The development of an ObservatoryObservatory on ICT (http://www.observatoiretic.org) in African education is beside scientific publication the main activity of PanAf -2.

PanAf Observatory providesPanAf Observatory provides:

� Approximately 20 000 data-points;

� <180 indicators (qualitative and quantitative, national and institutional scale);

� 12 major themes (Policy, Access, Training, Use, Impact, Management, Gender, Language…)

� Majority of the policies were developed using a participative approach;

� The Economic Commission for Africa was involved in producing a significant number of them;

�All countries see ICT as a means to solving many developmental problems and have thus generated visions and/or goals that implicate ICT in social and economic development;

� Thus ICTs will be involved for example in poverty eradication, health, better education and good governance;

�The policies indicate that the major constraints facing ICTs in Africa and which the countries intend to solve immediately include inadequate infrastructure, insufficient human resources and inadequate access;

�Plan to solve these problems include working in partnership with local and foreign investors as well as international organizations;

� To achieve this, many of the countries intend to set up necessary legal, institutional and regulatory frameworks and structures that motivate investors, facilitate the training of human resources, and produce an enabling and secure environment.

� The aim of the presentation is to encourage ICT policy within the institutions and at National level. ICT policies guide the implementation how to use, when to use and the importance of ICTs in Education.

� The implemented ICT policies has to be improved and updated.

� The impact will be that teachers will pedagogically integrate ICTs in their teaching process and guide students' learning.
