In making the determination regarding the issue of paving the roads, EPA requested support from two separate offices ot the u.s. Aray Corps of Engineers (USACE). One office, located in Omaha, Nebraska, was responsible for over sight of the design. The second office, located in Waltham, Massachusetts, was responsible for over sight of construction. Enclosed with this letter are correspondence with recommendations for EPA reqarding the issue of paving the road from both offices. The recommendations in each of these correspondence are the same. The USACB has determined that paving the roads is not necessary tor protection of the water system. In response to your second request, Richard Kyte, has also requested the same coat information on the Site. 1) the information which supports EPAs position that paving the roads is not necessary for protection of the water system and

The letter states they believe bullthat asphalting the road surface b a vital protectiyt measure bull It is not clear what protection an asphalt road surface would give the waterline that 5 feet of soil cover would not Since we do not have the specific rationale IUDEK is using in their justification for asphalt road surfacing we can only assUDe that the protection they are taUcing about is protection from damage caused by vehicular traffic Please reference the enclosed calculations pertaining to th loading of PVC pipe under roaclvays There will be minful deflection caused by vehicular traffic therefore th re will b no damage to the pipe

Asphalt road surfacing will not serv as any extra prot ctlon to the buried pipe Th US Arrq Corpe of Engineera is confident that tb desisn of this waterline is adequate for th purposebull intended without any asphalt road surfacing

Pre-construction and remaining erosion problems along the roadways within the District would be substantially middot magnified due the increased run-oft volumes and reduced time of concentrations at the receiving areas The District would th n be responsible to improve the storm water drainage system along the roadways at their own expense

During discussions with Mr Richard St Saveur Acting Dir ctor of the Town of Burriville Public Works Department on 4 May 1990 the maintenance of the roadways were discussed and a reinforced concrete collar at the gate valve boxe was thought to be the most prudent solution to a potential maintanance concern of the department Mr St Saveur also bulluccebullted that the locations of the gate valve boxes be marked with flourescent painted steel markers along the bullideline of the roadway to alert the motor Crader operators durinc routine maintenance o the roads that cate valve boxes exibullted in the vicinity (See attached letter 24 July 1990 to Mr St Saveur regarding the gate box collars andconstruction detail for same)

Th lourebullcent painted steel markers will be installed upon completion of the proJect as acreed witb Wr St Saveur

The extension of th water main bullystem to bullerve Parcel No SOA Plat No 43 can be accomplished however permits encineerinc drawincbull or this work are needed This work COUld be acco pli8hed as an bulltN SCOPEbull modification to the contract with the construction contractor

This letter is in reposnse to letter dated 18 September lggo from the Rhode Island Department of Environmental Managent regarding the re-design of the subJect water supply system and the need of a protective bituminous concrete pavent over graveled surfaced roadwaybull here tbe PVC water mains re installed for the subJect proJect

Pre-construction and remaining erosion problems along the roadways within the District would be substantially middot magnified due the increased run-oft volumes and reduced time of concentrations at the receiving areas The District would th n be responsible to improve the storm water drainage system along the roadways at their own expense

During discussions with Mr Richard St Saveur Acting Dir ctor of the Town of Burriville Public Works Department on 4 May 1990 the maintenance of the roadways were discussed and a reinforced concrete collar at the gate valve boxe was thought to be the most prudent solution to a potential maintanance concern of the department Mr St Saveur also bulluccebullted that the locations of the gate valve boxes be marked with flourescent painted steel markers along the bullideline of the roadway to alert the motor Crader operators durinc routine maintenance o the roads that cate valve boxes exibullted in the vicinity (See attached letter 24 July 1990 to Mr St Saveur regarding the gate box collars andconstruction detail for same)

Th lourebullcent painted steel markers will be installed upon completion of the proJect as acreed witb Wr St Saveur

The extension of th water main bullystem to bullerve Parcel No SOA Plat No 43 can be accomplished however permits encineerinc drawincbull or this work are needed This work COUld be acco pli8hed as an bulltN SCOPEbull modification to the contract with the construction contractor
