Following brief on THEODORE SHULZE obtained from Colonel

A. J. D. Biddle:

Subject is stepson of Colonel Biddle.

Age 26 years.

Trained as -mining engineer and has had practical experi-ence in deep ground mining.

Adventurous.

Wealthy in own right.

Through contact with Polish miners, developed acquaintancethat led to joining Polish Arrmy in 1939 as Lieutenant. Fought withthem through 1939-1940 campaign until Dunkerque. Remained under-ground in France with Free French.

Joined French forces in Africa as tank lieutenant withGeneral LeClerq. Fought with French up through Africa from south.Then joined US forces in Africa. With French and U. S. forces,received wounds which caused loss of one eye and severe leg woundswhich may eventually lead to loss of one leg.

Hospitalized in England by US and discharged 98% disability.At own request, and through Colonel Biddle, returned to French forces

(2d French Armored Div.) for European invasion. Is holder of a lownumbered DeGaulle "Croix de Lorraine".

Remained in France after war and has retained close liaisonwith DeGaulle supporters.

With reference to "Higher Classification of CIA Exploitation of SovietRussian Language Material", DCI approved following recommendationsby I&S, which had been concurred in by 00, ORE and OCD:(1) The Bibliography of Russian Periodicals - to remain unclassified;(2) Periodical Abstracts (general series) be discontinued andreplaced by separate extracts, classified according to source, withCONFIDENTIAL as minimum classification;(3) Periodical Abstracts (scientific series) be upgraded to SECRET.(4) Translation and Information reports be classified individuallywith .CONFIDENTIAL as minimum classification.(5) 00 be directed to survey the problem of procurement of Sovietpublications from points of view of security of sources, andclassify information extracted from such sources in accordance withresults of the survey.
