19821982 • Where as it is expedient to make arrangement

for the operation of relief work and the maintenance of people’s convenience with a view to protect the life and property of the people.

• The Act was enacted on the advice and with the consent of the then parliament in 2039 BS (1982 AD).

Natural Disaster Relief work means:• Any relief work to be carried out in the area

affected or

• Likely to be affected

• In order to remove the grief and inconvenience caused to the people.

• Rehabilitation of the disaster victims.

• Protection of the life and property of the people.

• Prevention measures and advance preparation.

• The Ministry of Home Affairs (MoHA) is designated as the lead agency responsible for implementation of the Natural Calamity (Relief) Act, 1982.

• Currently, Various agencies of Government of Nepal are assigned with different aspects of Disaster Risk Management.

• Central Natural Disaster Rescue Committee is chaired by the Home Minister. This committee is accountable for preparing National Policies and ensuring its implementation.

• MoHA is also responsible for Rescue and Relief Works, Data Collection and Dissemination of Funds and resources.

• Close down of the governmental or non governmental offices, educational institutions.

• Prohibition of the activities in disaster area that may cause adverse effect on relief work.

• Deputation of the employees of governmental or non governmental offices or of institutions.

• Evacuation or cause to be evacuated the people from the affected area to the areas of safety.

In order to carry out relief works the govt. may give orders to any one concerned to undertake any or all the following works:

• Requisition of the movable and unmovable property of any individual or institution on temporary basis for a prescribed period, if such property is required to be used for the purpose of relief works.

• Evacuation or cause to be evacuated the goods and commodities from the affected area to the areas of safety.

• Requisition and use of the means of transportation owned by non governmental offices, association and individuals of the concerned District for fixed period of time.

• Requisition of the food grains, clothes, medicine, construction materials and other items belonging to non governmental offices, institutions and individuals of the concerned district and distribute it to the victims.

• Try to save the real estates, factories, temples, shrines, and religious places including other significant objects and places.

• Constitute and operate the aid groups.

• Take other necessary security measures for the safe guard of the life and property of the common people.

Three Year Interim Plan (Major Policy)

• 3-Year Interim Plan (2007-2010) recognizes disasters as one of the major impediments of national development process, and tries to address DRM tasks by devoting one separate chapter on DRM (Chapter 26)

• The Plan recognizes for DRM the need to foster collaboration and coordination among key players and institutions active in different sector of national economy
