Happy New Year! I hope 2019 is off to a great start for everyone and you’re getting some of your New Year’s resolutions checked off your list. For me, in addition to the usual resolutions of working out more, eating healthier, blah, blah, blah, I’m excited that I get to add being President of the APWA KC Metro Chapter to my list. Before I tell you a little about myself and initiatives for our Chapter, I want to thank Past President Jason Meyers for his leadership this past year. Under his guidance our Chapter hosted many successful events that included a variety of chapter luncheons and learning opportunities, the National Public Works Week Awards Luncheon, fun social events for young professionals that included a Royals game and mini-golf tournament, the annual Membership BBQ, a Chapter Top Golf tournament, the 2018 APWA Mid-America Equipment Expo, two well-attended Public Works Institute sessions, and last but not least the 2018 PWX. I also want to thank Rob Krewson and Alysen Abel who have rotated off the Executive Committee for their tireless efforts and dedication to our Chapter. Of course none of our Chapter’s events and activities this past year could have happened without the incredible committee members we have and their efforts, so thank you all. With the 2018 PWX being such a huge focus of our Chapter the past few years, I want to send one last HUGE THANK YOU to Chairs of the Steering Committee – Joe Johnson, Tim Ross and Bill Stogsdill and all the volunteers who made it extremely successful. The positive feedback many of us continue to hear from attendees from other chapters has been truly amazing. There are many things I will remember about PWX, but there is one thing that truly stands out I want to share with you. On the final day of PWX, there is a session where planning committee members for future PWXs can ask questions of the current host committee members. During that meeting here in Kansas City Heidi Thummel, Co-Chair of the PWX Volunteer Committee, was describing all of her and John Cooper’s (other Co-Chair) efforts required to organize the volunteers. A woman from the Washington Chapter, host of the 2019 PWX, asked Heidi what she said to all of the volunteers so they would smile and be friendly and helpful. Heidi, with a puzzled look (and frankly many of us had the same look), said, “That’s just Kansas City”. You should all be proud of how you represented our Chapter and the Kansas City metro area. Who am I and how in the world did I develop a passion for public works and serving this great Chapter? I was born and raised in Chillicothe, Missouri. My 6th grade art teacher introduced us to floor plans one day and when I got home I told my Mom I wanted to be an architect when I grew up. Given my love for creating structures out of Legos, Lincoln Logs and Tinkertoys, my Mom wasn’t totally surprised. Before high school, we moved to Columbia, Missouri. After graduation I stuck with my architecture dream and attended college at UMKC in their architecture program. When it became evident I couldn’t draw and thought much more like an engineer than an architect, I switched to civil engineering and transferred to Mizzou. Civil engineering still tapped into my childhood passions because in addition to building cool structures, creating awesome roadways with my Hot Wheels was a close second. My first job out of college was in Maryville, Missouri for a small civil engineering and surveying firm. I spent five years there working primarily on public works projects. I then started to get the itch to work on larger projects and wanted to move to the “big city”. As a young kid, Kansas City was where my family always traveled to for some nearby entertainment, whether it was going to Worlds of Fun, attending a Royals game (when they were good the first time!) or going to the newly constructed Bannister Mall (now I’m dating myself). My first and only job since moving to Kansas City in 2001 has been with Walter P. Moore and Associates, Inc. I’ve been fortunate

As we begin the New Year, I want to take this opportunity to thank all those that volunteer their time to the Chapter. I want to encourage all members to look at the many committees within the Chapter and pick one that interests you and volunteer your time. You will not regret it.

National is hosting the 2019 Chapter Leadership Training Workshop in Kansas City, January 31 - February 1. Part of the Leadership Training includes the Council of Chapters meeting to review the progress of its committees and look at other topics or items that support the Strategic Plan and Vision of APWA.

As we start 2019, APWA National will be posting Committee positions for the upcoming year. All available committees, councils and task force positions that will be appointed for the 2019-2020 term will be posted the first part of January on National’s web site www.apwa.net. If you are interested in being involved at the National Level, I encourage you to check this out.

APWA Technical Committees have recently set up a schedule to review all APWA-published publications on a 3-year cycle. Technical Committees are currently reviewing publications in 2018-2019 listed on the following page. Reviews will be completed by June 30, 2019. Committees will determine if the publication is still current, should be discontinued or requires an update. If you have an interest in participating in the review or update of these publications, please contact the committee’s staff liaison or chair. These folks can be found on APWA’s national website.

APWA will continue its long tradition of providing leading-edge information, education, networking, and collaboration opportunities for public works professionals via our premier conference events. The North American Snow Conference will be held in Salt Lake

enough to be with a great company that supports my desire to work on public works projects and be active in APWA. Since I joined APWA in 2003, I’ve served on a committee for the 2006 Public Works Congress & Exposition (now PWX), helped start our Student Chapter Committee, chaired the National Public Works Week Committee, served as Treasurer for the 2018 PWX and have been on the Executive Committee for five years. I can truly say I’ve enjoyed every minute of my involvement in APWA and more importantly, very thankful for the friends I’ve met over the years! I’d like to welcome Nick Arena from the City of Lenexa and Heidi Thummel from GBA to the Executive Committee as 1st Year Directors. This is Nick’s first time serving on the Executive Committee and Heidi’s second. I look forward to working with them and the returning members of the committee this year! During my time as President of our Chapter, a few initiatives I’d like to focus on are:

Avoid the PWX Hangover! – We had many volunteers for the PWX event in August, so I’d like to keep the momentum going. Several of our

standing Committees need additional members and a few need to be reenergized. According to our Chapter’s By Laws, “Committees exist for the purpose of implementing the mission, vision, and goals of the Chapter and APWA”, so they are the lifeblood of our Chapter. If you are a supervisor, please encourage your staff to get involved with a Committee. If you’re in the early stages of your career and have a passion for public works, ask a “seasoned veteran” in your office about getting involved in APWA. If you’d like to get connected with a Committee, please contact me at [email protected] or (816) 701-2109 and I’ll help you find a good fit. Committees with the greatest need for members include:

Continue Young Professional Engagement Efforts – Our Young Professionals Committee has done a great job in recent years getting more

young professionals active in our Chapter. I’d like all of us to continue supporting them in their efforts. In March or April, look for a tremendous opportunity from National for younger members in your organization to join APWA.

Update Chapter Strategic Plan – Our current Strategic Plan is now over five years old, so we need to revisit that and go through the process

of getting it updated. I’ve already identified a volunteer to help lead that effort, but could use one or two more to join her. Of course, for the overall process, we’re going to need many volunteers, so stay tuned.

Host the 2024 APWA North American Snow Conference – Believe it or not, it’s time to start the process of expressing our interest to host the

2024 APWA North American Snow Conference. If we’re selected, Bill Billings from the City of Leawood has already graciously accepted the role of Chair of the Planning Committee for that event. We’ve issued a letter to National expressing our interest to host the event and the next step is to complete a questionnaire and submit that. We’ll then find out if we are short-listed by mid-February. If so, then National will conduct a site visit and meet with members of our Executive Committee and Planning Committee to determine the selected City. I’ll keep everyone posted.

Thank you for giving me the opportunity to serve as the 2019 President of our great APWA KC Metro Chapter. I’m excited for the challenges ahead and look forward to working with many of you this year as we achieve our goals.

Fairway, KS Achieves APWA Accreditation Status The City of Fairway, KS Public Works Department has been awarded on October 4, 2018 the prestigious APWA Accreditation designation. The APWA Accreditation program recognizes public works agencies that go beyond the requirements of the management practices established nation-ally in the public works industry, as contained in the APWA Public Works Management Practices Manual. The City of Fairway initially applied for Accreditation in May 2014. Accreditation of the City of Fairway Public Works Department indicates the department met all applicable Accreditation documentation and practic-es over time. In a statement from the Director Bill Stogsdill, “The awarding of the APWA Accreditation shows we are dedicated to the efforts of continuous improvement and excellence. We are extremely proud to receive this honor. The heroes of this prestigious APWA award are the public works and development staff whose mission is to provide services and programs that contribute to making Fairway a great place to live and work.” The City of Fairway Public Works Department becomes the 147th agency in North America to be awarded Accreditation, and the 6th agency in the State of Kansas. In addition to Fairway, the accredited agencies in Kansas include Olathe, Lenexa, Topeka, Overland Park, and Shawnee. For the Fairway, KS review, a team of public works professionals from Cherry Hills Village, Colorado; Bloomfield, Connecticut; and Kansas City, Missouri, completed a thorough evaluation of operations during their October 2018 site visit. Andy Bailey from the National Weather Service will share a presentation about the evolution of the NWS and how Public Works agencies can benefit from their weather expertise and service. Andy has been a meteorologist with the National Weather Service for 25 years and is currently the Warning Coordination Meteorologist (WCM) at the NWS office in Kansas City, MO. In this position he serves as the principle NWS liaison with the emergency management and media communities and is responsible for all of his office's public education and outreach activities in northwest and central Missouri and far eastern Kansas. Essentially his activities are aimed at making the office's forecast and warning programs more effective. Andy has been in the Kansas City area for 12 years. APWA is looking for volunteers to serve on National Committees. There are a variety of technical and non-technical committees for all levels in the public works profession. If you are interested in expanding your knowledge in public works and giving back to the profession, consider serving on a committee. Any APWA member is eligible to serve. On Tuesday, December 11th, the KC Metro Chapter hosted their annual Holiday Party at the Nara Event Space in downtown Kansas City, Missouri. Members enjoyed an Italian buffet, while listening to a Keynote Address given by the Region VI director of APWA, Chuck Williams. Also at the event, nominated Executive Committee members for the 2019 calendar year were sworn in, and recent graduates of the Public Works Institute were recognized. Additionally, Joe Johnson was awarded the Ken Cardwell award for 2018.The evening ended with the Santa’s Helpers raffle, which went along with the Toys for Tots Drive that brought in nearly 75 toys.

Each year, the chapter invites that year’s graduates, along with a guest, from its Public Works Institute (PWI) to attend as special guests of the chapter at its annual holiday party. The 2018 Holiday Party was held December 11 and 10 of the 21 graduates attended.

Each graduate was presented with a framed, numbered graduation certificate registered with APWA National and an etched glass desk plaque. In addition, their employer was presented, for their support of the graduate and our PWI, with an APWA management or leadership publication for their staff libraries. Presentations were made by Chapter President Jason Meyers and PWI Director Larry Frevert. APWA/WTS Joint Panel Discussion —STP Funding Strategies

On Thursday, November 15, 2018, the Kansas City Metro Chapter APWA partnered with WTS-Kansas City to host a panel discussion on funding strategies for transportation projects. The event was held at the Matt Ross Community Center in Overland Park, KS. The panel was moderated by Patty Hilderbrand with Kansas City, MO. Panelists included Michael Park with Lee’s Summit, MO, Dennis Randolph with Grandview, MO, Burt Morey with Overland Park, KS, and Jeff Fisher with Unified Government of Wyandotte Co/Kansas City, KS.

The panelists spoke about their experiences related to the Surface Transportation Program (STP) application process and transportation project funding. The panel included representatives from both Kansas and Missouri, which have similar processes for evaluating and selecting transportation projects.

This was the first time that APWA and WTS collaborated. Nearly 130 people attended the panel discussion, represented by public and private sectors. Based on the success of this event, both organizations have agreed to host an annual panel discussion on relevant transportation topics.

The KC Metro Chapter, Community Service Committee and MO/KAN Superintendents hosted the November Cooks for Kids Event. The group cooked dinner for families who have being treated at Children’s Mercy Hospital. POLICY FOR THE USE OF THE APWA PUB NEWS, WEBSITE AND

ELECTRONIC MAILING LIST

It shall be the policy of the KC Metro Chapter that the use of the “APWA Pub

News, Website and Electronic Mailing List” by outside agencies shall abide by

the following:

Outside agencies, educational institutions, and not-for-profit organizations

may utilize the Chapter’s website for dissemination of approved items that

are considered beneficial to our membership.

Approval of these items may be granted by the Chapter President, the

Newsletter Editor and the Website Committee. When requested,

announcements from other organizations may be posted on the Chapter’s

website under “News” if the Newsletter/Communications Committee is

provided electronic announcements in a format that can be posted without

modification or editing.

The Newsletter/Communications Committee may use the chapter’s

electronic mailing list for announcements to KC Metro Chapter members

when the topic is related to an APWA activity or event. However, an

announcement will not be sent before the Chapter event has been posted

on the KC Metro Chapter website.

This policy was approved by the Executive Committee on November 19, 2008.

The APWA Pub News, a free publication of the Kansas City Metro Chapter of

the American Public Works Association (APWA), is published in six issues

throughout the year. To receive a free subscription, send an e-mail to
