INVENTION THROUGH EDUCATION

On April 14, ACT-70's Community Outreach Program hosted the StudentInvention Through Education (SITE) program. The Educational InformationResource Center (EIRC) in Sewell, NJ, sponsored the event, which included75 students, grades kindergarten through twelfth. It was quite a lively sight inthe Atrium Area that day, with students, parents, siblings, teachers, and judgesall there to see the 39 creative invention submissions.

OF THE YEAR AWARD

Congratulations to NelsonMiller, Manager, Aircraft SafetyResearch and Development Branch(AAR-420), who recently receivedthe Second Annual FAA WilliamJ. Hughes Technical Center'sMWE Manager and/or Supervisorof the Year Award.

This annual award recognizesmanagers and/or supervisors whoshow exemplary achievement increating and supporting a ModelWork Environment. The manager/supervisor must demonstrate an in-depth understanding of managingdiversity programs and practiceswhich foster and support a ModelWork Environment. An 8-memberreview panel rated the five nomi-nees on the following criteria:--Demonstrates leadership and

approaches to overcoming barri-ers;

--Demonstrates interactions with employees through treating all with dignity, respect, and concernfor employee differences;

--Shows consideration for others when solving problems;

--Implements proactive measures

to prevent undesirable work envi-ronment and employment con-cerns.

--Implements programs and prac-tices to support employee devel-opment;

--Promotes full participation and workplace accessibility through reasonable accommodation to enhance productivity; and

--Implements incentives and rewards appropriate behavior thatenhances a positive work envi-ronment.

Nelson J. Miller is a rolemodel for how to create and main-tain a MWE that supports andencourages the contributions of allemployees and is free of inappro-priate and unlawful behavior. Asan award recipient, Nelson re-ceived a plaque and a monetaryaward.

On March 29, ACT-70’sCommunity Outreach ProgramManager Carleen Genna-Stoltzfus and the Airport andAircraft Safety R&D Division’s(AAR-400) Outreach Coordinator,Rosanne Weiss, sponsored aResources Offered for Gifted andTalented Education (ROGATE)Program for grades six througheight.

Center airport and aircraftsafety experts spoke on subjectsthat complemented the student’sclassroom curriculums. After awarm welcome by Ron Esposito(ACT-3), Dr. Gordon Hayhoe(AAR-410) spoke on airport pave-ment tests, Allan Abramowitz(AAR-430) gave insight into air-plane crash tests, and Gus Sarkos(AAR-420) discussed improve-ments in aircraft fire safety.

All 115 children, from sevenschools, intently enjoyed the day,expanding their knowledge basewhile having some fun! Thanks tothe above participants, Lana Haug(ACT-70), and ACT-73’s VernaArtis, Bill Dawson, Dale Dingler,Annette Harrell, Art Z-Gra-phics, and Bob Marks .

Finger Food for Thought

They come in a set of five. Each member of theset is of a different size and shape, and has certainattributes that contribute to the efficiency of the entireset. Initially, each person is given two sets. Whenyou use the two sets together you can get an awful lotaccomplished. However, if you're missing just one ofthe five within a set you will find that the most rou-tine things will become challenging. Therefore, itshould be obvious that it is extremely important thatyou do not accidentally lose one of the members ofeither set!

The above description is "food for thought" whenyou are working with your hands. Your ten fingersperform a variety of functions each day. Missing justone can cause some major adjustments to your work-day. It's estimated that in a given year there are atleast half a million accidents, in which fingers aresevered, crushed, mangled or burned.

Such a number (half a million) is astonishingconsidering the importance of your fingers in one'sdaily life. I guess the mentality that "such an accidentcouldn't happen to me" is still a mindset of many peo-ple. To reduce the statistics and change your mindset

take a few minutes to review the 10 rules of handsafety:

1. Beware of pinch points when working with mov-ing parts.

2. Expect the unexpected - think ahead of what the job entails.

3. Inspect tools before you begin work.4. Do not work on moving equipment.5. Install machine guards and replace guards follow-

ing routine equipment repairs.6. Be careful when working with equipment that

starts automatically.7. De-energize electrical equipment prior to working

on it.8. Avoid touching lines or equipment that is hot.9. Be mindful when closing doors, especially car

doors.10. If the work being performed requires gloves, use

them.

In summary, consider these 10 rules as "FingerFood For Thought". Add a little seasoning and bit ofcommon sense and you'll have a safety recipe that isfinger lick-in good!

“TAKING OFF” AT THE HANGAR

ACT-70's AviationEducation Program, ACT-370's Aircraft/AvionicsBranch, and the WilliamDavies Middle School ofMays Landing recently host-ed the 8th Annual TAKEOFFprogram in the Hangar.Twenty-five schools partici-pated, with over 125 chil-dren, grades 7 through 12, inattendance.

The event's workshoptopic was aeronautics andflight. The students weredivided into unfamiliargroups from all grade levels.Mentors and teachers wereassigned to every group, and thensix flight challenges were present-ed to each. They were to choosethree out of the six problems thatall involved lift, drag, gravity, andthrust in an aircraft.

After close to five hours ofresearch, design, and testing, acompetition was held to prove thewinner. For example, one of thechallenges was "Brake the Egg."

The object was to design and con-struct an aircraft fuselage todemonstrate the ability to sustain acrash landing. The passenger, inthis case, was an egg, and it had towithstand the 30-foot thrust at a30-degree slope. Everyoneinvolved had a wonderful day oflearning, challenge, and fun.

Dr. Josh Rubinstein will be working with theAviation Security Human Factors program on InitialScreener Computer Based Training programs, ThreatImage Projection, the Screener Readiness Test, anddeveloping a long-term research program. Josh, bornand raised in South Brunswick, NJ, received hisundergraduate degree from Swarthmore College. Heearned a M.S. in cognitive psychology from theUniversity of Illinois and a Ph.D. in experimentalpsychology from the University of Michigan. Aftergraduate school, he did post-doctoral research at theUniversity of California, Davis, in cognitive neu-ropsychology. Most of his graduate and post-doctoralresearch focused on attention and the executive con-trol of behavior in normal and brain damaged sub-jects. Josh worked as a contractor with Federal DataCorporation for almost 2 years, before coming to theFAA.

Dr. Melissa Dixon is an engineering research psy-chologist in the Aviation Security Human FactorsProgram. She received a B.A. with distinction inPsychology from the University of Delaware.Melissa attended graduate school at the University ofVirginia, where she studied cognitive psychologywith an emphasis on psycholinguistics, human per-ception and performance, and virtual reality technolo-gy. She received a M.A. in psychology and a Ph.D.in psychology from the University of Virginia. InJuly of 1999, Melissa accepted a position as a humanfactors psychologist with Federal Data Corporation(FDC), a government contractor in Egg HarborTownship, NJ. During her employment at FDC, sheconducted human factors research in aviation securi-ty.

Nahid Jarrett is an aviation security specialist whois helping to design a magazine model for explosivesstorage. She is also assisting in testing several x-rayunits. Born in Brooklyn, NY, and raised in South

Jersey, Jarrett is an economics major at HamptonUniversity with an emphasis in pre-law. She will beentering her sophomore year this fall. Nahid graduat-ed from Washington Township High June 1999.

In a brief ceremony on Wednesday, June 7, Dr. AnneHarlan and members of her management team offi-cially welcomed 12 summer interns who are workingat the Center for a period of ten weeks. The Institute of Navigation (ION) has selected VictorWullschleger (ACT-360) to receive the prestigiousEarly Achievement Award, which will be presented ata combined annual meeting of ION and theInternational Association of Institutes of NavigationWorld Congress (June 27, San Diego, CA). Christopher Wolf (ACT-360) participated in a weeklong meeting of RTCA Special Committee 181,Standards of Navigation, which completed work ontwo documents, "DO-236, Minimum Aviation SystemPerformance Standards for Vertical RequiredNavigation Performance," and "Electronic Display ofNavigation Data." Both will be forwarded to theRTCA Program Management Committee for formaladoption.

Center personnel participated in the 10th meeting ofICAO's general concept of separation review panel(Montreal, Canada). Bennett Flax (ACT-520) servedas mathematical advisor to the U.S. member of thepanel and contributed technical material that the paneladopted (amendments to ICAO Doc 9689, Manual onAirspace Planning Methodology for the Determina-tion of Separation Minima). He also contributed atechnical appendix to material submitted by the U.S.

member as an amendment to ICAO Annex 11 - AirTraffic Services - to allow application of a 30-nm lat-eral separation standard, and authored a workingpaper documenting the FAA's approach in applying a50-nm lateral separation standard in the Pacific.Along with Christine Gerhardt-Falk (ACT-520),Flax also co-wrote a paper addressing the effect ofAutomatic Dependent Surveillance on the rate ofgross navigational errors on an ATC route.

For the same ICAO meeting, Dale Livingston (ACT-520) authored a paper presenting the progress that isbeing made studying a new approach to applying the10-minute longitudinal separation standard in thePacific.

RISK ANALYSIS AND SAFETY PERFORMANCE

MEASUREMENT IN AVIATIONThe Airport and Aircraft

Safety R&D Division (AAR-400) and Rutgers University are spon-soring the second Workshop onRisk Analysis and SafetyPerformance Measurement inAviation on August 22-24, 2000.The current focus of this effort isprimarily knowledge-sharing ofphilosophies, approaches, models,and methodologies among Part 121air carriers.

Effective risk assessment andrisk management depend on theuse of knowledge gained from sys-tem models; risk, hazard or threatanalyses; accident or incident mod-els; and vulnerability analyses.Safety Performance Measurementis also based on the safety criticalfunctions, threats, and defensesidentified in these models.Workshop participants review theconcepts and methods associatedwith aviation system safety andrisk analysis against the backdropof the Safer Skies agenda. Modelsof system safety, such as theReason Model, that include organi-zational, task/environment, andindividual factors in accidentanalysis, will be presented and dis-cussed.

Participants will also discussthe feasibility of developing safetyperformance measures to quantita-tively monitor the factors, hazards,and defenses identified in variousmodel. Methods of error manage-ment will be demonstrated as ana-lytical tools that may be used tomodel and understand the accidentcausal chain.

In addition, the workshop willreview risk analysis methods andtheir applications and links to avia-tion safety management. The vari-ous types of risks associated withindividuals, the workplace, organi-zational processes and culture, andregulation will be distinguishedand discussed. Methods for "orga-nizational risk profiling" will behighlighted.

Managers, engineers, inspec-tors, quality assurance personnel,trainers, and anyone looking formethods and materials to enhancecurrent risk analysis and safetyperformance measurement shouldattend this workshop, which willinclude both presentation and dis-cussion sections on the following:

The Division of GamingEnforcement and the CasinoControl Commission recently heldtheir annual Take Your Children toWork Day. The representativesfrom various career fields includeda NJ State Trooper, a casino engi-neer, a FBI investigator, a lawyer,a security manager from a casino,and a supervisory computer scien-tist from theTech Center. A strongemphasis was placed on the vari-ous career opportunities availablein the South Jersey area.

Dot Buckanin, Manager, CNSEngineering and Test Division(ACT-300) presented an overviewof the Center, emphasizing howthe work we do makes aviationsafer for everyone. She discussedthe national airspace system andplayed a short news segment fromABC News on our recent technolo-gy success for Safe Flight 21 in theOhio Valley. Dot was a big hitwith the kids and their parents aswell as employees of the CasinoControl Commission, many ofwhom never knew that we didsuch important and interestingwork. Dot had many questionsand comments on her presentation,all good!!

After the presentations and abrief question and answer session,the young people were given anopportunity to guess the careerfield of each representative. Thefun, career-themed quiz game wasset up to mimic a popular televi-sion game show and was appropri-ately titled "Who Wants to be aGenius?"

FAA Puts NAS ArchitectureData on the Internet. In a keymove to continue collaborationwith aviation system users, onJune 16 the FAA has put itsNational Airspace System (NAS)Architecture online. Last year, theFAA released its strategic plan tomodernize the NAS. This plan,the NAS Architecture Version 4.0,was the result of the agency'sintensive work with industry part-ners to address the growingdemands in the aviation system.

The NAS Architecture proj-ects 15 years into the future forNAS modernization and is bal-anced against anticipated futurefunding. Since its release, theNAS Architecture's comprehensive modernization strategy has beenupdated to reflect current fundingprofiles and priorities. Thedynamic nature of the architectureis one of the reasons why the FAAestablished the NAS Architecturedatabase.

The NAS Architecture datacan be accessed through theCapability and Architecture ToolSuite, which includes a webbrowser interface (http://www.nas-architecture.faa.gov). Using the internet to share the latest NASArchitecture data is key to contin-ued collaboration with aviationsystem users. A representative setof programmatic and technical datais contained in the architecture andis continually updated so that thedatabase represents the best avail-able data. The richness of theinformation will grow over time asmore details on individual imple-

mentation steps for modernizationare developed. The database wasdeveloped to identify the complex-ities and interrelationships of NAScomponents as a systems engineer-ing tool. Multiple views of theinformation contained in the data-base are available to help thoseinterested in aviation to understandthe details of the NAS infrastruc-ture.

White House Press Briefing. OnJune 13, Administrator Garveyspoke at a White House PressBriefing. In part she said, "TheSenate Appropriations Transpor-tation Subcommittee marked-upthe Transportation AppropriationsBill this morning. Although FAA'scapital accounts were appropriatelyfunded, FAA's Operations accountwas cut about $250 million belowthe President's request . . . thisreduction could create substantialdelays in a system already strainedto meet the demands arising fromthe rapid growth in air travel . . .the Administration asked Congressfor a $77 million urgent supple-mental for this year. It is includedin the Senate Agriculture Approp-riations bill, but it has not passedthe Senate yet. Let me tell youwhat it means if we cannot get thatmoney this year. We will not beable to hire 170 more safetyinspectors and medical certifica-tion staff. The number of safetyinspections will be cut 10,000below last year's level. In addi-tion, we will have to reduce main-tenance for critical air traffic con-trol systems which will result in

more frequent equipment outages,increased time to restore these out-ages, and greater air traffic delaysduring the busy summer travel sea-son. The issue is broader than justthe need for a supplemental. ForFY 2001, the Administration hasrequested $6.59 billion for FAAoperations. During the past twoyears, FAA has faced a very tightbudget for operations, and haslived within its budget by imple-menting a hiring freeze in manyareas, putting off maintenance,deferring training, drawing downour stock of spare parts, and reduc-ing the redundancies within ourcommunications network.”

New Equipment Helps FAAReduce Weather Delays. OnMay 31, the FAA announced oper-ational use of a new tool designedto help reduce delays at major air-ports in the northeastern part of theU.S. Installation of the DepartureSpacing Program (DSP) is one ofthe first milestones in the Spring2000 Initiative, announced inMarch by President Clinton andU.S. Transportation SecretaryRodney E. Slater. The aim of theinitiative, part of the President's"people first" agenda, is to providebetter service to airline customersby encouraging the FAA and theairline industry to keep passengersmoving despite severe weather.

DSP is a coordination andplanning tool that uses pertinent airtraffic information from airportsequipped with the system, alongwith other information from filedflight plans, to coordinate depar-

tures by spacing aircraft moreevenly. This allows the best use ofexisting capacity, expediting theflow of air traffic while minimiz-ing delays. The tool has been inuse at LaGuardia, Kennedy,Newark, and Philadelphia airporttowers and in radar control facili-ties in the New York area sinceApril 2000. The DSP enables airtraffic controllers to work moreefficiently with traffic managementcoordinators to better use existingcapacity for departing aircraft.Using DSP, controllers can coordi-nate rerouting to avoid severeweather and reduce the need forvoice communication between airtraffic control facilities by provid-ing flight plan information andreports.

In the future, this system willbe expanded to allow the FAA AirTraffic Control System CommandCenter in Herndon, VA, to facili-tate the flow of traffic into and outof all of the northeast U.S. airportsto maximize use of available air-space. A future enhancement ofDSP will include historical trendanalysis. Computer SciencesCorporation developed the system.

FAA Finalizes InsulationReplacement Rules. On May 25,the FAA issued final rules orderingoperators of 719 Boeing MD-80,MD-88, MD-90, DC-10, and MD-11 aircraft to replace insulationblankets covered with metalizedMylar. The agency proposed therules last August to minimize therisk of fire spreading aboard thesetypes of aircraft. The Airworthi-ness Directives require operators todetermine whether their planes

have metalized Mylar-coveredinsulation materials and where,and then replace them with newinsulation blankets within fiveyears. Replacement materialsmust meet the FAA's new flamepropagation standard, which isbased on an American Society forTesting and Materials flammabilitystandard.

The new test standard wasdeveloped by Tech Center firesafety engineers with input fromworld-renowned fire experts. Theagency plans to issue a proposalfor all new aircraft soon. Whileother insulation materials in thecurrent U.S. fleet are safe, testsshow that metalized Mylar falls farbelow the new test standard. TheFAA continues to work closelywith the international aviationcommunity through theInternational Aircraft MaterialsFire Test Working Group on thenew test standard for aircraft insu-lation. In addition, the FAA andBoeing are studying procedures forflight crews to follow in the rareevent of smoke in the airplane tomake sure the procedures are cor-rect and properly prioritized.

The FAA Flight StandardsService also plans to issue adviso-ry information to operators to con-duct special emphasis inspectionsof thermal acoustical insulationduring general maintenance andinspections. This information bul-letin will provide details on how torecognize contaminated insulationblankets that could pose anincreased hazard to the airplane.The bulletin will be issued afterformal coordination with unionrepresentatives.

FAA Completes Deployment OfNew Surveillance Radar. OnMay 15, in a significant milestonein the modernization of theNational Airspace System, theFAA announced completion of thefinal installation and acceptance ofinnovative air surveillance radartechnology that will enhance airsafety through improved positioninformation and weather detection.

The Air Route SurveillanceRadar (ARSR-4) replaces obsoleteradar with all solid-state, long-range, three-dimensional radar pro-viding aircraft position informationto the FAA, Air Force, Navy, and Customs Service. The ARSR-4also provides weather data to boththe FAA and National WeatherService. The 12-year ARSR-4program was a joint FAA/Department of Defense initiative.

The ARSR-4 provides severalunique capabilities not found inother long-range radar. It candetect a one-square-meter objectout to 250 nautical miles, a 50nautical mile increase over previous long-range radar models.The square-meter target can evenbe detected through severe weatherconditions including heavy groundand sea interference as well aslarge bird migrations. The superiortarget detection enhances the abili-ty to identify hostile intruders anddrug smugglers. It also improvesweather detection by increasingweather processing from two to six levels. The improved weatherinformation will increase controllerand pilot awareness of their operat-ing environments.

On May 31, representativesfrom the Indianapolis InternationalAirport, ANI-440, Great LakesRegion, and Indianapolis AirportTraffic Control Tower (ATCT)gathered at the Airway FacilitiesTower Integration Laboratory(AFTIC) to participate in an evalu-ation of two potential Indianapoliscontrol tower sites. The AFTILengineers built a scaled 3-dimen-sional computer model of thefuture Indianapolis InternationalAirport including a new terminalbuilding with two attached con-courses, parking garages, a newparallel runway, new taxiways, andfuture parking aprons. The poten-tial tower sites were located alongthe edge of the future airport ter-minal access road and offered sim-ilar views of the airport surface.However, due to the relative posi-tion of each tower site to the run-way, the maximum allowable

heights of the towers differed bymore than 80 feet.

The evaluation team was ableto view their future airport fromvarious angles and positions. Toproperly determine the controltower-to-runways sight line, a"simulated" camera (view port)was moved to the threshold of oneof the runways and turned to seethe control tower locations. Usingthis technique, the evaluation teamcould more easily compare theamount of runway surface beingobscured by aircraft parked on theapron or by buildings that weremore than one mile from the towersites. This innovative techniqueproved very valuable in the overalltower site evaluation.

The evaluation team deter-mined that each tower site provid-ed an adequate view of the airfieldin support of the air traffic controloperations, but views to the

approach end of one runway wereobstructed by an air cargo sortingfacility and parking apron. Thehigher tower site had an advantageof providing an improved view ofa proposed new parallel runwayand would allow the airport to per-mit additional expansion betweenthe parallel runways.

In addition to the tower sitingeffort, the AFTIL engineers creat-ed a control tower cab mockupdesigned to the specifications ofANI-440. The AFTIL supportteam revised this mockup to repli-cate various window mullion con-figurations and center island con-soles.

The AFTIL staff is currentlyworking on a photorealistic displayand 3-D model for OaklandInternational Airport that is sched-uled for presentation in July 2000.

Again this year, the Tech Center community fully supported the annual Jersey Shore Science Fair (JSSF).What began in 1976 as a small, relatively informal event has grown over the years to involve more than 650students, from 30 different schools, in 5 counties. Fair winners are provided with the opportunity to competeregionally and, maybe, internationally. Richard Stockton College hosted the 25th Annual JSSF on March 11,and many FAA employees gave generously of their time to support the Fair by acting as judges, advisors, andcommittee members. In addition to the list of judges below, ACT Community Outreach Manager CarleenGenna-Stoltzfus would like to thank Cathy Jaggard, Director of the JSSF, Steve Everts, Carolyn Pokres(ACT-70), Lois Greis (ACT-70), Lana Haug (ACT-70), and Fred Snyder's (AAR-200) two daughters.
