The Gauteng Department of Education selected a design and build construction procurement strategy as part of the Accelerated Schools Infrastructure Development initiative (ASIDI) to reduce backlog of public schools infrastructure in Gauteng. Part of the tender requirements was for the Contractor to make use of Reconstruction and Development Principles of: Use of black emerging contractors in the construction, local economic development and community participation. Royal HaskoningDHV created a Project Management Office with a co located team to ‘projectize’ the project. The PMO was led by an overall project manager and the schools were clustered into three areas: East Rand, West Rand and North Rand. Each region was managed by an area project manager, fully responsible and accountable for the attainment of the project objectives. The project management approach used on the project was based on the PMBOK® guide. The project management approach was tailored for the management contracting strategy where Royal HaskoningDHV managed and coordinated the work of local builders that constructed the actual building works, specialists for the electrical, landscaping, roofing work packages as well as the design team. The project was completed on schedule, ahead of budget and set the benchmark for EPC type contracting in the delivery of public infrastructure using a community based construction approach.
