Energy Savings Performance Contracts (ESPCs) Act
• Authorizes government units to use ESPCs as a mechanism to implement large capital-investment projects that aim at energy and water conservation.
• Energy Service Companies (ESCOs) develop, install, and seek funding for energy efficiency projects. They recover their investment with the money saved by the energy conservation measures implemented.
