any article other than those specified above, e.g., books,notes, loose sheets, electronic or any other type of calculators, mathematical and drawinginstruments, Log Tables, stencils of maps, slide rules, Test Booklets, rough sheets pertainingto earlier session(s), etc.Mobile phones, pagers or any other communication devices are not allowed inside thepremises where the examination is being conducted. Any infringement of these in-structions shall entail disciplinary action including ban from future examinations.Candiates are advised in their own interest not to bring any of the banned itemsincluding mobile phones, pagers to the vanue of the examination, as arrangements forsafekeeping cannot be assured.

    3. Penalty for wrong Answers (in Objective Type Papers)

    THERE WILL BE PENALTY (NEGATIVE MARKING) FOR WRONG ANSWERS MARKEDBY A CANDIDATE IN THE OBJECTIVE TYPE QUESTION PAPERS.

    (i) There are four alternatives for the answer to every question. For each questionfor which a wrong answer has been given by the candidate, one third (0.33) of themarks assigned to that question will be deducted as penalty.

    (ii) If a candidate gives more than one answer, it will be treated as a wrong answer even if oneof the given answers happens to be correct and there will be same penalty as above forthat question.

    (iii) If a question is left blank i.e. no answer is given by the candidate, there will be nopenalty for that question.
