    The municipal solid waste management is taking a serious turn now-a-days. It is not about nding the appropriate technology for disposal ofwaste but how to integrate the available technologies with the primarysegregation at the house-hold level. We all know that domestic garbage in

    municipal areas may be broadly classied in three categories: (a) Organicwaste: kitchen waste, vegetables, owers, leaves, fruits, (b) Toxic waste:old medicines, paints, chemicals, bulbs, spray cans, fertilizer and pesticidecontainers, batteries, (c) Recyclable waste: paper, glass, metals, plastics.It is clear that there will be no value from waste, as energy or material, if itis not segregated. But this is where our waste management system stopsshort.

    The Extraordinary General Meeting and Special General Meeting of the

    Corporate Members of The Institution of Engineers (India) was held on

    15 May 2016 at the premises of The Institution of Engineers (India),

    Himachal Pradesh State Centre, Victoria Place, Nigam Vihar, Shimla

    171002. The meeting presided over by Mr H C S Berry, President, IEI,

    and Dr Anil Kumar, Secretary and Director General-I/C and attended

    by a large number of Corporate Members, considered the resolution

    of the Council regarding amendment to Bye-Laws and Regulations of

    the Council and approved the amendments unanimously to become

    operational with immediate effect. The occasion was also used to

    interact with the members present to inform regarding various activities

    of the Institution.

    Currently, contracts for waste management are awarded by Urban LocalBodies (ULBs) to vendors with an incentive to bring larger quantities ofwaste to the dumpsite. Under these contracts, the vendor is paid againstthe volume of waste deposited on the site. This tipping fee as it is knownmeans that the higher the volume brought the greater the nancial reward.City municipalities also nd that the collection, transport and dumping ofwaste is an easier proposition than processing it for reuse.

    The Municipal Solid Waste (MSW) Rules 2015 has been introduced andnow it is the responsibility of ULB to ensure segregation of waste at source.This interprets that the ULBs must sensitise the citizens to segregatewaste at the household level and then ensure that this segregated

    waste - wet and dry, compostable and recyclable is collected separatelyand transported separately for processing. Our lack of knowledge hasresulted in many recyclable items being thrown out on a daily basis. This

    has negative impact on the environment and the health of the humanpopulation. Landlls continue to be lled up with all kinds of waste that aretaking up valuable space. Segregation at source should therefore be at theheart of ULBs solid waste management system.

    India Emerging as a Manufacturing

    Hub of the World by 2020 Prospects

    and PathwaysKarnataka State Centre of the Institution organized the Thirty-rst NationalConvention of Production Engineers and National Seminar on the themeIndia Emerging as a Manufacturing Hub of the World by 2020 - Prospectsand Pathways during May 6-7, 2016 at Bangalore. The Convention wasinaugurated by the Chief Guest, Dr L V Muralikrishna Reddy, ImmediatePast President, IEI. In his inaugural address, Dr Reddy spoke aboutsignicance of Indian manufacturing sector and its objective in the globalperspective to achieve growth. He emphasized on Make in India missionand stated that it is one of the most signicant drive to enhance thequality of manufacturing system. He felt that it is necessary for todaysmanufacturers to adopt state-of-the-art production reporting tools, supply

    Garbology is the study of modern refuse and trash, which includescommunal sorting, separating and disposal of landll, recycling andcompostable items. This subject has the potential to teach us moresustainable methods when it comes to manage our waste. Following are

    the principles of Garbology: (1) Do not mix the waste, (2) Total segregation- no segregation - no collection, (3) Compost biodegradable, (4) Recyclenon-biodegradable, (5) Set up physical programs for composting andrecycling in every locality, (6) Only two destinations - Back to Mother Earthand Back to Recycling Plant, (7) Decentralisation of waste management

    to tackle it at local level, (8) Take action against those who defy the laws.Though till recent times, the subject Garbology is nurtured in Westerncountries, it is also gaining relevance in Indian context. It is not only about

    sensitisation of people but lot of technological processes are also involvedin the system. Various technologies are available for composting, suchas, aerobic, anaerobic and vermi-composting. The thermal conversiontechnologies are incineration with or without heat recovery, pyrolysis andgasication, plasma pyrolysis and pelletization or production of RefuseDerived Fuel (RDF).

    Therefore, the Indian Universities and Technological Institutes shouldseriously consider introduction of Garbology in their curriculum, so that,we can effectively tackle the menacing situation and turn the table towardsbenet of people. We need to turn the system of garbage managementat source, only then we really clean our cities - not just sweep the dirtunder the carpet. The Institution of Engineers (India) being the largest

    organisation of engineers and technologists should also consider thesubject very seriously as a part of its sustainable effort of developing andproviding technologies for sustainable development.

    31st National Convention of Production Engineers, Bangalore

    N Galla, Chairman, Amara Raja Batteries Ltd, Bangalore, in his KeynoteAddress, discussed various aspects of world class manufacturing. He feltthat to achieve world class quality products and services, there should bean optimal co-ordination among efforts, talents, skills, knowledge in onehand and on time delivery, quality and cost on other hand. The F W TaylorMemorial Lecture was delivered by Dr N Ravichandran, Executive Director(Retd), Lucas TVS Pvt Ltd, Chennai, on the topic Taylorism to TQM.He highlighted denition of management, interpretation of managementand four functions of management including the historical developmentprocess of classical and non-classical approaches of Management. Healso briefed on the changing business scenario, the challenges in global

    market place and Total Quality Management as one of the approachesto steer the organisation in the ever changing global market place.The G C Sen Memorial Lecture prepared by Dr P Aravindan, PrincipalDirector, Research and Vice Chancellor I/c, MGR University, Chennai, onthe topic Applied Research at University to enhance Manufacturabilitywas presented by Dr C K B Nair, Member, Organising Committee of theConvention. On this occasion, ve Eminent Engineering Personalities,namely, Dr Ramachandra N Galla, Chairman, Amara Raja BatteriesLtd, Hyderabad; Sri Udayant Malhoutra, CEO and Managing Director,Dynamatic Technologies Ltd, Bangalore; Dr Krishna Chivukula, Chairman,INDO-MIM Tec Pvt Ltd, Bangalore; Sri K Ajith Kumar Rai, CMD, M/sSuprajit Engineering Ltd, Bangalore and Dr K S Badarinarayan, Principal,M S Engineering College, Bangalore, were felicitated for their valuable

    contributions in the eld of Production Engineering. A Souvenir containingtechnical papers was brought out on this occasion. Earlier, Prof R MVasagam, Chairman, Karnataka State Centre welcomed the augustgathering and Dr Enti Ranga Reddy, Organising Secretary briefed aboutthe Convention. Dr S Rajanna, Convener was also present. Dr Wooday PKrishna, Honorary Secretary of the Centre, proposed the vote of thanks.Several Invited Talks by the experts in the eld of manufacturing weredelivered during the Convention. Large number of papers embracing thetheme of the Convention were presented and discussed during technicalsessions.

    Geospatial Technology for Land

    Records towards Digital India

    Andhra Pradesh State Centre of the Institution in association with Guru

    Nanak Institutions Technical Campus, Hyderabad, organized a two-day

    All India Seminar on the topic Geospatial Technology for Land Records

    towards Digital India under the aegis of Civil Engineering Division,

    IEI, during March 29-30, 2016 at Hyderabad. The Chief Guest, Dr I V

    Muralikrishna, Dr Raja Ramanna DRDO Distinguished Fellow and former

    Director (R&D), Jawaharlal Nehru Technological University, Hyderabad,

    over the function. Earlier, Mr N Balavenkata Reddy, Joint Honorary

    Secretary of the Centre, welcomed the gathering. Dr B Veeranna, Director,

    Guru Nanak Institutions Technical Campus and Convener, briefed about

    the Seminar and highlighted the role of Geospatial Technology for land

    records towards Digital India. Mr N Balavenkata Reddy proposed the vote

    of thanks. Papers on various sub-themes were presented and discussed

    during technical sessions.

    presented brief introduction to geospatial technology and the important

    role of 3D Cadastral Survey maps in the development of construction

    eld in todays world. He also spoke about the Indian Regional

    Navigation Satellite System (IRNSS) which is used to provide accurate

    real-time positioning and timing services over India. Dr Muralikrishna

    further mentioned that student community who is the backbone of the

    country should try to enrich their knowledge on digital databases and

    concentrate their efforts in spatial databases. He stated that using 3D

    Cadastral Survey maps, it is possible to generate DEM & DTM for

    construction of drinking and sewerages system. The Keynote Speaker,

    Mr G S Kumar, Director, GeoMap Society of India, delivered lecture

    on the topic Pilot Projects of Cadastral Surveys using Geospatial

    Technologies in India A Review. The other Keynote Speaker, Dr

    Jayachandra, Geomatics Consultant, delivered lecture on HRS

    Imagery & Public Participation Geomatics in the Management Land

    Records. Dr I Satyanarayana Raju, Council Member, IEI, presided

    Green ArchitectureBerhampur Local Centre of the Institution organized a two-day All India

    Seminar on the topic Town Planning and Green Architecture under the

    aegis of Architectural Engineering Division, IEI, during March 12-13, 2016

    at Berhampur. Prof (Dr) Jitendra Kumar Sahu, Honorary Secretary of theCentre, welcomed the delegates, dignitaries and participants. The Seminar

    was inaugurated by the Chief Guest, Mr Dillip Kumar Dhar, Managing

    Director, Structural Design Consortium, Contech Business Pvt Ltd. In his

    inaugural address, Mr Dhar presented a lecture on Government Policy

    and the Initiations taken regarding the Planning of Urban. He pointed out

    that by the year 2030, about 70% of Indias population would be seeking

    jobs in all most all the smart cities for their employment. Dr Arun Kumar

    Padhi, former Chief Engineer, Water Resources Department, graced the

    occasion as Chief Speaker. He emphasized on hundred years of betting

    planning of smart cities consisting of sanitation and drainage systems. Mr

    L K Tripathy, Convenor of the Seminar, stressed on Green Environment

    and spoke about different types of eco-friendly building materials andconstructions of eco-township and housing complexes. Earlier, Dr Prabeer

    Kumar Dash, Chairman of the Centre, delivered the introductory speech

    on the theme. He also presided over the function.

    In technical session, Dr Prabeer Kumar Dash and

    Mr Sitaram Panda spoke about green concept.

    Dr Dash emphasized on the merits and demerits

    of various ooring materials whereas Mr Pandadiscussed the causes of global warming and its eradication. A Souvenir on

    Green Technology was brought out on this occasion which was released

    during the inaugural session of the Seminar.

    The members of the Council elected from the Divisions shall retire at the 97th Annual General Meeting of The Institution scheduled

    to be held in Dec 2016. It has, therefore, become necessary to hold election to ll up the vacancies caused thereby for the sessions

    World Water Day

    Theme : Water and JobsThe World Water Day was celebrated by the Institution all over the country

    on March 22, 2016. Reports of celebration received from various Centresare highlighted here.

    STATE CENTRE

    Assam

    The function was presided over by Dr A K Misra, Chairman of the Centre. Mr MBarkataki, Honorary Secretary of the Centre, presented the welcome address.Mr Pulak Sarma, Organizing Secretary, spoke in detail about the theme of theDay. The function was graced by Mr Chaman Lal, Vice Chairman, BrahmaputraBoard, Assam, as the Chief Guest. The Keynote Speaker, Mr K G Debkrorihighlighted the salient features of water and water-related activities that cangenerate economic resources and pave the way for millions of jobs and indirectemployment. A Souvenir cum Technical Volume was released on this occasion.Technical papers were presented and a panel discussion was also conducted.

    Aligarh

    Prof Mohammad Kamil, Chairman of the Centre, welcomed the august gatheringand spoke about the importance conservation of water. Mr Gyan Prakash Goyal,Honorary Secretary of the Centre, expressed his views embracing the theme ofthe Day. Mr Santosh Kumar Sharma, Municipal Commissioner, Aligarh, gracedthe occasion as the Chief Guest. Mr P K Chauhan, Chief Engineer, UP JalNigam, Agra Zone, Agra, attended the function as the Guest-of-Honour. MrRaman Gupta, Environmentalist, Agra, also spoke on the occasion. All thedignitaries spoke about the recent changes in the water situations and the

    important solutions made by the State and Central Government. They alsopointed out the importance of sanitation in the slums and expressed theirconcern about the wastage of precious water in reverse osmosis plants beinginstalled in most of the houses. Vote of thanks was proposed by Mr AbdulHanif.

    Asansol

    Mr G Viswanadham, Chairman of the Centre, presided over the function andwelcomed the gathering. In his welcome address, Mr Viswanadham spoke aboutthe importance of water and water consumption pattern. The Guest-of-Honour,

    Mr N Ganesh, SAIL-ISP, Burnpur, in his address, pointed out the responsibilityof the society regarding preservation of water for future generation. He alsostressed on conservation of water. Mr K V R Raju, Past Honorary Secretaryof the Centre, also addressed the gathering. Mr Abhijit Modak and Mr NavalKishore Singh, students of Civil Engineering Department, Asansol EngineeringCollege, presented their papers embracing the theme of the Day. Mr T T Lahiri,SAIL-ISP, Burnpur, also presented a paper. Dr M G Tiary, Honorary Secretaryof the Centre, proposed the vote of thanks.

    Gulbarga

    Mr G R Muttagi, Committee Member of the Centre, presided over the functionand welcomed the august gathering. Dr Shashikant R Mise, Professor, PDACollege of Engineering, Gulbarga was the Chief Guest and delivered the themeaddress with illustrative examples and instances of basic requirement of water.He mentioned that wastage of water without proper utilization has resulted thescarcity of water. The function was attended by a large number of CorporateMembers and students of Engineering Colleges.

    Jabalpur

    Mr K C Jain, former Chief Engineer, Government of Botswana and Governmentof Zimbabwe, stressed on taking concrete measures against misuse of waterand targeted the jobs related to water. Mr S K Shridhar, former SuperintendingEngineers, NVDA, WRD, Jabalpur, said that water level is declining rapidlyand engineers have to act fast in this direction. He stressed upon rainwaterharvesting system to be constructed in each and every building. Mr SanjayVerma, Head, Department of Civil Engineering, Takshshila Institute ofEngineering & Technology, Jabalpur, spoke about the existence of natural

    water bodies and their scenario at Jabalpur City. Mr Prabhat Kanoje, JilaAkshay Urja Adhikari, M P Urja Vikas Nigam, Narsinghpur, emphasized onusing renewable sources of energy to conserve water. Earlier, Mr Vinod KumarBirthire and Mr P S Naidu, Chairman and Honorary Secretary of the Centre,respectively welcomed the gathering. Mr Naresh Kumar Mehta proposed thevote of thanks.

    Jodhpur

    Prof G K Joshi, Chairman of the Centre, welcomed the august gathering. Dr AN Modi, Associate Professor Department of Civil Engineering, JNV University,Jodhpur, introduced the theme of the Day. The Chief Guest, Prof DamodarSharma, former Dean, MBM Engineering College, Jodhpur and Founder ViceChancellor, RTU, Kota, in his address, highlighted the importance of waterconservation and traditional method of water conservation and their relevance

The Keynote Speaker, Dr RajashreeV Bothale, in her keynote address, shared experience of her Antarcticavisit under ISRO project.     Kanpur

    The Guest Speaker, Dr Vinod Tare, Sir M Visvesvaraya Chair Professor,Environmental Engineering and Management Programme, Department ofCivil Engineering, IIT Kanpur, delivered lecture on Playing with Water: ForLife and for Business. He mentioned that inadequate water supply and poorwater quality; increasing demand of water for domestic, agriculture, as well

    as industrial purposes; continuous degradation of water resources, etc aresome of the most common concerns. We need to have paradigm shift inour thinking about managing wastes and pollution, pursue the policy of zerowaste discharge in water bodies and reuse/recycle more seriously, opinedProf Tare. Prof Sanjay Ayyangar, Department of Civil Engineering, IIT Kanpur,discussed about environmental engineering, especially with respect to UrbanPower Management. Earlier, Dr Pradeep Kumar, Past Chairman of the Centre,welcomed the gathering. Dr J Ramkumar, Honorary Secretary of the Centre,proposed the vote of thanks.

    Mr Mahendra Chouhan, Chairman of the Centre, welcomed the dignitaries andparticipants. The Chief Guest, Mr Sumnesh Mathur, Chief Engineer, WaterResources Department, Kota, advocated conservation of water and stressed

    on creating mass awareness in this respect.     Keynote Speaker, Dr V N Bave, Senior Hydro Geologist, GWD, Kota, statedthat an estimated three out of four jobs that make up the global workforce areeither heavily or moderately dependent on water. He mentioned that decent

    jobs are directly linked to water management in various areas, like, providingwater supply, infrastructure and waste management; and water-dependentsectors, such as, agriculture, shing, energy, industry and health, etc. Mr DK Bhargava, Honorary Secretary of the Centre, proposed the vote of thanks.

    Kozhikode

    Mr N Ramakrishnan, Chairman of the Centre, presided over the function. MrHarshan K G, former Chief Engineer, Kerala Water Authority, introduced theveracity of the theme selected for this year. He discussed in detail about the

    jobs related to providing water for various needs of the population. Variousissues embracing the theme of the Day were presented by him exhaustively.Earlier, Mr P Jithesh, Secretary, Association of Public Health Engineers,Kerala, Kozhikode District Committee, welcomed the august gathering andMr P Gireesan, Honorary Secretary of the Centre, gave a brief introductionof the theme of the Day. The vote of thanks was proposed by Mr C Jayaram,Committee Member of the Local Centre.

    Madurai

    Mr R Ponbadi, Chairman of the Centre, presided over the function anddelivered the welcome address. The Chief Guest, Dr M Kaarmegam, formerDirector, Centre for Water Resources, Anna University, Chennai, stated thatTamilnadu is basically an agricultural state and nearly 80% of people areinvolved in agriculture. He mentioned that the Cauvery River is the rst river tobe exploited for agricultural by constructing Kallanai Dam and large number oftanks are maintained for storing water which in turn provides job to the people.He also discussed in detail about water availability, percentage of usable water,distribution of water in earth, sources of fresh water, per capita availability ofwater etc. Mr P Rajamani, Past Chairman of the Centre, proposed the vote of

    thanks.Meerut

    A Seminar was organised on this occasion. Mr A K Gupta, Chairman of theCentre, welcomed the gathering and highlighted the importance of saving water.The Keynote Speaker, Mr S K Kumar, Chairman, Indian Water ResourcesSociety, Meerut Chapter, mentioned that half of the working people in theworld are engaged in water related jobs. The conservation and availability ofclean and sufcient quantity of water is not only a big challenge but it can alsocreate a large number of jobs, Mr Kumar added. He further emphasized thatby encoring rainwater harvesting, green buildings, drip and sprinkler irrigation,sewage and industrial outow treatment, many new jobs can be created. DrAlok Agarwal, Director, J P Institute of Engineering & Technology, explainedthe desalination process of converting the hard water of sea into drinking water.

    He said that it will be the only option of making available the usable water incoastal areas in particular. Vote of thanks was proposed by Mr Pankaj Gupta.The Seminar was conducted by Mr Rajneesh Kumar, Honorary Secretary ofthe Centre.

    Palghat

    Mr V P Kunhalan, Chairman of the Centre, presided over the function. TheGuest Speaker, Mr Babu Mathew, Scientist F & Head, Training-Educationand Extension Division, Centre for Water Resources Development andManagement (CWRDM), Kozhikode, pointed out that water is the core ofsustainable development and is critical for socio-economic development andhealthy ecosystems. He stressed on rainwater harvesting and discussed

    few techniques of it, such as, rooftop water harvesting, ferro-cement tanks,recharging the well, water storage structures, etc. Implementing good

    watershed management practices and approaches can go a long way and helpIndia potentially better manage and augment its water resources, opined MrMathew. He also spoke about Wick Irrigation, a latest technique developedby CWRDM, Kozhikode, with an aim to facilitating farming even when there is

    scarcity of water. Mr A Kesavan, Honorary Secretary of the Centre, proposedthe vote of thanks.

    Roorkee

    The Keynote Speaker, Prof (Dr) S K Tripathi, Department of Water Resources,Development & Management, IIT Roorkee, stated that water has the power to

    create jobs and can contribute to irrigation and agriculture sector for sustainabledevelopment. He mentioned that a proper water supply would result intoincrease livelihood development activities creating more jobs. Mr N K Yadav,Executive Engineer, Erection Division, Uttarakhand, spoke about utilizingnatural resources like solar and wind energy for power generation and irrigationfacilities to the farmers. Mr Rajpal Singh, former Chief Engineer, Departmentof Irrigation, UP and Uttarakhand; Mr Ayush Verma and Mr Sudhir Sharma,Principal Technical Ofcer, CSIR-CBRI, also spoke on this occasion. Mr G PS Bhati, Consultant and Alumni IIT Roorkee, gave a detailed presentation ofthe Ganga Canal Project and its advantages for the human beings around theirrigated belt. Prof. Rajesh Chandra, Chairman of the Centre, emphasized theimportance of preserving the natural water resources, specially, the rivers indifferent parts of the country. Mr Akhilesh Verma, Honorary Secretary of theCentre, proposed the vote of thanks.

    Rourkela

    Prof M Panda, Honorary Secretary of the Centre, welcomed the dignitariesand the participants. The Speaker, Prof Somesh Jena, Department of CivilEngineering, NIT, Rourkela, stated that almost half of the worlds workers -1.5 billion people - work in water related sectors. Our country must strive toincrease efciency of water use, restore waterways and groundwater tables,repair decaying water infrastructure, decrease polluted runoff and preventcontamination, added Prof Jena. He opined that creating good green jobs inthe water sector that reduce both pollution and poverty should be a national

    priority. Mr S S Bhue, Chairman of the Centre, presented a brief account ofwater management at Rourkela Steel Plant. Mr Harjit S Kanvel, Joint HonorarySecretary of the Centre, proposed the vote of thanks.

    Saurashtra

    Mr R M Pipalia, Chairman of the Centre, welcomed the guests and participants.The function was presided over by Mr S V Ahuja, former Chief Engineer, GWSSB,Government of Gujarat, as the Chief Guest. He emphasized the importance ofwater in our life. Mr Dhaval K Patel, Chief Engineer (Panchayat) and AdditionalSecretary, Narmada WR-WS & Kalpsar Department, Government of Gujarat,delivered lecture on the theme of the Day. In his lecture, Mr Patel informed that90% of jobs have been created in water related areas around the world.     Pradesh, informed that out of available water in earth, 97.3% is salt water andthe remaining 2.7% sweet water. It may be imagined how much meagre amountof water is available for our needs. It is very much necessary to conserve thewater demand for irrigation by scientic methods, opined Mr Satyanarayana.Prof (Dr) I Satyanarayana, Past Chairman of the Centre, presided over thefunction.     Alwar Local Centre of the Institution in collaboration with St MargaretEngineering College, Neemrana, Alwar, organized a two-day All IndiaSeminar on the topic Computing, Communication Cyber Crime andCyber Security under the aegis of Computer Engineering Division, IEI,during March 5-6, 2016 at Alwar. The Chief Guest, Mr Pankaj Diwan,Managing Director, Daikin Air Conditioner India Pvt Limited, Neemrana,Alwar, inaugurated the Seminar by lighting the lamp. In his inaugural

    address, Mr Diwan highlighted some important areas like, banks,defence, police, intelligence, etc who keep vital records and informationelectronically, which are extremely sensitive. As we advance in thesetechnology, we are adding risk and threat to these important data andsecret information may be misused by unauthorized groups, he added.Mr Diwan felt that along with the development of technology, we haveto prepare ourselves for its protection and security. The function waspresided over by Mr R L Agarwal, Past Chairman of the Centre. MrAgarwal, in his keynote address, shared his vast experience relatedto the theme of the Seminar and highlighted the merits and demeritsof computing. He also described various aspects of cyber crime, like,information privacy, dissemination of offensive material, electronicfunds and frauds, electronic vandalism and terrorism, etc. Mr K LSharma, Chairman of the Centre, in his address highlighted theimportance of cyber security. He spoke on the computer communicationsystem, like, internet, Bluetooth, Wi-Fi, and other wireless network and

    emphasized to develop processes and mechanisms by which digitalequipment, information and services are protected from unintended andunauthorized access. Earlier, Dr Vivek Anand, Principal, St MargaretEngineering College, Neemrana, Alwar, extended a warm welcometo the distinguished guests and participants and Mr Ashok Sharma,Convener of the Seminar, briefed about the theme and sub-themes ofthe Seminar.
