A DANGEROUS DUTY, - ,INSPECTING DOUBLE BOTTOMS IN

OUR NAVAL VESSELS.

Xt I* Extremely Uaaardoul and T r p ins Work, and Illany Precaution.

I Are Xeceraary to Prevent Lor. of Life During the Operation.

I There is one phase of the ship life of

tbe Amerioan naval officer that 1s acaroely known tg the layman and that oan hardly be understood by him as he looks npon the modern ehip in all her dtraotivg aleanliness and meets her neatly uniforrhed offloers upon the spot- less upper dook. Not only are tbe parts qf the ship in sight kept alean and free f y m rust and decay, but also those far dpwn, contracted spaces that never see the light of day. Therie inolude the oel- lqlar oompartmenta between the inner ahd outer skins of the ship, known teoh- n)cally as the "double bottom," and other places that separate the magazines eqd various built up structure8 witbin t4e ship from the outer ekin.

I These narrow oompartments are espe- olally susoeptible to dampness and rusb, @d in order that those who have the aqre of them may do their duty well atad so prevent the deoaf, of the ship a system of inspeotion has been devised, and the inepeotors mnst be, under the naval regulations, oommlssioned oflp- cers. A permanent board of inspeotion la formod upon each ship, whioh mnst consist of one engineer and two line of. aoers. The duty of this board is period- ically to make pwsonal inspeotions of all the parts of the ship, examine every- thing critioally, mggest remedies for any evils that may be fonnd to exist

' and to report to the oomm8nding oB- aer, for tranbmlssion to the navy d e partment, the oondition of the vessel in detail.

Uniform8 are dfsoarded while mak- ing these Inspectione, and alad in sea- men's ordinary working suits these offl- oers crawl upou all fours throughout the length of the bottom ~f the ship, wrig- gle enakelike through narrow openinge and examine witb their own eyes every inch of the surface of the thin rteel plates. The paint of tbeae oomparb. ments, softened by dampness in rome plaoes and by heat and the steam laden air of the boiler rooms in others, ruba off opon tbe working euitq and an hour's crawling t ran~forms the neat officer into a very sorry spectacle. In some modern navies this duty is per- formed by the enlisted men, the oflpoerg being excu~ed from it, but in our navy the feeling exists that an enlisted man should not be asked to go where an offl- oer ie not willing t o lead, The reeult is that "things always work" with the Amerioans and the efflolenoy of the fleet 18 assured.

Numerous precautions must be taken to avoid the risk of losing life while perfcrming thie duty, for it is attended with no little danger. The atmosphere of confined space8 entirely or partly closod for a oonsiderable length of time becomes robbed of i ts oxygen in the formation of rust and ie soon made unlit to sustain life. If possible, mob aom- partments are blown out with pure air led through a hose from a blower duct and al-1 manhole plate8 remoged before being entered. A lighted oandle is al- ways carried by tbe inspecting offioer opon hie crawling tour. If the oandle burns dimly or aoems npon the point of being extinguiebed, there is adeflcienoy of oxygen, and he will immediately seek the nearest opening leading from the compartmeut and leave i t a t onoe. Men are stationed a t places as near aa possible to him, so that they may hear hie voice and render immediate assfst- anoe in coee of need. No one is allowed to enter any aonfined epaoe on board ship without an unoovered light, al- though in addition a portable electrio Hght is carried frequently to render the inspeotion more tboroogh.

I t not infrequently happens that offl- ceca and men beoome so wedged between bulkheads and beams while performing this duty as to make i t extremely diffl- ault to remove them, and more than one offloer of the navy is upon the retired list today beoause of permanent ipjury to his health contraoted while perform- ipg this arduoas labor. Beoause of the aare oreraised i t i s rare that a life in lost in this eerviae, but in one oafe a t least the rashness of a man proved fatal to him. One of the main boilers of the arnieer Newark, while flagship of the south Atlantio station, having boen tightly c lo~ed for a month, while empty, in order to preserve i t from deieriorii- tlon, the coppersmith of that vessel, an energstio, faithful man, thought its ln- terior should be examined and, al- though warned repeatedly never to en- ter such a boiler without an open Hght, removed an upper manhole plate and orawled In opon the b m o a with eleotrio light. He told no one that he was going iuto the boiler, and no one was etationed to assist him in case of need. His dead body was fonnd half out and half in the boiler manhole with the electrio light still burning brightly within the - boiler. He had eviqently orawled i n upon the braoes, felt a faint- ness oreeping over him and had en- deavored to regain the open air, but lost oonsciousness just as life lay within hie reach, and so died of asphyxiation.

The air in the boiler had been entire- ly robbed of it8 oxygeu by the iron of the shell in the formation of rust, and the residuum was unfit to breathe. A lighted candle was snuffad out immedi- ately upou being thrust into the boiler, and this oondition prevailed until a lower manhole plate waeremoved, when the heavy gas ran out as water might, and the air within soon oame to be quite pure. No more vivid illuetration of tho dangera to be enoountered in the oare cf chips afloat and the precautions noaessary to be taken in this duty oould be given than this incident, whioh shows that shot and ehell and bureting steam pi$es are not the only dangera that oonfront the offioers and men of Uncle Bam's navy.-New York Sun.
