Fifth Judicial District Hosts Annual Barbeque for Judges and Legislators Trial court administrator Linda Wright reports that the Fifth Judicial District recently held their annual barbeque for Judges and Legislators at the Rock Creek Park in Twin Falls.
In addition to a presentation by Administrative District Judge Richard Bevan on Veteran’s Court, former Senator Dean Cameron was honored for his 24 years of service to the Fifth Judicial District.

Proposed Amendments to the Idaho Rules of Civil Procedure
The Civil Rules Update Committee, chaired by Senior Judge David Day, has been charged with reviewing the Idaho Rules of Civil Procedure to simplify, clarify, and modernize the language, and to create a consistent
structure and format along with a more useful table of contents.
In 2007, the Federal Rules of Civil Procedure were updated with similar objectives and they are being used as a model. The Civil Rules Update Committee’s charge does not include making substantive changes; however, it does include identifying and making recommendations for substantive changes to the Civil Rules Advisory Committee for
consideration, which it did.
The proposed amendments were reviewed by the Civil Rules Advisory Committee and are now being recommended to the Idaho Supreme Court for adoption. Click here to review the proposals. Comments on the proposed amendments may be sent to Cathy Derden

Register NOW for this year’s Idaho Judicial Conference Idaho judges will not want to miss this fall’s annual Judicial Conference, to be held in our beautiful capital city. The conference will be held at The Riverside Hotel in Boise on September 21-23.
The conference begins with breakfast, at 8:00 am on Monday, September 21 and adjourns at Noon on Wednesday, September 23. A stellar line up of presenters is planned this year and an agenda will appear in a future Court E-News. Please register now by clicking here for the online registration form.
Bonneville Mental Health Court Named 2015-16 National
Criminal Justice / Mental Health Collaboration Learning Site
The Council of State Governments (CSG) Justice Center in partnership with the U.S. Department of Justice’s Bureau of Justice Assistance (BJA) selected The Bonneville County Mental Health Court as one of four peer-to-peer learning sites as part of the National Criminal Justice/Mental Health Collaboration Learning Sites Program. In Bonneville County (ID) Mental Health Court, for example, the Court has great support and a collaborative working relationship with the Supreme Court, the local court system, felony and misdemeanor probation, and the Department of Health and Welfare; Behavioral Health.. They also have collaborated with Vocational Rehabilitation, NAMI, and local housing agencies to provide the most evidence-based services possible to mental health court participants. Welcome, New Employees!
Kenneth (Kenny) Shumard will be clerking for Chief Justice Jim Jones. He has lived in Idaho most of his life, and graduated from St. Joseph’s College in Rensselaer, Indiana with dual Bachelor of Science degrees in Mathematics and Computer Science before serving as a government-sponsored volunteer with AmeriCorps National Civilian Community Corps. Following a successful career with a software startup company, he began law school at Concordia University College of Law. After two years at
Concordia, he transferred to the University of Idaho College of Law and will graduate in December. He is a member of the Idaho Law Review and he was a member of both Concor-dia’s moot court team and Idaho’s Duberstein Bankruptcy Moot Court team.
Shantel Chapple will be clerking for Chief Justice Jim Jones. She grew up in Twin Falls and earned Bachelor of Science degrees in both Psychology and Sociology from the University of Idaho. She then spent two years living in Seattle, where she volunteered as a legal assistant at the King County Neighborhood Legal Clinic before moving to Portland to enter Lewis & Clark Law School. Shantel graduated from Lewis & Clark in May of 2015. During law school, she served as an Articles Editor on the Lewis & Clark
Law Review, and worked as a law clerk for the Oregon Department of Justice, and as a judi-cial extern for the Hon. B. Lynn Winmill with the U.S. District Court for the District of Idaho.
William (Will) Smith will be clerking for Justice Burdick. He grew up in Eastern Idaho, first in Pocatello and later Idaho Falls. He received a JD from The University of North Carolina at Chapel Hill and two BAs from Utah State University, one in English and the other in History. He enjoys playing sports, specifically basketball and tennis, and enjoys spending time with his family — wife, Hillary, and three kids: Claire, Avery, and Henry.
Jonathan (“J.D.”) Sater will be clerking for Justice Eismann. He is a Boise native and graduated summa cum laude from Liberty University School of Law in Virginia where he held a position on the editorial board of the Liberty University Law Review. Following graduation, he clerked for the Hon. Keith G. Kautz of the Eighth Judicial District of Wyoming. Prior to attending law school, he had the incredible privilege of spending two years living in the ruggedly beautiful valleys, mountains, and coasts of eastern
Taiwan where he taught English as a second language to children in underserved public elementary schools. In his spare time, he enjoys BSU football, playing piano, and exploring the great outdoors.
Jack Relf will be clerking for Justice Warren Jones. He moved to Boise I n seventh grade, and graduated from Boise High School in 2007. He studied biochemistry at the University of Colorado in Boulder. After work-ing in several labs around Boise, he attended law school at the University of Idaho, taking this job after graduating. He enjoys backpacking and fishing with his wife Hannah and his dog Mo, and watching the Pittsburgh
Penguins.
Hunter Smith will be clerking for Justice Warren Jones. He grew up in Ketchum and Hailey, where he attended the Community School. He got his AB at Dartmouth College, where he majored in Philosophy. After college he spent a short year working for the National Council on Crime and Delinquency in Oakland, California, before heading to law school at Columbia University. On graduating in 2013, he practiced law at Brown Rudnick LLP’s New York office, where he specialized in corporate restruc-
turing and Chapter 11 bankruptcy. After 10 years away, he couldn’t be happier to be back living in Idaho again. His wife (Jamie – also an attorney) and black lab (Josie – not an attor-ney) are also very excited to be starting their new lives in Boise. The three of them are still new to the area, so if you have a favorite restaurant, bar, or cable/internet service provider,
recommendations are appreciated.

Chris Burdin will be clerking for Justice Horton. Much of his past is classified, but what he can say is that he was an undergrad at the College of Idaho where he majored in history with minors in biology and chemis-try. After college, he spent six years working in a call center for a major U.S. airline until REDACTED and then he graduated with his J.D. from the University of Idaho. In his personal life, he enjoys reading both historical fiction and Norwegian crime novels, spending time with his wife and dogs,
and writing about himself in the third person. Jessica Harrison will be clerking for Judge Gutierrez. She studied English and Philosophy at the University of San Diego, studied abroad in Barcelona and Jamaica, and graduated from the University of Idaho College of Law. She enjoys reading, traveling, cooking, and playing piano.
Lisa Carlson will be clerking for Judge Sergio Gutierrez. An Idaho native, she received her Bachelor of Science degree from Boise State University, majoring in Biology and minoring in Chemistry. She earned her Juris Doctor Degree from the University of Idaho College of Law in August of
this year.
Spencer Holm will be clerking for Judge Gratton. He grew up in Nampa and graduated from University of Idaho College of Law with an emphasis in natural resources and environmental law. He is interested in land use and local government issues. He was an input and managing editor on the Idaho Law Review. In his spare time he likes to play sports and games, eat good food, spend time with his wife and family, and play with technology he doesn’t understand or have time or money for.
