•   Americans  with  Disabili9es  Act  is  reac9ve;  ins9tu9ons  must  respond  to  specific  requests  for  accessibility.    •   e.g.  student  who  is  blind  can  request  privileged  access  to  full  digital  text  from  Google  Books  partnership  with  university  library,  including  digital  copies  that  are  copyright  restricted  to  general  public.
