National President’s Message

Greetings from the National Office. We have had a busy summer attending theBranch conventions, meetings with Canada Post and dealing with issuesbrought forth by, or on behalf of, our membership.

The Branch Conventions were very well run and for the most part well attended. We saw anumber of officers retiring from CPAA and we extend a big THANK YOU for the work anddedication they gave to this Association. Ten (10) new officers were elected, officers trainingtook place in July and we welcome these new officers to the realm of union representation.

The National Triennial Convention was held in Edmonton, Alberta on October 1, 2, and 3,2007. As usual, it was a very productive convention. Reports were presented, audits andbudgets approved and the business flowed smoothly. Minimal changes were made to theBy-laws. Once these amendments receive Ministerial approval, they will be sent to theprinters for publication. A new edition of the By-laws will be sent to the membership onceprinting is completed.

The National Triennial Convention also brought forth elections for the National Office.I thank the membership for the confidence they have shown me as I was acclaimed for a thirdterm as your National President. I also extend sincere congratulations to Shirley, Pierre andDaniel.

To our outgoing National Vice President, Pat Fagan: thank you Pat for your years ofdedication and hard work. On behalf of the members of CPAA, I extend our sincere bestwishes for a happy and healthy retirement.

On the home front at 281 Queen Mary, we continue to meet with Canada Post to discuss newand ongoing issues. We meet with our colleagues in other bargaining units as well, to discussissues of a common nature which may have an impact on our respective members. It is ourhopes that in the not too distant future some of the issues surrounding Health and SafetyRepresentatives, in offices where we have CPAA members as well as RSMC members, will beresolved through this venue.

The next three years will undoubtedly be as challenging as the last few, but I look forward tothe work ahead of us and working with my colleagues at National and across the country forthe betterment of our Association.

Post Triennial Messages

It is with gratitude that I thank the members of CPAAfor the support and encouragement I received in myrecent re-election to the position of National Presidentfor my third term. I know that the next three years willbring us many challenges, but I am confident that thesechallenges will only enforce our resolve to work onbehalf of, and for the betterment of, the members ofCPAA.

To my colleagues, Shirley, Pierre and Daniel, mysincere congratulations. I look forward to working withyou over the next three years.

To Pat, my best wishes on your retirement! From myhusband Bill and I, we thank you and Paulette for thewonderful friendship. On behalf of CPAA, I extendmany thanks for the hard work and dedication youhave given to this Association. Enjoy that retirement!

As we look back at yet another National TriennialConvention, I am pleased to be afforded thisopportunity to express my sincere gratitude to myCPAA sisters and brothers for the support that youhave shown me. I will work hard to ensure theAssociation has an effective and strong voice for allmembers.

Thank you again for your support and for taking part inour electoral process. Our union can only be as strongas we make it. Your active participation is the cornerstone of our future successes.

It is with a sense of regret and a sense of excitementthat I write these last few words for this magazine.As most of you know by now, I did not seekre-election at the recent National Triennial Convention,as I will be retiring from Canada Post Corporationeffective January 5, 2008.

I have spent the last 32 years of my life as an electedofficer of CPAA and I can honestly say that it has beena great experience that I would not trade for anything.I have many great memories that I will cherish for therest of my life.

Paulette joins me in expressing our thanks to themembers across the country for the support,encouragement, hospitality and friendship that youhave shown us over the years. It still amazes me thatthere are so many people in this country, who arewilling to give of themselves for the betterment ofothers.

My best wishes go out to the officers of CPAA as youcontinue to look for ways to improve the lives of themembers of the Association. You have always showna willingness to meet the challenges that face you andI am sure that you will continue to do so.

National Triennial Convention Summary

The 17th National Triennial Convention was held in Edmonton, Alberta on October 1, 2, and 3,2007.

A total of ninety-one (91) delegates elected from across Canada attended the convention. As well,CPAA welcomed forty (40) guests, four (4) Past Branch Presidents, our legal counsel Sean McGeeof Nelligan O’Brien Payne and five (5) support staff.

Sunday’s registration was followed by a social evening where delegates had the opportunity to meetand spend some time together.

The convention officially began on Monday morning. We were pleased to have Vivian Davis, PastBranch President of the B.C. and Yukon Branch, as our Parliamentarian, and Frank Gelling, PastBranch President of the Ontario Branch, as our Returning Officer. The following three (3) days werefilled with the business of the convention. On Monday the delegates were presented with the variousreports, as well as the proposed amendments to our By-laws. Monday evening, the Alberta , N.W.T.and Nunavut Branch hosted a wonderful tour at the Ukrainian Historic Village which ended witha delicious supper. Tuesday, voting on the amendments to the By-laws took place. That sameevening the candidates for National Executive positions hosted a hospitality evening where delegatesand guests mingled, socialized and questioned candidates on their platform.

On Wednesday morning an election was held for the National Secretary-Treasurer. NationalPresident Leslie Schous and National Vice President Pierre Charbonneau were re-elected byacclamation. Shirley Dressler was also elected by acclamation to the position of National VicePresident. The National Officers for the next three years are as follows:

National President – Leslie A. SchousNational Vice President (English language) – Shirley L. Dressler

National Vice President (French language) – Pierre CharbonneauNational Secretary-Treasurer – Daniel L. Maheux

The convention concluded with the President’s Banquet on Wednesday evening with Past BranchPresident of the Maritime Branch, Roger Boudreau as Master of Ceremonies. This was followed byan evening of dancing with music by the Pam Proud Band. The delegates extended their good wishesand expressions of appreciation to outgoing National Vice President Pat E. Fagan, and bid eachother farewell!

Overall, the convention was very successful, and we extend our appreciation to all delegates,convention officials, and the support staff for their efforts.

Statutory Holiday Pay

Soon the Holiday Season will be upon us and we will be anxious to have both Christmas Day andBoxing Day as days of rest.

The following explains what you may expect for Statutory Payment for these two days.

Group Postmasters

You will receive Statutory Payment for all hours you were normally scheduled to work. If thedesignated holiday falls on a non-scheduled working day, the holiday will be moved to the nextscheduled working day and you will receive pay for those hours.

Grade Postmasters and Full-Time Assistants

All regularly scheduled hours will be paid.

Part-Time Assistants and Continuous Terms

Employees must be employed for 30 calendar days to be entitled to statutory holiday pay.

If paid 54 hours or more in the last 30 calendar days, you are entitled to receive pay for the averageof the last five (5) days worked to a maximum of 8 hours OR your regularly scheduled hours for thatday, whichever is greater. (Clause 21.05 a) i) of the Collective Agreement)

If you were paid less than 54 hours in the last 30 calendar days, you must first determine thenumber of days you received pay:

– If you received pay for 15 days or more in the last calendar days, you will be paid your regularlyscheduled hours. (Canada Labour Code) OR if you do not have any regularly scheduled hourson that day, you will be paid the average of hours in the last 20 working days immediatelypreceding the holiday.

– If you have not received pay for at least 15 days in the last 30 calendar days, you will be paid1/20th of your earnings made in the last 30 calendar days (Canada Labour Code). If you havescheduled hours on the statutory holiday which are greater then the amount you will receivewith the 1/20th payment, then the difference of the scheduled hours and the number of hourspaid for the holiday will be rescheduled to ensure no loss of regular pay. (Clauses 21.05 a) ii)and 21.05 d) of the Collective Agreement)

Underpayment of Statutory Holiday Pay – Part-time Assistants

There have been numerous situations where it has been discovered that statutory holidaypayments have been incorrect for Part-time Assistants who were in an acting Postmasterassignment between December 2003 and April 2007.

In March 2007, the Corporation made the corrections necessary in SAP to prevent these errorsfrom continuing.

You should receive eight (8) hours of payment for a statutory holiday providing that you workedin that Acting Assignment the day before and the day following the statutory holiday. Workingyour regular schedule on a Saturday does not break your acting assignment.

If a review of your pay records indicates that you were improperly paid, please contact an officerof your CPAA Branch as soon as possible, to assist you in recovering your correct entitlements.

Duncan Mitchell by Denice A. Pharis

Duncan Mitchell passed away on March 17, 2007. He was Director for one year andPresident of Alberta, N.W.T. and Nunavut Branch for ten (10) years. He retired in1983.

After retirement, Duncan still fought for CPAA. He was on the Canadian PostalCustomer Council from 1989 to 1997.

He was involved with Rural Dignity from 1987 and he was interviewed, as thePostmaster from Consort, Alberta for 32 years, by the National Postal Museum.

John Charles (Charlie) Linka

It is with regret that we inform you that Mr. Charles Linka, better known as Charlie, passedaway on July 2, 2007.

Mr. Linka served on the Saskatchewan Branch Board of CPAA and held the followingpositions:

! Branch Secretary-Treasurer from 1957 to 1968! Branch President from 1969 to 1972

Mr. Linka served as Postmaster in Strongfield, Saskatchewan before moving to Broadview where he wasPostmaster for 30 years. Charlie retired in 1984.

CPAA is very grateful to Mr. Linka for the work he did for this Association. Mr. Linka was involved in theestablishment of the Association in its early years of development and we are very appreciative of the work hedid on our behalf. Our sincere sympathy is extended to the Linka family.

Gaston Meunier

It is with regret that we have learned that Mr. Gaston Meunier passed away onApril 10, 2007.

Mr. Meunier had a very long career in the mail service:! Part-time employee from 1939 to 1948.! Postmaster at Acton Vale, Quebec from 1948 to 1967.! First full-time National Secretary of CPAA in Ottawa. He was appointed in 1967

and served until 1975.! One of the founders and General Secretary of “L’Association Internationale

des Receveurs de la Poste” from 1975 to 1989.

He played an important role within the labour movement.

JoAnn Cornies – February 23, 1942 – May 9, 2007

JoAnn was Postmaster at Forest Grove, B.C. from October 16, 1978 to July 1995. She leftCPC for almost five (5) years, then returned as Postmaster at Forest Grove from February 23,2000 to April 30, 2002. She became the Postmaster at Lytton, B.C.; position she fulfilled fromMay 1, 2002 until May 9, 2007.

In 1986/87, JoAnn was very active in attending meetings to prevent Post Office closures.She was first elected as the B.C. and Yukon Branch Secretary-Treasurer from 1989 until1995. She was re-elected Secretary-Treasurer in 2001 and remained in that position until herdemise last May.

Group Life Insurance Plan

A S Life Insurance Benefit1. Commencing August 1, 2005, all active members of the

Association are insured for $10,000 Group Life Insurance inaccordance with the terms of Group Policy No. 158073,issued to the Association by The Great-West Life AssuranceCompany.

2. The above amount is subject to a periodical review.3. Such insurance will continue in force as long as the employee

is an active member of the Association.4. Such insurance will continue for as long as this policy is in

force.5. Such insurance will automatically terminate at the end of the

month in which the member celebrates his/her 70th birthday.6. New members are insured from the date on which active

membership to the Association begins.B S Total Disability Benefit1. This policy provides group insurance during continuous total

disability as long as the following conditions apply:a) you have been totally disabled for 6 months or more, prior

to your 65th birthday;b) the disability is such that you are unable to perform any

work of any kind;c) you remain an active member of the Association.

2. The coverage does not extend beyond your 65th birthday.3. If you cease to be a member while you are on disability and

before your 65th birthday, you must consider the conversionoutlined in item C below.

4. You applied for waiver of premium benefits within the contractprovisions.

C S Conversion Privilege1. This insurance can be converted into certain types of indi-

vidual life insurance plans, then issued by Great-West LifeAssurance Company.

2. To convert this policy, the following conditions must be ineffect:a) your active membership to the Association must terminate

on or before your 65th birthday;b) your application for conversion must be received by

Great-West Life within 31 days of termination of youractive membership.

3. Presently, the maximum coverage available is $10,000.4. Conversion is available regardless of your health.5. The privilege does not extend beyond 31 days following your

65th birthday, even though you may continue to work beyondthat date.

D S Beneficiary1. A form is provided below to enable you to register a benefi-

ciary in the event of your death.2. You may change your designated beneficiary any time.3. If no beneficiary is named, the insurance proceeds will be

paid through the administrator, executor, or assign(s) of yourestate upon your death.

4. If designating a beneficiary who is a minor or who lackslegal capacity, please check box below, (in beneficiaryform) and a Trustee Appointment form will be sent to youfor completion.

Certificate of Insurance1. The Great-West Life, certifies that the holder of this policy is

insured for the sum of $10,000, in accordance with the termsof Group Policy No. 158073:a) as long as he/she is an active member of the Canadian

Postmaster and Assistants Association; andb) as long as he/she is under age 70.

2. The insurance is payable on death from any cause to thebeneficiary last registered in writing with Great-West Life.

3. If no beneficiary is registered with Great-West Life, theinsurance is payable to the deceased's administrator,executor or assign(s).

4. The policy includes a Total Disability Benefit and aConversion Privilege.

5. The certificate and the descriptive literature above areprovided for information purposes only.

6. If any conflicts arise between the above and the terms ofGroup Policy No. 158073, the terms of the latter shall govern.
