An Incident Timeline: Wednesday, January 9th on I95 SB MM 242*RISC was not activated for this incident due to the fatality and need for extensive roadway repair.*

Action:FHP reports WWD going NB in SB lanes. FHP reports all SB lanes blocked due to crash involving WWD (Honda Insight) vs Cadillac SUV. Cadillac caught fire. RTMC confirms incident on CCTV.

Helicopter departs scene.DBI arrives on scene. They advise road will need repaving due to hot asphalt spill.Traffic detoured off of I-95 SB at Exit 244/SR-442.

As a result of the WWD and SUV crash, a tandem UPS semi slows to avoid incident and a dump truck strikes the back of the semi. The dump truck overturns and spills hot asphalt all over the roadway.Helicopter lands at scene.FHP arrives on scene.Volusia Co. Fire Dept. and Sheriff's Office arrive on scene.RTMC notifies DBI to assist with MOT.

On January 9th, a wrong way driver was reported by FHP traveling NB in the SB lanes resulting in a crash. The right way vehicle involved in the crash caught fire. As a result of the WWD crash, a dump truck struck a UPS semi overturning the dump truck and spilling hot asphalt on the roadway. The road required repaving due to the hot asphalt spill. Traffic was detoured at 2:29 am. Repairs and recovery were executed and completed. SB lanes reopened at 1:36 pm. The roadway was closed for a total of 13 hours and 42 minutes .

* I-75 Road Rangers were activated July 18,2018.

The goal of the Open Roads Policy is to have all travel lanes cleared within 90 minutes of the first responder arriving on scene. These managed corridors fall within this range with an average clearance duration of 40 minutes with the assistance of Road Rangers.

Road Ranger Program

PERFORMANCE MEASURES – JANUARY 2019

Overall Road Ranger activity for the month of January resulted in 1,174 events between I-4 and I-75. That is a 67% increase in total events between January 2018 and January 2019. This is due to the increase presence of Road Rangers.

Disabled vehicles catalogued 602 of the total 1,174 events in January, which was 51% of all assists. This shows the value that the Road Ranger program brings to our District's motorists.

Legend

Level 1 = Impact to traveled roadway estimated less than 25 min with no lane block - OR - impact to roadway estimated less than 25 min with minor lane block (i.e. shoulder or gore block).

Level 2 = Impact to traveled roadway estimated more than 25 min but less than 50 min with lane block, but not full roadway closure.

Level 3 = Impact to traveled roadway estimated more than 50 min - OR - roadway fully closed in any single direction. Significant area-wide congestion expected.

I-75 experienced a total increase of 81% (849 events) in January 2019 compared to January 2018. This is due to the increased presence of Road Rangers.

I-95 had an 11% reduction of total incidents when compared to January 2018. We saw 553 incidents on I-95 in January 2018 versus 499 in January 2019

I-95

Congestion, debris on roadway, vehicle fires, andwrong way drivers were more frequent inJanuary 2019 than 2018 whereas crash and offramp backup events were less frequent inJanuary 2019 than 2018.

Despite having more number of events,congestion, and wrong way driver events had ashorter average duration time during January2019 than in 2018. Of the three wrong waydriver events, two were reported but neverfound and the third was a work truck travelingalong the shoulder that FHP did respond to andcite.

Event frequency was higher for all event typeswhen compared to January 2018 except forvehicle fire.

Unlike the event frequency, average duration wasshorter in all events on January 2019 exceptvehicle fire.

Crash, off ramp backup, and wrong waydriver had fewer number of events in2019 compared to 2018.

Despite having fewer events, crash andoff ramp back up had a considerableincreases in duration when compared toJanuary 2018.

Event frequency did not fluctuate muchwhen compared to January 2018.

Average duration was significantlyreduced for crash events in 2019compared to 2018 despite there beingmore events in 2019.

The wrong way driver event occurred on1/26/19 and FHP did stop a vehicletraveling WB in the EB lanes at MM 41.No crashes resulted from this wrongway driver.

The I-75 Northbound weekday travel time comparison and Southbound weekend travel time comparison followed the same pattern as the yearly planning tavel time. The I-75 Northbound weekend travel time had a noticible spike resulting from 2 incidents occuring on Jan. 5th.

At MM 343, several vehicles were involved in an accident that initially blocked two left lanes and then the right lane. Congestion totaled 17 miles. All lanes reopened at 12:09 pm but congestion did not clear until 5:11 pm. Another incident occured at MM 327 at 1:05 pm. All lanes reopened at 1:47 pm but congestion backed up for 3 miles; congestion completely cleared around 1:48 pm. The incidents were related to the elevated travel times on that day.

The Southbound weekday travel time followed the same pattern as the yearly planning travel time however, it was slightly higher between 4 and 8 pm.
