Case study: Stockholm congestion charge
Features Congestion tax using automatic number
plate recognition technology Procurement initiated in 2003, 6 month
trial in 2006 followed by referendum Metrics: traffic volumes, charge
revenues, fuel/CO2, air quality Gothenberg scheme planned for 2013
Key lessons learnt Having a trial was not enough: the critical
factor was successfully engaging citizens There must be tangible benefits for those
impacted by the scheme – and adequate investment to achieve these quickly

Case study: Malaga sustainable schools
Features Implemented for 2 years so far,
involving 29 public schools Managed and promoted by the City of
Malaga via the Municipal Energy Co. Energy efficiency through new smart
lighting systems (also solar PV installations) – control and monitoring using ICT
