+ Background of the pilot study
Cell phone use and coverage has rapidly expandedin PNG over the last five years.
Applications have been developed that enable datacollection to occur through a mobile phone.
Pilot study under RETA 7399 ICT based inclusivegrowth trialed the introduction of mobile phonebased health data collection in 2 provinces in PNG.
Results were fed into the preparation of the RuralPrimary Health Service Delivery project.
The Rural Primary Health project will scale up thepilot experience to 8 provinces in PNG (2012-
2019).

> Simplicity
> Effectiveness: a 90%improvement in reporting
> Timeliness
> Dual purpose: One devicewas able to both collect data and tobe used for voice
> Economically viable:Associated costs of running AMSwere very low

+1. Initial Field set up
Implement with a 2 day ICT workshop Cover the mechanical basics of mobile
devices including how to maximise batterylife, test for network connectivity, remove &
replace the battery/sim
How to use the software what it is, how itworks, why you are asking them to use thistechnology
Then lots of practice and viewing the datacoming in live

+2. Mobile Users Found that professionally trained participants
were more focused. Identify folk who have tagged
along just to get a phone.
Assign tasks and deadlines to all Participants
before they leave the workshop.
The removal of familiar paper forms can be
disconcerting.Allow double entry. Data is still
arriving faster.
Reconvene within 2 months if possible.
Make sure that everyone sees the end to end
process live before they leave. 19/06/2012

+3. Support, Network, Devices
Use mobiles to also talk/txt to keep in contact.
Back office needs to open the Application
daily & view incoming data.
Essential to develop relationship with yourpreferred Network. Negotiate a private APN as
this will enable you to manage rogue usage.
This did not happen in the Fiji experience.
Standardise the phone model(s) and supply
them to the Mobile Users so you can offer
remote device support.

+Why Mobile Data capture works in
emerging countries Cell tower coverage is good & getting better
People are familiar & comfortable with using
mobile phones.
Mobile phones can be charged with solar
chargers which eliminates PC humidity issues
Highly portable, low cost hardware not a
major problem if a phone is
stolen/lost/damaged.
Seamless transfer of data
