Message from Chairman ICTTC It is my pleasure to announce the successful completion of delegation of more than 20
business leaders and professionals to Kunming, Yunnan Province, Peoples Republic
of China from 13th to 17th June 2018. This delegation visit to Kunming was the third
official delegation of ICTC and ICTTC to be received by the Yunnan Academy of Scientific
and Technological Information (YASTI) and Department of Science and Technology of
Peoples Government of the Yunnan Province.
The delegation members attended 5th China –South Asia Expo 2018, 3rd Forum on China–South
Asia Technology Transfer and participated in 3rd China-India Technology Transfer Workshop. The Forum, with the theme of “Innovation Drives Development,
Collaboration wins the Future”, brought together deputies from S&T authorities, industries, academia and technology transfer agencies across the region. This
facilitated an open and action-oriented dialogue between top business leaders and researchers from both countries. This delegation was designed to change the
history of cooperation between Indian and Chinese companies by changing their relationship from traders to collaborative partners.
Currently, India is witnessing a strong surge in economic development fuelled by
growing entrepreneurial activities. This increased pace of economic development is also fuelling many social and environmental problems. The role of technology
in economic development is significant, hence it is extremely important to understand it better. New technologies and smart applications have become
prevalent. Without proper technology most business processes will stuck, and corporations will not be in a position to generate much wealth.
This delegation provided its participants a closer look at what is going on in China
in the innovation space and also to look at the broader implications in terms of the India-China relationship. It also exposed them to many of the transfer ready
technologies and collaborative and investment opportunities. It also led to signing of cooperative MOUs between Indian and Chinese businesses. Delegates
expressed their satisfaction in the way the visit and meeting with the Chinese counterpart were arranged. On conclusion delegates realized their objectives
fulfilled.
I am sure that the delegation provided a truly unique experience and a great value for participants from Government, industry and research organizations.
In future ICTTC will strive to provide many more collaborative opportunities.

Kunming- The City Kunming is located in east-central Yunnan and is the capital city of Yunnan Province. As the birthplace of Dian culture, Kunming is famous historic and
cultural city, as well as a tourist destination and trade center. It is a major city in the Southwest China, and a window to Southeast and South Asia. Kunming is at the intersection of China – ASEAN Free Trade Area, the
Greater Mekong Sub region and Pearl River Delta economic cooperation circle. Covering an area of 21,000 km2, Kunming has jurisdiction over 6
districts (Wuhua, Panlong, Guandu, Xishan, Dongchuan and Chenggong), 1 city (Anning), and 7 counties (Jinning, Fumin, Yiliang, Songming, Shilin, Luquan Yi and Miao Autonomous County, and Xundian Hui Autonomous
County).
Topographically, the northern part of Kunming is higher than the southern part, and the altitude ranges from 1,500 to 2,800 meters. The urban area is
situated on the north shore of the Dianchi Lake and surrounded by mountains to the north, west and east. The city is 1,891 m above sea level, and has an annual mean temperature of 15 C, rainfall of 1,035 mm,
sunshine of 2,250 hours and a frost-free period of 240 days. With its perpetual spring-like weather which provides the ideal climate for plants and
flowers, Kunming is known as the "City of Eternal Spring". The city is covered with blossoms and lush vegetation all year round.
Kunming boasts traditional industries of
tobacco, mechatronics, optical instruments, non-
ferrous metallurgy and phosphate. Its emerging industries include
biomedicine, information technology, tourism and
flower, and its science,

finance and commerce are developing rapidly. The rock salt reserves in Kunming are 13.8 billion tons, the second largest in China. Its proven
reserves of phosphorous mine are 2.277 billion tons, and it has one of the three main phosphorous mines in the country - Kunyang Phosphate Mine.
3.55 million tons of copper reserves have been proven, and Dongchuan District is one of the six national copper production bases. It is also the largest cut-flower production base in China. Kunming is a famous tourist
destination, with more than 100 famous scenic spots, like Stone Forest-- a World Natural Heritage Site, and the World Horticultural Expo Garden. There are 332 cultural relics’ sites and 16 among them are national ones. Kunming,
which has been speeding up its development, will become one of cities in western China with the best investment and living environment.
Delegation Visit to Kunming, Yunnan Province, P.R. China This delegation visit to Kunming was the third official delegation of ICTC and
ICTTC to be received by the Yunnan Academy of Scientific and Technological Information (YASTI) and Department of Science and Technology of People’s Government of the Yunnan Province.
The initial plan for an official visit was originally agreed by the Director-
General of Yunnan Academy of Scientific and Technical Information (YASTI) Dr. Ma Minxiang and Mr. V K Mishra Executive Vice-Chairman, India China Trade Center during India-China Technology Transfer, Collaborative
Innovation & Investment Conference 2017 held at New Delhi, India in November 2017. It was considered that these visits would help foster strong
relationships between the two countries. The visit coincided closely with China South Asia Expo and the 3rd Forum
on China-South Asia Technology Transfer and Collaborative Innovation, etc. The Delegation’s visit to Kunming represents an historic milestone in India’s
bilateral relationship with China in the area of Technology Transfer and Collaborative Innovation.
Delegation objectives
The main aim of the delegation’s visit to Kunming was to strengthen economic
relationship and science and technology cooperation between India and China, as part of this long-term commitment to friendship between two nations and to regional growth and development. Specific aims were to:
Obtain a greater appreciation of China’s Science and Technology
developments and Technology transfer initiatives;
Assess the effectiveness of China’s current Technology transfer
programs and support systems;

Effecting collaboration for business and Science and Technology cooperation between delegation members and Chinese enterprises;
Establish a firm bond of trust for future Technology transfer and
business engagements. China has in place the fundamentals of a robust Science and Technology
development and Technology transfer framework. The delegation greatly appreciated the hospitality shown at all times by Chinese dignitaries, officials, volunteers and the members of the public during the visit.
Over the course of four days, the delegation members met with many
government officials, professionals, academicians and business leaders. The symbolic significance of this engagement was the most important achievement of this delegation visit. Delegation members appreciated the
many frank discussions held with our hosts, which gave a thorough appreciation of the challenges in the economic growth faced. A number of
recommendations and requests were made. During meetings the Delegation was accompanied by YASTI officers whose
professionalism, knowledge and guidance was much appreciated. Particular thanks go to Dr. Ma Minxiang, and his team, Local Staff, Interpreters and volunteers.
China South Asia Expo 2018
On day one, the Delegation attended the opening ceremony of China-South Asia Expo. Approved by the State Council of the People’s Republic of China, the China-South Asia Expo (CSA) is co-sponsored by the Ministry of
Commerce and the People's Government of Yunnan Province, with the support of commercial authorities from South Asian countries. With the theme of

"Integrating into the Belt and Road Initiative, Promoting Win-Win Cooperation", the 5th CSA-Expo is scheduled on 14-20 June at Dianchi
International Convention and Exhibition Center.

More than 3,800 companies from 87 countries and regions are attending the week-long exposition, with over 40 percent attending enterprises from
overseas. The exposition features 19 exhibition halls with around 8,500 booths covering an area of 190,000 square meters. The expo aims to create a
new platform between China and the South Asian region for political dialogue, trade and investment, people-to-people exchange and experience sharing, said Ma Jun, deputy director of Yunnan Foreign Affairs Office.
3rd Forum on China South Asia Technology Transfer and Collaborative Innovation Science and Technology Ministers of China and South Asian countries
convened in Kunming for the China-South Asian Countries Science & Technology Ministers Meeting on June 6, 2014. After the meeting, they
unveiled China-South Asia Technology Transfer Center (CSTTC) in front of Chinese Vice-Premier Wang Yang and heads of states of South Asian countries at the Opening Ceremony for the 2nd China-South Asia Expo (CSA-
Expo). As one of the signature events of CSA-Expo and an annual landmark activity of CSTTC, the 1st Forum on China South Asia Technology Transfer and Collaborative Innovation was held on June 12-14, 2015 and attracted
over 800 attendees from China and South Asian countries. The 2nd Forum on China-South Asia Technology Transfer and Collaborative Innovation, was
convened in Kunming on June 12-14, 2016 during the 4th CSA-Expo with the theme of "Collaborative Innovation for Common Development". The Forum has been the most remarkable platform for promoting regional
technology transfer and collaborative innovation and gained widespread attention.

The 3rd Forum on China-South Asia Technology Transfer and Collaborative Innovation, hosted by Ministry of Science and Technology (MOST) of P.R.
China and People's Government of Yunnan Province, is convened in Kunming on 14-16 June 2018. With the theme of "Innovation Drives Development,
Collaboration Wins the Future", the 3rd Forum aims to promote regional science, technology and innovation (STI) cooperation, explore effective mechanism for science and technology (S& T) cooperation and contribute to
common development in the region. The Forum brings together S& T deputies from enterprise, authority and academia across the region, and serves as a platform for them to present themselves, exchange ideas and identify
technologies and partners through High-level Dialogue, B2B Matchmaking, Science Park Tour and South Asian Young Talents China' s STI Trip. It creates
great opportunities for promoting scientific and cultural exchange and encourages young force for innovation.
The forum was chaired by Mr. YE Dongbai, Director-General, Department

In the event Mr. V. K. Mishra presented in detail about the growing importance of India and China in global economic development.
By tracing history, he put forth the point that India and China are two important centres of knowledge and wealth creation
since ancient times. He explained how and why the rise of China and India is beneficial
for the global economic growth but also for the peace and stability. He also presented the role ICTC is playing for last 20 years in
enhancing economic relationship between India and China. He highlighted many
success cases of India and Chinese companies. He also said that now with
new realities ICTC is expanding its role further and launched under its aegis “India China Technology Transfer Center” to facilitate technology transfer,
collaborative innovations and technology supported business and social

India Technology cooperation relationship over the years. He argued why technology is the key
enabler of growth of any society and how the technology and innovation
will be the prime force behind the economic and social development. He shared in detail about the
establishment and working of the India China Technology Transfer
Center (ICTTC). He also shared about the network that ICTC has created for
technology suppliers and seekers in the last few years. Further he shared some of the available collaboration opportunities between Indian and Chinese
enterprises. He highlighted the role of academic and research institutions in developing new technologies and converting this knowledge into relevant products and solutions of many of problems being faced by current society.

China India Technology Transfer workshop 2018
Second half of the day three was the high point and action time for ICTC
delegation as China India Technology Transfer Workshop was organized. The workshop was hosted by China South Asia Technology Transfer Centre (CSTTC), Yunnan Academy of Scientific and Technical
Information (YASTI), India China Trade Center (ICTC) and India China Technology Transfer Center (ICTTC) on June 15, 2018 at International Hall,
Hotel Empark Grand, Kunming, Yunnan Province, P. R. China. Main aim of this workshop is to further exchanges and cooperation on infrastructure construction and investment, new energy products promotion, electric
vehicles export, food technology and entrepreneurship, IT and
loT, legal consultation, joint research, education
and training. The workshop was chaired

Mr. V. K. Mishra highlighted role of innovations and Science and technology in solving problems faced by the masses in developing countries like China
and India which are growing at a fast pace. He shared couple of anecdotes of
entrepreneurs who not only converted their companies as global companies in a very
short time span by providing solutions to some very
common problem. He further elaborated that Innovation is seen by the developed world
as an activity carried out by highly educated labour in R&D intensive companies with strong ties to leading centres of excellence in
the scientific world. But there is also, another way to look at innovation that goes significantly beyond this high-tech picture. In this, broader perspective,
innovation is the attempt to try out new or improved products, processes or
ways to do things in most if not all economic activities.
In this sense, innovation may be as relevant in the developing part of the world
as elsewhere. He further explained that to be able to exploit technology to
their own advantage, developing countries need
to develop the necessary capabilities for doing so. While concluding he discussed ways to identify and measure capabilities at the national level and firm level innovation activity.

After the presentations and speeches there was a question answer session with Chinese representatives. The session was very informative and
meaningful. Both the sides were excited by the outcome of this event and found it to be a platform and a source of opportunities for both Indian and
Chinese business and Institutions. At the end a review of the event, presentations and speeches was done by V. K. Mishra, Executive Vice-Chairman of ICTC, Hou Shuqian, Director-General, Yunnan Academy of
Science and Technology, and Ma Minxiang, Director-General of YASTI.

Dr. Vasudevappa Chindi, Vice Chancellor, National Institute of Food
Technology Entrepreneurship and Management (NIFTEM) has given detailed
presentation on “Opportunities in the Food Processing Sector” in India and invited
the Chinese enterprise to invest in Indian food processing sector and take the huge
benefit of booming industry with lot of potential. Some of the highlights are:

Visit to Companies/ Universities/ Institutes
Early morning of the day four delegation divided itself in to groups depending on their interest and visited different companies/ universities and Institutes.
One group visited to Yunnan Construction Investment Holding Group Co. Ltd. This is one of the largest construction company in Yunnan province. The company also has a representative office in Delhi. Here the delegation
members got an idea about the company, its strengths, past projects and future plans. They also interacted with the leadership team of the company. Yunnan Construction Engineering Group has developed into a set of
engineering, general contracting, real estate development, urban construction investment and development, building construction, electrical and
mechanical equipment installation, commercial concrete production, road and bridge municipal construction, steel construction, water conservancy and hydropower construction, foundation construction, supply and marketing of
building materials and equipment, construction and scientific research, survey, design, etc. The Group has offices in Yemen, South Africa, Thailand,
Laos, Uganda, Iraq, Maldives, Mauritius, Equatorial Guinea, Cambodia and other countries. The discussions were very fruitful and both sides explored the ways in which they can collaborate and grow together.
Another group visited Agricultural University and couple of companies from food processing industries. It shared details about the research facilities and
projects being undertaken by the University. Both sides also discussed about the possibility of the commercial collaboration for the research. The delegation
was impressed with the achievements and the work being done at the University.
Outcome of Delegation Visit V. K. Mishra, Executive Vice-Chairman of ICTC and Ma Minxiang, Director-General of YASTI reaffirmed their understanding relating to Science and
Technology Transfer and promotion of Collaborative Innovation which was formalized in earlier Transfer Forums. They expressed their Comprehensive
and long-term commitment towards increasing Science and Technology and Collaborative Innovation led growth.
Both the leaders reaffirmed their commitment to following specific issues.
Share a commitment to economic growth and social development of
both the countries. Reaffirm their commitment to the Technology and Innovation led
economic and social development. Sharing of policy and business information in a transparent and easy
manner.
Facilitating collaborative exploration of solutions of problems being faced by humanity in the region.

Making India China Technology Transfer Center as the comprehensive, single window and enabling platform for technology transfer and
collaborative innovation between two countries. To respect and protect the interest of all the stakeholders involved.
To communicate and interact / meet on a regular basis to explore ways to achieve common objective more effectively.
They agreed to further detail the partnership document to establish a framework for bilateral co-operation to secure these objectives in all policy spheres and research institutions and business collaborations.
Conclusion
The delegation visit to China heralds a new era of engagement between two countries. As mentioned, delegation members met with many officials,
business leaders, and professionals during the visit. This extensive engagement between two countries shows lot of possibilities in future.
Delegation visit confirmed that Indo China relationship as a partner in growth is not a new one: there is good work being done by Chinese Research
Institutions and Businesses in the social transformation of India and China both. We feel that the time is right to engage more closely and systematically with Chinese research institutions, businesses and civil society members.
B2B meetings between technology and investment providers and seekers led to initiation and signing of many memorandums of understandings between
Indian and Chinese businesses and other participating organizations in the field of Biotechnology, Infrastructure, Telemedicine, Agriculture & food
Processing, Traditional Chinese Medicine, Electric Vehicles and New Energy etc.
Delegates expressed their satisfaction in the way the visit and meeting with the Chinese counterpart were arranged. On conclusion delegates realised
their objectives fulfilled and it was great success. Members of the delegation look forward to a long and productive period of friendship and engagement between the Indian and Chinese political and business leaders and
professionals.
