Editor Hrr.i.nTts: Tho Advertiser suvs "tho fact is that must of tho reputable English residents aro the friends anil advo- - eatos of annexation. Tho fow who i havo biH'ii loudest in their donunci-- ! ation can hardly bo said to repro sunt tho linglish colony in Hawaii." This sort of stuff is simply ropoat-- , in' Stevens' ho that tho only opponents to annexation aro tho "low, mean whites." It is mighty , ,i.i ;r .1 :. l. :. siniiifju iiiiiL 11 mum i auuu uu ovorwholmiiifr majority in favor of annexation, tho Provisional Govern- ment does not act on tho advieo of that "low, moan white," yulopt, Paul Nuiunauu, and take a vote of tho tax payors on tho question. They dare not, booanso wore such n plebiscite takon, it would be shown not only is there an overwhelm majority of natives opposed to annexation, but also that all the "re- - ljutablo" Englishmen and Germaus a great ilianj- - "reputable" Am- ericans are deail against tho pro- - noed steal. . As regards the Advertiser's re-th- o marks about Postal Savings Bank, they aro simply a farrago of It says that i?l(X),(X)0 of tho Postal Savings Bank indebtedness beeu paid oil' by the Provisional Government. Now whoro tho 100,000 reduction comes 1 fail to see. Your morning contemporary says that I would not show tho usual shrewdness of tho average Britisher withdrawing deposits from the Savings Batik just when about to tho beniul of tho American pro tective tariii. Aow, what in tue name of common ,eue ha the Am- erican tariir got to do with tho 11101103' in tho Savings Bank? Tho American people under the loader-chi- p of President Clevelaud aro about to wrestle with tho selfsame tariff, which has been gnawing at tho vitals of tho American farmer and endeavor to shako themselves free from it. Would tho rate of st in the Savings Bank bo in- creased by American annexation? I think not, bv uoiniiaritig iho rates aid hero with tlioso current iu Am erica itbulf. "What 1, and 1 have no doubt a great many depositors iu tho Sua high Bank object to, is to have tho coiuilrj gradually run doopor and deeper into debt without auy oxponditure on pormanout improve- ments, but simply to keep up a lot of runaway sailors and others of that kidney in eloior. And when Mich men as Messrs. "Tho onfrauobisomout which wosl-or- u

An article in tbo Star intimatesthat tho Provisional Govorumoutneed not oboy a request from thoUnited States Government foravotuof tho Hawaiiau peoplo on tho ques-tion of annexation. There is littledoubt that the United Statos wouldsee that its request was obeyed, ovento tho extont of taking tho vote byits own agents if necessary.

Ladies have been refused admis-sion to the Royal GeographicalSociety of Groat Britain, althoughtheir claims wore advocated by someof tho most eminent members. Theladies may travel all thoy liko, how-ove- r,

and "shoo" lions out of thoirpaths, just as woll without as with"F. R. G. S." to thoir names. Still, tho action of tho Society looks vorynarrow at this day, when there aremany lady explorers abroad withworld-wid- e reputations.

By way of a gontlo slap at theStar-spoi- ls crowd, tho Advertisoisavs "tho Provisional fintnriiiiinnt. isdaily gaining strength and unitingits own ranks in spito of woll-mea-

but aud radical pro-positions from some quarters." Not

'

that the Advertiser is against thespoils doctrine altogether, but, sev-

eral of its own clique having gotsnug billots at the start, it has no

I

present use for tho doctrine. Henceit can afford to locture the Star'shuugry squad in virtuous tones.

Since the Planters' Labor & Sup-ply Company has undertaken tobear half tho expense of securingthe services of Prof. Koobele, itonly remains for the Government toassume the other half, aud tho fa-

mous fighter of plant life posts wil)

undertake tho work that has unhap-pily become necessary in this coun-try. As all that these islands haveto dopond upon for prosperity is

thoir agricultural industry, tho various blight aud beetles that haveinvaded that industry mustbeeradicated at any font,

Probably the question that come?before President Cleveland, throughMinister Blount's report, wdl bewhether the conquest of tho Ha-waiian kingdom by display of Ame-rican arms last January shall bo rati-fied or not. It is well known thatthe Minister obtained conclusiveevidence while here that tho Ame-

rican forces were landed, to intimidate the Hawaiian Government auacrush it in case of resistance, in pur-suance of an understanding betweenthe American authorities and theHawaiian intending revolutionists.Should tho virtual conquest bo rati-

fied, the boasted traditions of A merican justice and magnanimity, to-

ward weak and friendly nations, would be blackened forevor.

Rev. W. B. Olesou is quoted bj-th- e

Advertiser from the Now YorkIndependent, in a long article argu-ing against the destiny of Hawaiibeing left to a vote of Hawaiians. The article is in the would-b- e trans-cendental style of Mr. Oleson, and itlabors to show that tho Hawaiians,by thoir bad use of tho franchisehitherto, proved thoir unfitness tobe entrusted now with a decision oftheir own fate. Mr. Olesou's ze.iloutruns his discretion. His argu-ment will naturally bo tnkon by in-

telligent peoplo in tho United Statosas showing that tho Hawaiians arenot worthy of tho franchise ofAmerican citizenship, so muchbroader as it is than tho franchiseMr. Oloson says thoy have abused. Therefore, those that believe Mr.Oloson's prejudicod statements willbo apt to conclude that annexationis not dosirablo at present.

AN IMBECILE DEFENDER.

It is wondorful to those who donot know tho makeshift tho Adver-

tiser is laboring undor for editorialsupply how a public journal can,as that ono does, strive to display itsignorance of tho first priciplos ofgovernment. Ono of tho main essen-

tials of any government is money tocarry it on. The money has to comefrom tho peoplo governed. There-fore there is nothing in governmentregarded with a moro jealous eyo bytho peoplo than the use that is madeof tho funds contributed by themfor thoir common benefit. Jiopresontativos of tho peoplo, in everyhystom ot froo and responsible goveminent, have reserved to thorn theright of examining and deciding indetail ovory sohomo of oiponditur'eof tho publio inonoy, This ninttof

jf--

is signalized in iinportaneo by thopractice of ruling parties, for anygiven time in a country's career, in

putting forward as tho managers oftho national finances tho most capa-ble

aand experienced mon in financial

affairs. Tlno managers or financialstatesmen make and lay boforo thopeople's representatives estimatos oftho country's money needs for a eer-tai- u

period, and of tho resourcesdepended upon for tho supply of thoneedful amount of rovonuo. Thopeople's representatives have thoprivilege of modifying or rejectingthese estimatos, and, in tho moroclosely-jointe- d systoms of represen-tative government, a certain degreeof iuterforonco with the financialpolicy, agaiust tho settled viewsof tho administration, constituteswant of confidence under which thogovernment must retire or appeal totho people. Tho groat contral factwo are illustrating is that in anyfroo, representative, responsible gov-

ernment tho ultimate control of thofinances vests in tho peoplo thorn-solve- s.

At prebont Hawaii has not a free, representative, responsible govoru-mout. Tho control of its finnucosis in tho hauds of au irresponsiblebody called into being by a rebellionagainst constitutional authority. A

minister of iinauco may plan novorso wisely, or cut tho natioual coat tosuit tho wob, but ho is utterly holp-- 1

loss, as events have proved and arcproving, to prevent that irresponsi-ble, uou -- representative body fromdriving tho country financially frombad to worse. Our charges againstthe Provisional Government on thisscore have beon agaiust it as a whole,In reply to them the Advertiser hasuot ,darod ,to uttor. aa intelligentword, but has persistently sneakedbehind tho personality of tho Min-

ister of Finance. That Minister ison record as dissatisfied with thorato ot military expenditure, aud asbeing strongly opposed to tho con-- itiuual tinkering with the laws by abody nover formed for that purposo. In holding his personality up as abuffer to its own incapacity for deal- -'

ing with facts and figures, tho Ad- -

vertiser is dealiug with tho Minister' of Finance in a manner both cow-

ardly and treacherous. There is a' secret bohind tho couduct of thoeditor of tho Advertiser in this re-

gard, which it may bo our disagree-- I

ble duty to divulge when ho hasspun a little moro length of the cordthat is to choke him. In the niean-- itime, he is informed that his gameis known, and further that it is com-- 1

ing out exactly in tho opposite wayto that intended. The Bulletin stilllives "for tho benofit of all," audwill lay many a vvreatli of thorns yet j

on tho biers ot blasted journalisticabortions.

Saturday, Sept. 9, 1898.

The wind blows gently andthe clouds hover over Manoaand there the rain softly pat-ters on the shingles. On thelower levels, outside the realmsof the water carts, the dustpiles up thicker than rumorsas to the political situation. The Water Works seem tobe out of a job and the Aer-mot- or

silently pumps, pumps, pumps and the lawns, somelawns grow greener everyday. Cane land which other-wise would go to waste hasbeen made available on a halfdozen plantations by the useof Aermotors. Managers will

understand the term when wesay that at Kahuku the Aer-mot- or

supplies three men'swater. If it does so much atKahuku it will do it elsewhere.

The recent robberies com-mitted throughout the city, butmore particularly "on theplains," warrant people everywhere guarding themselvesagainst midnight intruders.ristols and watchmen s whis-tles are excellent things tokeep under the pillow. Wehave imported some very fineSmith & Wesson Revolvers ofthe finest quality and particu-larly adapted for use on peo-ple who break in and steal. We have selected none butdouble acting with blue barrels, guaranteed to be the bestmade.

Honolulu is one of the fewplaces on the map where thesun shines on both sides of thestreet every day in the yearand this fact makes it particu-larly pleasant for persons whoenjoy an afternoon siesta in ahammock, pleasant, not because the sun shines on them, but because there are no coldwinds to run a shiver alongone's spinal column. Wehave a few Hammocks, goodones too, that were built especially for two people. Wehave hammock hooks andrings for people who havebeen used to tying their ham-mocks to the trees.

By the "Australia" we re-

ceived more of the KeystoneEgg Beaters, the acknow-ledged superior to any eggbeater ever sold in this mar-ket. They are easiest tohandle and easiest to clean, and do the best work in theshortest time.

Bailey's Rubber Brushes areused extensively in the UnitedStates for toilet purposes andmost people prefer them tobristles. We have a few ofthe small size flesh and nailsort that we are anxious to getrid of because they do notrightly belong in the stock ofthe hardware merchant. Youcan have them for about halfthe usual price.

Our San Francisco buyersent us some of the hand-somest Levels for carpentersand masons' use we have everseen. Not only handsome butuseful, mechanically accurate, with horizontal and perpendi-cular glasses. We have alsothe cheaper variety for plainevery day work. In additionto levels we have every sortof tool used by carpenters andof the finest quality. Disston'sSaws are a specialty with us.

The China steamer will bealong presently and you'llwant a brass cage for the birdyou are going to buy. Anotherreason for your wanting a cageis the arrival of the "Irmgard"with an assortment of LaysanIsland birds. We have a fineassortment of Solid BrassCages as pretty as you careto have thorn.

Picture- - Hooks for mouldingsand Picture Knobs for drivingmay be obtained from us a bitcheaper and probably a triflebetter than the average run ofthem. Gilt and Silver PictureCords made by the HendryxCompany in Connecticut havea place on our shelves. Ifyour pictures are heavy getthe gilt, it's stronger.

Report of the Foreman Painter,

Southern Pacific Co,

Takcreu, July 21, 181K.

W. S. PAbMEK, Eq., Engineer of Dis-trict No. 1, So. l'uclfle Co.

7Jir Sir:

I find thai the oil rtijuire much ttss pig-ment than linseed to make a jiaint of the re-quisite coierina and spreading qualities. 100Ihs. of white lead will take no more than 4to i gals, of Unseed, while in my primingcoat, 1 get even better results With U to lugallons of I.ucol, and in my second coatwith 7 to 8 gallons of I.ucol to 100 lbs. oflead. This means a very material saving(from one-thir- d to one-hal- in the amountof pigment necessary to lover a given sur--iacu.

In my roof color I used less than loo lbs.of "car paint" (.Prtncci Metallic ground inoil) where a roof of this size has always re-quired 200 lbs. of car paint with Unseed oil.I mixed my roof color with 13 gallons ofI.ucol to the 100 Ihs of pigment aud got abetter bndv of color than 1 ever not withlea than one-ha- lf that number of gallonsof Unseed. I give you simply the facts butI cannot understand or explain them.

The drying qualities of the new oil areperfect. The priming coat with white lead, dried strong nnd hard inside of Ml hours.Tho llrst coat for sand took the sand freely, iirmly and in larger quantity than linseednud dried hard inside of 'J I hours. Thesecond coat of body color and trimmingdried thoroughly without tack inside of 1M

hours. It covered perfectly nnd dried withn tine smooth suriace entirely free fromwrinkles and blisters, and bore out remark-ably well so as to develop a line lustre, giv-ing much better looking results than 1

have ever gotten with two coats of linseedon new wood. Tho car paint spread on theroof wns mixed with raw Lucol and driedperfectly in 21 hours. Notwithstandingthat only one-ha- lf the usual amount ofcolor was ued, the paint covered perfectlyand did not run. The second coat of sandtilled up solidly, taking up a larger quan-tity of sand more evenly than 1 havo evergotten on to linseed.

The Lucol has elTectcd a saving of 215lbs. of pigment or nearly one-thir- d of theamount usually requireu for a building ofthissizo.

With respect to the general appearanceof the finished work. I hum coiiti: that 1

never saw its equal in two coat work withlinseed, and it the oil wears as well atTanered as It has worn with the MasterL'ur Painter, Mr. Pitch, at Sucramcuto, there can be no queftiun about the SUPK- -lUulUTY of Lcotoier linseed . ei en at thesame p ice per gallon, in EUuNUMY, GOODI.OUK.S mirf in DUKAUILITY.

Roportod Groat Discovery in MedicalSciouco.

Tho old siiw. that "ovorv hanu hasits antidote," has been quoted byBomo pooplo iu support ot tho hopothat one day n euro would bo foundoveu for loorosv. A nmv dtseovorvis now reported in England, whichpromises to bo a provontivo and spe-cific for n uutnbor of tho disonsosmost fearod as opidomies. Froma Into London pnpor tho followingparagraphs aro takon, giving somoaccount of this discovorv:

"If wo aro to accopt tho testimonyof Dr. Klein, tho distinguished lec-turer on physiology at St. Bartholo-mew's, sciouco is tho richer by amedical discovory ns important in

i tho domain of thorapotities as chloro- -form, laudanum or quinine. Thogroat theory of infection by bacillusforms requires, in ordor to bo fruit-ful of benefit to mankind, tho dis-- 'covory of a powerful germicide. Incarbolic acid, iu corrosive sublimate, and in potassium permanganate, scionco had made long strides in thodirection of adequate ant Copticsand bacillicidos; but those drugshave all their drawbacks.

"Dr. Worrall has now found amongi tho coal products a disinfecting bodyapparently supprior to all previousones. He names it lzal, and Dr.Klein, aftor a serios of exhaustivelaboratory experiments, has foundit absolutely destructive of tho sporesof some of tho most intractable andmalignant disoasos. Unlike mostother powerful disinfectants, it is

to human beings, andmay bo takon internally, diluted.Dr. Klein's startling experiments goto prove that, diluted with 200 partsof water, lzal absolutely destroysthe vitality of tho microbes ofdiphtheria, scarlatina, glanders, ery-sipelas, typhoid, and cholera. It isnot too much to say that lzal, unlesstho conclusions of one of tho most

i competent of our phj'siologists areeirouoous, is tho most important dis-covery iu practical therapeutics madeduring tho present generation."

Footpads Fond of Him.He looked as though he had been

doing battle with tho twin screwpropellers of tho Charleston whiletho cruiser was under a full head ofsteam. His head was swollen andhis faco patched up with a quantityof whito courtplastor, which musthave come near exhausting the sup-plyi of some surgeon. Thore wereopenings left for his eyes and mouth, and, although nature had been gen-erous in the latter respect, it couldnot counteract tho effect of the largearea of linen plaster.

. He said that his name was CharlesC. Marsh, and that ho was secondmate of the schooner Transit, justarrived from Honolulu. Mr. Marshhad a white pink in tho buttonholeof his coat, but oveu this beautifulflower failed lo make tho sis-fo- ot

mate look as if ho had just returnedlrom the snoot ol the Country Club.He declared that he was beginningto think that it was dangerous for aseafaring man to como ashore aftordark. He appeared quito sorious, and lookod as if ho could prove whatho said.

Mate Marsh said that ho waswalking on Geary street, near Kear-ny, between 9 and 10 o'clock Satur-day night, when ho was assaulted byfootpads. He thought there worethree or four of them, but after theyknocked him down ho stoppedcounting. Some citizens came alongand scared the robbers away beforethey secured his watch and money. He then visited a doctor, who deco-rated his faco with a liberal haud.

Mr. Marsh say.-- , that this is not hisfirst experience with footpads iufact, they appear to be very fond ofhim. About six years ago ho had asimilar encounter on OTarrell street, and a year since ho was pursued bya footpad with a gleaming dirk-kuif- e.

"I don't think I'll come ashoreany more. I really don't think it issale," sadly remarked tho victim ofmany assaults as he wended his waytoward tho city front. S. F. Chro-nicle.
