Another IALEP Training Conference has come and gone...and it was a good one! The El Paso Conference CommiƩee, led by Chairperson Lt. Tonya Shields, worked hard and put together good training sessions, but they also did lots of liƩle things that made the conference memorable. How many conferences have you been to with a Downtown scavenger hunt (co-hosted by the Historical Society), networking/ice breaker quesƟon sheet (Who has more than 6 pets?), and ice cream sandwiches and deep-fried Twinkies® for aŌernoon snacks? Many of the planned acƟviƟes involved aƩendees working together to come up with soluƟons. The training sessions covered a wide variety of topics and were enlightening, such as the courses on the Patron Saints of the Mexican Drug Underworld and Police Career ExpectaƟons, and informaƟve, such as the Fitness for Duty session and Building a Dataset to Support Policy. There was something for everyone. Some of the best networking sessions happened out on the hotels paƟo late in the evening when everyone was conversing and sharing stories. It didnt really maƩer if you were from the U.S. southeast or Canadas Northwest Territory, a lot of the issues facing the members in aƩendance were universal, and it was nice to be able to talk freely about them. Tiffany Anderson and Cathie Gura from Chandler PD rolled out the new IALEP website at the conference. The website has a modern look and feel, so it might take some of us law enforcement veterans (aka old-Ɵmers) a liƩle while to figure out the bells and whistles. I have been able to change my password, upload pictures, and respond to the new listserv already, so maybe theres hope! To put things in perspecƟve, when I joined the Columbus Division of Police back in 1988, most of the secretaries were sƟll using typewriters and officers were filling out paper reports and carrying boƩles of Wite-Out®. In the cruiser we had a Reporter II with buƩons to push to show our status (enroute, at scene, clear, etc.) and now every cruiser has a mobile data terminal.

What a busy year this has been! Another IALEP Training Conference has come and gone...and it was a good one! The El Paso Conference Commi ee, led by Chairperson Lt. Tonya Shields, worked hard and put together good training sessions, but they also did lots of li le things that made the conference memorable. How many conferences have you been to with a Downtown scavenger hunt (co-hosted by the Historical Society), networking/ice breaker ques on sheet (Who has more than 6 pets?), and ice cream sandwiches and deep-fried Twinkies® for a ernoon snacks? I really didn’t begin using a computer un l 1993, when I was on restricted duty due to pregnancy and helping out in the Patrol Administra ve Office doing mesheets and crea ng rosters. Fast forward 25 years, and now I spend the majority of my day working or playing on some type of computer/electronic device looking up informa on or crea ng reports and spreadsheets.

All of these changes show why departments need Planning/Research Units...to stay ahead of the game. What is going to be the next me-saving or required item that police agencies are going to need? In just the past couple of years, body-worn cameras and drones have almost become necessi es due to legal defenses, to show cops doing good things, and to help the agency push out its message to the public. With the conversion to NIBRS, agencies will have to implement electronic repor ng if they haven’t already.

IALEP’s 2015-2020 Strategic Plan was updated and presented at the conference, and during the next year the Board will be looking for volunteers to help with a couple of new commi ees. In par cular, a Membership Drive Commi ee to get the word out to non-member agencies about what IALEP members can do and a Communica ons Commi ee to be more proac ve on IALEP’s website, Facebook page, and other social media outlets. Ideally, we’d like a member from each Chapter on the Communica ons Commi ee if possible. In addi on, there will be another Bylaws Commi ee convened to look at the Training Director’s du es and possibly divide them to two individuals, and an Awards & Cer fica on Commi ee in June/July to review cer fica on applica ons and award nomina ons. If you are interested in any of these commi ees, please contact an Execu ve Board member.

I’d like to take a moment and recognize and thank the out-going Immediate Past President Will Werner (St. Louis PD) and Secretary Maria Garcia-Cunningham (Albuquerque PD) for their hard work this past year. The Execu ve Board truly is a team, and everyone works together and collaborates to do what is best for this organiza on. I’d like to congratulate and welcome incoming Staff Vice-President Cassie Johnson (Sco sdale PD) and Secretary Lisa Drum (Hickory PD) to the Board. Both ladies have been ac ve in the organiza on for several years and will be great addi ons to the Board.

Mark your calendar now for the 2019 IALEP Annual Training Conference in Cleveland, Ohio, from September 9-13, 2019. “Request for Presenta ons” informa on will be disseminated a er the first of the year, so start thinking about what your agency is doing that you would like to share with the membership, or a cer fica on topic that you might like to do a presenta on on that would benefit the other members. The theme is “Rela onships,” so how do you, or how does your agency or your unit, interact with others? How do you cul vate the posi ve rela onships that you need to operate successfully?

Let’s finish out the year strong! Post on the listserv. Sign-up to present or a end a Jus ce Clearinghouse webinar on a topic that you are interested in. Share informa on via the Facebook page. A end a Chapter mee ng/conference. Recruit new members. Volunteer for a commi ee. All of us working together is what makes IALEP such a valuable organiza on in the law enforcement field.

O.W. Wilson Award of Career Achievement The O.W. Wilson Award was presented to Re red Captain Chris Stockard of the Alaska State Troopers

Thoughts Upon Receiving the O.W. Wilson Award: First, let me express my thanks for this singular honor. I wish I could be present to accept it and to visit once again with the many friends I have within IALEP. In 1991 I was tapped to create a Planning and Research sec on for the Alaska Department of Public Safety. I had been a road Trooper, a successful inves gator and commander of inves ga ons, but, as a graduate of Southern Police Ins tute, knew that I didn’t know anything about Police planning. In those dark days before the internet I resorted to looking through the ads in the IACP magazine and found a conference being put on by two planning organiza on, NAPP and APPRO that seemed like a perfect opportunity to figure out how to be a police planner. It was through the contacts and friends I made at that conference that I really came to appreciate the possibili es and poten al that police planning and research has to improve policing. Those friends and contacts, renewed each year at the IALEP conference, eventually drew me into volunteering with IALEP including a term as President and later as your webmaster. Throughout the 27 years of my associa on with IALEP I’ve had the pleasure of working with so many talented and dedicated professionals. Planning is not always held in high repute, but I know that each of you are dedicated to helping your departments make the best decisions and establish the best policies that they can. Keep up the good work, and keep figh ng the good fight to bring evidence-based policies and decisions to the law enforcement agencies we serve. Chris Stockard September 23, 2018

We are pleased to announce the launch of IALEP’s updated website! Over the past six months, Webmaster Tiffany Anderson and Assistant Webmaster Cathie Gura worked closely with SocialTech Consul ng to develop this progressive site! IALEP’s new site features a public-facing side at www.ialep.org. A STUDENT’S PERSPECTIVE ON THE IALEP INAUGURAL PLANNER'S COURSE Spring/Summer 200

“Throwback” Planners Course Review (by Navin Puri)

In speaking with Navin Puri , with the NC Governor's Crime Commission, he men oned the wonderful opportunity he was given to a end the first planners course, the following ar cle reflects his thoughts. The Interna onal Associa on of Law Enforcement Planners (IALEP), with logis cal support from the Kansas City (MO) Police Department, hosted its first planner’s training course at the Hya Regency Hotel in Kansas City, Missouri, from May 13 through 17, 2000. IALEP decided to provide this course in response to member concerns that there was a general lack of formal training available to individuals serving as law enforcement planners. The Execu ve Board of IALEP worked with well known law enforcement consultant, Peter Bellmio; Mark Calhoon, Newport News (VA) Police Department’s Planning Administrator; Barry Horrobin, Planning Director for the Windsor (Ont. Canada) Police Department; and Steve Taratula, Grants and Projects Administrator for the Montebello (CA) Police Department to develop a 40-hour training course that would provide planners with an overview of those topics that are germane to most law enforcement planning shops.

The 37 a endees from across the United States and Canada spent me learning about staffing and workload alloca on, strategic planning, facili es planning, CPTED, crime analysis, program evalua on, preparing RFPs, and other topics that relate to IALEP’s Cer fied Law Enforcement Plan-ner Program. In addi on, the students provided valuable feedback to the instructors that will be used to adjust the curriculum for future classes.

A STUDENT’S PERSPECTIVE ON THE IALEP INAUGURAL PLANNERS COURSE May 13-May 17, 2000 (cont.)

Well, what can be said about the Inaugural Planners Course of the IALEP organiza on? We can start with Informa on Overload. Not that this is a bad thing, mind you. You have to realize that to squeeze almost 20 different subjects into a five-day session is no easy feat for anyone. Kudos to the instructors who were able to keep their sanity from being in a resource alloca on session one minute, to how to build an actual police building the next (like actual engineering and construc on), to something as small and yet big as internal poli cs inside a law enforcement agency. We can then go to some very long sessions (and I am not talking about the size of the room). The only prac cal way to get the sheer volume of this informa on to the students was to schedule some longer days than what most would be used to. The breakdown was two eight hour days, two twelve-hour days (yes, you read that right) and one half-day. Now before anyone begins to fret, the instructors were some of the best I have ever had at reading the crowd. They made sure that there were enough stopping points so everyone could be as comfortable as possible. Our true longest day was ironically Mother’s Day, which began at 8 a.m. and finished at 9 p.m. I guess this was our unofficial salute to Moms with our version of the Mother’s Day Marathon for every Mom who would love to just have a 13-hour day when it comes to their children. Thank you to Moms everywhere. From there I would next use the word Camaraderie. To spend that much me in a room with only 37 other folks makes you bond pre y well. (In some countries, I think it is grounds for marriage.) Our instructors had a sneaky trick of making us change seats to ensure that we were never with the same group too much. When you started a day with a group, you be er work well with them. Many of our group ac vi es quickly became compe ons to see who could design the best solu on to a problem or in general come up with the best answers. You also spent any “free” me with these folks as most of us came in from different parts of the con nent to Kansas City for this class. From li le trips out to explore the city, to meals, to having a nightcap (oops, just scratch that part!), you slowly got to take 37 strangers and call them friends. I feel confident that one could come out of this class with lifelong colleagues that they may not have had before. I guess this may not sound like a real posi ve piece on my adventure to the Great Midwest. Are you kidding me? I enjoyed every single, some mes long, minute of this week. Why, you may ask? Assuming that you are s ll reading my very vain a empt at throwing some humor in this piece, I will be happy to tell you. 1. Sheer Knowledge: I can guarantee you that no one knows every single topic that was covered in the class so well that they could not learn more. While some topics may have been covered in more detail than others, the class a empted to cover each area that is in the IALEP Cer fica on Requirements. While this class will not ensure that one will receive their cer fica on, it definitely exposes you to the areas that are needed. 2. Networking: I know that every conference, mee ng, or class that people a end will claim to be good for Professional Networking. That was more true here than most things I have gone to in the past. Keep in mind that a small group se ng is much more conducive to ge ng familiar with others and allows people more me to really “pick someone’s brain” as the old saying goes. The instructors also did a very good job

3. Instructors and Students: Any good class or training session requires two key elements: good instructors and good students. Any class has students, but it is the instructor’s job to bring the students out into the discussion and ac vi es. The four instructors, who collec vely tag-team taught, did a masterful job in having seamless transi ons from topic to topic, instructor to instructor. Also, the students made this a very enjoyable class to a end. As the students got more familiar with each other, the mood seemed to lighten as the week went on despite the long hours and the instructors even seemed to be more comfortable. This made the learning experience more beneficial for both sides of this equa on. I would highly encourage anyone who gets an opportunity to a end the next class to do so. Everyone can benefit from the informa on that was given out. It is also a training that was badly lacking on a na onal basis for over 10 years. It may not go down as the greatest experience of my life or some great revela on moment, but it was certainly a wonderful opportunity to learn and to understand some of the many concerns we all face in our jobs from day to day. I certainly feel fortunate to have been a member of the first of what I would hope will become an annual training class. Southwest Chapter The Southwest Chapter’s June mee ng was hosted by the Arizona Department of Public Safety at their training facility in central Phoenix. We were happy to see members from Sco sdale, DPS, Goodyear, MCAO, Glendale, Maricopa, Chandler, and Coconino County SO in a endance to hear from DPS speakers and AZ POST. SW member Paul Swietek shared the history of Strategic Planning at DPS and the current process they are required to complete for the Governor’s Office. He provided examples of scorecards and performance metrics that we will make available to the membership. Our second presenta on of the day was by Mark Perkovich from the Arizona Peace Officer Standards and Training Board to share more about the responsibili es of POST and sworn cer fica ons. As many of our member agencies are not tasked with the process of recruitment and hiring, it was a great learning opportunity that es in to our human resource planning competency within the cer fica on for IALEP. Our last presenter of the day, Capt. Damon Cecil, talked about the Arizona Border Strike Force Bureau, a new enforcement ini a ve within DPS’ Criminal Inves ga ons Division that not only targets border crimes, but provides a comprehensive collabora ve approach to help secure Arizona’s border and thwart transna onal criminal organiza ons. The Annual Conference in El Paso, Texas was a great week of networking and shared learning amongst many Southwest Chapter members. The chapter was represented by employees from Albuquerque, Buckeye, Chandler, DPS, and Sco sdale.

The Ontario Associa on of Law Enforcement Planners is pleased to be hos ng the Canadian Staffing Symposium from November 6th to 8th at Peel Regional Police in Mississauga, Ontario. Despite the Canadian focus, there will be representa ves from as far away as England and Puerto Rico who will be sharing their experiences in policing and helping to provide an interna onal perspec ve.
